인간동력 항공기 개발 고찰 (Review on the Human Powered Aircraft Development)

  • Human powered aircraft (HPA) is an airplane that uses only human power for its propulsion. It's development is completely different from conventional aircraft that use fuels as a power source. In the present study, special features for the development of HPA are discussed by studying the design requirements, weight estimation, aerodynamics and propulsion studies, power analysis, and mossion profile design. It is found that the development of the HPA is completely different from conventional aircraft. Mission profile is crucial to the successful flight of the sport HPA when the pilots are changed.

East Asian Observatory: Current Status and Future Prospect

  • The special session of the East Asian Observatory was prepared to let the Korean Astronomical Community know the current status and future prospect of the EAO, and to hear the opinion from the community. The East Asian Observatory (EAO) was formulated on September 5, 2014 by East Asian Core Observatories Associations (EACOA) as a non-profit company registered in the State of Hawaii. As a first mission of the EAO, it has successfully operated the James Clerk Maxwell Telescope (JCMT) since March 2015. The Submillimeter Array (SMA) has been available to the East Asian astronomers from 2017A season through the EAO, and the Subaru and the East Asian VLBI Network (EAVN) are the possible facilities to be available in near future.

한국형 무인 경비정(USV)의 개념설계에 관한 연구 (A Study on the Conceptual Design of an Unmanned Surface Vehicle(USV) for the Korean Navy)

  • Unmanned surface vehicles(USVs) have been developed for special operations in foreign navies. These will be employed to conduct critical missions including inspection, coast guard, ISR, fire protection, precision strike, mine interception warfare and antisubmarine warfare. It is also known the USVs will be deployed at the front line of the network-centric warfare to replace the manned naval operations. The unmanned operation can, thus, minimize unnecessary risk to personnel and enhance the success probability for the imposed mission. In this research, the USVs which are under operation and development in foreign navies are investigated. Based on this, an USV with $7\~10m$ of length and 10ton of weight for the Korean Navy which can be deployed near the Northern Limit Line(NLL), is proposed.

Adapting Public Research Institutes to New Dynamics of Innovation

  • Governments around the world place great hopes in innovation in their search for new sources of growth and for responses to grand challenges, such as climate change, new or re-emerging infectious diseases, accelerating urbanisation, ageing, food security, and availability of clean water. However they must devise their relevant support policies -- including through sponsored research within public research institutes -- taking into account that innovation processes are currently undergoing a major transformation. New innovation patterns include a broadening scope of relevant activities, a growing importance but changing nature of scientific roots of technological development, a stronger demand-pull, the emergence of new local and national STI powerhouses, and the rise of more open and globalised innovation networks. They translate into new opportunities but also constraints for policies to enhance the contribution of public research institutes to national innovation performance. The article derives the main policy implications regarding the desirable evolution of the mission, research focus, as well as the funding and steering of public research institutes, with a special reference to Korea.

  • Every government rallies with the private sector to support its traditional cuisines. In Korea, the effort to globalize traditional dishes began with the governments official declaration of "Hansik Globalization" in 2008. Now the mission of globalizing hansik has emerged as one of the most valuable propositions in creating a new value-added rural economy, sharing growth with the tourism industry. The global food industry is reported to be bigger that of the information technology industry by 5.6 times and the automobile industry by 2.5 times as of 2008. And considering that hansik is almost unknown outside of Korea, the potential for growth is huge.

  • 결론적으로 위성에 의한 강우관측은 지금은 지구의 거의 대부분 지역에서 관측 및 모니터링과 더불어 강우를 이해하는 능력에 커다란 기여를 하고 있다. 특히 1997년 11월 TRMM의 등장으로 강우의 연직분포 및 정량적 관측이 이루어지므로서 국내에서도 위성강우의 활용연구가 급진전할 것으로 기대된다. 또한 위성강우자료를 이용한 농업 및 수자원분야에서의 연구도 기대된다. 위성강우자료를 농업/수자원 분야에 적용하기 위해서는 먼저 자료간의 결합시에 발생되는 규모(scale)와 해상도(resolution) 문제를 다루는 평가연구가 요구된다. 규모문제는 주어진 연구에 가장 적절한 구역의 개수에 대한 불확실성 때문에 발생되며, 해상도 문제는 해당자료를 저해상으로 결합하여 분석하게 되면 기대치 이상의 정보손실을 야기시키기 때문이다. 이와 같은 의문점이 어느 정도 구명된다면 위성강우자료를 이용한 연계연구는 무궁무진하다고 말할 수 있다. 예를 들면 농업분야에서는 위성강우에 의한 격자기반(grid-based)의 토양수분 및 지하수위 변화, 농경지 침수지역 예측 등에, 수자원분야에서는 공간강우-유출해석에 의한 홍수예 · 경보시스템의 향상, 도시지역 홍수범람지역의 예측 등에 활용할 수 있다.

요인의 안전을 위한 경호조직 분석 및 발전 방안 (The Current VIP Guard System and Its Development)

  • In modern society, there are diverse sorts of VIPs including a king and individuals. Some like a king or president are in need of professional secret services, and others become VIPs by being guarded by a bodyguard company at their own request. The former is called a public guard, and the latter is a private one. In the field of the public guard, the nation should be furnished with a guard system in consideration of political circumstances to protect VIPs. That is, the parliamentary cabinet system and presidential system call for a different guard system, and the guard system's professional features vary to some degree with political situations and cultural climate. If the ultimate goal of guard is to protect the chief of the democratic and open state in a most efficient and safe manner, it's mandatorily necessary to set up a professional and specialized guard organization to provide democratic and efficient secret services. It's desired that the domestic presidential guard division should be staffed with not only expert guards but other personnels dispatched from the military and police. In the police, guard mission is splitted among various guard and security agencies, including the National Police Agency's public security bureau or the Seoul Metropolitan Police Agency's public security division, 101 security unit, mobile police and 22 special guard division. As a chain of command is separated and it's difficult to manage such organizations effectively, the National Police Agency should be exclusively in charge of VIP guard and security. In the area of private guard, the private police system has shared national security task as a middle organization between the private police and private guard. But now its intent has gradually weakened, and its mission should be redefined. In addition, the way people look at private guard should change, and they should be well informed that it could serve to prevent possible crimes, protect them against crimes and get rid of their inconveniences. To make a good impression on people, the guard associations and businesses should put their efforts into reinforcing publicity activities, and the government, academic circles and press should team up with them as well.

전쟁 패러다임의 전환에 따른 잠수함의 역할 변화에 대한 고찰 (A Review on the Change in Submarine Roles in Naval Warfare: Based on Warfare Paradigm)

  • The longing for submarine manufacture and the fear of her power had exited for a long time, but submarine that could submerge and attack was built from 20th century by science technology development. The question, 'Submarine can exercise her power in naval warfare?' had exited before World War I, but the effective value of submarine was shown in the procedure of a chain of naval warfare during World War I and World War II. Germany and the United States made the best use of submarines at that time. The submarines of these nations mounted fierce attack on the enemy's battleships and merchant ships and blocked the sea lanes for war material. These fierce attack on ships became impossible After World War II, and the major powers reduced and coordinated the defence budget, so they considered the role of submarine. However, submarine is still powerful weapon system because she can secretly navigate under the water, and one of the most important force in the navy. The aim of this thesis is analyzing submarine roles in each naval warfare and integrating maritime strategy and weapon system technology into her roles. First, the research about represent submarine roles like anti-surfaceship warfare, anti-submarine warfare, intelligence gathering, land attack, supporting special operation and mine landing warfare will be presented, then the major naval warfare where submarine participated(during ex-World War I, World War I, World War II, The Cold War Era and post Cold War) and the analyzing of submarine roles by time will be presented. Submarine was developed for anti-surfaceship warfare during ex-World War I but could not make remarkable military gain in naval warfare because her performance and weapon was inadequate. However, the effective value of submarine in the procedure of a chain of naval warfare was shown during World War I and World War II. The major powers put battleships into naval warfare undiscriminatingly to command the sea power and submarines did massive damage to enemy navy power, so put a restraint the maritime power of enemy, and blocked the sea lanes for war material. After World War II, the battlefield situation changed rapidly and the concept of preemption became difficult to apply in naval warfare. Therefore, the submarine was unable to concentrate on anti-surfaceship mission. Especially during the Cold War era, nuclear submarine came to appear and her weapon system developed rapidly. These development gave submarines special missions: anti-submarine warfare and intelligence gathering. At that time, United States and Soviet submarines tracked other nation's submarines loaded with nuclear weapons and departing from naval their base. The submarines also collected information on the volume of ships and a coastal missile launching site in company with this mission. After Cold War, the major powers despatched forces to major troubled regions to maintain world peace, their submarines approached the shores of these regions and attacked key enemy installations with cruise missiles. At that time, the United States eased the concept of preemption and made the concept of Bush doctrine because of possible 911 terrorism. The missiles fired from submarines and surface battleships accurately attacked key enemy installations. Many nations be strategically successful depending on what kind of mission a submarine is assigned. The patterns of future naval warfare that my country will provide against will be military power projection and coalition/joint operations. These suggest much more about what future missions we should assign to submarines.

천리안위성2A호 기상탑재체 Best Detector Select 맵 평가 및 업데이트 (GEO-KOMPSAT-2A AMI Best Detector Select Map Evaluation and Update)

  • 천리안위성2A호 기상탑재체 AMI(Advanced Meteorological Imager) 센서 검출기의 최상의 요소들로 구성된 Best Detector Select (BDS) 맵은 발사 전 확정되어 AMI에 업로드 되어 있다. 위성 발사 이후 급격한 온도 변화 환경에 노출되면 검출기의 성능에 변화가 생길 수 있으며, 발사 및 탑재체 아웃개싱 이후에 BDS맵의 성능을 다시 분석하고 필요시 업데이트가 필요하다. 검출기 요소 전체에 대한 성능을 검증하기 위한 분석 작업이 탑재체 개발업체(미 L3HARRIS사)가 제공한 BDS맵 분석 기술 문서를 기반으로 진행되었다. BDS맵 분석이란 탑재체 검출기가 기준 목표물(심우주와 탑재체 내부 보정 타겟)을 응시하는 동안 얼마나 안정적인 신호를 보이는 지를 평가하는 것이다. 이러한 목적으로 LTS(Long Time Series) 및 V-V(Output Voltage vs. Bias Voltage)라 부르는 검증법이 이용된다. LTS는 30초 동안, V-V는 2초 동안 목표물을 응시하고 이 때의 검출기 노이즈 성분을 계산한다. 자료를 획득하기 위해서는 탑재체의 운영을 멈추고 특별 관측을 실시하여야 하기 때문에, 정상 운영 전인 궤도상 시험기간 중에 해당 작업이 이루어지게 된다. 천리안위성2A호 기상탑재체 궤도상 시험 기간 동안 획득한 자료를 바탕으로 BDS맵의 상태를 평가하였다. 발사 전 지상 시험에서 평가된 BDS맵의 전체 성분들 중에 약 1%에 해당하는 요소들이 성능 변화를 보였으며, 이를 다른 요소들 중 최상의 성능을 보이는 성분으로 교체하였다. 새로운 BDS맵을 적용한 결과 BDS문제로 인해 야기된 기상탑재체 원시영상에 나타나는 노이즈 성분(줄무늬)이 완전하게 제거되었다.
