Accident of Special Mission Helicopter and Safety Management (특수임무 헬리콥터의 사고분석과 안전관리)

  • Compared with past, helicopters have remarkably high level of safety and accidents due to mechanical defects are decreased about 15%. Most of their duties, however, are to commit at duty area which is hard to access. Because of them, collision probability is high and also has relatively higher accident rates than other aircraft with special mission. A result of analysis is that accident rate is relative high with prevention of disasters, putting out a fire and crop-dusting missions under 500ft. In addition, most of accidents are related with human factors. According to this, it is required to pilots who carry these mission that safety education and detailed analysis about their mission.

A study of Mission statements for strategic management - Focusing on the tertiary care hospitals in korea and special functioning hospitals in Japan- (한국과 일본병원의 미션선언문 비교연구 - 한국의 상급종합병원과 일본의 특정기능병원을 중심으로-)

  • This study investigated contents of mission statements for Strategic Management of hospitals in Korea and Japan. For the study, 44 tertiary care hospitals in korea, which were accredited by the Ministry of Health and Welfare, were selected. And 83 special functioning hospitals in Japan, which were approved by the Minister of Health, Labour and Welfare, were included. Both quantitative and qualitative analyses were conducted by classifying 5 components of the mission statement; market, service, philosophy, image, contribution. Findings from this study are as follow. First, hospitals in Korea emphasized image(93.2%) and philosophy(81.8%) components in their mission statements, whereas hospitals in Japan highlighted components of service(89.2%) and market(72.3%). In detail, mission statements of Korean tertiary care hospitals describe the components of hospital's image (93.2%), philosophy(81.8%), contribution(56.8%), market(22.7%) and service (18.2%) in order. On the other hand, mission statements of Japanese special functioning hospitals describe hospital's service(89.2%), market(72.3%), contribution(61.4%), image (49.4%) and philosophy(34.9%), respectively. Second, as results of Content analysis, there were some differences in mission statements of hospitals between two countries, and it is mainly from the divergences of standards for recognition of medical institutions, environmental factors, and different ways of mission statement description. For strategic hospital management, carrying out innovative restructuring organization or promoting of research and training for medical development is considered as a desirable approach. However, clear description of mission statement is more important and it is required for effective control and managing organization. And then the mission should be communicated within an organization so all internal members understand it and put their efforts to achieve the mission of organization. In conclusion, it is recommended that a leader and senior managers should re-evaluate its mission statement whether it reflects characteristics of an organization. In addition, a mission statement should be created or improved based on critical decision, as well as it should be clearly shared within an organization in order to become a future oriented organizations.

  • The kinds of traits and behaviors studied most frequently in the early leadership research included physical characteristics, personalities, abilities, skills, behaviors and so forth. Researchers who studied leadership emphasized the important role of cultural, counter-insurgent, stability operational and clinical leadership traits and behaviors to perform the special mission of Overseas Forces The purpose of this study was to examine effective leadership traits, behaviors and skills for special mission of ROK Overseas Forces and to find out the differences on leadership traits, skills and behaviors among officers, noncommissioned officers(NCO) and enlisted men of the army. In order to achieve this purpose, a number of literature reviews and survey researches were conducted. The data for the analysis were collected through the questionnaire which consisted of 94leadership traits, skills and behaviors items Subjects were composed of 43 officers, 144 NCOs and 109 enlisted men Although the ranking order of leadership traits, skills and behaviors items among the groups for each analysis did not show much difference, the results of one-way analysis of variance revealed that a few items had a significant statistical difference among the groups. Implications of comparative results were also discussed in this study. In conclusion, this study would be useful basis for further improvement on effective leadership traits, skills and behaviors of ROK Overseas Forces, and some further researches were recommended.

  • The purpose of this study is to analyze the compensation law for Special Mission Executors enacted to compensate for sacrifices for the state based on the policy framework proposed by Gilbert and Terrell and to present the limitations and development directions of the compensation policy. In particular, this study presents the characteristics of each dimension of the policy through the bases of social allocation, the types of social provisions, the strategies for the delivery, and the ways to finance. Through the analysis, We deduce problems of the compensation law for Special Mission Executors. Representative limitations of the compensation policy can be summarized as follows. Due to extreme selectivism, the limitations are the narrow selection criteria of the targets, the benefits which are not out of proportional to contributions, delayed benefits and the decrease in the size of public resources. These limitations suggest that the compensation policy for Special Mission Executors does not contain the significance of the Patriots and Veterans Affairs Policy. The value the Patriots and Veterans Affairs can be considered as a means for repaying the contributions who sacrificed for the nation. Therefore, the government needs to make efforts to develop a policy with the true significance of the Patriots and Veterans Affairs.

  • Avionics system's function for an air transport mission is analysed. The starting point for designing a Avionics system is a clear understanding of the mission requirements and the requirement allocation by the top level aircraft system. Therefore, the analysis begins by making a top-down analysis to the aircraft missions. The baseline mission is divided into segments, and each segment is subjected to a detailed analysis to establish the requirements for the Avionics system. Special attention is given to capture the key aspects of interfaces, and to incorporate them into the design.

  • Functional analysis of air transport mission is conducted to establish the performance requirements of the commercial transport designs. The analysis process begins by making a top-down analysis to the aircraft system level mission functions. Correctly interpreting the top-level performance requirements is the first step in designing and building an aircraft system. Each function and sub-function is allocated and examined to the aircraft level and flight operations phase to optimize the system performance and design requirements, such that these lower-level requirements can be traced back to the top-level requirements they are designed to fulfill. Special attention is given to making sure all interfaces, both internal and external, are addressed. The results are also in good resources of functional hazard assessment involved in certification processes.

Analysis of Mission, Vision and Core values in Korean Tertiary General Hospitals Through Text Mining (텍스트 마이닝을 통한 상급종합병원의 미션, 비전, 핵심가치 분석 연구)

  • Purposes: This research is conducted to identify main features and trends of mission, vision and core values in Korean tertiary general hospitals by using text-mining. Methodology: For the study, 45 mission, 112 vision and 190 core values are collected from 45 tertiary general hospitals' homepages in 2022 and use word frequency analysis and Leyword co-occurrence analysis. Findings: In the tertiary general hospitals' mission, there are high frequency words such as 'health', 'humanity', 'medical treatment', 'education', 'research', 'happiness', 'love', 'best', 'spirit', and mission mainly includes the content of contributing humanity's health and happiness with these words. In case of vision, high frequency words are 'hospital', 'medical treatment', 'research', 'lead', 'trust', 'centered', 'patient', 'best', 'future'. By using these words in vision, it represents the definition and characteristics of vision such as ideal organizations in the future, goals and targets. As a result of the Leyword co-occurrence analysis, vision includes the content of 'high-tech medical treatment', 'special care for patients', 'leading education and research', 'the highest trust with customer', 'creative talents training'. -astly, the high frequency word-pairs in core values are 'social distribution', 'innovation pursuit', 'cooperation and harmony', and it defines standards of behavior for organizations. Practical Implication: To correct the problems of vision, mission and core values from findings, firstly, it needs for Korean tertiary general hospitals to use the words that can explain organization's identity and differentiate others in their mission. Secondly, considering strengthening the role of hospitals in their community and the importance of members in organizations, it is necessary to establish vision with considering community and members to activate vision effectively. Thirdly, because there are no specific guidelines of establishing mission, vision and core values for healthcare organizations, this research concepts and results could be utilized when other organizations establish mission, vision and core values.

  • The present study focuses on the activities and efforts of the National Mission for Manuscripts (NMM) in the Uttar Pradesh region, which is known for its vast area, population, and rich cultural heritage. The aim is to examine the digitization work carried out by the NMM in this area, as digitization plays a crucial role in preserving our country's rich ancient heritage. The importance of safeguarding cultural heritage is universally acknowledged, and digitization serves as a vital tool in this endeavour. Through digitization, we can protect and preserve our heritage for future generations. The government has implemented several commendable initiatives for manuscript digitization, and the NMM stands as a prominent organization dedicated to the conservation of cultural heritage. The NMM possesses a diverse range of cultural heritage resources, including photographic slides, photographs, digital images, photo-negatives, motion pictures, audio spools, microfiche, LP records, endangered manuscripts, audio and videotapes, digital images, microfilms, digital audio and video files, and more. The mission has undertaken extensive digitization efforts to conserve and provide access to a significant portion of its collection. This study is unique as it explores the digital conservation and digitization practices of a premier institute working in the field of art and cultural heritage in Uttar Pradesh. With its extensive network of institutions, the mission aims to cover all manuscripts, digitize them, and consolidate them on a common platform for easy access and utilization.

The Effects of Quality of Life and Anger Expression on Suicidal Ideation of Korean Special Mission National Merit (Performer) (대한민국 특수임무유공자(수행자)의 건강관련 삶의 질과 분노표현이 자살생각에 미치는 영향)

  • The purpose of this study was to investigate the degrees of life quality, anger expression and suicidal ideation of Korean special mission national merit(Performer), and to identify the effects of life quality and anger expression on suicidal ideation of the subjects. The general characteristics as well as life quality, anger expression and suicidal ideation of 362 Korean veterans were collected from March 2016 to May 2016, and the collected data were analyzed with SPSS 23.0 Statistics Program. The result showed that life quality was inversely correlated with anger expression(r=-.151, p<.001) and suicidal ideation(r=-.539, p<.001), and anger expression was positively correlated with suicidal ideation(r=.601, p<.001). Life quality and anger expression were significant predictors of suicidal ideation with 42.9% explanatory power. In order to prevent the suicide of the Korean special mission national merit(Performer), it is necessary to develop a national adaptation program to improve the life quality and to develop an effective anger control education program considering the characteristics of them.

Religious Freedom and Religious Education in Protestant Mission School in Recent Korea: with Special Reference to Proselytism (한국 개신교사학의 종교교육 공간에 나타난 종교자유 논쟁: 개종주의와의 관련을 중심으로)

  • This paper aims at exploring the characteristics and meanings of religious freedom controversy surrounding religious education, with special reference to proselytism, in protestant mission school in recent Korea. Most of protestant mission schools have been providing students compulsory religion class and chapel service in the name of religious education. According to the school authorities, religious education should be provided for the realization of founding philosophy, and they say that mission school has the right to religious education. On the contrary, many non-christian students argue that their religious liberty is seriously violated by required religious education especially compulsory chapel worship. So serious conflicts broke between mission school authorities and students. Supreme Court decided that Soongsil University has the right to maintain compulsory chapel service, ruling that Daegwang High School should not maintain required chapel worship. It seems that Supreme Court gave different decisions to high school and university respectively, considering the differences between high school and university in application for admission to a school, students' critical consciousness, school's autonomous rights, etc. However, these precedents are being challenged by many peoples and groups. There are three agents which are involved in religious freedom controversy in mission school. The first are mission school authorities supported by religious groups, the second government supported by political parties, and the third mission school students guided by NGO. Among them protestant groups are playing the major role in making religious freedom problems in mission school. Protestant groups try to convert mission school students to protestantism by compulsory chapel service and religion class. Such a protestant proselytism becomes a cause of oppressing students' human rights and religious liberty. In this situation government has a responsibility to protect the students' rights to religious freedom. But government seldom impose sanctions on the protestant mission schools' compulsory programs. The reason why government does not restrict mission school's unlawful religious education is because protestant groups have strong influence in voting. Eventually civil movements organizations involved in religious freedom controversy for the sake of students's human rights. In conclusion, the assailment is protestant proselytism, the accessory is government, the victim is students in the religious education in mission school in recent Korea.
