The Environmental Implication of Metropolitan Expansion in Asian Cities : The Role of Planning Practices toward Sustainable Urban Development in Asia

  • This paper focuses on examining environmental implications embedded in recent spatial expansion of the Asian megacities as well as exploring the potentials of planning practices in addressing urban environmental problems. Regardless what underlying forces of recent metropolitan expansion are, nearly all the Asian megacities suffer serious environmental problems as these cities rapidly grow in terms of population and geographical boundaries. Furthermore, the global environmental implication of urban expansion at Asian megacities implies that there must be intense endeavor to develop more innovative policy solution in order to tackle down the worsening urban environmental problems in Asian cities at a metropolitan scale. Given the situation that there has been little attention on environmental consequence of the Asian metropolitan expansion in spatial term, this paper presents the overview on the changing nature of urban environmental problems embedded in the spatial expansion of recent metropolitan area in Asia, along with exploring possible solutions from planning practices guiding sustainable urban development in Asia.

미지 환경 탐색 및 감시를 위한 다개체 로봇의 경로계획 (Multi-Robot Path Planning for Environmental Exploration/Monitoring)

  • This paper presents a multi-robot path planner for environment exploration and monitoring. Robotics systems are being widely used as data measurement tools, especially in dangerous environment. For large scale environment monitoring, multiple robots are required in order to save time. The path planner should not only consider the collision avoidance but efficient coordination of robots for optimal measurements. Nonlinear spring force based planning algorithm is integrated with the spatial gradient following path planner. Perturbation/Correlation based estimation of spatial gradient is applied. An algorithm of tuning the stiffness for robot coordination is presented. The performance of the proposed algorithm is discussed with simulation results.

도시 및 지역의 생태관광지 선정을 위한 공간의사결정지원 평가모델 (A Model to Support Spatial Decision Making for Selection of Ecotourism Sites in Urban and Regional Area)

  • A spatial decision making process is needed when a local government tries to make polices and plans for eco-tourism in urban and regional site scale. This study aimed to suggest an assessment model to support spatial decision making on planning and making polices for eco-tourism. The model composes 6 stages of 'setting up ecogeographic territories'. 'value analysis method as ecotourism resources' 'synthetic assessing', 'grading values', 'selecting main resources for ecotourism' and 'spatial decision making support'. Applying the model to Shiheung city in Kyounggi province, validity was secured. By using the model, it was possible to make some decisions effectively such as selection of ecotourism resources, decision of the priorities of polices for ecotourism, and setting up the type of ecotourism to be introduced. In addition, by visualizing high valued resources and areas for ecotourism it w possible to support to make plans and policies effectively.

국토공간계층에서 상방 및 하방 이주 흐름 변화 분석 (Up and Down Flows of Migration in National-Space Hierarchy Over Time)

  • Throughout the economic development era of Korea, migration occurred within a spatial hierarchy, with upward flows from rural areas to urban. The concept of step migration is a typical theory to explain these upward migration flows. Recent migration data and trends, however, indicate that migration-pattern regime shows strongly opposite-direction flows, with many of the major migration flowing downward on this national-spatial hierarchy, away from urban areas. In this study, we examine the most recent structure of migration flows up and down within the national-spatial hierarchy. We define seven tiers to tabulate origin-destination migration flows from population density of local administrative districts for the period 2001-2014, and then analyze the migration patterns between the tiers over time. The results show differentiated patterns of migration within the national-spatial hierarchy over time including specific states of migrants' life cycles.

조선공업에서의 공간일정계획 시스템 개발 및 응용 (Development of the Spatial Scheduling System and Its Applications in Shipbuilding Industry)

  • In this study, we deal a spatial scheduling system for the block painting process in the shipbuilding industry. In general, the spatial scheduling for the block painting process is a very complicated task. Because spatial allocation of each block in blasting and painting cells is considered simultaneously. Thus the spatial scheduling for the block painting process is the problem of planning and control of operation, which arises in shipyard. This system is developed for blocks to meet the delivery date given by the shipyard production planning system, to maximize space utilization of blasting and painting cells and to balance workload among working teams. And it has been tested using actual scheduling data from a shipyard and successfully applied in a paint shop in a shipbuilding company.

농촌 거점면 중심지의 공간구조 특성 분석 (An Analysis on Spatial Characteristics in the Center Villages of Hub-Myun Site)

  • This study tried to establish a tentative renewal guideline on spatial structure of the Hub-myun's center villages which would be positioned as sub-centers in the rural settlement hierarchy in Korea. Space Syntax Method was used to analyze the locational characteristics of community facilities in the center villages of 8 pilot project areas which were selected in the nationwide scale. The base-maps for spatial analysis works were prepared firstly from satellite pictures and adjusted through field check. Generally, connectivity and global integration values of center villages were calculated as higher than hinterland villages, which would mean better accessible spatial characteristics in the center villages. And a tentative renewal guideline was proposed for road route improvement and relocation of community facilities in the Hub-myun's center villages.

공간환경계획 수립을 위한환경정보의 체계화와 개선방안 (Systematizing and Improving of Spatial Environment Data for the Establishment of Spatial Environment Planning)

  • 환경정책기본법에 근거하여 수립되는 환경보전계획은 친환경적인 공간구축을 위한 활용 가능성과 잠재성에도 불구하고 선언적이면서 형식적인 계획으로 사실상 인지되고 있다. 이러한 인식의 중요한 요인 중의 하나는 공간개발과 직접적인 관련성이 있는 공간계획(도시기본계획 등)이나 도시개발계획과의 연계성을 확보하지 못한 것에 기인하며, 이는 공간환경계획이라는 계획 간의 연계수단의 필요성으로 종결된다. 이에 환경보전계획의 활용성과 계획 간의 연계성 확보를 위한 공간환경계획의 수립을 위해 선행되어야 할 공간환경정보의 체계화를 제안하고자 하며, 이를 위해 기존의 환경정보를 파악하고 공간환경계획과의 연계방안에 대해서 살펴보고자 하였다. 이와 관련해서 국가차원 및 지자체 차원에서 구축하고 있는 공간정보시스템을 살펴보고, 환경매체별로 활용 가능한 공간정보를 분류하였다. 또한 9개의 환경매체별로 공간환경계획에 포함될 수 있는 공간정보 및 계획 항목을 도출하여, 기존의 공간정보시스템, 공간환경 현황정보, 공간환경 관리계획으로 이어지는 연계체계를 구축하였다. 나아가, 공간환경계획 활성화를 위해 공간환경정보 구축에 관한 개선사항을 제안하였다. 체계적인 공간정보 구축은 공간환경계획 수립을 용이하게 함으로써 환경보전계획을 강화하고 위상을 높임은 물론, 관련 공간계획과의 연계성 강화에도 기여할 것이다.

  • 도로교통법이 개정되며 개인형 이동수단(특히, 전동킥보드) 이용에 대한 정책적인 개선방안이 제시되고 있다. 하지만 많은 기기들이 보도 위에 방치되는 등 이용상의 문제점을 해결하고자 하는 논의는 부족한 실정이다. 이에 따라 본 연구에서는 서울시를 200m 격자로 구분하여 공유 전동킥보드의 대여량과 반납량에 영향을 미치는 요인을 분석하고자 한다. 특정공간을 기준으로 집계된 자료의 특성을 반영하기 위해 공간자기상관모형인 공간시차모형과 공간오차모형, 공간더빈모형, 공간더빈오차모형을 구축하였으며, 최종모형으로 공간더빈모형을 선정하였다. 영향요인 분석결과, 인구지표, 토지이용지표, 교통시설지표가 통계적으로 유의하게 영향을 미치는 것으로 분석되었다. 본 연구의 결과는 평일과 주말의 이용특성을 고려한 효율적인 운영방안을 위한 기초자료로 활용될 수 있을 것으로 기대된다.

도로 네트워크와 통행량 기반의 공간 접근성 지수가 주택가격에 미치는 영향 (Impact of Spatial Accessibility Index, Based on Road Network and Actual Trips, on Housing Price)

  • This study aims to empirically identify the effect of spatial accessibility, based on travel, on housing prices in the Korean capital region. More specifically, it has two research purposes: First, investigating the effect of comprehensive spatial accessibility, based on road network and actual trips from origin to destination, on average apartment price (Korean Won per square meter) at the level of Eup, Myeon and Dong; Second, identifying better accessibility index between Hansen's and Kalogirou and Foley's ones. The former represents a road-based travel time decay function with destination trips, while the latter is a function with origin trips as well as destination ones. The study employs spatial economic models considering spatial auto-correlative relationship as an appropriate methodology with such control independent indicators as population density, road density, educational environment and distances from CBDs. Analysis results demonstrate that spatial accessibility, based on road network and actual trips from origin to destination, has a statistically significant impacts on housing price in the region. Our empirical evidence proves that the Hansen index is more appropriate than the other in estimating housing price impacts.
