Analyses on Standard Formats of Spatial Imagery Information (공간영상정보 포맷 분석 및 표준화 방향)

  • This study has analyzed GeoTIFF, SDTS, HDF, and BIIF as the representative formats of spatial imagery information with two parts. First is to compare 4 formats with each other based on 4 comparison criteria (extensibility, interchangeability, current widespread use, long-term stability) by analyzing specification of each format. Second is to estimate current use and interchangeability of 4 formats between 5 commercial softwares used commonly. The result shows that GeoTIFF is currently better than three other formats. However, the more various spatial imagery information are and the larger capacity they have, the more formats are developed and updated, which means that only one format should not be considered as a standard format continuously. It is better to provide a standard format proper to the time through continuous research and sustainable policy support should be followed.

A Cluster Analysis for Housing Submarkets Considering Spatial Autocorrelation

  • A housing market in an urban area is not just a single market but a combination of regionally different submarkets. This study begins with a critical mind that previous researches did not consider the spatial autocorrelation of each area where the housings are located. The clustering analysis of housing submarket which considers spatial autocorrelation is performed as it follows. First, 4 housing market attribute variables are reducted to 1 variable by principle component analysis. Then, after calculating $Gi^*max$ by AMOEBA, 7 housing submarkets which have similar characteristics based on $Gi^*max$ are classified. The characteristics of each submarket are investigated, then political implication is deduced as the following. Different level of housing policy should be made to each cluster because each cluster has different level of spatial autocorrelation.

Spatial Distribution of Diabetes Prevalence Rates and Its Relationship with the Regional Characteristics (당뇨병 유병률의 지역 간 변이와 지역 특성과의 관계 분석)

  • Background: This study purposed to analyze the relationship between spatial distribution of Diabetes prevalence rates and regional variables. Methods: The unit of analysis was administrative districts of city gun gu. Dependent variable was the age- and sex- adjusted diabetes prevalence rates and regional variables were selected to represent three aspects: demographic and socioeconomic factor, health and medical factor, and physical environment factor. Along with the traditional ordinary least square (OLS) regression analysis, geographically weighted regression (GWR) was applied for the spatial analysis. Results: Analysis results showed that age- and sex-adjusted diabetes prevalence rates were varied depending on regions. OLS regression showed that diabetes prevalence rates had significant relationships with percent of population over age 65 and financial independence rate. In GWR, the effects of regional variables were not consistent. These results provide information to health policy makers. Conclusion: Regional characteristics should be considered in allocating health resources and developing health related programs for the regional disease management.

A Study on the Spatial Accessibility to the Psychiatry Department in General Hospital and Its Relationship with the Visit of Mental Patients (종합병원 정신건강의학과에 대한 공간적 접근성과 외래 의료이용 분석)

  • Background: This study was purposed to analyze the effect of spatial accessibility to the psychiatry department in general hospital on the outpatient visit of mental patients. Methods: Data was provided from the Statistics Korea and Statistical Geographic Information Service, National Health Insurance Service, Health Insurance Review and Assessment Service, and Korea Transport Institute in 2015. The study regions were 103 administrative regions such as Si and Gu. The 103 regions had at least one general hospitals with a psychiatry department. The number of outpatient visit of mental patients in regions was used as the dependent variable. Spatial accessibility to mental general hospital was used as the independent variable. Control variables included such as demographic, economic, and health medical factors. This study used network analysis and multi-variate regression analysis. Network analysis by ArcGIS ver. 10.0 (ESRI, Redlands, CA, USA) was used to evaluate the average travel time and travel distance in Korea. Multi-variate regression analysis was conducted by SAS ver. 9.4 (SAS Institute Inc., Cary, NC, USA). Results: Travel distance and time had significant effects on the number of outpatient visits in mental patients in general hospital. Average travel time and travel distance had negative effects on the number of visits. Variables such as (number of total population, percentage of aged population over 65, and number of mental general hospital) had significant effects on the number of visit in mental patients. Conclusion: Health policy makers will need to consider the spatial accessibility to the mental healthcare organization in conducting regional health planning.

Developing application system of forest information using digital photogrammetry and GIS

  • Recently in order to process forest official task more effectively and scientifically the previous of that which is focused on document and inventory, should be applied with the spatial information technology. Especially, the forest information remote sensing system has to be developed using digital photogrammetry and GIS. In this study the forest information remote sensing system is implemented to manage forest resource and forest official effectively especially by constructing database of forest environment information and cadastral information, overlaying various thematic maps, and performing spatial analysis using GIS and aerial photograph. For this, the attribute data and spatial data of aerial photograph, digital topography map, forest cadastral map, forest type map, forest use map should be reprocessed and stored in Oracle. Also, the user interface is developed by using Visual Basic 6.0 and MapObjects 2.1 of ESRI based on CBD(Component Based Development).

  • In recent years, The importance of the river pollution management has increased and central and local governments are making constant effort to work out river pollution problems. Accordingly, this paper is to take a closer look at applications of spatial data and river pollution information(aerial photograph, parcel information, pollution source, GPS data et al.). More exactly, the purpose of the present paper is to offer an applications of spatial information for development of the river pollution management system. In order to provide a framework for more detailed consideration of the quantitative analysis of river pollution source and management plan by apply GPS and GIS. For that reason, this paper was to build pollution management system of river by spatial analysis. It is to be hoped that this paper will contribute to establish the management policy for urban stream pollution source preservation.

  • The purpose of this paper is to present guidelines on technical GIS policy for integrating GIS with emerging information technologies and infrastructure systems for national GIS development. These guidelines are expected to advance the development of GIS and stimulating GIS industry, by anticipating potential problems. This paper consists of foul parts. After Introduction, section two covers the present and upcoming status of essential information technologies including communications, security, LBS, Ubiquitous and standardization. Section 3 describes the guidelines for combing GIS and emerging IT for national GIS development. The final section summarizes and derives conclusions.

  • Currently, the previous studies on the concept, configuration, and system regarding spacial information policies show the little progress. However, these studies only propose the basic structure system in terms of a policy theory, seeking and suggesting the basic concept to establish spacial information policies. In the shift of a new paradigm from a PC-based paradigm that began in the mid-2000s to the current smart society based on mobile devises, such as smart phones, this study thus reviewed the strategic direction of the propulsion to establish the desired future strategy for the spatial technology policy with spatial information system that can influence the future national competitiveness of Korea. The results of this study is expected to be used to analyze a variety of issues and technological changes on geospatial intelligence at the global level and to support the establishment of a road-map for policies and research & development on domestic geospatial information.

Problems of Environmental Conservation Planning and its Improvement in Aspects of Spatial Environmental Planning (공간환경계획 측면에서의 환경보전계획의 문제점 및 개선방안)

  • Environmental conservation planning as set forth in the "Framework Act for Environmental Policy" is a representative planning that demands linkages with spatial development planning like urban master plan. However, despite the intentions and efforts of government (including revision of relevant guidelines etc.), controversy still continues regarding the efficacy of environmental conservation planning in respect of its linkages to spatial development planning. Accordingly, this study was devised to examine existing issues and produce proposals for improvement in ensuring the efficacy of environmental conservation planning by local governments. This study focused in particular on the establishment of spatial environmental plans as suggested in the guidelines of the Ministry of Environment for the purposes of strengthening the efficacy of environmental conservation planning. Based of questionnaires for relevant officials of local governments, the study found that although local governments with established current spatial environmental plans are not numerous, the need for establishment of spatial environmental plans were high in terms of the applicability of environmental conservation and spatial plans. Furthermore, this study also confirmed through analysis of questionnaires data, archival research and case study research that there were a number of salient issues including an overly access and program centered planning method based on individual pollution sources and individual post factor measures in the planning aspect, a lack of usable spatial information in the application of spatial environmental information, and inadequate connections with spatial development planning in respect of linkages with other plans. Under these circumstances, various proposals for improvement were presented including the establishment of contents in environmental conservation planning for each urban master planning item from the standpoint of planning, strengthening of basic environmental surveys for spatial planning and preparation of applicable proposals from the perspective of leveraging of spatial environmental information, and systematic improvements that can enable mutual consideration through feedback between environmental conservation planning and urban master planning from the perspective of connections with spatial planning.

A Comparative Study on the Goodness of Fit in Spatial Econometric Models Using Housing Transaction Prices of Busan, Korea (부산시 실거래 주택매매 가격을 이용한 공간계량모형의 적합도 비교연구)

  • The OLS(ordinary least squares) method is widely used in hedonic housing models. One of the assumptions of the OLS is an independent and uniform distribution of the disturbance term. This assumption can be violated when the spatial autocorrelation exists, which in turn leads to undesirable estimate results. An alterative to this, spatial econometric models have been introduced in housing price studies. This paper describes the comparisons between OLS and spatial econometric models using housing transaction prices of Busan, Korea. Owing to the approaches reflecting spatial autocorrelation, the spatial econometric models showed some superiority to the traditional OLS in terms of log likelihood and sigma square(${\sigma}^2$). Among the spatial models, the SAR(Spatial Autoregressive Models) seemed more appropriate than the SAC(General Spatial Models) and the SEM(Spatial Errors Models) for Busan housing markets. We can make sure the spatial effects on housing prices, and the reconstruction plans have strong impacts on the transaction prices. Selecting a suitable spatial model will play an important role in the housing policy of the government.
