The objective of this paper is to quickly examine the prosperity of a marine transportation system and port development in the Han river Estuary and Yellow Sea border areas and to establish a cooperative management plan for the development of marine transportation and port service for cargo transportation in Seoul, as well as between South Korea and North Korea. Specifically, a development plan with a sincere effort to preserve the environment surrounding Marine Peace Park. The intent is to prove that prosperity is possible through the development of marine transportation and port service. Considering conditions of navigation, site, cost, and transportation, four port candidates are proposed for the port in near Seoul and we performed the analysis of candidates to develop the port.
The purpose of this study is to analyze the spatial distribution and the linkage characteristics of the warehousing industry in Busan and to provide the policy implications for the warehousing industry in Korean port hinterland. We surveyed the warehousing firms in Busan. Categorizing the warehousing industry into industry types, sizes, and organization types on the basis of the survey, we attempted the point pattern analysis and the proximity analysis using the GIS. The warehousing industry in Busan had changed from a small single-unit firm to a medium or a large firm with a head office or branches. These were distributed in hinterland of North Harbor, South Harbor & Gamcheon Harbor, and Sin-Pyoung & Jang-Rim industrial complex and Sasang Industrial Complex constituting the spatial agglomeration. The warehousing industry in Busan formed the linkages with other sectors of the same logistics to provide manufacturing industries with various other services as well as storage services. The linkages were largely formed in the local scope with spatial proximity, generating the economic gains of agglomeration, which were transformed into the efficiency of the warehousing industry in the local scope to gradually expand the spatial dimensions of the linkages.

The border area between the South and North Korea is considered a stage for promoting Green Détent through the transformation of the Demilitarized Zone into the Green Peace Zone. This paper proposes 'Prosuming-index' composed of items to evaluate the multi-layered nature of industrial and infrastructure projects in the ecological and environmental fields planned in the border area. Based on the prosuming-index, we derived the following four types of potential for Green Detent practice in the border area-first, the Incheon and Ganghwa regions as 'a logistics/human network and agricultural/fishery production area', second, the northern Gyeonggi region as a 'cooperative network area based on the smart technology industries', third, the western Gangwon and the parts of nothern Gyeonggi region, as 'a multiple prosumer's area based on carbon neutral technologies', lastly, the eastern Gangwon region, as 'a transition area from idle or aged infrastructure to green infrastructure through the renewable energy industries'.
Northeast Asia is increasingly making a transition to distinctive and crucial region in the 21st Century and growing into one of world's top three economic spheres along with the EU and NAFTA. In 2003, Korean government announced the Northeast Asian economic hub country plan as an important agenda. As a means of coping with the changing global environment, Korean government designated Incheon in 2003 as the country's first Free Economic Zone ahead of Busan and Gwangyang Bay in the south of the country because Incheon has a geographical advantage linking North America and Europe with Incheon International Airport and Incheon Seaport. The purpose of this paper is to make research on establishment and operation of an arbitral body entitled ${\ulcorner}International Arbitration Center{\lrcorner}$ (IAC) within Incheon Free Economic Zone(IFEZ). For the purpose of this, the writer in this paper, reviewed the necessity of the IAC's establishment and its legal basis as well as the role and function of the Center. Also, the writer presented plans for how to operate the IAC and how to cooperate with the key arbitral organizations of foreign countries for the settlement promotion of commercial disputes including trade and investment. With development of the IFEZ, world-renowned enterprises will invest in the Incheon economic bloc and conduct economic activities, business operation, marketing, logistics, financing, etc. In this connection, diverse types of commercial disputes are expected to occur between foreign companies entering the IFEZ and Korean firms. In this connection, the Korean Commercial Arbitration Board(KCAB) has been operating its liaison office in the IFEZ since 2004. However, in view of the increasing arbitration demand, the IAC should be set up in the IFEZ in the near future by the positive support of the government in the respect of both administration and finance because the free economic zone-related law provides for the installation of arbitration organization. For the success of the IAC, the Center will have to provide not only good quality of arbitral services that can satisfy arbitration parties but also need to conduct researches and make efforts so that arbitration can be utilized well in the IFEZ. If the IFEZ can provide advantageous business environments to those multinational enterprises intending to the Incheon economic bloc, the IAC will also contribute to the settlement of commercial disputes arising from the Gaeseong Industrial Complex in North Korea in view of the geographical advantage and logistic benefit of the IFEZ. Finally, this paper also suggests a new model for a joint dispute resolution system by the initiative of Korean government and Korean arbitral organizations for the settlement of commercial disputes within Northeast Asia, for which the CAMCA(Commercial Arbitration and Mediation Center for the Americas) of NAFTA can be a good example.

Bathymetric changes were studied in the southern sea off the Jinwoo-do Island, which is one of the deltaic barrier islands surrounding the Nakddong river estuary. In this study, 16 bathymetry data sets were obtained from June 2006 to April 2015. Two narrow channels, the one lying between Jinwoo-do and Shinja-do, and the other one lying between Nulcha-do and Jinwoo-do extended into the eastern and western parts of the study area, respectively. The eastern extension of the channel contained a passage of mixed estuarine waters of seawater and river water discharged from the Nakdong river barrier and the west Nakdong River. The western channel connected the Nakdong River estuary with the Busan New Port via a connecting pier. Total volumetric changes of sediments in study area and discharge flow of the Nakdong river barrier were analyzed. Bottom topographical changes occurred mainly in the eastern extension of the channel. These changes were initially characterized by gradual erosion or deposition followed by rapid restoration. The total volume of sediment gradually increased from June 2006 to March 2013, but experienced a sudden decrease in October 2013 because of typhoon Danas. Few fluctuations were observed from October 2013 to April 2015. Analysis of the cross-sectional bathymetry of the north-south direction showed that the deepest point of the eastern channel moved 100-130 m westward and 200 m northward between June 2006 and April 2015.
In order to cope with traffic accidents efficiently, the maximum number of traffic accidents, deaths and serious injuries that can occur during the day should be presented quantitatively. In order to examine the characteristics of traffic accidents in different regions, it was divided into the Seoul metropolitan area, Chungcheong area, Gyeongbuk area, Honam area, and Gyeongnam area and was suitable for the generalized extreme value distribution (GEV). The parameters of the GEV distribution were estimated by the L-moments, and the Anderson-Darling test and the Cramer-von Mises test confirmed the suitability of the distribution. According to the analysis, the maximum number of traffic accidents that can occur once every 50 years is 401 in the Seoul metropolitan area, 168 in the South Gyeongsang region, 455 in the North Gyeongsang region, 136 in the Chungcheong region and 205 in the South Jeolla region. Compared to the Seoul metropolitan area, which has a large population and car registration, the number of traffic accidents is relatively high due to the large area, mountainous areas, and logistics movement caused by the industrial complex.
The main theme of this paper centers on how to promote Three Major Works of Daesoon Jinrihoe, charity aid, social welfare, and education projects, during the unification period. Determining the best methods of promotion is crucial because the Three Major Works must be carried out after unification, and the works must remain based on the practice of the philosophy of Haewon-sangsaeng (the Resolution of Grievances for Mutual Beneficence). The idea of Haewon-sangsaeng is in line with the preface of the U.N. Charter and the aim of world peace. North Korean residents are suffering from starvation under their devastated economy, which is certain to face a crisis of materialistic deficiency during reunification. In this study, the peaceful unification of Germany, unification under a period of sudden changes in Yemen, and the militarized unification of Vietnam were taken as case studies to diagnose and analyze the conditions which would affect the implementation of the Three Major Works. These three styles of unification commonly required a considerable budget and other forms of support to carry out the Three Major Works. Especially if unification were to occur after a period of sudden changes, this would require solutions to issues of food, shelter, and medical support due to the loss of numerous lives and the destruction of infrastructure. On the other hand, the UNHCR model was analyzed to determine the implications of expanding mental well prepared and sufficiently qualified professionals, reorganizing standard organizations within complex situations, task direction, preparing sufficient relief goods, budgeting, securing bases in border areas with North Korea, and establishing networks for sponsorship. Based on this, eight detailed tasks in the field of system construction could be used by the operators of the Three Major Works to prepare for unification. Additionally, nine tasks for review were presented in consideration of the timing of unification and the current situation between South and North Korea. In conclusion, in the event of unification, the Three Major Works should not be neglected during the transition period. The manual "Three Major Works during the Unification Period" should include strategic points on organizational formation and mission implementation, forward base and base operation, security and logistics preparation, public relations and external cooperation, safety measures, and transportation and contact systems.
With rapid growing of the Northeastern Asia, the interest for the connection of Infrastructure that was behind of interesting until now is getting larger. In a line of same connection, UN-ESCAP are forwarding transcontinental railway project, asian highway project et al.. And this study aimed at analysis on the effect that extended to a space by Korea-Japan undersea tunnel project. In aspect of a national land balanced-development to solve various problems such as overcrowding in capital region, unbalanced state by regions, weak exchange between South and North Korea, and weakness of national land basis to prepare for unification et al., this study consulted the economic potentiality model as a analysis method to examine an effect. In this analysis, I used 24 scenarios including all cases by combination of 3 scenarios for Korea-Japan undersea tunnel, 4 scenarios for transportation modes in the section of undersea tunnel, and 2 scenarios for adjacency infrastructure. Transportation modes in the section of undersea tunnel are railway, car-train, mixing way of railway and car-train, and mixing way of road and railway. Adjacency infrastructure applied railway and road. In all scenarios, Korea showed higher growth potentiality than Japan. Also, proposal plan C route relatively showed better in national land balanced-development than other proposal plans. The growth potentiality relatively appeared higher by buildup of a connection together with non-capital regions from the construction of Korea-Japan undersea tunnel. In aspect of Northeastern Asia, it resulted in a increasing of trade and chance of network formation in the region of Asia through infrastructure connection. But, in considering passenger and various factors that extended to the economic growth, this analysis have some limitation. Therefore, I hope that deep studies will continuously perform with various factors.
This study has investigated shipping finance systems in Korea and China, and extracted negative factors based on it to propose a way to develop the shipping financial system in Korea for shipbuilding industry and marine transportation. From after the global financial crisis in 2008 to right before the Lehman Brothers Holdings bankruptcy, shipping finance has been dominated by the major industrialized countries in Europe. However, the weight point is moving to the countries in Asia region such as Korea, Japan, and China based on relatively strong banking system and low interests rate. This study focused on the alternatives the current situation that the starter of shipping finance among three countries in Northeast Asia, South Korea is facing China's challenges. In the paper, shipping finance in Korea presented its defectives such as the limits of ship financing, lack of professional workforces, ever-present foreign exchange risks, and lack of understandings of the parties. As the countermeasures of them, it proposed establishing professional institute for ship financing, training professionals in financial industry, raising foreign credentials of won, and continuing associations between the parties. Even though we are the first Asian country introduced ship funds, the ship funds growth in China shall be under our eyes while we keep systemic networks between shipping, ship building, and ship financing.
With increasing uncertainty of energy market in the world, the policies for the energy resource security have become crucial Several countries with poor energy resource like Netherlands and Singapore have pursued the policy for becoming an oil hub in the region. Singapore has been an oil hub in East Asia for a long time not only because it is well located with a large number of countries exporting and importing oil but it has also pursued strong policies to become an oil hub while establishing favourable institutional, regulatory and business environment for accommodating major refineries and petro-chemical companies. However with growing trading volume of petroleum products in Northeast Asia and a record high price of oil in these days, the necessities of another oil hub in the region are considered in order to reap benefits of the security of economical and stable oil. South Korea is situated astride the main North Pacific shipping route, with deep water ports and proximity to Chinese and Japanese industrial centres that make tank terminal operators Ideal choices for the oil hub in Northeast Asia although it has several disadvantages such as lack of independent storage facilities, underdeveloped oil trading market and unfavourable business friendly climates etc. This study is focused on examining the globalization strategies of tank terminal operators such as Vopak, Oiltanking and Odfjell in order to suggest the policy implications for becoming an oil tub in Northeast Asia.
