Science and Technology of North Korea: Its Strengths and Potential Areas for North-South Cooperation

  • This study examines the technical level of North Korea's S&T and identifies areas for potential North-South cooperation. First, North Korean media is analyzed for situations and trends from 2010 to 2015. Despite some commendable achievements, North Korean S&T remains lacking in basic science and commercialization potential. Despite an awareness of the importance of international cooperation, North Korea is hampered by international sanctions and their own caution, consequently concentrating their efforts on China. Details of their cooperation reflect their interests and needs to a certain extent, although their collaborations were mainly in the form of meetings and conferences rather than active joint research. To assess the potential areas of cooperation with South Korea, this study also draws on interviews with NGOs and professionals working with North Korea. The country's present situation is analyzed and some practical examples of possible cooperation is suggested. North Korea has the potential to expand its cooperation not only with South Korea but with many other countries. North Korea also promisingly expresses interest in cooperation.

가정생활 속의 남북한 여성의 삶 (The Life of women living in South-Korean and North-Korean in the family life)

  • This paper begins with the question, 'What is the life of women living in the South Korea and North Korea?'. The question is quite significant but not known well. In fact, there have been great differences between South and North-Korean societies since the partition of the Korean Peninsula. In this sense, the family life in women living in south and North Korea can not be exceptional. The task on which women in South and North Korea are currently facing is not only to overcome heterogeneity in such areas as politics, economics, and socio-cultural systems, but also to recover homogeneity we had shared for a long history before the partition. The difference in the ideology makes a difference to decide on a policy on the household work. It comes out of the socialization method of household work. In North-Korea, the collectivization of household work get a lot of accomplished in South-Korea. This made differences in the domesticity between South-Korea and North-Korea. So, the purpose of this study is to compare the domesticity in North-Korea and South-Korea to prepare for unification of North and South-Korea. To compare the family life in South-Korea and North-Korea, this study adjusts the focus of the socialization of household work. Ther is a great difference in the ideology between the two political systems. In the North korean society, in order to help women manage their 'the double role' for home and workshop, the socialization of housework strategy has been strongly recommended. But socialization of housework strategy has been proven to have a number of problems: the loss of family individuality, inhumanization of family, family's scattering, and a low quality. Therefore, this strategy has not been used widely. But, the collectivization of housework has been used widely. There are three types in the socialization of housework: the commercialism of housework(가사노동의 영리화), the collectivization of housework(가사노동의 집단화), and the public of housework(가사노동의 공공화). Otherwise, the commercialism of housework has been used widely in south korean society. Yet it is very far from North-Korean life due to a shortage of goods. As a result, the different idelogies result the different family life. The different family life is proven to the different socialization of housework. This is very significant. If the unification of North and South Korea is realized, the socialiation of housework can be used a strategies to overcome the differences of the South and the North.

남북한 전통의상에 사용된 장식문양에 관한 비교 연구 - 1990년대 중반이후 여성 한복을 중심으로 - (A Comparative Study on the Decorative Pattern for the Traditional Costume in South and North Korea - Focus on Women Dress Since in the Middle 1990s -)

  • This study examined the kinds, expression, techniques and arrangement of patterns for the traditional women's costume from 1995 to 2002 in North Korea. And the results were compared with South Korean. Conclusions are as follows : In the kinds of patterns the natural plant patterns were much more frequently used in North Korea. These tendency was same to South Korea. And the geometric patterns were more frequently used in South Korea. According to frequency in the expression of patterns, it was the realistic, geometric, stylized shape in North Korea. To the contrary it was the stylized, geometric, realistic shape in South Korea. In terms of decorative techniques, not only the traditional embroidery, gold leaf, multicolored stripes, but also modern collages, painting, beads, applique, flounce, ruffle were used in North Korea. Modern techniques were found comparatively a lot in North Korea, traditional techniques were found comparatively a lot in South Korea. In terms of arrangement of patterns, the modern arrangement was much more frequently used. And localized type of modern arrangement was found comparatively a lot in South and North Korea. Therefore traditional beauty was generally expressed by natural patterns, realistic shape and modern beauty was generally expressed by modern techniques and arrangement of patterns in North Korea.

남북한 전래동화에 나타난 사회적 가치와 배경 분석 (Analysis of Social Virtue and Setting in Traditional Fairy Tales of South and North Korea)

  • In this paper, 274 traditional fairy tales of South and North Korea were selected for research. The research was performed using a content analysis chart, and found differences in the number of characters, how ideology and social setting affect categorization of the characters, and what values are represented in the fairy tails of each country. Analysis of the general characteristics of traditional fairy tales of South and North Korea shows that South Korean traditional fairy tales have more cases where $1{\sim}4$ characters appear. In North Korean fairy tales, 5 or more characters generally appear. Analysis of the categories of characters in traditional fairy tales of South and North Korea found that characters fall into categories of family, friend and tutor, village, and the native country more often in South Korean fairy tales than in North Korean fairy tales. Character categorizations of county and foreign countries are found more often in North Korean fairy tales. In particular, the difference in character categorization of family, friend and tutor, and county shows that different ideology and social setting affected categories of characters. Research on traditional fairy tales of South and North Korea shows that traditional fairy tales of South Korea have chosen self-respect, self-restraint, fidelity(responsibility), understanding others, manners and honesty as themes more often than those of North Korea and subjects such as frugality, sharing, order and rules, cooperation and patriotism(ecosystem protection) we found more often in those of North Korea.

Changes in health status of North Korean children and emerging health challenges of North Korean refugee children

  • The food shortage in North Korea is a serious situation that has spanned the mid-1990s to today. North Korean refugee children, even those born in North Korea, China, or South Korea, had poor nutritional status at birth; thus, their growth and nutritional status should be continuously monitored. This review focused on the health status of North Korean children and the nutritional status of North Korean refugee children upon settling in South Korea. Immediately after entering South Korea, North Korean refugee children were shorter and lighter than South Korean children and had a serious nutritional status. Over time, their nutrition status improved, but they remained shorter and lighter than South Korean children. A new obesity problem was also observed. Therefore, it is necessary to continuously monitor their growth and nutritional status.

  • The purpose of this study is to compare the preferences of the school mathematical terms of South Korea and those of North Korea by administering a survey for learners, inservice teachers, and pre-service teachers, to establish the criteria of desirable school mathematical terms, and to evaluate the school mathematical terms of South Korea and those of North Korea based on the criteria. According to the result of the survey, the preferred mathematical terms are different from one group to the other, yet the mathematical terms of South Korea are more preferred. In general, terms written in pure Korean and concise terms which are easily understandable are favored. To discuss about the criteria of desirable school mathematical terms, four perspectives were set up, 1) the semantic perspective and the regulatory perspective, 2) terms written in pure Korean and Chinese letters, 3) terms from everyday language and technical terms, and 4) the consistency. Six criteria were followed from the aforementioned four perspectives. Finally, various school mathematical terms of South and North Korea were reviewed in the angles of the four perspectives and the six criteria.

  • The purpose of this study is to compare the domesticity in South-Korea and North-Korea to prepare for unification of North and South-Korea. To compare the family life in South-Korea and North-Korea, this study adjustes the focus of the socialization of household work. There is a great difference in the ideology between the two political systems. The difference in the ideology makes a difference to decide on a policy on the household work. It comes out of the socialization method of household work. In North-Korea, the collectivization of household work get a lot of accomplished. The other hand, the commercialism of household work get a lot of accomplished in South-Korea. This is made differences in the domesticity between South-Korea and North-Korea.

  • 본 연구에서는 남북한 초등학교 수학교과서의 외형과 단원체제, 각 영역별 내용 요소의 비중과 도입시기, 문장제의 소재 등 다소 양적인 비교에 초점을 둔 선행연구에 기초하여, 남북한 초등학교 수학교과서를 내용 구성과 전개 과정에서의 구체적인 특징에 주목한 질적인 관점에서 비교.분석하였다. 먼저 내용 구성에 관한 비교 결과는 다음과 같다. 첫째, 초등학교 학생들의 정의적.인지적 특성을 고려하여 학습 내용을 분산.교차하여 배치하는 남한과 달리 북한에서는 관련된 요소를 집중 배치하는 방식으로 구성되어 있다. 둘째 생활 소재를 통하여 문제상황을 제시하고 점진적이고 구체적인 활동으로 학습 내용을 제시하는 남한과 달리, 인민학교 교과서에서는 여러 형태의 문제를 통하여 학습을 유도하고 있다. 또한 내용 전개의 주요 전략으로 남한은 '안내'를. 북한은'설명'을 따르는 것으로 파악된다. 단계화된 탐구형 질문으로 안내하면서 학습을 유도하는 남한과 달리 북한에서는 의미 있는 설명을 통하여 학습 내용을 다루는 것으로 확인되었다.

교과서 분석을 통해 본 북한의 구순$\cdot$구개열 현황 (The status of Cleft Lip and Palate in North Korea; Analysis of North Korean textbooks)

  • The dissimilarities between South and North Korea have persisted in spite of the reconciliation campaign by both countries. The situation of the cleft lip & palate of North Korea was very unclear until now. The purpose of this study is to understand all the current facts of cleft lip & palate in North Korea so that we can find ways of helping North Korea in this field of medicine. The present data and analysis are extracted from North Korean textbooks. The results are as follow. 1. In North Korea, patients with CLP are treated by oral surgeons or maxillofacial surgeons. The detailed contents about the CLP are well described in the North Korean textbooks for the dental students. 2. The terminology of CLP in North Korea has changed from time to time, but the present terminology not being so different from South Korean counterpart. So there will be no particular problems in mutual communication. 3. The main classification for CLP in North Korea originated from Kernahan & Stark's classification as is with South Korea. 4. The incidence of CLP is 1 : 1,000-1,200 in North Korea, which is lower than that of South Korea. There is, however, some difference between the North and South Korean CLP in detailed statistics. 5. We found the North Korean physicians have shown much interest in pursuing the etiology and the prevention of CLP. 6. The timing of CLP operations varied a lot in North Korea. There was recommendation by few for the operation in much late age than in South Korea. 7. The classical operation techniques of cleft lip have changed. For unilateral cleft lip Tennison-Randall method was replaced by Millard I method: and for bilateral cleft lip LeMesurier method was replaced by Veau III and Tennison methods. But for cleft palate Pushback palatoplasty has been utilized consistently.

남북한 교역 확대를 위한 전자상거래 도입 방안에 관한 연구 (A Study On the Introduction of Electronic Commerce Between South and North Korea)

  • Since July 7 mutual declaration in 1988 which is a landmark for South-North Korean relations, Inter-Korean Trade has been set out. During the period, the Inter-Korean Trade has been ups and downs depending on the Inter-Korean relations and economic situation of both countries. South Korea became one of the major three trading countries of North Korea's trading partners in 2000, when the sum of annual trade volume reached the record 425million US dollars. A rapidly increasing number of countries including North Korea are developing national policies and strategies to promote the digital economy, recognizing the potential benefits of e-business as an engine of growth and development. However, the trade structure of South-North Korea remains very simple in terms of its contents. Furthermore trade procedure many limitations especially electronic commerce in North Korea has many obstacles to working properly. The information in Inter-Korean trade cannot be shared in common. South Korean firms have suffered repeatedly trial and error and excessive competition took place among South Korean firms. Institutional inertia related to mutual trade, political and military Impacts on Inter-Korean economic relations, abnormal industrial structure of North Korea and insufficiency of SOC could be mentioned as major problems in Inter-Korean trade as well. Several measures should be taken in order to cope with those problems. First of all, South Korean government should provide valuable information to business firms about North Korean economy and business environments. It is suggested that forums related to inter-Korean trade hold in regular base between South and North Koreas and establish the system of business information sharing. Second, the government should improve various laws and regulations to respond to the realistic needs of inter-Korean trade. That is, detailed measures should be taken to guarantee investment in electronic commerce. Third, it is desirable to start with the mutual agreement between South and North Korea.
