남·북 관계에 대한 1020세대들의 이야기 (The Study on the Perception of the 10th to 20th Generation on the South and North Korea Relations)

  • 본 연구는 1020세대들의 남북관계에 대한 생각을 탐색하여 미래 남북관계를 위한 국내 교육 정책에 대한 개선점을 찾고 현재 통일교육 및 남북관계에 대한 시사점을 제공하고자 한다. 본 연구의 대상자 표집은 10대와 20대를 구분하여 공개모집하였다. 이후 눈덩이 표집을 거쳐 각 10대 집단 6명, 20대 집단 8 명 총 14명을 선정하여 각 집단별로 3회에 걸쳐 초점집단면접을 실시하였다. 결과는 다음과 같았다. 첫 번째, 남북관계에 대한 본 연구 참여자들은 3가지 관점인 '민족주의적 관점', '실용주의적 관점', '이념·체제 주의적 관점'을 보고하였다. 두 번째, 남·북 관계에 대한 정서 및 태도는 어떠한가에 대하여 부정과 긍정 둘 다 나타났다. 그러나 긍정 정서 및 태도는 주로 미디어의 영향으로 나타난 것이었으며, 부정정서와 태도는 반복적이고 강요적 교육에 의해서 영향을 받았다. 본 연구 참여자들은 1회기 수동적 면접과는 다르게 자신의 의견을 내놓으며 능동적으로 변화한 모습으로 남북한의 미래에 대한 이야기를 진행했다. 이는 본 연구의 가치이자 향후 1020세대들에게 남북한 관계와 상호작용하며 대한민국의 미래를 설계함에 있어 필요한 교육이 무엇인가에 대한 의의를 제공한다.

남.북한 의류 산업 표준에 관한 비교 연구 (The Study of Comparison with Industrial Standard of South-North Korea in Clothing)

  • This paper is for standard of South and North Korea clothing, especially size. It is analysis and make a comparative study of KS K 0050-0052 which is South Korea industrial standard) and KPS 8477.1∼3, 8477.6, 8477.9, 10253 which is North Korea's. With this research, it is found the difference and sameness, then this paper suggests the method for combining two different standard systems.

북한의 고속도로 전망 및 AHP기법을 활용한 투자우선순위 결정 (An Extensive View on the Highway Network in North Korea and the Determination of Investment Priority Using AHP Analysis)

  • 본 논문에서는 북한의 인구현황, 도로현황, 도로의 기능 및 역할을 살펴보았다. 또한, 남한과 중국의 도로망 및 Asian Highway와 연계할 수 있는 도로에 대해 남북축과 동서측 $5{\times}5$로 전망하였다. 추가적으로, 도로의 투자우선순위를 결정하기 위하여 평가항목 및 가중치를 산정하고 전문가그룹의 설문조사를 바탕으로 AHP 분석방법을 활용하였다. 분석결과 축별 우선순위는 남북축은 남북2축(개성~평양~안주~중국),남북5축, 남북1축, 남북3축, 남북4축 순으로 선정되었으며 동서축은 동서2축(남포~평양~원산), 동서1축, 동서3축, 동서4축, 동서5축 구간이 투자우선순위가 높은 것으로 분석되었다.

  • 최근 정보화시대의 남한은 유.무선분야의 통신서비스 및 통신인프라에 있어 세계적 수준에 도달한 반면, 북한의 통신인프라는 기본적 전화수요조차 충족하지 못하는 남한의 '70년대와 유사한 낙후된 상황에 있다. 정보통신분문의 남북한 교류.협력은 경제, 사회 모든 분야에서 교류·협력의 중심부문으로서 남북통합의 기본토대를 마련한다는 점에서 매우 중요하다. 따라서 남북한 통합에 대비 통신망 구축을 위한 인프라로서 위성통신망은 망구축이 용이하고, 언제라도_ 남북한 전지역의 서비스가 가능하다는 장점을 가지고 있어 북한지역의 통신인프라구축에 있어 최적의 대안이 될 수 있다.

Unstable vivax malaria in Korea

  • Korean vivax malaria had been prevalent for longtime throughout the country with low endemicity. As a result of the Korean war (1950-1953), malaria became epidemic. In 1959-1969 when the National Malaria Eradication Service (NMES) was implemented, malaria rates declined, with low endemicity in the south-west and south plain areas and high endemic foci in north Kyongsangbuk-do (province) and north and east Kyonggi-do. NMES activities greatly contributed in accelerating the control and later eradication of malaria. The Republic of Korea (South Korea) was designated malaria free in 1979. However, malaria re-emerged in 1993 and an outbreak occurred in north Kyonggi-do and north-west Kangwon-do (in and/or near the Demilitarized Zone, DMZ) , bordering North Korea. It has been postulated that most of the malaria cases resulted from bites of sporozoite-infected females of An. sinensis dispersed from North Korea across the DMZ. Judging from epidemiological and socio-ecological factors, vivax malaria would not be possible to be endemic in South Korea. Historical data show that vivax malaria in Korea is a typical unstable malaria. Epidemics may occur when environmental, socio-economical, and/or political factors change in favor to malaria transmission, and when such factors change to normal conditions malaria rates become low and may disappear. Passive case detection is a most feasible and recommendable control measure against the unstable vivax malaria in Korea in cost-effect point of view.

대북정책 기조변화와 남북 애니메이션 협력사업의 상관성 연구 (Study on the Correlation between the shift of paradigms toward North Korea and South-North Korea Animation Exchange Industry)

  • 과거 1998년 '국민의 정부'의 일명 '햇볕정책'이라는 대북정책에서 시작된 남북 간의 평화적 무드는 '참여 정부'까지 큰 변화 없이 진행되었다. 그러나 중도 보수 실용주의 기조의 이명박 정부 대북정책은 과거 정부들과 다르게 무조건적 지원 정책을 벗어나서 차별화되고 원칙주의적인 실용적 노선의 대북정책을 펼쳤다. 이러한 남북 간의 정책 기조 변화는 남북의 애니메이션 산업에 대하여 큰 영향력을 주어 사업의 성공과 침체의 상관관계를 형성하였다. 이 연구는 이러한 대북정책 기조 변화에서 남북 애니메이션 산업 협력의 위상에 나타나는 문제점을 도출하여 2013년도 새 정부의 새로운 패러다임 구축에 하나의 방안을 제시하고자 한다. 북한은 세습 정권의 특성상 민주주의 체제의 남한 정부와 달리 비교적 정책적 변화 요소가 적기 때문에, 이연구에서는 중점적으로 남한 정부에서 집행된 전반적 대북정책 프레임들을 비교한 후, 그에 따라서 남한의 대북 애니메이션 협력사업의 정책 변화에 따른 성과를 분석하고 도출된 개선 방향을 연구하고자 한다. 또한 도출된 문제점을 점검해 앞으로의 대북 애니메이션 협력사업 개선 방향과 나아가 대북정책과 그리고 그에 따르는 대체 방안을 제시, 애니메이션 대북 협력사업의 전환점을 만들고자 한다.

漢拏山 地依植物의 分布에 關한 集落分析 (Cluster Analysis on the Distribution of Lichens in the Mt. Hanra)

  • The cluster analysis on the distribution of epiphytic lichens on the north, south, east and west slope of Mt. Hanra was carried out by three methods, sum of square algorithm (SSA), prinicipal component analysis (PCA) and multidimensional scaling method(MDS). Analysis of concentration (AOC) was used for the comparison between the lichen communities of north and south slope. The lichen species was identified 35 species by Hale and Culberson technique. The classification of sites by SSA method was divided into two areas in four slopes, and that of species by SSA, PCA and MDS methods was classified into three clusters in east slope, four clusters in south and west slope, and there clusters in north slope. The comparison between north and south slope of the distribution of lichens indicates that loight elevation of north slope (NH; 1600m~1900m) was similar to that of relative low elevation of south slope (SL; 1000m~1300m). The genus lichen, Anaptychia, Parmelia, Lobaria and peltigera was found as the dominant genus in both slopes.

남북 전통의학 용어 표준화의 필요성과 향후 과제 (Standardizing of Medicine Terminology in South and North Korea and Future Management Plan)

  • Background : Mutual understanding between North and South Korea is essential for the engagement of Inter-Korean exchange and cooperation. However, the two Koreas have been divided for 70 years where Korean evolved differently within the two countries. This created a gap in the most basic foundation for mutual understanding, language. Fostering exchange and cooperation in the traditional medicine field requires a higher understanding of the specialized traditional medicine terminologies. Objectives : The purpose of this study is to formulate a future management plan for the "Comparative Terminology of Korean Medicine in South and North Korea," providing a foundation for standardizing Korean medicine terminology of the two Koreas. Methods : The study collected case studies of Korean medicine terminology management and standardization from government and international organization websites and documents. It provided future terminology management strategies based on this data. Results : The project for the standardization of Korean medicine terminology between North and South Korea can be divided into 4 stages according to the level of exchange and cooperation. The first step is to "establish a foundation for terminology standardization." The second step is "term comparison." If the exchanges and cooperation between North and South Korea, the third step will be to promote the "terminology standardization" project through Inter-Korean dialogue. Finally, after incorporating discussion on terminology standardization, the Inter-Korean Medicine Terminology can be published. Conclusions : This requires a system to support and facilitate Inter-Korean medicine exchange and cooperation. It is important to provide a support system that can provide results in a timely fashion by training relevant experts, collecting data and information, communicating with experts in the industry, academia and research institutes. This system will be able to ensure the continuity of the terminology standardization project.

남북상사중재위원회 구성$\cdot$운영 활성화 방안 (Some Perspectives on the North-South Arbitration Commission Scheduled on the Two Korea's Agreed Minutes)

  • North Korea and South Korea agreed to refer their investment disputes to arbitration by adopting' Agreed Minutes on Procedures of Settlement of Commercial Disputes' on 16th December 2000. According to the Agreed Minutes, the two Koreas were to establish an arbitration commission within 6 months after the Agreed Minutes had been signed. In 2002, North Korea enacted laws to draw interest of foreign tourists to Mountain Kumgang and to boost investment into the region of Kaesung as it provided in those laws that commercial disputes should be settled by arbitration or judicial procedures. In October 2003, the two Koreas succeeded in adopting another Agreed Minutes as to the establishment and functioning of North-South Arbitration Commission. The fact that the two Koreas have agreed to establish an arbitration commission is meaningful since they are leading their lives quite differently in political, social, and economic sense for more than a half century. Although there still remain doubts as to the North Korean policy on nuclear matters, an arbitration commission could be a cornerstone for the set-up of the dispute settlement system between the two Koreas and a great help for investors from South Korea to pursue their possible legal claims as North Korea is eager to invite South Korean businessmen and other foreign investors to invest in its special economic areas. According to the Agreed Minutes of 2003, the two Koreas are going to adopt procedural rules for the arbitration commission. It will be a great challenge for them to agree on specific issues as to the operation of the arbitration commission. They have to set up a rester of arbitrators respectively and may have to enact or revise their own arbitration laws and rules reflecting the Agreed Minutes of 2000 and 2003. It is quite welcome that the two Koreas have agreed to set up an arbitration commission rather than resort to political or diplomatic means to settle their disputes. The success of the arbitration system between the two Koreas will make sure the safety of investment environment in the northen part of the Korean Peninsula and will bring the peace to the Korean peninsula earlier than expected.

북한의 한방보건의료 현황 (The Present Situation of Oriental Health Care in North Korea)

  • There are many differences in the present conditions of Oriental Health care and the study of Sasang Constitution Medicine between in North Korea and South Korea. 1. The government of South Korea hasn't supported Oriental Medicine with administrative plans but that of North Korea has supported it positively and made efforts to systematize it. 2. The government of North Korea has considered Oriental Medicine and Western Medicine as mutual supplementary relationship and tried to harmonize them, invested human being and material resources in developing affirmative aspects of Oriental Medicine. That efforts of them made O.M of North Korea developed. 3. In North Korea, they has studied about the principles of O.M. generally in a laboratory. 4. In North Korea, only herbs nation warrant and satisfy standards and fixed orders can be circulated. 5. Because the Sasang Constitution Medicine is opposite to aspect of Materialism, they exclude that from Korean Medicine subjects. They only use them for clinical remedy. But recently, they concern Sasang Constitution Medicine more and more. So also in South Korea, we need to strengthen the political support of the government and the research of laboratory.
