Comparative Economic Analysis of RE100 Implementation Methods in South Korea (국내 RE100 이행방안의 경제성 비교분석 연구)

  • The Global RE100 campaign is a one of the voluntary campaign, but it has a lot of influence on domestic companies that have not yet joined the Global RE100. Accordingly, the Korean government introduced the Korean RE100 (K-RE100) system to prepare an institutional mechanism for domestic companies to respond to RE100. However, in Korea, due to the high LCOE of renewable energy and institutional limitations of the power transaction system, there is a limit for companies to implement RE100 in various ways. Therefore, in this study, the implementation cost of RE100 for green tariff, REC purchase, third-party PPA, direct(or corporate) PPA, and self-generation was compared and analyzed to derive the order of implementation with the net present value (NPV) of costs incurred over 20 years. As a result, self-construction was analyzed as the most economical method, but the implementation through the green tariff seemed to be the most realistic implementation method so far. However, considering the gradually falling LCOE, third-party PPA and direct PPA could be secured competitiveness against green tariff in 2025 and 2026. Then it could allow the companies to have various portfolios for implementation of RE100.

A Detailed Survey of Solar Energy Resources in East Asia Areas (동아시아 지역의 태양에너지 자원 정밀조사)

  • Since the solar radiation is the main input for sizing any solar photovoltaic system, it will be necessary to understand and evaluate the solar radiation data. The works presented here are the analysis of solar radiation data for East Asia areas. The data, which consist of the global radiation on horizontal surface, were measured at 16 different stations over the South Korea and were estimated by using satellite at 12 different stations over the North Korea from 1982 to 2004. Also the data over the Japan have been collected for 30 years for the period from 1941 to 1970. The Result of the analysis shows that the annual-average daily global radiation on the horizontal surface is 3.55 kWh/$m^2$. We conclude, based on the analysis, that East Asia areas have sufficient solar energy resources for the photovoltaic power generation system.

Assessment of GHG Emission Reduction Potential in Extension of Nuclear and Renewable Energy Electricity Generation (원자력과 신재생에너지 발전설비 확대에 따른 온실가스 저감 잠재량에 관한 연구)

  • South Korea, ranks 10th largest emitter of carbon dioxide in the world, will probably be under the obligation to reduce GHG emission from 2013. It is very important to reduce the electrical energy consumption since 30% of GHG emission in South Korea is made during electricity generation. In this study, based on "the 1st national energy master plan", the GHG emission reduction potential and the feasibility of the scenario in the electricity generation have been analyzed using LEAP(Long-range Energy Alternative Planning system). The scenario of the mater plan contains the 41% expansion of nuclear power plant facilities and the 11% diffusion of renewable energy until 2030. In result, total $CO_2$ emission reduction rate is 28.8% in 2030. Also $CO_2$ emission of unit electricity generation of bituminous coal power plant is $0.85kgCO_2/kWh$ and its LNG power plant is $0.51kgCO_2/kWh$ in BAU scenario. Therefore when existing facilities is exchanged for nuclear or renewable energy power plant, substitute of bituminous power plant is more effective than LNG power.

Comparison of Observation Data between Local Waves in Gijang Sea and Donghae Buoy as Optimal Sites for the Wave Power Generation (파력발전 적지 기장 해역과 동해 해상부이 파랑관측치 비교)

  • Gijang Sea is located on the southeastern coast of Korea. This study establishes a basic system to identify optimal sites for the wave power generation. To achieve this goal, the field measurements were made at the field site in front of Dong-am fishing port at Gijang. In addition, we analyzed the offshore wave data at the Donghae buoy operated by Korea Meteorological Administration(KMA) and compared the data with the wave characteristics in Gijang Sea. The main results were as follows. In winter, the wave direction in Gijang Sea ranged between east and south($90{\sim}180^{\circ}$). The main wave direction was east($90^{\circ}$). The Significant wave heights and periods were under 2 m and $5{\sim}15$ sec, respectively. A comparison of water depth and wave direction constitutes one(condition) of the important parameters for selecting the optimal site for the wave power generation.

  • Industrial accidents have been consistently increased in terms of medical costs, lost work days, and incidence rates every year in Korea. Since the infrastructure of the industry changed shifts rapidly from 1980s in the developing countries such as South Korea, the nature and magnitude of the industrial accidents have also undergone a major shift. The situation is especially severe in small-to-medium sized industry(SMI). This article reports the development of a systematic evaluation system of risk factors specifically for the SMIs. The new approach introduced by this article is geared to the systematic identification and evaluation of the injuries from power press machines using the Analytic Hierarchy Process with the key evaluation data generated and evaluated by the employees on site. A total of 21 companies was studied and surveyed using the hierarchical structures of the cause-effect relationship of the mechanical injuries and their countermeasures. For the relative weighting of each risk factor, separate questionnaire survey was conducted for the selected workers from each company who had worked for more than 10 years in press work. Most participants (48 out of 62) replied that human attributes were the most significant factors for mechanical injuries fellowed by administration, machine, and work environment factors. The result also showed that the self-motivated risk assessment and safety enhancement activities would be an effective and efficient way of managing the risk factors in the SMIs.

  • New and renewable energy systems(solar thermal system, photovoltaic system, geothermal system, wind power system) are environmentally friendly technologies and these in South Korea are very important measures to reduce greenhouse-gas(GHG) and to push ahead with Green Growth. The purpose of this paper is to analyze GHG mitigation potential by distribution of solar thermal system in housing sector with bottom-up model called 'Long-range Energy Alternative Planning system'. Business as usual(BAU) was based on energy consumption characteristic with the trend of social-economic prospects and the volume of housing. The total amount of GHG emission of BAU was expected to continuous increase from 66.0 million-ton $CO_{2e}$ in 2007 to 73.1 million-ton $CO_{2e}$ in 2030 because of the increase of energy consumption in housing. The alternative scenario, distribution of solar thermal system in housing sector had GHG mitigation potential 1.54 million-ton $CO_{2e}$ in 2030. The results of this study showed that new and renewable energy systems made a contribution of reducing the use of fossil fuel and the emission of greenhouse-gas in building.

Evaluation of Solar Energy Resources in East-North Asia Areas (동북아시아 지역의 태양광자원 분석 평가)

  • Since the solar radiation is the main input for sizing any solar photovoltaic system, it will be necessary to understand and evaluate the solar radiation data. The works presented here is the analysis of solar radiation data for East-North Asia areas. The data utilized in the analysis consist of the global radiation on horizontal surface, measured at 2 different stations during 3 years for the period from 2002 to 2004 and estimated using satellite at 27 different stations over the China and Mongolia. Also the measured data has been collected at 16 different stations all of the South Korea and estimated using satellite at 12 different stations over the North Korea from 1982 to 2005. The Result of analysis shows that the annual-average daily global radiation on the horizontal surface is 3.57 $MJ/m^2$. We conclude, based on the analysis, that East-North Asia areas have sufficient solar energy resources for the photovoltaic power generation system.

The Advantages of Acceptance of Neo-Confucianism during the Joseon Dynasty: South Korea History

  • Neo-Confucianism fettered the society and the individuals regulating such aspects as roles and relationships within a family, rites, and ceremonies. The mandated practice of filiality challenged the Confucian paradigm of gender relations, exposing women to men and the notion of following elders' instructions, which preserved authoritarian power relations within an ancestral line. This ideological base was beneficial for preserving social stability and integrity and aimed to create a set of ideals and norms that would apply to everyone, thus keeping people together. This conceptual investigation aims to identify the benefits of accepting Neo-Confucianism during the Joseon Dynasty and how it emerged as the foundation for the nation's and society's governance. Neo-Confucianism was not an immobile value system but an active factor contributing to the success, development, and positive changes in Joseon Korea; it is the aim of this study to provide a comprehensive account and exegesis of the role and impact of Neo-Confucianism in the Korean historical process. The study will examine the lessons that can be drawn from these historical facts of South Korean history in the modern state, particularly in the areas of governance, education, and social integration.

A Study on the Feasibility of Installing Solar Auxiliary Power for Small Fishing Boats (태양광 보조전원을 설치한 소형선박의 타당성 연구)

  • The South Korean fishing industry is experiencing a rapid growth owing to an increase in its leisure-fishing population. Consequently, fishing boats weighing 9-10 [ton] have also been increasing. Current fishing boats operate their essential equipment by switching their engines with batteries to reduce the cost of gas and engine noise. However, stranding incidents have been increasingly recorded annually, in which boats fail to start owing to discharged batteries, and these incidents can lead to serious casualties. This study proposes the installation of a solar auxiliary power system to safeguard fishing boats, particularly those weighing between 9-10 [ton]. The feasibility of securing space for the solar auxiliary power of boats under consideration was verified. To examine the application of solar power, this study calculates the load necessary to operate it for fishing and models such a system using an electricity analysis program The modeled system, which applies the monthly horizontal solar insolation, validated the adoption of a solar auxiliary power in fishing boats.

Military Manpower Challenges and Solutions in the Era of Low Fertility and Aging Population in South Korea (한국의 저출산 고령화에 따른 군 인력 확보 문제와 대응 방안)

  • This study aims to diagnose the military manpower shortage problem caused by the rapid decline in fertility and aging population in South Korea and explore countermeasures. To this end, it analyzes the trends of demographic changes and military manpower supply and demand forecasts in Korea, and evaluates major alternatives such as expanding female soldiers, introducing a voluntary recruitment system, and adopting advanced weapons. It also seeks to derive implications through case studies of military manpower policies in major countries such as the United States, Japan, and Germany. The results show that in order to secure sustainable manpower for the Korean military, it is necessary to increase the proportion of female soldiers, review the voluntary recruitment system from a long-term perspective, minimize the power gap due to troop reduction, strengthen incentives for skilled manpower, and draw social consensus on improving the military service system and defense reform. This study is expected to contribute to the establishment of future military manpower policies in Korea.
