위해성 기반 오염부지관리를 위한 정책 및 기술개발 방향 (Future Direction on Policy and Technology Development for the Risk-based Contaminated Site Management)

  • Korea and other countries have made various efforts to preserve soil. During the past several decades, Korea has implemented various policies on soil conservation practices; however, those policies have often lacked consideration of human and ecosystem risk management. while other countries have practiced various policies closely related to risk-based management for contaminated sites. Therefore, there is a great need for a paradigm shift of policy to better manage contaminated sites in risk-based strategies, while applying different management plans for soil and groundwater. In addition, the new policies should be administered with provision to improve soil health and related functions in ecosystem. This study has reviewed the trend in relevant policies in Korea and foreign countries to suggest the future policy directions for contaminated site management in Korea. For better management of contaminated sites, coherent policy that could complement the law, system, and relevant technology is required.

기훼손(오염)지역에서의 재개발사업 사례를 통해서 본 토양환경개선방안 (Improving Soil Environment Policy to Build New Greenfield at Brownfield Redevelopment Projects)

  • 본 연구에서는 기훼손(오염)지역에서 재개발사업을 시행할 때 고려해야할 토양환경관련 개선방안을 환경영향평가 사례에서 도출하였다. 환경영향평가 사례를 보면 소규모공장과 같은 잠재토양오염원이 다수 존재하였고 일부 사례에서는 오염토양도 존재하는 것으로 나타났다. 특히 몇몇의 사례지역에서는 군사시설로 인한 토양오염도 발견되었다. 따라서 재개발사업 진행시 기존 공장 및 군사시설로 인한 토양오염문제를 해결할 수 있는 정책적 방안을 제시하였다. 또한 재개발사업 계획 수립시 녹지공간(greenspace)의 환경적 편익을 최대화하기 위한 토지이용계획을 수립하는 것이 필요한 것으로 판단되었다.

  • Attempts were made to increase an efficiency of soil contamination investigation systems (SCISs) including Soil Network and Special Soil Contamination Management Facility Sites in Korea. In order to increase low efficiencies resulting from inappropriate SCISs, possible policy suggestions are driven based on the results from problem findings of Korean policy and comparisons of policies on industrialized countries including United States, United Kingdom, Germany, the Netherlands and Japan. First, functions of Soil Environment Conservation Act (SECA) on liability should be updated and reinforced to initiate a soil contamination investigation process for stakeholders including an owner(s) or a responsible party(ies) of the potentially soil contamination sites positively. Second, appropriate SCISs should be emerged for implementing the Soil Network and Special Soil Contamination Management Facility Sites properly. Stakeholders for the potentially contaminated sites should easily access and raise the soil contamination issues, and soil contamination investigation implemented by liable and profit environment (consulting) companies should be encouraged. Third, the soil contamination reporting system of SECA needs to change legally responsible. Further more, public announcement system showing soil quality of a site which exceeds a certain scale would be considerable. Fourth, liable environment (consulting) companies should legally execute Soil Environment Assessment of SECA.

토양정화 공법 및 단위공정에 따른 토양건강성 평가 (Evaluation of Soil Health Affected by Soil Remediation Technologies and Its Processes)

  • The Soil Health Index (SHI) developed by Park et al. (2021) is used to evaluate soil health on remediated soils collected from several remediation project sites and monitored the changes of SHI during the remediation process of land farming, soil washing, and thermal desorption. In the case of land farming, the soils remediated below a legal standard didn't show any significant changes in indices of SHI except the downgrade of available phosphate from medium to a low level. The SHI scores were ranged from 52 to 56 in the contaminated soil and 54 to 57 in the remediated soil. With soil washing, bulk density changed from high to a low level, and available phosphate was lowered from medium to low level. As the SHI scores were evaluated as 58 to 63 for contaminated soil and 38 to 42 for remediated soils. For thermal desorption, soil respiration rate was reduced from high to low level and SHI was scored as 50 to 51 for contaminated soils and 43 to 47 for remediated soils. Even though any abrupt changes of the SHI in remediated soils were not identified in the soils used in this study, it is expected that soil in different conditions such as types and concentrations of contaminant and soil characteristics would result in distinguished changes of the SHI. There is a room for more studies collect diverse information on SHI across the country.

토양오염 지역의 위해성 평가에 관한 외국 정책의 비교분석 및 우리나라의 정책 개선에 관한 고찰 (Policy Suggestions to Korea from a Comparison Study of the United States, the United Kingdom, Germany, the Netherlands, and Denmark's Polices on Risk Assessment of Contaminated Soils)

  • 본 연구에서는 토양오염지역의 위해성 평가에 관한 미국, 영국, 네덜란드, 독일, 덴마크의 정책을 비교 분석하였다. 이들 국기는 미국과 18개 유럽 국가들에 관한 유럽연합의 초기 분석 자료를 이용하여 선택하였다. 이로부터 도출한 시사점은 토양오염지역의 조사 및 관리를 위해 각 국가들은 위해성 평가를 이용하고 있으며, 토양질 기준을 정책수 단으로 위해성 평가와 병행하고 있는 것이다. 이러한 외국의 정책과 시사점을 고려할 때, 위해성 평가를 정책 수단으로 이용하고 있지 않은 우리나라에 대해 다음과 같은 정책 추진을 제언할 수 있다. 첫째, 국가적인 차원에서 이용 할 수 있는 합리적인 위해성 평가 방법의 마련이다. 둘째, 부지의 위해성 평가를 토양질의 기준과 연계시키는 것이다. 우리나라의 실정에 적합한 부지의 위해성 평가방법을 마련하기 위해서는 추가적인 자료의 분석을 통한 심층적인 연구가 필요하고, 사회 다양한 계층간의 논의 및 합의가 필요할 것이다. 토양오염으로 간주되는 토양질 기준을 초과하는 부지의 경우에 위해성 평가의 시행을 고려할 수 있을 것이다. 또한 위해성 평가는 오염물질의 자연함량이 일반적으로 다른 특정 지역, 예를 들면 광산지역 등에 대해 적용하는 것을 고려할 수 있을 것이다. 금번 연구의 결과는 토양 오염지역의 위해성 평가에 관해 우리가 시행해야 할 추가적인 연구 및 정책시뮬레이션의 실행 동기를 함께 제공하고 있는 것으로 우리나라의 토양오염지역을 조사, 복원, 해제에 따른 법, 제도 발전의 한 부문으로 사용될 수 있을 것이다.

화학사고시 토양오염 사전관리제도 도입을 위한 국내외 제도 분석 및 시사점 (A Study on the Introduction of Pre-management System to Prevent Soil Contamination by Chemical Accident)

  • Although a number of chemical accidents have been occurred in South Korea, the effective prevention act for soil contamination has not been established so far. To effectively protect soil contamination from chemical accidents, decision support laws and regulations are absolutely essential. Regarding this situation, this study was aimed at diagnosing problems in current chemical safety management and prevention and response system against chemical accidents through analyzing the domestic and foreign causes of chemical accidents and the accident response procedures and finally suggesting policy measures for solving those problems. In order to clarify management of soil contamination by chemical accident, this study suggests the establishment of chemical accident preparedness, response, and making of local chemical management law and policy. This law needs to be supported by a clear management framework to guide government officials and all other stakeholders in the management of soil contamination by chemical accident.

토양건강성을 고려한 정화토 재활용을 위한 제도 개선 (Management Strategies to Improve Recycling of Remediated Soil with Sustained Soil Health )

  • This review examined the current administrative policies and guidelines for management of reclaimed soils after remediation processes and proposed practical strategies to improve the potential value of the remediated soil as a resource. Three management practices are proposed to facilitate more efficient recycling of remediated soil; obligatory use, quality certification, and tracking of the remediated soils. If properly implemented in utilization of remediated soil, these strategies could contribute to enhancing public safety by assuring soil quality. Such administrative tools, for both suppliers and demanders, are expected to mitigate potential risks associated with the transactions of remediated soil. To enhance the quality assurance process, a soil quality certification combined with the soil health assessment index was proposed. The systematic integration of the suggested practices with soil health assessment can allow to produce optimal results, encompassing affordability, efficiency, and accessibility, which helps establishing more robust 'Remediated Soil Recycling Management System (RSRMS)'. Subsequent researches should be conducted to develop more effective policies that incorporate soil health assessment tools. The proposed management practices for remediated soil, coupled with soil health assessment, can be a pioneering effort to achieve such goals. By fostering an environmentally friendly policies, the sustainable utilization of remediated soil can be attained. Overall, the proposed strategies can provide a sound framework for responsible and sustainable soil management practices.

우리나라 토양환경보전 정책의 패러다임 전환 (Paradigm Shift in Policy of Soil Environment Conservation in Korea)

  • This paper reviews the soil conservation policies (SCP) in the global community and suggests the improved options in SCP in Korea. Soil Environment Conservation Act in Korea states soil is a valuable natural resource and it's value should be enhanced to provide the benefits that soil ecosystem can offer to people. However, SCP in Korea limits its application to not only the scope of soil environment but also the issues on soil pollution. The SCPs in the advanced countries have shifted their scopes from soil environment to soil ecosystem, put emphasis on the conservation of soil health rather than soil quality, and set the goals to optimize the soil ecosystem services to people while minimizing the soil threats. In this context, the soil security initiative was recently proposed to accomplish this goal while employing the nexus concept to bridge the soil ecosystem services with water, atmosphere, climate and biodiversity. Therefore, the key policies in soil conservation in Korea should expand the scope from soil environment to soil ecosystem, focus on soil health management, and develop the holistic governance among diverse stakeholder to maximize the soil ecosystem services. Soil ecosystem should be secured by national soil policies for human health.

도시 유역 내에서 토지이용에 따른 표토의 특성 비교 및 표토 보전을 위한 시사점 (Comparative Analyses for the Properties of Surface Soils from Various Land Uses in an Urban Watershed and Implication for Soil Conservation)

  • Knowledge about how to stabilize soil structure is essential to conserve soil systems and maintain various biogeochemical processes through soil. In urban area, soil structural systems are degraded with inappropriate management and land use and become vulnerable to erosion. We analyzed the structural changes of surface soils with different land uses, i.e., forests, parks, roadside green area, riparian area, and farmlands (soybean fields), in the Anyang Stream Watershed in order to find the factors influencing the stability of soil structure and the implication for better management of surface soil. Soil organic matter contents of other land use soils were only 18~52% of that in forest soils. Soil organic matter increased the stability of soil aggregates in the order of soybean fields < roadsides < riparian < parks < forests and also reduced soil bulk density (increased porosity). The lowest stability of soybean field soils was attributed to the often disturbance like tillage and it was considered that higher stability of park soils comparing to other land use soils except forests was owing to the covering of soil surface with grass. These results suggest that supply of soil organic matter and protection of soil surface with covering materials are very important to increase porosity and stability of soil structure.

  • 토양오염실태조사 및 특정토양오염관리대상시설 부지 등에서 토양오염조사의 효율을 획기적으로 높일 수 있는 정책제안의 마련을 시도하였다. 우리나라 정부기관에서 토양이 오염된 부지를 찾아 내는 조사효율이 2% 정도로 매우 낮은바, 이에 대한 근본적인 요인 분석과 더불어, 토양오염조사에 관한 미국, 영국, 독일, 네덜란드, 일본의 법 제도 비교 분석을 통해 다음의 네 가지 정책방향을 제안하였다. 첫째, 토양오염 의혹부지에 대한 이해당사자로 하여금 적극적으로 당해 부지의 토양오염 여부를 조사할 수 있도록 책임법규로서의 토양환경보전법의 기능을 보완하고 강화해야 한다. 둘째, 토양오염실태 조사 및 토양오염관리대상시설과 관련된 토양오염조사가 적극적으로 이루어질 수 있도록 토양오염조사체계를 획기적으로 개선해야 한다. 토양오염 의혹부지에 관련된 이해당사자가 민원을 제기하고, 토양오염조사 결과에 대해 인센티브를 얻고 책임을 질 수 있는 민간 환경전문업체가 토양오염조사를 수행할 수 있는 새로운 토양오염조사체계를 고려해야 한다. 셋째, 토양오염신고 제도의 강화이다. 현행 토양오염신고 제도의 의무화를 고려할 수 있다. 나아가서는 일정 규모의 토양오염 이상에 대해서는 이로부터 영향을 받을 수 있는 주민 등이 이를 인식할 수 있도록 공시하는 것도 고려해 볼 수 있다. 넷째, 토양이 오염된 부지를 찾음으로써 인센티브를 얻을 수 있는 민간 환경전문업체가 토양환경 평가의 수행기관으로 포함되는 것이다.
