The possibility of metaverse system to be a catalyst for hyper-connected society will be dependent on the speed of connected technological development and its social utilization in the same manner as AI technology. Putting these technical realization processes in brackets, this paper focus on some philosophical-political issues in connection with cognitive-ecological changes in the future cinema which will be influenced by the complexive techno-socio couples of accelerated development of metaverse system. Generally speaking, essence of metaverse system seems to be the degree of immersion by technical accuracy, but is not true. In perspective of cognitive-ecology, flow degree of a picture or photograph is relied not on 'accuracy of representation' but on its message's contextual link-up. In this aspect, real potentiality of metaverse system shall be understood in the context of cognitive-ecological changes of human brain's multi-intelligence networking abilities(intersection of augmentation-simulation and outside-inside) which will be activated in the new structure of natural-social-technological coupling of metaverse system. These cognitive-ecological potentialities have been partially actualized in the cinematic process of tripod mimesis for the longest time, [real contradiction/conflicts (Mimesis-1) -->fictional solutions of cinema (Mimesis-2) --> selective interpretation of spectator's wish fulfillment (Mimesis-3) --> real change (Mimesis-1')]. Therefore metaverse's real potentiality must be considered to be dependent on the possibility of deepening and extending of cinematic circulation between real seperation/problems and ideal connection/solutions. In this context, advanced metaverse system can be compared as a modern technical version of ideal circulation of physics and metaphysics

The purpose of this article is to reinterpret the existing innovation policy with 'the societal innovation policy' framework. It is looking into characteristics of societal innovation policy and the prospects for socio-technical systems transition and citizen participation are discussed. After the discussion, new interpretation of innovation policy elements will be dealt with lenses of societal innovation policy. It sheds new light on the key elements of innovation policy, such as Innovation policy governance, industrial innovation policy, regional innovation policy, and infrastructure policy and suggests direction of policy improvements from societal innovation policy perspectives. This will be an opportunity to reinterpret the existing innovation policy measures and to approach to science technology innovation policy for system transition with participatory perspective.

The ecosystem for digital payments in India has expanded quickly during the last decade. A synthesis of technical advancements and progressive governmental laws and regulations has fuelled this expansion. Particularly, the UPI system has assisted India in transitioning from a nation heavily reliant on cash for daily transactions to one with fewer cash transactions. The study attempted to determine how Financial Inclusion (FI) through a socio-techno-ecosystem impacts digital payment systems. FI involves ensuring financial services, products, and an adequate amount of credit without discrimination against the weaker section of society. The study has established that FI impacts the UPI. The finance infrastructure thus helps to develop an ecosystem where financial access and the awareness level help people to transit to new channels of payment. We have used secondary data of 27 banks for sixteen quarters and four years, i.e., for the financial years 2016-17 to 2019-20. It is observed from the current study that the offsite_ATM plays a significant role in the value creation of the UPI. Our study implies that it will help retailers, individuals, and business houses to use UPI platforms for swift payments without hassle. Also helpful for industries that are still not digitally disrupted and industry-specific UPI transactions.

In this paper we discuss the problems related with the existing electrical safety system that is influenced by all the socio-technical factors including the electrical safety law, government organizations, and their practicing rules and regulations. Sometimes intangible practices also affect the safety issues. It is our intention to incorporate all those factors effectively and systematically in improving the electrical safety system. Since, the problem in nature is so complex, an approach based on the systems engineering (SE) method could be a good candidate. Specifically, as a first step of the SE process we performed the requirements analysis of all the factors mentioned above and some recommendations from the experts in the field. In the work environment utilizing a computer-aided SE tool, the requirements are verified and managed efficiently although the data base is complicated in general in tracking the changes. Next, by analyzing the verified requirements, a functional architecture is developed to achieve an improved electrical safety system. We also did the reverse engineering of the existing electrical safety system to explore potential problems there. The result can also help improve the existing one. Overall, a systematic approach to constructing electrical safety system based on SE is proposed for the first time in this paper. Note that the method described here can be adopted in the study of other safety systems.

Recently, an urgent issue of the global environment in the 21st century is the well-established paradigm of a sustainable and circulatory system. In the field of construction, it is important to approach sustainablity issues from a structural engineering point of view. The reusable steel structural system, which can adapt to changes in socio-economic conditions and varied demands, realized that the consumption of natural resources was minimized, the environmental load was reduced as much as possible. In order to reuse and recombinant the structural members, removable PC slab connection was introduced. This paper investigates the structural performance and serviceability by the dynamic characteristics of the steel beam to concrete slab connection.

Illegal and harmful information on the Internet have been a great concern not only for regulatory authorities, but also all the public institutes, such as public libraries and schools, that provide Internet access service. In particular, for public libraries which play an important role in organizing, opening and providing information resources in the information society, providing Internet access service are indispensible. Therefore, any changes of Internet content regulatory system may have direct effects on services of public libraries. Due to unique characteristics of the Internet, content refutation on the Internet has made a best use of various regulatory methods, ranging from governmental regulation to self-refutation and technical regulatory methods. However, nation by nation. technical regulatory methods on the Internet have been developed in quite different ways. Applying them on public library has been strongly criticised for violating freedom of expression and rights of access to information. This article begins with a theoretical discussion about free speech rights and refutation on Internet. Then it examines filtering software which is one of the most popular technical regulatory methods based on both technical and socio-humanities' prospects and analyses several governments' regulatory approaches to Internet filtering. As a conclusion, issues concerning Internet filtering at public institutes are critically apprised.

The view point of the library is treated as a first subject. This study is scheduled to construct, as a experimental study, the system of the Library Science. The study of this fields is called upon greatly because the trial to understand library as a socio-cultural phenomenon did not study as many times. As a result of the study, library is defined as ${\ulcorner}Structural Formation of Inquirying Behavior{\lrcorner}$. Not only technique and actual proof are possible in this study but also this definition is technical definition to indicate the main phenomenon of Librarial Behavior. This schedule represent the trial to define Library Behavior which could anticipate and fabricate when we analyze this definition First, we can find out, first of all, the researching behavior among the human behaviors and then human behavior has the condition of practice. At last, researching behavior can not have any result when it is a natural situation, it has only the meaning when it is guided by an obvious intention. The object of the library is just this human behavior. Second, Formation permits the guidance and self-control at the same-times. The answer about what we find out and practice make it possible the act of guidance. This guidance can't burden any subject but permit the people to result his own researching behaviors. He can save his activities, his own researching behaviors by the result of it. Third, The statematical means efficient performances, and them efficient performances is impossible, here is 'discoveries' of behavior itself. The system of the library is the formation of the relation between the accumulated civilizations and accumulated civilizations. As the definitions of the above mentions, library has the big abilities to the creation and succession of the civilization. As the contemporary view-points, there are some questions about the above described definition can meet it of the library. When we frame the science of library as the learning systems, we can't but the library as this definitions.

The March 2022 presidential election held at the peak of the COVID-19 pandemic drew flak for undermining the principle of universal suffrage by failing to guarantee properly the voting rights of confirmed and quarantined persons. Guaranteeing their voting rights requires thinking about e-voting that can fundamentally overcome the temporal and spatial limitations of current paper voting polling stations. The question is how to deal with the increased possibility of contradicting or violating the principles of equality and direct and secret suffrage due to the expansion of universal suffrage. In order to obtain implications for this, we looked at the case of Estonia, which has been holding 11 national elections without any problems since the introduction of e-voting in 2005. Estonia was successfully building trust in the system, government, and society through the institutionalization and routinization of the overall socio-technical system of e-voting, along with political and constitutional agreements on the principles of elections. Therefore, we should not only consider the possibility of e-voting in terms of technological development and level but also discuss the establishment of trust by mediating conflicts between election principles from a normative point of view to reach a social consensus.

The purpose of this study was to figure out a direction for midwifes' expanded roles for integrative woman's health care focused on health promotion & maintenance and primary prevention of women's health disorders including family health in the new millenium as a primary women's health practitioner. Data sources used for analysis were the book published from International Confederation of Midwives including role, code, situation and others from the international aspects : the empirical data from direct contact by participation in the ICM held in Manila, Philipine, May 22-26, 1999 : and documentation of Korean Midwives Association. Historical and current changing perspectives toward woman's health & nurse-midwifery and the reality women's health & nurse-midwifery and the reality of expand role that should be acquired toward the new millenium are discussed. In conclusion, Nurse-midwives are the very primary women's health care providers who can provide not only the exact needs of women who have health related problems, which are developed in the unique socio-cultural context women are belonged to, but also reproductive affairs including labor and delivery as it was midwive's traditional role, not just as practitioner, educator, counselor but conscious raiser for women's right. Futhermore, for this, thorough preparation through various kind of active and contemplated approach such as remodeling roles and education and continuing education system, training for high skilled & technical action, making laws and policy, and others is absolutely required.

Focus on Digital Fashion Image, the conceptual framework for the thesis is established from Virtuality in Digital Art. Formative characteristics and aesthetic characteristics were studied by classifying the Digital Fashion Image applied and expressed by digital media and technology. A detective research method was used for a case study. A literature study for case-by-case data was analyzed with focus on the works expressing fashion that utilized digital media and technology since the 2000s. Through this study, the Digital revolution has created the socio-cultural impact of a Virtual representation to implement technology and fashion culture that finds ways to take advantage of the image shown in a Digital Fashion Media by understanding Virtuality. The results are as follows. First, it was a re-formation of the fashion culture through the experience of virtuality with mental zone parameters between the media 'Mediation Code'. Reflect the reality of the virtual environment as represented by a cultural image of fashion brands and fashion that reset the team relationship and formed a Homo Ludens cultural code. Second, 'Interactive Exchange' acts on the exchange interaction between the method of digital technology, the human and the machine as well as the technical interoperability of network elements and techniques. This exchange is applied to fashion images that express emotion. Forming personalized fashion items and the user interactively storage that expresses the interactive exchange to forward the identity of the emotional fashion by a change in the message delivery system fashion. Third, the emphasis on intuitive artistic expression 'Synesthesia Immersion' induces a sense of immersion and excitement through the fusion of the interconnected. Enhance a visual image in fashion sensory representation and maximize a tactile and visual virtual reality involvement.
