A Foundational Study on Deep Learning for Assessing Building Damage Due to Natural Disasters (자연재해로 인한 건물의 피해 평가를 위한 딥러닝 기초 연구)

  • The escalating frequency and intensity of natural disasters and extreme weather events due to climate change have caused increasingly severe damage to societal infrastructure and buildings. Government agencies and private companies are actively working to evaluate these damages, but existing technologies and methodologies often fall short of meeting the practical demands for accurate assessment and prediction. This study proposes a novel approach to assess building damage resulting from natural disasters, focusing on typhoons-one of the most devastating natural hazards experienced in the country. The methodology leverages deep learning algorithms to evaluate typhoon-related damage, providing a comprehensive framework for assessment. The framework and outcomes of this research can provide foundational data for the evaluation of natural disaster-induced damage over the entire life cycle of buildings and can be applied in various other industries and research areas for assessing risk of damage.

  • Many first aiders suffer from the stress of working in uncertain disaster sites. The stress of responding to disasters leads to an increase in post-traumatic stress disorder (PTSD) and a decrease in psychological well-being. It also has many negative effects on the meaning in life for first aiders. Reduced meaning in life will result in many societal opportunity costs due to decreased health and work engagement. To address this issue, this study conducted a survey to analyze the level of meaning in life of first aiders. The results indicated that the overall level of meaning in life of first aiders is very low. This issue needs to be addressed sooner rather than later, given the increasing trend of emergency response. Based on the results of the study, measures were proposed to reduce PTSD and psychological stability by restoring the meaningfulness of first aiders' lives.

  • Recently, the frequency and scale of natural disasters such as typhoons, flood, earthquakes, and tidal waves from earthquakes has been increasing. Several nations have recognized that earth observation is essential for protecting the Earth's environment. However, as the data format from earth observation varies depending on areas, institutes, and countries, sharing and exchange between data is difficult. Thus, we have a metadata standardization scheme suitable for the domestic situation to allow exchange of data between societal benefit areas with reference to principles of data sharing and exchange that are discussed on GEO (Group on Earth Observation). We have also designed metadata schemes required to identify the metadata situation of earth observation data being used for 9 societal benefit areas of GEOSS(Global Earth Observation System of Systems).

  • Previous disaster management system in Korea was focusing on post-disaster, recovery phase. However, modern disaster management system should be focusing on the mitigation activities to minimize human and property damages based on the proper prediction and forecast of various natural disasters and timely dissemination of disaster information to the people. Recently, more frequent and larger scaled disasters have been reported around the globe, mainly due to the environment change not only by physical anomalies such as climate change but also by socio-economic transformations such as urbanization and industrialization. This study describes current practices in disaster management for climate change adaptation of advanced countries and a possible disaster management standard system that can be applied in Korea, based on the case studies on the European countries who are improving their disaster management systems against climate change.

Developing an Intelligent System for the Analysis of Signs Of Disaster (인적재난사고사례기반의 새로운 재난전조정보 등급판정 연구)

  • The objective of this paper is to develop an intelligent decision support system that is able to advise disaster countermeasures and degree of incidents on the basis of the collected and analyzed signs of disasters. The concepts derived from ontology, text mining and case-based reasoning are adapted to design the system. The functions of this system include term-document matrix, frequency normalization, confidency, association rules, and criteria for judgment. The collected qualitative data from signs of new incidents are processed by those functions and are finally compared and reasoned to past similar disaster cases. The system provides the varying degrees of how dangerous the new signs of disasters are and the few countermeasures to the disaster for the manager of disaster management. The system will be helpful for the decision-maker to make a judgment about how much dangerous the signs of disaster are and to carry out specific kinds of countermeasures on the disaster in advance. As a result, the disaster will be prevented.

  • The overall goal of a safety based railroad system is either to eliminate hazards in designing or to minimize the possibility of it. In order to indicate system safety or low risk although it may not be possible to achieve zero risk conditions, first, it shall ensure that any disasters would occur due to system operation because the prescribed specifications are properly fulfilled and there are no failures of any kind. Second, the risk of faults or failures leading to a mishap must be eliminated or minimized by using fault-tolerance or fail-safe procedures. This paper will attempt to summarize the personal and social risk criterion at widely scattered points, presently used as a safety approach in all over EU, in order to establish the step by step procedures of the detailed standard for railway facilities. In addition, we present the new safety analysis method using the SIL-based evaluation standard and the Reachability Graph of the Petri Net.

  • In today's world, rise in the establishment of social infrastructure resulting from population saturation in large cities has led to more extensive and frequent use of chemical materials on facilities. A result, unexpected and serious accidents, hazards, contingencies and disasters are more prevalent than ever. Such phenomenon calls for more devoted and concerted efforts towards finding ways to reduce the safety hazards that are seen to take place more often than before with the increase in the number of facilities that are prone to bring disaster and hazard coupled with the conventional safety problems that continue to exist even today. In developed countries, such challenge is addressed by various appropriate countermeasures drawn up by local professional committees on industrial facilities, whose members conduct offsite and onsite evaluation un the potential industrial disasters and its seriousness and provide their advice thereof. Against this backdrop, this study aims at identifying a comprehensive safety allowance level (safety acceptable level) when imposing limitation on the development of conventional or new facilities, for the fur pose of establishing a safety allowance level of disastrous and dangerous facilities in Korea. This is done by assessing and applying the level of danger each individual is exposed to in a randomly selected region (disastrous and dangerous areas in Seoul) based on probability of quantitative hazards, as well as simulation and calculation methods which include: i) social disaster evaluation method applying Quantified Risk Assessment of Health & Safety Executive of UK and Matrix of Risk of Evaluated Sources of Hazard; ii) Fault Tree or Event Tree Analysis and etc.

  • Our anxiousness has risen for recent increase in unpredicatable disaster. Accordingly, for the future society's preventing measure in advance against current considerable disasters due to societal crisis, we need to prepare secure measure ahead. Hence, we need to recognize the significance of governmental role and the value of Big Data application as ICT developed country in order to manage social crisis all the time. This manuscript analyzes human anxiety from listed disasters and describes that our government seeks new way to utilize Big Data in public in order to visualize Big Data related issues and its significance and urgency. Also, it suggests domestic/international application trend of Big Data's public sector with new practical approach to Big Data. Then, it emphasizes e-Gov's role for its Big Data application and suggests policies implying governmental use of Big Data for social crisis management by case-studying disaster measures against unpredictable crisis.

Development of the Practical System for the Automated Damage Assessment (재해 피해조사 자동화를 위한 실용시스템 구축)

  • Recently, large scale natural disasters such as floods and typhoons due to climate change have been occurring all over the world causing severe damages. Among the various efforts to reduce and recover damages, recently, advanced information technology and remote sensing techniques are applied in disaster management. In this study, a real-time automated damage estimation system using information technology and spatial imagery was developed to accomplish prompt and accurate disaster damage estimation. This system is able to estimate the damage amounts of public facilities such as roads, rivers, bridges automatically through spatial imageries including ground based digital images, aerial photos, satellite images of disaster sites. Based on these spatial imageries, the damage amounts are analyzed in the Web-GIS based analysis system. Consequently, the digital damage reports such as digital disaster information sheets and damage maps can be made promptly and accurately. This system can be a useful tool to carry out prompt disaster damage estimation and efficient disaster recovery.

  • Entering 21st century, various natural disasters have been caused by the scorching heat wave, earthquake, tsunami, typhoon and so on. The casuality and damages have been drastically increased in terms of the frequency and magnitude. Therefore, 50 nations around the world agreed to build up the GEO(Global Earth Observation) in charge of the earth observation for the understanding of the earth system changes, monitoring and prediction and it is on operation. To keep the pace with GEOSS for the cooperation of Science & Technology and to successfully achieve the GEOSS project, KGEO office was established and has been on its duty. Moreover, for more prosperous building of the GEOSS, in cooperation with KGEO and KISTI(Korea Institute of Science and Technology Information), we've conducted the survey of the domestic situation about 9 societal benefit areas of the GEOSS. This survey consists of 5 sections as follows: the standardization, the information system management, the raw data and metadata, the infrastructure, and the others. This survey results will be used as the basic material for establishing the National Global Earth Observation System.
