This study was carried out to investigate the linkage between health care and social services for the elderly in Jeonnam Province and its related factors. The subjects were 831 persons of visiting health service workers and social welfare workers in Jeonnam Province who responded the mail questionnaire (85.5% respondse rate). The data were collected from 15th May to 30th June, 2004 using the structured questionnaire. It was composed of the socio-demographic characteristics, the content and frequency of services referred between health care and social welfare workers, and interdisciplinary perception. Data was analysed by SPSS for Windows 12.0. 374(45.0%) reported having experience of service cooperation between health care and social welfare workers for the last three month. The most service that health care workers requested to social welfare workers was to get information for the client, on the other hand the most service that social welfare workers requested to health care workers was to visit and treat the elderly. These service providers in rural area and good attitude toward the cooperation between health care and social welfare service showed more linkage. The findings of this study could provide the basic data for the development of efficient coordinating program of health and welfare.

Volunteer services in communities work to provide human and material resources needed in social welfare centers and help the centers efficiently and effectively respond to diverse needs in society as well as provide quality services to clients. With this in mind, this study presents a few political suggestions on their utilization. First, potential volunteer development should be done in communities. Second, users of diverse volunteering services should be developed. Third, centers should pay attention to promotion of volunteers and the volunteers should be completely educated before services are rendered.

본 연구는 목민심서 애민육조와 진황육조의 분석으로 조선시대 사회복지정책의 구체적 내용을 살펴보고 이에 대한 오늘날 사회복지정책의 연계성을 파악하였다. 그 결과 애민육조에서는 양로(養老)에서 노인복지법과 노인 복지서비스의 기초내용을 담고 있었고, 자유(慈幼)에서는 유아 및 아동과 관련한 복지정책 서비스, 관질(寬疾)을 통해 장애인 복지의 가치계계과 정책 방향을 확인하였으며 구재(救災)에서는 사회적 위기와 재난대응에 대한 사회통합을 요구하고 있음을 알수 있었다. 이는 또한 이는 사회복지정책지표를 통해서도 가족안전, 소득보장, 건강정책, 사회통합 등의 사회복지정책의 주요영역이 강조되어왔음을 확인하였다. 또한 진황육조의 분석을 통하여 비자(備資), 규모(規模), 보력(補力) 등에서 사회보장제도와 사회보험제도의 기초 이념과 가치뿐만 아니라 구체적 정책 시행 내용까지 담고 있음을 살펴보았다. 사회복지 시설을 구비하여 각 대상별 체계적 사회복지서비스를 시행하고 있는 오늘날 사회복지정책 및 사회서비스 정책 등은 진황육조를 통하여 그 근간을 확인할 수 있었다. 이는 현재 정책 시스템인 사회복지정책지표를 통해서도 사회통합과 소득보장 부분의 강조가 진황육조에서 두드러지게 나타남을 확인하였다.

본 연구는 최근 우리사회에서 중요한 화두가 되고 있는 저출산 고령화 대책, 사회적 일자리 창출 등의 영향으로 사회적 주목의 대상이 되고 있는 사회서비스 정책의 동향을 살펴보고, 거시적인 관점에서 대안을 제시하는데 목적을 두고 있다. 현재의 사회서비스 정책은 중앙과 지방의 단절, 최소생활보장 장치의 미흡, 서비스 일자리와 취약한 서비스 대상자에 대한 균형의 결여 등이 문제로 제기되었다. 이에 대하여 이용자의 선택과 참여를 증진하는 수단으로서의 시장기제의 도입과 시장의 부정적인 영향을 최소화할 수 있도록 하는 견제장치로서의 반시장기제의 통합을 대안으로 제시하였다.

우리나라 노인들의 사회복지서비스 이용은 매우 저조하고 서비스가 각기 독립적으로 제공되고 있기 때문에 중복과 누락현상이 나타나고 있음이 지적되어 왔다. 본 연구는 경기도 국민기초생활보장대상 노인들 전수를 대상으로 노인들이 어떠한 서비스기관으로부터 어떠한 사회복지서비스를 받고 있는지에 대해 살펴보고, 노인들의 사회복지서비스 이용기관수에 영향을 미치는 요인이 무엇인지 알아보고자 하였다. 연구결과 서비스중복 문제보다는 낮은 서비스이용률이 더 문제인 것으로 드러났다. 노인의 사회복지서비스 이용에 영향을 미치는 요인을 알아본 결과 비교적 욕구요인이 큰 비중을 차지하였고 그 외 귀속요인과 자원요인도 중에는 큰 영향을 미치는 변수들이 나타나, 사회복지서비스확충과 지역별 균형의 달성, 서비스 연계 활성화가 필요한 것으로 밝혀졌다.

This paper studied the present condition of social welfare activities of Living Condition Improving Committee of Kimpo City in order to activate the social welfare services of women agricultural organizations. The main results are as follows; First, the general characteristics of the respondents in this study are forty or fifty years of age with above high school education with main income source of agriculture and middle class women living in agricultural communities more than 10 years. Second, considering the present and future planned activities of the Living Condition Improving Committee of Kimpo City this study finds that there is high expectation of helping poor people and joining voluntary services. Third, the members of the Living Condition Improving Committee of Kimpo City have actively participated in the local welfare service programs however, there is significant difference among people according to the age, living standard and joining period. Fourth, out of social welfare activities managed by the Living Condition Improving Committee of Kimpo City the welfare service activities for old people and local community are most active and the participants in the welfare service activities for women and the youngsters are small. Thus, according to this study the Living Condition Improving Committee of Kimpo City should consider the following three points in order to activate the social welfare service activities; First, as the members are expecting to expand the individual activities and to enhance the private improvement, the social welfare service activities should meet with the demands to improve self satisfaction of the participants. Second, new programs should be developed after reviewing the current programs in order to meet with the need of the members. Third, as the committee has not established a network system with government administrative organizations and relating institutions, and as its activities are concentrated in particular areas the committee should establish a new system to provide more efficient services in line with the cooperation with public organization and welfare resource suppliers.

본 논문은 복지국가의 사회서비스 발전과정을 개괄하고 독일의 사회서비스 제도화 및 재구조화 과정을 분석함으로써 이것이 현재 진행 중인 한국의 전자 바우처 중심 사회서비스 제도화 과정에 줄 수 있는 함의를 논의하고자 한다. 이를 위해 우선 복지국가의 사회서비스 확대 및 재정비 경향을 제솝의 workfare 논의를 바탕으로 그리고 국가의 사회서비스 개입 지점을 혁신 개념을 중심으로 분석하였다. 다음으로 독일의 사회서비스 제도화 및 재구조화 경향을 고찰하였다. 마지막으로 한국의 사회서비스 제도화에 줄 수 있는 함의를 공급체계와 생산체계의 구분 및 형성, 지역사회 구심점 설정, 생산자 지원 방식의 활성화 그리고 생산주체로서 비영리조직 역할의 확대로 제시하였다.

The purpose of this study is to provide the direction of the policy forwelfare of the home - based service by identifying the problem and improvement of the home - based service. In the fast growing society like korea social welfare policy for the home - based service. The core hypotheses, of this research that home - based services canexpand social support network and improve life satisfaction were aceptedor rejected, In other words, while the home - based services expanded the lold people social support network through the activities of social workers and volunteers, these services considering the findings of the this study, we can conclude that the current home - based services provided by social welfare have an effect upon increasing old peoples social support. But these services have no effect upon improving life satisfaction index.

이 연구의 목적은 1950-70년대 한국 아동복지의 전개 상황을 "동광"이라는 한국 최초의 아동복지전문지를 통해 사회사 관점으로 살펴보는 데 있다. 즉 기독교아동복리회 한국연합회가 1957년부터 1979년까지 발행한 "동광"으로부터 의미 있는 주제를 이끌어내어 사회사 관점으로 해석하였는데, 다음과 같은 결과를 얻었다. 첫째, 시설중심구호 시기(1957-61)에는 사회편견 속의 고아양육, 외원과 기독교에 치우친 사회사업, 신앙에 기반한 시설중심 케이스워크로 드러났다. 둘째, 가정중심보호 시기(1962-69)에는 사회복지 전반을 고민하며 제도화의 발돋움, 사회사업의 전문성 대두, 시설의 아동과 종사자를 위한 과제, 아동을 위한 실천의 통합화 기대로 나타났다. 셋째, 서비스확대 시기(1970-79)에는 아동의 교육 및 보건 강화, 탈시설화의 거론, 외원기관의 철수 대비, 정부의 소극적 대응으로 분석되었다.

Purpose - Today, the importance of the service industry has increased. Social welfare businesses that follow the non-profit principle have neglected the distribution of the service. However, an intangible service, when produced and consumed, has a similar service delivery system to common service distribution and social welfare. Therefore, the author has assumed the efficiency of the service delivery system of social welfare to be equivalent to the service distribution industry. Hence, various kinds of social welfare services for the prevention of elderly suicide, from the perspective of distribution, are discussed. Studies on generational relations have thus far investigated depression from parent-children conflict, and satisfaction with their lives. Studies on the relationship between family solidarity and elderly suicide by analyzing existing social problems are rare. This study investigated the effects of family solidarity between old parents and adult children upon elderly suicide by analyzing serious psychological and social problems. This study revealed basic measures for elderly suicide prevention through services that could elevate family solidarity from the perspective of social welfare service distribution. Research design, data, and methodology - The subjects were 468 elderly, 65 years or older, at 18 senior welfare centers and halls for the elderly at Seoul and Gyeonggi-do. Questionnaire surveys, excluding invalid answers, were analyzed. Convenience sampling was used from February 5, 2014 to March 5, 2014. The findings were: First, women and those having spouses with advanced educational backgrounds and social activities had primary solidarity such as contact solidarity, affectionate solidarity, functional solidarity (giving help), and functional solidarity (receiving help). In addition, those who had good health, from a subjective point of view, had more solidarity. Second, the elderly who were men and single, and who had poorer educational backgrounds thought of suicide, lacked social activities, and had poor health, from a subjective point of view. Third, family solidarity between old parents and adult children had significantly negative influence on the suicidal ideation of the elderly. Results - The study revealed the following implications. First, the preparation for old age should consider not only economic welfare but also the psychological welfare due to the relationship with children. Second, the phenomenon of elderly suicide because of a lack of family solidarity could increase national loss and have great influence upon welfare in old age. Therefore, planning of welfare services for the elderly should consider the value of relationships with children to improve the psychological welfare of the elderly. Third, the social expenses of government-oriented support for parents should be discussed from the people's point of view. Conclusions - The subjects of the study comprised the elderly at Seoul and Gyenggi-do; therefore, it would be difficult to extrapolate the findings to all the elderly in the nation. The subject visited senior welfare centers as well as halls for the elderly; therefore, it would be difficult to assume that the trends were representative of the elderly in the nation.
