21세기 지식정보시대 공공도서관이 사회적으로 인정받고 발전의 기반을 마련하기 위해서는 우선 도서관 측에서 사회적 역할을 명확하게 인식하고 이를 효과적으로 수행해야 한다. 본고에서는 이러한 입장에서 도서관의 바람직한 사회적 역할 수행 방안으로 도서관 권리선언 제정, 독서실 기능 폐지, 서비스 품질 향상을 위한 평가제도 개선 및 인증제도 도입, 도서관 장서의 개선을 제안하였다.

본 연구는 지식정보화사회의 변화와 발맞추어 공공도서관의 역할에 대한 변화 방향에 대한 제언이다. 인터넷의 발달은 도서관의 정보서비스 방향의 변화를 요구하고 있고, 사회의 변화는 도서관이 문화공간 역할에 충실할 것을 요구하고 있다. 미래의 공공도서관은 첫째, 정보접근점이 되어 주민에게 인터넷 정보탐색이 가능하도록 기기와 장소를 제공해야 하며, 인터넷 정보탐색 방법에 대한 교육을 지원해야 한다. 둘째, 공공도서관은 문화를 창출하고 영위할 수 있는 공간이 되기 위해서 안락하고, 편안하며, 고품격의 실내 공간을 만들어야 한다. 지역주민에게 사회의 고품격 문화를 경험할 수 있는 공간이 되어, 지역주민의 생활 문화중심 공간으로 그 기능을 다 하여야 한다.

사회적 관심이 커지고 있는 독서진흥 활동을 통해 도서관의 사회적 가치를 확보할 수 있다. 이를 위한 구체적 방안 제시를 위해 문헌연구 방법을 활용하여, 도서관이 직면한 사회적 과제를 분석하고. 그러한 과제를 수행하는 구체적 방안을 제시하고자 했다. 현재 각 지역에서는 도서관, 특히 어린이도서관에 대한 사회적 관심이 증대하고 있다. 이미 공공도서관들의 다양한 독서진흥 활동을 통해 도서관의 중요성을 인정받고 있어 보다 강력한 독서진흥 활동은 공공도서관의 역할 확대와 이를 통한 사회적 기반 확보에 중요한 방안이 되고 있다. 따라서 도서관은 정부, 공공과 민간부문의 다양한 독서진흥사업을 조정할 협의기구 구성, 운영, 법적 기반 마련, 도서관의 자발적인 독서진흥 프로그램 개발추진, 독서 및 책 정보제공 체계 구축과 대중서평지 발행, 독서 캠페인과 독서활동 주도, 가정에서의 독서활동 지원, 각종 독서진흥 관련 시상제도 확대 등 구체적 방안을 주도적으로 추진해 나가야 한다.

This study would understand the overall perception of our society about public libraries, analyzing the texts related to public libraries, utilizing the semantic connection network & sentiment analysis. For this purpose, this study collected data from the last five years with keywords, 'Library' and 'Lifelong Learning Center' from January 1, 2016 through November 30, 2020 through the blogs and cafés of major domestic portal sites. With the collected data, text mining, centrality of keywords, network structure, structural equipotentiality, and sensitivity analyses were conducted. As a result of the analysis, First, 'reading' and 'book' were identified as representative keywords that form the social perception of public libraries. Second, it turned out that there were keywords related to the use of the library and the untact service due to the recent spread of COVID-19. Third, in seeking a plan for the development of public libraries through the keywords drawn to have positive meanings, it is necessary to create continuous services that can form a new image of the library, breaking away from the existing fixed role and image of the library and increase the convenience of use. Fourth, facilities and facilities for library services were recognized from a neutral point of view. Fifth, the spread of infectious diseases, social distancing, and temporary closure and closure of libraries are negatively related to public libraries, and awareness of librarians has been identified as negative keywords.

This study comprehensively analyzed domestic and foreign literature related to the value and impact of libraries on education, social behavior and economic conditions, developed a survey to investigate the librarians' perception of the libraries' value and impact, and accordingly investigated the perception of librarians according to the types of libraries in which they worked, public versus university. The results showed that the impact is greatest on education and literacy with a mean score of 3.98, followed by their social impact with 3.67 and their economic impact with 3.46. When subordinate items were analyzed it was found that the librarians perceived that the role that libraries are playing in the education area is expanding and their impact on reading and literacy is becoming greater and greater. Libraries were viewed as essential elements for education and the education system. When the difference in perception related to the impact of libraries was compared by types of libraries, the librarians in public libraries tended to rate their facilities higher than the librarians working in universities on most of the items.

본 연구에서는 공공도서관의 새로운 역할로 제시된 지식정보격차해소의 개념 및 현황 등을 파악하고, 공공도서관이 어떤 역할을 해야 하는지 고찰해 보았으며, 기존의 통계 데이터를 활용해 공공도서관과 지방자치단체 재정자립도의 관계, 지식정보취약계층과 공공도서관 활용도 관계를 분석해 보았다. 이를 통해 공공도서관이 지식정보격차해소 역할을 강화하기 위한 방안을 모색하는데 필요한 기초적 논점을 제시하고자 하였다.

본 연구는 사회자본과 문화자본의 형성 및 이들 사이의 연계, 그리고 이들 자본이 재생산하는 사회적 계급의 해소를 위해 공공도서관이 어떠한 역할을 미치는지를 확인하는데 목적을 두고 있다. 이를 위해 공공도서관 이용자를 대상으로 사회자본, 문화자본 및 공공도서관 이용과 관련한 설문조사를 수행하였다. 분석 결과, 공공도서관의 이용은 사회자본과 문화자본의 형성에 전반적으로 긍정적인 영향을 미치는 것으로 분석되었다. 하지만 학력수준과 소득수준이 높은 계급일수록 공공도서관의 이용이 높게 나타나고 있어, 공공도서관의 이용이 사회자본과 문화자본으로 인한 사회적 계급화의 해소에는 부분적인 영향만을 미치는 것으로 나타났다. 따라서 공공도서관이 사회자본과 문화자본의 평등한 형성에 기여하기 위해서는 개방된 사회적 교류의 장으로서의 역할을 수행할 필요가 있으며, 다양한 문화자원에 대한 접근 및 이를 활용할 수 있는 기회를 제공하는 기능이 보다 활성화될 필요가 있다.

이 연구에서는 사회의 새로운 패러다임으로 정착하고 있는 사회자본과 공유경제의 특성을 분석하고, 이들을 매개하여 전체적인 사회적 편익을 보다 효율적으로 도모하기 위한 공공도서관의 사회적 역할을 설문조사를 통해 고찰하였다. 상관분석과 위계적 다중회귀분석을 통해 분석한 결과, 사회자본과 공유경제는 상호작용이 이루어지는 사회적 현상이며, 공공도서관은 사회자본의 형성 및 공유경제에 대한 참여에 긍정적인 영향을 미치는 것으로 나타났다. 사회자본과 공유경제를 매개하는 공공도서관의 역할 측면에서는, 공공도서관에서 제공하는 다양한 프로그램들이 사회자본과 공유경제를 매개하는데 영향을 미치는 것으로 분석되었다.

The contemporary concept of publicness is reinterpreted from the point of view of contemporary publicness. Contemporary perception of public space has now branched and grown into a multitude of non-traditional sites with a variety of programs in mind. In this study, the aim is to discuss how contemporary public library has been evolved as public space and how to create User-centered interaction. In the case of developed countries, the Public Libraries have showed the expected effects because they have more systematic and efficient plan. Also, these libraries are placed with each facility, not distributed separately. It promotes the accumulation of profit on the space and Increases the efficiency. They support more effectively users' activities through the linkages between each facility and create the active interaction between users. Formation of the various interactions and synergies between space had been induced. Publicity means that the state will relate a combination of a number of specific public area. In addition, open space, public place, shall be directed to: This place as one of the users in order to have meaning, must be equipped with the facilities and space to communicate and understand the local role. Methods of the study are to analyze the concept and role of the users with the concept of modern publicity, to examine the concept of multi-complexity of public libraries for the user-oriented publicness, to learn about the characteristics of public spaces in the public libraries that appear in the advanced countries, to examine how to affect these characteristics in the public libraries, and to suggest the possibility and the various application methods on the characteristics of a public space. In the end, the public libraries for the realization of the publicity, support program complexity such as education and culture, welfare facilities, and public service facilities. In the 21st century, these complexity to improve the quality of service in public libraries. These spaces can be an alternative to be kept comfortable in a more vibrant area, and can affect the social, natural, cultural, and environmental aspects of the physical environment and the objects and relationships, as well as expand.

본 연구는 공공도서관의 사회적 가치에 대한 이용자/비이용자 집단의 인식비교를 통하여 사회적 가치라는 추상적인 개념을 보다 구체화하여 도서관 현장에 적용 가능한 방안을 제시하였다. 이를 위하여 파주 시민을 대상으로 2023년 5월 7일부터 15일간 대면 또는 온라인 방식으로 설문조사를 하였으며, 유효 응답지 206부를 SPSS 25.0를 활용하여 빈도분석, 요인분석, 독립표본t검정, 일원배치 분산분석을 실시하였다. 본 연구의 결과 첫째, 인구사회적 특성에 따른 공공도서관의 사회적 가치에 대한 인식에서는 연령에 따라 유의한 차이가 있으며, 10대와 40대의 인식이 다른 연령대보다 높았다. 지역사회 개발에 대한 인식에서는 여성이 남성보다 높았고, 직업에 따른 인식에서도 학생, 기타, 주부, 자영업, 직장인 순으로 높았다. 둘째, 공공도서관의 사회적 가치에 대한 인식은 전 영역에서 이용자 집단이 비이용자 집단보다 높았다. 셋째, 도서관 이용 정도에 따른 공공도서관의 사회적 가치에 대한 인식에서는 유의미한 차이가 없었다. 향후 파주시 공공도서관의 사회적 가치에 대한 인식 제고를 위하여 비이용자의 이용자로의 유입과 남성과 60대, 20대를 대상으로 하는 신규 콘텐츠 및 서비스의 개발, 지역사회 활동 강화를 제안하였다.
