In this study, the amount of waste resource that could be recovered was analyzed. The installation and operation costs of waste resource recovery for both single- and multi-regional facility were calculated, and compared with the costs of landfill to investigate the feasibility of them. RDF(Refuse Derived Fuel) process and resource recovery by incineration process were considered as waste resource recovery facility. And, the multi-regions for cost analysis were established on the basis of the proper generation rate of municipal waste with the consideration of combustible ratio. The study results showed that single region facility for both RDF and incineration process has no economic benefit, compared with the landfill method. For the multi-regional facility, RDF process could save a large cost than the landfill method, but the incineration facility couldn't. Separate from the economic benefits, the waste resource recovery should be importantly considered when considering the depletion of fossil fuel, global warming, environmental toxicity, and the enormous expenses due to social conflict and confuse. When the CDM(Clean Development Mechanism) is vitalized in the near future, the additional economic benefits by CERs(Certified Emission Reductions) could be expected. CERs for RDF facility is corresponding to about 256.5 billion won, and CERs for incineration facility is corresponding to about 54 and 77.4 billion won for single- and multi-regional facility, respectively.

In this paper the feedback loop mechanisms that are inherent in the management of water supply systems were identified based on the system dynamics modeling methodology. As a result, a system dynamics (SD) computer simulation model that can be used to aid efficient management of water supply systems was developed. The developed SD model can be used to predict operating conditions of water supply systems including the effects of pipe maintenance on the entire system. The developed model is consisted of water supply, pipe maintenance and water supply business finance model. The operation and maintenance data from a study water supply system were used to verify the model and to predict the past and future operating conditions of the system. The policy leverage that greatly affects the operating condition was evaluated by the sensitivity analyses for the operational indices due to changes in the exogenous variables. It was found that while the pipe maintenance related exogenous variables had great effects on the leakage and conditions of pipes, they did not have great effects on the major operational indices such as revenue water ratio. It is considered that the social costs due to leaks and pipe breaks and the corresponding mechanism of propagation of the costs must be modeled to better evaluate the effects of pipe maintenance on the operational conditions of water supply systems.

Along with social changes, school buildings are getting complex and diversified unlike the past. However, objective data analysis on construction costs fall short. In particular, ordering agencies are in a great need of objective and practical construction cost management for on-budget construction and procurement of quality goods. This paper analyzes the design diagram for a newly built school with an order from the Daejeon Metropolitan Office of Education, and compares the analysis with those of other kinds of buildings. The results are: the total construction cost of one school unit is 8,017,596,000 won on average; the cost is in the order of building, machinery and equipment, electricity, communications and civil engineering; as to activity, RC construction takes account of $30.3\%$ of the total construction cost. 1'he cost of school construction per M2 is 838,000 won, which is 6th highest of 11 kinds of constructions and slightly lower than 950,000 won, the average price of comparative constructions. When it comes to the percentage, school building takes mote percentage of the total cost than comparative building while machinery and equipment, electricity and communications takes slightly less percentage. Through simple regression analysis of gross coverage, this paper suggests a model formula with which the total construction cost, construction cost in accordance with activity, how much main construction materials are to be used are predictable.
This study investigates the differences in medical practices and medical cost according to auto insurance companies based on 8,589,602 cases that were treated by auto insurance corporation for the year of 2015, from the beginning of January to the end of December. The results of this study can be summarized following. First, in terms of the general characteristic in medical treatment, especially the age, the highest figure in both non-life insurance and mutual aid cooperative was shown in the age of 50 to 59 at 22.8 per cent(p<0.001). Second, in terms of a medical cost per a hospital care, classified by clinic, the costs in the department of internal medicine were much higher than those in the surgical department, and the thoracic surgery among parts of the surgical department showed the highest figures in both non-life insurance and mutual aid cooperative. According to the above summarized results of this study, it can be concluded that Health Insurance Review and Assessment Service has to address the problem on the increase of unnecessary costs and the occurrence of social expenses caused by the delay of patients' rehabilitation and return to their daily lives, by carrying out the evaluation for the appropriateness to organizations that ask for payments of auto insurance.

Four developed patents have applied for a new type of Composite Cyclone Scrubber followed by the previous research (Cho and Kim, 2017), including dust reducing fan with filters. Regarding target installation and maintenance cost, 64% reduction for investment costs (6.2 billion won vs. 17 billion won) compared to existing road pollution reduction system, while social benefit costs increase by 43% compared to existing road pollution reduction measures (72.6 billion won vs. 50.8 billion won). The composition of the device is an air blower type spiral guide vane, and an injection pressure collecting dust efficiency. A nozzle varies Injection angle and contact range, spray liquid species (waterworks, salty water). The proposed patent tests are circulation water Time-by-Time Spray and collected 41.4% more increased micro dust since the sprayed water meets contaminated gas due to the 45° degree colliding, which is 141% increased conventional dust collector. The preliminary evaluations of the developed design make it possible to reduce not only cheaper maintenance budget due to the characteristic water spraying but the cost of water comes from mainly rain and underground.

Because of their nature as public facilities, demands that former military facilities be utilized for the public welfare are increasing, thereby leading to an increase in cases in which these military facilities are reestablished as parks. Cases in which former military bases were reestablished as public parks were analyzed; as a result, several implications were derived. First, the objectives of public park projects should be examined from the perspective of the concept of urban regeneration and regional revitalization. Moreover, it is necessary that profits are yielded and that regional identity and history are reproduced through reusing existing facilities as much as possible rather than entirely remodeling former military sites. As parks become larger in size, bases should be reorganized into complexes rather than single facilities or programs. It is also necessary that parks be established in stages considering the enormous expenses required for building public parks. Consequently, because the special characteristics of military facilities can lead to insufficient on-site investigation in the process of establishing parks, thereby incurring a vast amount of costs for design adjustment and contamination disposal, this should be considered in advance. A method of delegating the development rights to partial sites to private businesses and supplementing the costs of park establishment and maintenance with development benefits should be examined. In addition, given that there are various interests and stakes in former military bases, a method of operating a public-private cooperative decision-making organization during project execution should be considered. Finally, policies related to urban parks need to be improved in order to raise funds, expand profitable businesses, facilitate social services and sponsorship, and encourage the participation of trusts and non-profit organizations in park operation and management.

This study examines the problem of efficient scheduling of waste collection in isolated regions like islands when the waste accumulated amount surpasses the standard ceiling by effectively tracking the accumulating trends based on the optimum checking model of Keller (1974). To grasp whether the waste accumulated amount in isolated regions exceeds the standard ceiling, the relevant authorities can tightly check during a set period, but this entails higher monitoring costs. On the other hand, if the accumulated waste over the ceiling is not immediately checked and collected, and continues for a set period of time, innovative efforts for waste management may be highly demanded. As such, the tradeoffs are considered to draw the optimal checking schedule. This study shows that the authorities get to check less frequently the waste accumulation trends if the monitoring costs increase or when the failure rate of waste management systems drops. On the other hand, they get to check more frequently if the accumulated waste amount in isolated regions exceeds the standard ceiling and welfare loss grows as a result. It also shows that frequent checking is the optimal choice if the social marginal benefits enjoyed from innovative efforts made to keep accumulated waste below the standard ceiling, are not significant.

The introduction of a new transit facility affects mode share of travel alternatives. The multinomial logit model, which has been the most commonly used for estimating mode share, has difficulty in reflecting heterogeneity of travelers' choices, and it has a limitation on grasping their characteristics of mode choice. The limitation may lead to over- or under-estimation of the new transit facility and bring about significant social costs. This paper aims to find a methodology to overcome the problem of preference homogeneity. It also applies market segmentation structure of separating the whole population into direct and indirect beneficiary to consider their preference heterogeneity. A mode choice model is estimated on data from Jeju Province and statistically tested. The results show that mode transfer rate of direct beneficiaries that inhabit in downtown areas increases as the new transit facility provides more advanced services with higher costs. The results and the model suggested in this study can contribute to improving the accuracy of demand forecasting of new transit facilities by reflecting heterogeneity of mode-transfer patterns.
The economic feasibility analysis including benefit-cost ratio and internal rate of return of a land consolidation and on-farm development project was mainly depended upon the direct benefits and costs arising during project life. Therefore the projects were neglected in allocating the government's financial funds and loans on account of the low economic rate of return of the project. Accordingly the extended benefit-cost analysis method should be introduced and adapted to cover not only the benefit s such as non-market values of environmental and food security fun ct ions of the project but also market values of the project outputs. The main purposes of this study are (1) to prepare a guide line for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits from productivity increase, labor saving, savings of O&M cost of farm mechanization and project facilities, savings of farmer's burden for their public health, increasing environmental and public functional value of paddy fields, improving food security condition and formation of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible to be included the values of non-market goods such as the food security and the environmental public function of paddy fields. To carry out this study, the existing publications on the guidelines for economic agricultural projects were reviewed and consultation was made with a For the post evaluation study of the land consolidation and on-farm development project, field survey in Jigok and other comparative area were made to get available information. According to the project completion report, Jigok land consolidation and on-farm development project has 55ha of benefit area out of 69ha of gross area. The project was started in November 11th, 2000 and completed october 30th, 2001. The total project costs were amounted to 2,548 million won and the annual project benefits were estimated at 335million won evaluated by domestic market prices. The ERR(Economic Rate of Return) and SRR(Social Rate of Return) of the project based on the shadow pricing system were estimated at 4.4% and 16% respectively. On the other hand, the ERR and SRR based on the domestic market value system were amounted to 6.37% and 14.62%. In conclusion, Korean land consolidation and on-farm development projects have not carried out from the view point of economic rate of return under shadow pricing system but from the view point of domestic pricing system. For the future feasibility studies on land consolidation projects have to be carried out including the non-market values as environmental and food security function of the projects.
