This paper aims to provide a critical assesment of Conservatives's and new Labour's social assistance reforms in the U.K. and their differential impacts on low income groups. During the period of 18 years in power, the Conservative governments enforced benefit recipients being capable of work to be out of benefits and to get into work. They employed not only 'carrots' to encourage beneficiaries being capable of work to have full-time work, but also 'sticks' to discourage them to depend on benefits. The reforms under the Conservative governments were closer to the workfare model. The new Labour government has continued to emphasize work regarding social security reform. It has raised 'from welfare to work' as the main reform objective. However, it has not necessarily focused on 'carrots and sticks' in order to get beneficiaries into work. Instead, the new Labour government has put its priority regarding social assistance reform on human capital development in order to develop the capability of beneficiaries for work. Britain under the new Labour government seems to be moving from workfare to activation model. These differentials between the Conservative governments and the new Labour government regarding social assistance reforms bring about the different policy outcomes. Under the Conservative government, social assistance programmes were prone to strengthen the state's control over benefit recipients and to increase stigma to them. Punitive, demeaning, stigmatising programmes of work and unending job search activities harm the bases of self-respect. On the contrary, the activation programmes under the new Labour government has contributed positively to both socially significant participation and autonomy of beneficiaries.
Because of their international importance, 'the Welfare Reforms' of the Thatcher government as well as Thatcherism were studied so much, and analysed so deeply. However, the existing studies mainly focused the institutional changes of the welfare state themselves and cynically criticized the decline of it. And, there is no study explained the Thatcher's reform as the changed balance of the British class strength. This means that the nature of the Thatcher's welfare reform is not scientifically clarified yet. So, I tried to examine this one again. For the purpose, I reviewed the nature of Thatcherism, described the changed welfare state, and analysed the result of the polling, the power dynamics of the Labour Party, the changed attitude of the Labour Party and the working class to the welfare state and Keynesianism, and the political attack of the Thatcher government on the working class and their response to it.
본 연구는 복지국가의 재정위기와 재편이 본격화된 1980년대 이후 최근까지 사회보장비 지출 추세가 어떻게 변화하고 있는가를 탐색하기 위하여 22개 OECD 국가의 사회보장비를 전체와 부문별로 나누어 1980~2003년간의 변화추이를 분석하였다. 분석결과, 1980년대 이전의 복지국가 팽창기에 비하여 전체 및 노령, 보건, 실업 등 주요 부문의 사회보장비 모두 증가속도가 현저하게 둔화된 것으로 나타났다. 특히 1980년에 이미 GDP의 25~30%를 사회보장비로 지출하고 있던 북유럽국가들은 이후 사회보장비가 정체되거나 오히려 감소하는 경향이 뚜렷하게 나타났다. 이에 반해 지출수준이 낮았던 남부유럽국가에서는 사회보장비가 상당히 증가하였고, 이에 따라 사회보장비 지출의 국가 간 격차는 계속 줄어드는 추세를 보였다. 이러한 점은 재정압박이 복지국가의 재편을 가져온 핵심요인 중 하나이며, 고지출국가일수록 재정부담을 줄이기 위한 제도개혁에 더 많은 노력을 기울이고 있음을 시사한다. 특히 사회보장비 증가와 재정압박에 가장 큰 영향을 미치고 있는 연금지출을 억제하기 위한 개혁은 이미 1980년대부터 꾸준히 이어지고 있고 1990년대 후반부터는 그 효과가 조금씩 나타나고 있다. 실업급여의 수급자격을 엄격히 하고 급여수준을 감소시키려는 노력도 나타나고 있지만 이 부문에서는 국가 간 격차가 매우 큰 상황이다. 재정지출의 한계에 봉착한 복지국가가 경제 사회적 변화에 따라 새롭게 등장하거나 증가하는 사회보장 수요에 대처하기 위해서는 기존 제도의 효과/효율성을 향상시키는 노력과 함께 부문 간 우선순위를 재조정하는 사회보장제도의 대폭적인 개혁이 필요할 것이다.
This paper investigates the long-term social changes and the emerging issues in social insurance that such changes will entail, It does not attempt to resolve the conflict between neo-liberal reforms and neo-corporalist reforms. Nor does it confine itself to proposing the options to secure the financial stability of social insurance schemes. The aim of this paper lies in anticipating various problems that result from social development, analyzing the impacts of these problems on social insurance schemes, and delineating the solutions to these problems. This paper is comprised of three parts. First, it describes the expected long-term changes in society and the ensuing problems. Second, it asks whether these problems can be solved with increased public expenditures. For this purpose, an analysis of the trend in the expenditures by welfare states is attempted. Third, it summarizes the issues in social insurance and presents the possible solutions to the problems. In the chapter that deals with social changes and social problems, various aspects are reviewed, including the globalization process, the development of It industries, the uncertainty in the classification of incomes, the widening gap in earnings due to the bio-economy, and the relation between social insurance schemes and the tax system. It is concluded that there are limits to the role that increased public expenditures can play to solve the social problems. This paper argues for a structural change in the social insurance system. In every social insurance scheme, the state should foe-us its effect on the provision of basic protection against social risks for the whole population. At the same time, the state should improve the financial stability of the scheme and avoid large-scale deficits.
The Scandinavian cluster of welfare societies has for many years been considered a realisation of Richard Titmuss' institutional redistributive model of social policy. Recent reforms have, however challenged this assumption. The paper sets out to evaluate whether recent major changes in welfare provision are merely modifying the model or whether the Scandianian states are converging towards some kind of European social model. It is concluded that besides very many first order changes, such as reducing benefits, an number of second and third order changes have occurred; i.e. the institutional setting and the objective of the welfare states have changed during the 1990s. The Scandinavian welfare states are still distinct, but less so than a decade or two ago. The new elements are features usually associated with welfare models at play within the European Union. It is, hence, concluded that welfare in Scandinavia is undergoing a process of Europeanisation.
The present study is designed to trace the successful reform steps taken within the vocational training system in the UK and to extract a set of instructive implications for Korea's future reform path towards an efficient vocational training system conducive to youth employment. To this end, this study focuses on three major aspects of the youth vocational training system: the government's role and partnerships between training and industry, the vocational training system, and the employment support system. Implications drawn from the comparative analysis are as follows. Vocational training reform should be made within the broad paradigm of youth employment promotion. All aspects of the youth vocational training system, such as the training program structure, program content, provider, management, so on, should be reformed, step by step, within a long-term plan. In addition to the vocational training reforms. employment support programs should be enlarged, and the service delivery system should be well structured in order to enhance the effects of the training reforms. For these reforms, it is essential to make fundamental changes in the following areas: integration of youth employment policy making and its administrative structures, reinforcement of partnerships between training and industry, nation-wide standardization of job skins, and the introduction of standardized job certificate classification on a national level.
2008년 세계 경제위기는 유럽 경제에 악영향을 미쳤는데, 특히 남유럽 국가의 피해가 컸다. 이탈리아의 정책결정자들에게는 경제위기가 오래 전부터 실행되었어야 할 복지 예산 삭감 정책을 추구할 수 있는 논리적인 계기가 되었다. 따라서 2011~2012년에 몬티정부는 신자유주의적인 재정긴축 정책들을 펼쳤다. 일반적으로 대륙유럽의 비스마르크 복지국가들은 개혁하기에 어렵기 때문에, 이탈리아에서 진행 중인 신자유주의적인 개혁을 이해하려면 이론적인 틀이 필요하다. 본 연구는 Sabatier(1988)의 ACF이론을 참고하여 2008년 경제위기 이후의 이탈리아 사회정책 개혁의 논리를 이해하고자 한다. 연구를 통해, 복지 삭감을 설명하는 데에 있어서 경제위기와 유럽연합의 역할 등 외부적인 영향들이 상당히 중요했으며, 정책결정과정에 있어서는 시민사회의 역할이 축소된 결과로 높은 실업률 등의 사회문제가 악화되고 있는 것을 알 수 있다.
This paper introduces a politico-economic model with a welfare state and immigration. In this model, policies on taxes and immigration are determined through a plurality voting system. While many studies of fiscal implications of immigration argue that relaxing immigration policies can substitute for tax reforms in an aging economy, I show that the democratic voting procedure can dampen the effect of relaxing immigration policies as desired policy reforms are not always implemented by the winner of an election. This political economy results in three types of social welfare losses. First, the skill composition is not balanced at a socially efficient level because workers are motivated to maximize their wages. Second, older retirees implement excessive taxes to maximize the size of the welfare state. Third, the volume of immigration is lower than the optimal level given the incentive by young workers to regain political power in the future.
기술혁명은 긍정적인 변화와 동시에 수반될 부정적인 우려가 항상 공존해왔다. 소위 '4차 산업혁명'으로 대표되는 기술혁명은 더욱 파괴적인 방식으로 생산성 혁명을 가져올 것이며, 고용 및 노동시장에 미칠 효과가 매우 클 것으로 예견되고 있다. 이러한 배경에서 현재 복지국가의 '쓸모'에 대한 논쟁이 진행되고 있으며, 기본소득이 대안으로 부각되고 있다. 하지만, 현재 기술혁명의 속성과 기술변화가 고용과 복지국가에 미칠 영향에 대해 포괄적이고 다면적인 시각에서 분석한 연구는 부족하다. 본 논문에서는 기술혁명의 내용을 검토하고 기존 문헌과 사례연구를 바탕으로 기술혁명이 고용과 복지국가에 미칠 영향에 대해 심층적으로 논의하고자 한다. 우선 문헌검토를 통해서 기술혁명이 고용에 미치는 영향에 대한 논의를 정리하고자 한다. 이후에는 현실사례인 우버와 아마존 메커니컬 터크 등 미국 사례와 독일의 'Work 4.0' 사례의 경험을 통해서 논의를 보강하게 될 것이다. 마지막으로 논의를 종합하면서 미래 복지국가 개혁의 주요 논점을 제시해보고자 한다. 이 논문에서는 기술혁명으로 인한 변화와 고용 및 사회보장 변화에 미칠 압력은 심대할 것으로 판단하지만, 그 영향이 어떠할지에 대해서는 불확실성이 높음을 지적한다. 그렇기 때문에 기술혁명에 따른 복지국가 개혁보다는 현재 복지국가를 형성하는가에 따라서 기술혁명의 영향력이 크게 달라질 수 있음을 주장한다. 기술변화에 적응력이 높고 창의적인 인적자본 형성을 지원할 수 있는 사회투자제도와 이를 뒷받침하면서 개인에게 안정과 행복을 보편적으로 제공할 수 있는 사회보호제도의 중요성을 강조하며 정책 제언을 하고자 한다.
지금으로부터 500년 전에 발생했던 루터의 종교개혁은 교회 안의 부패와 모순, 성경신학적 문제들을 세상에 드러내면서 성경과 초대교회의 가르침으로 돌아가자고 주장했던 "교회 안"만의 개혁이 아니었다. 그로 인해 시작된 종교개혁은 사회 전반적인 모든 분야에 영향을 미쳤고 중세에서 근세로 넘어가는 결정적인 디딤돌이 되었다. 본 연구의 목적은 16세기에 발생했던 루터의 종교개혁 과정에서 분명하게 드러났던 사회복지개혁적 특징이 무엇이었는지를 살펴보고 그것을 현대 기독교적 입장, 특별히 선교적 교회의 관점에서 어떻게 적용할 수 있는지를 제안하는 것이었다. 따라서 본론에서는 이신칭의와 만인사제설 교리가 루터종교개혁의 사상적 토대였음을 확인하였고 신양약자와 여성들과 같이 사회적 약자들에 대한 특별한 관심을 가지면서 현실을 무시하지 않았던 종교개혁이 루터의 종교개혁적 특징임을 살펴보았다. 루터의 사회복지 정책으로는 크게 세 분야로 나누어 볼 수 있는데 가난한 자들을 위한 구호활동, 교육사업, 그리고 경제정책이었다. 그리고 마지막으로 오늘날 현대 기독교가 루터의 사회복지개혁적 특징들을 계승하여 발전시킬 사항으로 현실을 무시하지 않는 사회적 복지실천, 교회의 올바른 실천적인 사회책임 이해, 지역공동체를 위한 실제적 복지실천을 제안하였다.
