The community mixed-support facility in Japan is making efforts to try various approaches according to the changes made to allow the privatization of public facilities on the basis of Act on Special Measures for Urban Regeneration since 2004. Due to this change in policy, the community mixed-support facility is now taking further steps in trying to implement variety of approaches in the perspective of urban regeneration and urban maintenance and at the same time the trend of installation of community facility has gone through vivid changes for the last 20 years. The causes of this are from the social demand that claims for of new facilities and the change in the subsidy system in relation to equality in facility installation. Examples of the first cause can be the building of perpetuating educational society, an execution or a movement towards the society of gender equality, a countermovement for an aging society as well as a welfare society, and recently social phenomenon related to consumption is becoming an issue. And for the last, the number of construction of facilities is increasing that grow out of the traditional facility system. The complex of community mixed-support facility will provide public administrative and community mixed-support services to local people as well as to form a notion of community and a feeling of solidarity. Ultimately, this will develop local areas by regional interchanging of information. In this very research, we will analyze the community mixed-support facility and its characteristics as well as its implications and consider the types of complex through many preceding instances in Japanese community mixed-support facility.
The purpose of this study focuses on and explain the policy-determining factors that emerged in the process of revising customized wages for the National Basic Livelihood Security Act on December 30, 2014. This is an analysis of the reasons why the rapid revision of the welfare system could have been made at a certain time in a situation that did not progress despite the specific demand for revision of the law surrounding the blind spot. To this end, using Kingdon's policy flow model, which emphasizes the contingency of policy decisions, the flow of problems, political flows, and policy alternatives were reviewed respectively. In the course of each of these flows, the suicide incident of mother and 2 daughters in Songpa served as a major medium that played a large role in the policy-making process and the window of policy could be opened. As a result, This incident triggered social and policy interest in the issue of the National Basic Livelihood Security Act. It was found that the law was revised quickly, causing a great wave of waves as a social issue.

This study aimed to make the leisure activation policy plan on married immigrant women for social integration of multicultural families as a social problem. For that, this study selected total 25 professional experts who can suggest leisure activation policy plans on married immigrant women with convenience quota sampling, and, they were chiefs and instructors in multicultural family support centers, professors of social welfare and leisure, and married immigrant women who had passed Test of Proficiency in Korean and been doing leisure activities. As the results, there were classified into 6 main category like established policy direction, engage, awareness, and program improvement, operations and facility improvements, administrative support, 13 middle categories, and 37 small categories. Through above process, this study suggested 6 steps of policy plan: 1st, making systematic policy direction on the base of married immigrant women's real demand, 2nd, making administrative·institutional support system for effective policy enhancement, 3rd, improving recognitions on immigrant women's leisure activity from surrounders, 4th, improving programs by efficient management and qualitative diversification, 5th, improving management of concerned facilities, and 6th, attracting participations of married immigrant women through economical support·connection and child care service.
This paper has the objectives to define the concept of 'Good Care' which is the service goal we are aiming essentially for the improvement of long-term care service quality, to find out the components for 'Good Care', and to explore the conditions that create a good care. In addition, we tried to find the answer about what is the best way to measure the service quality. For this, I referred the advanced researches which explored the fundamental properties of care and tried to find the answer from the accumulated wisdom of service field through the 5-year long term care service experience. As a result of research, the good care can be defined as helping someone to be able to maintain his own life as maximum as possible with the goal to assure total quality life. The most important condition for good care is making 'a good care relationship'. Without damaging the relationship between care provider and care receiver, the individualized service focusing on the demand of care receiver based on mutual reliability, mutual respect and smooth communication should be provided. For the evaluation system, it is reasonable to set the standard according to the size of each institution for the core quality of facility service and establish the certification system of absolute standard to carry out the quantitative evaluation rather than the relative evaluation in the whole. For the part over the absolute certification standard, it is reasonable for each institution to characterize its own characteristics autonomously and carry out the qualitative evaluation for this. For the evaluation of home visit care service, it is recommended to contain the evaluation contents such as user satisfaction, satisfaction of care worker, how well the case management system of home care service center is operated etc.

As of June 2008, the government's expansion policy for the long-term care service infrastructure has achieved an outstanding 96.4% occupancy rate of facilities across the country. Despite such achievement, practical issues including the physical lack of facilities, disproportional regional spread and decline in government accountability have raised concerns about the effectiveness of the policy's implementation. This study was aimed at defining the implementation procedure of expansion policy for long-term care service infrastructure, analyzing variables that affect it, examining the problems revealed in implementation procedure, and suggesting improved plan on that policy. Research methods were to review literatures on infrastructure expansion policy, to conduct case studies on K province, C city and 4(2 corporations and 2 privately owned) facilities in C city for studying practical implementation procedure on a local government level, and to use Alexander(1985)'s framework for analyzing variables of policy implementation. As a result of this study, policy variables including the clarity and adequacy of policy goal, nature of service providers, task and responsibility between government authorities, and implementation variables such as propensity toward budget allocation, financial restraint, swift utilization of budgets and the streamlining of involved procedures and inter-agency relations stood out as the main factors affecting policy implementation. In adddition, this study suggested several improvement measures such as accounting facilities need based on real local demand and supporting to private participation and so on.
Although not many older Korean parents who take care of children with intellectual disabilities have been reported depression due to care-giving related stresses, little is known about how they could be protected from this. This study examines whether satisfaction with family relationships moderate the relationships between time demands, caregiving stress, and depression of older parents who take care of children with intellectual disabilities. The analyses were conducted based on data from the Korean National Survey on Individuals with Developmental Disabilities and their Families of 2011, and only a total of 276 parents, aged over 60 were examined. Multiple regression analysis shows that older parents with higher level of satisfaction with family relationships were less likely to be influenced by time demands of care-giving. This indicates that satisfaction with family relationships could buffer the relationships between time demands of care-giving, and depression. This finding suggests that satisfaction with family relationships is a protective factor, buffering the negative effects of time demands of care-giving and depression. This supports 'socio-emotional selectivity theory' which family relationships are important to older people. Therefore, it is highly recommended to develop practical intervention that can improve the level of satisfaction of family relationship of the older parents, and to make policy and institutional supplementation.

This study was conducted with the purpose of suggesting alternatives for the efficient operation of senior day care facilities in 22 cities and counties in the Jeonnam region by analyzing the efficiency of senior day care facilities. The analysis data for the study used the National Health Insurance Corporation's long-term care insurance for the elderly (2022), the Input variables were the number of facilities, the number of workers, the number of affordable, and the number of senior long-term care insurance recipients and the Output variables were the the number of users. As a result of the analysis, CCR was most efficient in Goheung-gun, Gokseong-gun, Gwangyang-si, Boseong-gun, Yeongam-gun, and Jindo-gun, BCC was most efficient in Goheung-gun, Gokseong-gun, Gwangyang-si, Gurye-gun, Damyang-gun, Boseong-gun, and Jindo-gun, and SE was most efficient in that order: Jindo-gun, Gokseong-gun, and Gwangyang-si. It turned out to be a super efficient area. In the contribution analysis, the number of affordable and workers variables were found to be variables that had a large impact on efficiency contribution. In the improvement potential analysis, the number of facilities variable was found to be a variable that had a significant impact on efficiency. Therefore, for the efficient operation of senior day care facilities, we suggest adjusting supply and demand, such as the number of facilities and affordable, and suggest that training programs to strengthen the expertise of workers who contribute greatly are required.
Illegal transactions such as blackmarketing and smuggling allegedly result from too restrictive trade policies. A recent U.S. Senate hearing on the blackmarketing of American goods imported into Korea for the purpose of supporting United States troops and their dependents stationed in Korea concluded with the allegation that Korea's highly restrictive trade practices are responsible for the emergence of the black market. It has also suggested that the removal of such restrictive trade policies would eliminate black market activities. This study addresses the relationship between trade policy and blackmarketing by investigating whether trade liberalization results in the reduction of illegal transactions, and whether the eradication of blackmarketing indeed improves social welfare. When both legally imported goods and illegally exchanged items command the same price, trade liberalization, meaning a decrease in tariff rates or an increase in import quotas, will increase the quantity of legal imports at the expense of illegally transacted goods on the black market. But the price of legally imported goods usually differs from that of illegally sold ones. In this case, a change in the relative prices of these two groups of goods due to a change in trade policy will give rise to income, as well as substitution, effects. Initially, a decrease in the import price due to a decrease in import tax rates or an increase in the allotted quota will reduce illegal transactions, since the decrease in the import price will induce the substitution of legal imports for illegally exchanged, but otherwise, identical goods. On the other hand, the demand for the illegally transacted goods will rise, because of the income effect of the reduced import price. Thus, assuming the positive income effect overwhelms the negative substitution effect, the demand for illegal goods will increase, thwarting the reduction of blackmarketing through trade liberalization. Yet, stepping up the enforcement measures which are geared to preventing blackmarketing itself will drastically reduce the extent of illegal transactions, since it increases the cost of blackmarketing and hence the price of the illegally transacted goods. What this study suggests is that the emergence of the black market in Korea should be attributed more to the excessive supply of duty-free goods imported through U.S. commissaries and exchanges than to the excessive demand for foreign goods. On the other hand, blackmarketing, in most cases, improves economic welfare, since it constitutes an increase in the "actual" amount of imported goods. Suppressing blackmarketing through stepped-up enforcement methods is beneficial only when the substitution effect of the legally transacted goods resulting from the increase in the price of the illegal goods prevails, since the increase in the demand for legal imports must override the decrease in the demand for black market goods as well as the negative income effect.
Purpose: As a part of the analysis of home-based cancer patients management of public health renters in cities, counties and districts across the nation, this study is to understand the degree of patient demands for that management and the degree and scope of the supply for the patient's demand. Methods: Developed the questionnaire which was constituted of degree of demand and supply for home-based cancer patient management and analyzed data centering on the frequencies and percentages by utilizing SPSS WIN 12.0. Results: The services provided through the home-based cancer patients management project include physical, emotional, spiritual and education/informative services. A survey was conducted for home-based cancer patients about these services, and its result showed that the degree of demand and supply was highest for emotional service, followed by education/informative service, spiritual service and physical service in the order of the demand-supply degree. When main items for each service were examined, it was found that: in the case of physical service, pain control was provided murk lower than its demand, while excretion disorder control and individual hygiene is provided murk more than its demand. In the case of emotional service, the degree of demand was overall higher than that of supply; spiritual service was provided appropriately to the degree of demand. Conclusion: This study examines the home-based canter patients management project of public health centers and compares and analyzes the degree of demand for patient services and the degree of services that are actually provided. The findings could be used as based data for the development of effective programs in future on the basis of actual demands of home-based cancer patients.
The drastically changing society has brought diverse types of families, and these diversities are changing the concept of the word 'family' itself. Inevitably, these changes cause different viewpoints among family members, developing into conflicts and social issues. In this paper, generational family problems, which are caused by changes within the family as a result of the variously, diversely changing society, are observed to suggest a resolution. Looking into the functional variety that today's structural change within a family demands, several positives changes described below have been observed; Firstly, the change in the way of interaction among family members; Secondly, the demand for continuance on relational functions including love, care, etc, as a psychological resource of family; Thirdly, the conversion from form's sake relationship to actual relationship; and Lastly, the usage of a clearer communications network. The interaction between the parent-children relationship, according to the changes in family life cycle, is also re-focused to seek resolutions for intergenerational conflicts. The results are as follows; Firstly, the changeability of various family types today must be accepted, and the functional aspects of changing families must be emphasized ; Secondly, the mutual-exchanging value of each generation must be accepted, strengthening relational functions between generations; Thirdly, it is necessary to refocus filial piety. In other words, though the intergenerational transmission of family functions may become the basis of lineage and clan formation, it won't be possible without interaction between generation.
