Social security is concerned with ensuring all citizens maintain basic needs, community health nursing maintains and promotes health for all community members. Lately, This new area of community health nursing, concern social welfare has increased. The objectives of this study are, first, to analysis the activities of nurses at community social welfare institutes, second, to estimate nursing demand for social welfare areas. The study methods used were as literature review, an analysis of statistical data and case study etc. The analytical framework also included a demand analysis of nursing manpower in community social welfare areas. The major results are as follows; 1. Employees which work at social welfare institutes number 55,464, nursing manpower (including nurse aids) number 1,458 and this is 3% of the total employees. Within nursing manpower, nurses number 780, nurse aids number 670. 2. The rates of nurses among total employees were high in institutes for mental disorders and institutes for the age. 3. The salary level of nurses was lower than average and the rates of retirement showed a roughly middle level in welfare institutes. 4. The satisfaction level of nursing services was high, and it is the trend that nurses substitute for nurse aids which retire at social welfare institutes. 5. Nurse demand that follows legal criteria is 2,221, but only 35% are working. It is therefore insufficient from the minimum of 733 to a maximum 1433. 6. The sufficiency rates by institution were high at institutes for vagrants, aged and the handicapped. In conclusion, the conditions are of nurses which are working in with the social welfare institutes are poor. Also the number of nurses compared rates of demand were in surplus. But, the basic direction of welfare policy is universal-preventive and provision of the family and of community centered service, and nursing service demand in the social welfare institute will increase continuously, we predict. Therefore, we will need a positive plan such as the development of an inservice education program and the construction of an information collection system etc.

Social Welfare is useful concept for evaluating the effectiveness of an economic policy in micro economics. This paper focuses on Social Welfare(SW) of electricity market incorporating demand response(DR). Competition between DR and generation company is modeled as a simple bid function. DR function can be considered as an negative generation(called Negawatt) and as an element of modified demand function. These two approaches result in the same demand reduction, generation power, and the market price. However, SW in the modified demand function approach is not identical to SW in the Negawatt approach. It makes the numerical index of DR effectiveness less persuasive. This paper proposes modified definition of SW in the demand function approach. The proposed definition of SW leads the DR effectiveness index to be identical to that in the Negawatt approach.

As the rate of the elderly is proportionally increasing in society, the demands of this group and the services pertaining to them is increasing. The demand for improved services is in relation to national income, the development of medical techniques and the interests of elderly. Therefore, the demand for aged social welfare facilities and management of them is increasing. This paper will focus on the types and states of aged social welfare facilities under the revised aged social welfare law in 2008. Following this research, The Social Welfare Corporation is the highest management level. To date the establishment of more infrastructure has increased rapidly, since 2000. There are many small facilities and a few large facilities.

There has been a demand of changing service delivery system for social welfare services, and therefore changing is resource acquisition environment for community social welfare service organizations (CSWSOs). These phenomena are, however, not properly actualized through the CSWSOs. The discrepancy between environmental demand and organizational adaptation seems to result from our lack of understanding those organizations. Based on this understanding, several research problems have been formulated on resource acquisition behaviors of CSWSOs. Empirical data were gathered, and the final sample included 82 social welfare agencies of Pusan province and 122 top/high level agency administrators. The result of data analysis and their implications are as follows: (1) Most of CSWSOs prefer government grants to other financial resources, because government resources can give them more stability than others including private donations and user fees. (2) In order to induce changes in CSWSOs, their stability needs should be properly counted. (3) There is no enough evidence to prove that CSWSOs leaders' personal characteristics have contributed to the behavioral differences on financial resource acquisition among CSWSOs. Rather, there has been enough evidence to prove for influences by institutional environment factors. So, it is recommended that, in order to change behaviors of CSWSOs, the focus should be given to the proper control of those institutional environment factors.

본 연구는 2014년 개발된 사회복지분야 국가직무능력표준(NCS)에 대한 교육요구분석을 통해 사회복지분야 직무별 직무능력요소의 상대적 중요도와 시급성을 분석하여 이를 기반으로 교육요구조사 및 교육과정 개발 필요성이 높은 직무능력요소를 도출하는 데 목적이 있다. 본 연구를 위해 공무원 583명, 민간종사자 644명 등 총 1,227명의 데이터를 활용하여 SPSS 18.0과 Microsoft Excel 2013을 활용하여 분석을 실시하였다. 분석결과, 공무원의 경우에는 사회복지개발 직무의 지역사회분석, 욕구조사, 지역사회자원구축, 지역사회 네트워크, 사회문제사정, 주민조직화, 복지계획수립의 6개 능력, 공공복지 직무의 복지특이민원관리, 자원발굴민간협력 2개 능력, 사회복지행정 직무의 사회복지조직재무관리, 복지계획수립 2개 능력 등 총 10개 능력이 능력개발 시급성이 높은 것으로 분석되었다. 본 연구 결과를 토대를 시사점을 제시하였다.

본 연구는 사회복지의 영역에서 변화가 나타나고 있는 국제사회복지의 역량있는 인재를 육성하기 위한 교육과정을 개발하는 것을 목적으로 한다. 사회복지기관의 환경적 변화하는 국제사회복지에 대한 요구를 증가시켰고, 그로 인해 국제사회복지에 대한 교육의 필요성이 증가하였다. 본 연구는 국제사회복지직무에 필요로 하는 역량이 무엇인지를 살펴보고 이에 따른 역량중심의 국제사회복지 교육과정을 제시하고자 하였다. 이를 위해 현재 직무에 따른 교육과정을 사회복지 NCS직무와 사회복지교육, 국제개발협력기관의 업무와 사회복지NCS, 그리고 NCS와 국제사회복지교육과정을 비교분석하여 제안하였다. 기관홈페이지에 제시된 직무와 채용공고를 토대로 국제개발협력기관의 직무를 파악하고, 교육과정은 사회복지지침서에 제시된 사회복지의 교육과정을 중심으로 파악하였다. 본 연구에서 제시한 국제사회복지의 직무역량을 강화시키는 교육과정의 핵심교과목은 다음과 같다; 인권과 사회복지, 국제사회복지, NGO와 국제개발협력, 북한지역개발, 제개발협력과 ODA, PCM(Project Cycle Management), 평가와 모니터링, 국제사회복지세미나, 국제사회복지실습, 국제사회복지인턴십, 지역사회복지론, 프로그램개발과 평가, 사회복지윤리와 철학, 사회복지실천기술론, 다문화 사회복지, 빈곤과 사회복지, 사회적 기업과 제3섹터, 사회문제론 등이다.

본 연구는 인구 10만명 당 사회복지시설수의 지역분포를 집중지수(CI)를 활용하여 시계열로 분석하고 지역복지환경과의 관계를 평가하여 균등한 복지자원 분포를 위한 근거자료로 활용하기 위해 수행되었다. 분석결과와 함의는 다음과 같다. 첫째, 도시와 농어촌간 사회복지시설의 분포차이를 시계열적으로 분석한 결과 농어촌지역에 사회복지시설이 많이 분포하고 있었으며, 농어촌 집중현상은 점차 감소하고 있었다. 둘째, 인구밀도 지역구분에 따른 사회복지시설 집중지수를 산출한 결과 집중지수가 10년간 꾸준히 음(-)의 값으로 나타나서 농어촌 지역에 사회복지시설이 집중된 것으로 나타났다. 그러나 집중지수 절대 값이 감소추세를 보이고 있어서 집중현상은 줄어들고 있었다. 끝으로 지역복지환경과의 관계분석결과 경제여건이 나쁜 지역, 저소득층이 많은 지역, 복지예산 투입이 적은 지역, 사회해체 관련 지표가 나쁜 지역에 사회복지시설이 많이 분포하고 있었다. 대체로 지역복지환경을 고려한 사회복지시설 분포가 이루어지고 있는 것으로 평가된다. 향후 복지자원 지역분포의 불평등과 지역복지환경과의 관계를 지속적으로 모니터링하여 사회복지자원이 지역별로 균형있게 배분될 수 있도록 하여야 할 것이다.

The purpose of this study is to suggest the possibility of complexity use these facilities for elderly welfare facility or public health facility and community center in rural. For this purpose this article researched into elderly welfare facilities, public health facilities and social welfare centers. And we studied of village community center, life pattern in old people in rural. With a rapidly increase in population of older people in rural, there is a great demand for the construction of complexes facilities. Particularly, there was highly demand for the public health facilities and the welfare programme of physiotherapy facilities on village community center in rural. However, there is not a intersection of space composition and specification function between elderly welfare facilities and public healthcare facilities and community welfare centers in this time. Accordingly, in the future plan for community center in rural, it is necessary to consider integration with public health facility. And it is necessary to compose the community center in consideration of the spatial organization of complexity as a possibility of community welfare activities.

The construction of settlement house in a permanent rental housing development area started between 1989 and 1992, planning of supplying two hundred fifty thousand residences, settlement house became compulsory as a welfare facilities. As a part of Welfare program for low income families, number of settlement housing increased dramatically, also domiciliary welfare center was beginning to set up as a branch of settlement housing to strengthen its service towards families and local communities, thus numerous social welfare organizations play a crucial part in resolving a welfare problem for low income families while satisfying local community's needs. However, despite of these efforts, the number if institutions cannot handle demand of local community's needs and number of welfare institution programs. as a solution, the alternation of space is being used, however, it did not solve basic problem, even worsen in terms of space efficiency.
