A study on Korean welfare policy examined through Mokminsimseo (목민심서를 통해 한국적 복지정책에 대한 연구)

  • This study examined the specific contents of social welfare policies of the Joseon Dynasty through the analysis of Mokminsimseo, Aemin Sixjo and Jinhwang Yukjo, and identified the connection between them and today's social welfare policies. As a result, In the Care of the People, it contained the basic contents of the Elderly Welfare Act and welfare services for the elderly, and in the Freedom, it included welfare policy services related to infants and children, and the value system of welfare for the disabled through government affairs. The policy direction was confirmed, and it was found that disaster relief calls for social integration in response to social crises and disasters. This also confirmed that major areas of social welfare policy such as family safety, income security, health policy, and social integration have been emphasized through social welfare policy indicators. In addition, through the analysis of Qinhwangyukjo, it was found that it contains not only the basic ideology and values of the social security system and social insurance system in terms of visa, scale, and power, but also the details of specific policy implementation. Today's social welfare policies and social service policies, which are equipped with social welfare facilities and are implementing systematic social welfare services for each target, were able to confirm their foundation through the Qinhwangyukjo. This confirms that the emphasis on social integration and income security is prominent in the Qinhwangyukjo through the social welfare policy indicators of the current policy system.

An Exploration on Public Perception of Social Welfare as a Discipline in Korea (사회복지학에 대한 한국인의 인식에 관한 연구)

  • Efforts to identify the public's perception of social welfare as an academic discipline have never been conducted in Korea since the establishment of social welfare department in 1947 at Ewha Womans University. Such efforts are very meaningful in identifying directions and tasks to strengthen Korean social welfare as well as in clarifying and promoting our understanding concerning status of the academic discipline. This study attempts to explore and describe the degree of the public's perception in Korea with analyzing data surveyed in 2004 by our interdisciplinary research team. This study develops and uses a questionnaire having a Likert scale format that is composed of 8 points and measures the public's perception in the following dimensions: (1) personal interests on academic discipline; (2) contribution of academic discipline; (3) prospect of academic discipline; (4) importance of academic discipline; (5) expertise of academic discipline; and (6) personal knowledge on academic discipline. To avoid social desirability and promote objectivity with comparative measurement, this study selects ten representative academic disciplines as follows: medicine; physics; biology; social welfare; economics; psychology; sociology; political science; library science; and communication & journalism. This study attempts to identify (1) the degree of the public's perception on ten academic disciplines; (2) the position of social welfare by comparing it with each academic discipline and by comparing mean of social welfare with overall mean of six social science disciplines in the six dimensions; (3) the differences in the public's perceptions of social welfare on six dimensions by the respondents' status factor(high school students, college and graduate students, and citizens) and gender factor by using MANCOVA, and (4) the differences in the public's perceptions of social welfare on six dimensions by major factor(social welfare, social science majors, and natural science majors) and gender factor of college and graduate school students by using MANCOVA. The results of data analysis are as follows: (1) while the 3,319 respondents gave relatively high rating on natural sciences in the dimensions of contribution and expertise, they did the same on social sciences in the dimensions of personal interests and personal knowledge; (2) in overall comparisons, while the 3,319 respondents gave relatively high rating on social welfare in the dimensions of contribution, prospect and importance, they gave the lowest rating on the expertise of social welfare; (3) in the comparisons with social science disciplines, while the 3,319 respondents gave relatively high rating on social welfare in the dimensions of contribution, prospect and importance, they gave the lowest rating on the expertise of social welfare; (4) when analyzing all the respondents, there were differences in the vector of personal interests, contribution, prospect, importance, expertise, and personal knowledge by status factor, gender factor, and interaction effect factor; and (5) when analyzing only the respondents in college and graduate schools, there were differences in the vector of personal interests, contribution, prospect, importance, expertise, and personal knowledge by only major factor and gender factor. The results provide empirical backgrounds for discussing current image, status and major characteristics of social welfare as a discipline in Korea. Indeed, this study provides new meaningful and thoughtful guide for further investigation on the topic. In addition, contributing to clarifying and broadening our understandings about the public's perception on social welfare in Korea, this study discusses the tasks for dealing with expertise issue that is the most vulnerable issue of Korean social welfare discipline and research directions to strengthen and promote social welfare discipline in Korea.

The Impacts of Social Welfare Worker's Interpersonal Stress on Job Burnout and Turnover Intention - Focusing on Moderating Effects of Stress Coping Ability

  • The purpose of this study is to investigate the relationship between interpersonal stress and job burnout, turnover intention of social welfare worker's in social welfare center and efficient response of welfare worker's. In order to accomplish this study purpose, the interpersonal stress of social welfare worker's in social welfare center as an independent variable, interpersonal stress as a dependent variable of job burnout and turnover intention, and stress coping ability as a moderating variable were selected. The causal relationship between interpersonal stress and job burnout, turnover intention and the moderating effect of stress coping ability were analyzed. As a result of the analysis, the interpersonal stress of social welfare worker's showed a significant effect on job burnout and turnover intention. Also, moderating effects of stress copying ability were significant. Based on the results of this analysis, the theoretical implications and policy implications of this study are suggested, and the directions and limitations of this study are suggested.

The Effect of Welfare Recognition on the Utilization of Social Services and the Satisfaction of Social Welfare Policies for the Elderly (노인의 복지인식이 사회서비스 이용과 사회복지정책 만족도에 미치는 영향)

  • This study analyzed how elderly people's perception of social welfare affects social welfare service and social welfare policy satisfaction by paying attention to the use of social welfare services and satisfaction with social welfare policies. In order to achieve this research goal, 465 people aged 60 or older who completed responses to the additional survey were collected and analyzed as research targets based on data from the Korea Welfare Panel, which is accumulated by the Korea Institute for Health and Social Affairs and Seoul National University's Social Welfare Research Institute. The results of this study are as follows. First, "Awareness of welfare for the elderly (recognition of welfare expenditure, recognition of welfare targets, recognition of welfare tax increases)" was found to have a negative impact on "use of social services." Second, "Awareness of welfare for the elderly (recognition of welfare expenditure, recognition of welfare targets, recognition of welfare tax increases)" was found to have a negative impact on "satisfaction with social welfare policies." Third, the impact of the recognition of welfare for the elderly on the use of social services was found to be different according to the demographic characteristics (education level, income level, educational background, gender). Fourth, according to the "population statistical characteristics (education level, income level, educational background, gender)" the impact of the recognition of welfare for the elderly on the satisfaction of social welfare policy was shown to be different. The implications of this study are that we looked at multi-dimensional welfare awareness and social service use experience together as factors affecting social welfare policy satisfaction. In other words, it is meaningful that the government focused on welfare awareness based on individual values and subjective perceptions as an influence on social welfare policy satisfaction, and sought practical alternatives to welfare policies and welfare sites by examining whether the experience of using social services in relation to welfare awareness and social welfare policy satisfaction among the elderly.

A Study of Activities and Demand on Welfare Nursing in Korea (사회복지분야의 간호활동실태 및 간호수요에 관한 연구)

  • Social security is concerned with ensuring all citizens maintain basic needs, community health nursing maintains and promotes health for all community members. Lately, This new area of community health nursing, concern social welfare has increased. The objectives of this study are, first, to analysis the activities of nurses at community social welfare institutes, second, to estimate nursing demand for social welfare areas. The study methods used were as literature review, an analysis of statistical data and case study etc. The analytical framework also included a demand analysis of nursing manpower in community social welfare areas. The major results are as follows; 1. Employees which work at social welfare institutes number 55,464, nursing manpower (including nurse aids) number 1,458 and this is 3% of the total employees. Within nursing manpower, nurses number 780, nurse aids number 670. 2. The rates of nurses among total employees were high in institutes for mental disorders and institutes for the age. 3. The salary level of nurses was lower than average and the rates of retirement showed a roughly middle level in welfare institutes. 4. The satisfaction level of nursing services was high, and it is the trend that nurses substitute for nurse aids which retire at social welfare institutes. 5. Nurse demand that follows legal criteria is 2,221, but only 35% are working. It is therefore insufficient from the minimum of 733 to a maximum 1433. 6. The sufficiency rates by institution were high at institutes for vagrants, aged and the handicapped. In conclusion, the conditions are of nurses which are working in with the social welfare institutes are poor. Also the number of nurses compared rates of demand were in surplus. But, the basic direction of welfare policy is universal-preventive and provision of the family and of community centered service, and nursing service demand in the social welfare institute will increase continuously, we predict. Therefore, we will need a positive plan such as the development of an inservice education program and the construction of an information collection system etc.

  • The article aims to discuss ethical issues of social welfare informationisation, focusing on dataveillance through social welfare information system in South Korea. The Korean government plans to upgrade social welfare information system, by strengthening welfare fraud tracking and adding blind spot discovering functions. However, surveillance over poor population's data is inevitable when conducting such investigations. This article reviews current debates on dataveillance. It then conducts a case study on social welfare dataveillance in South Korea, asking what ethical problems lie in the dataveillance in terms of privacy, accuracy, property, and accessibility issues. Subsequently, this paper identifies three fundamental ethical dilemmas of social welfare in the informational age. Finally, it suggests policy alternatives to tackle the ethical problems and dilemmas of social welfare informationisation.

A Study on the relationship among the sub-domains of Social Quality : socio-economic security and social cohesion (사회의 질 하위 영역간의 관계에 관한 연구 : 사회경제적 안전성과 사회적 응집성을 중심으로)

  • This study aims to fathom the relationship between socio-economic security and social cohesion which are two sub-domains of Social Quality, on the institutional context of welfare state. In order to grasp the institutional context of welfare state, the study adopted welfare status theory and measured socio-economic resources of individuals via the status as welfare beneficiary and welfare taxpayer. The study postulates a theoretical model that the socio-economic security domain affects the social cohesion domain. In order to verity the theoretical hypothesis, this study utilized structural equations analysis(SEM) using social survey data conducted in year 2008. Recognition of social trust was included as the core index of social cohesion, and welfare statuses, socio-economic security and social trust were inserted in the sequence. Results revealed that the amount of resource in regards to welfare status of rights had significant influence on the socio-economic security, whereas it had no significant relations in regards to welfare status of duties. The recognition of socio-economic security derived from status of welfare rights and duties were positively associated with recognition of social trust. Also, the recognition of socio-eocnomic security turned out to have significant influence on social trust. Conclusively, among the two sub-domains of Social Quality, the study found that the socio-economic domain has influence on social cohesion domain. Such results suggest that in order to enhance the overall social cohesion in Korea, more delicate arrangement of welfare institutions are required.

Analysis of regional inequality of social welfare facilities according to local welfare environment (지역복지환경에 따른 사회복지시설의 지역분포 불평등 분석)

  • The purpose of this study was to analyze the regional distribution of the number of social welfare facilities per 100,000 population by using the concentration index(CI) and to evaluate the relationship with the local welfare environment. The results of the analysis are as follows. First, the distribution of social welfare facilities between urban and rural area were distributed in rural areas. And concentration of rural area was gradually decreasing. Second, the concentration index of the social welfare institution was calculated as the negative index. Therefore, social welfare facilities are concentrated in rural areas. However, the absolute value of concentration index decreased. Finally, there are many social welfare facilities in areas with poor economic conditions, low incomes, low welfare budget input, and poor social demolition indicators. In the future, the relationship between inequality of regional distribution of welfare resources and the relationship between local welfare environment should be continuously monitored.

The Social Welfare Thoughts in 4 Confucian Classics (사서(四書)에 나타난 유교의 사회복지사상)

  • The social welfare system in modern world is generally recognized as the most effective measure against the social problems in capitalist societies. When a social welfare program is introduced to solve a social problem, however, it used to cause another new problem at the same time. In order to overcome this circularity, we need to consider not only quantitative but also the qualitative aspect of social welfare. In line with this problematic, this thesis tries to examine the social welfare thoughts in Confucianism in order to rethink the meaning of social welfare. In contrast to the modern social welfare as a social right, the social welfare in Confucianism was basically regarded as the grace of a king whose purpose was to legitimate his domination. But it was also based upon Confucian humanism and institutionalized into the Confucian govern mentality. It was practiced through the Confucian communality whose basic concept lies in the traditional family system. The social welfare in this society was to be fulfilled automatically by promoting the production and by consolidating the solidarity of the community. The social intervention, therefore, was principal1y indirect and preventive rather than direct and postfactum. The social welfare supports in Confucian societies included not only the material but also the psychological. In these senses, it sounds like that the Confucian welfare system reached the very high standard. Although the real practice should be cautiously differentiated from its ideal state, we may find interesting implications from the social welfare thoughts in Confucianism.
