학교 건강증진 사업을 위한 사회생태학적 모형의 이론적 접근 (A Theoretical Approach of Social Ecological Model for School Health Promotion Program)

  • Objectives: This study is to draw the design of the program which is improve school health promotion participation by applying the Social Ecological Model based on the literature review on the health promotion. Methods: Literature review was carried out based on 5 factors of social ecological model using computer search engines of Google, ProQuest, and Riss4U. Results; Social Ecological Model is consist of individual, interpersonal, institutional/organizational, community, and policy. Individual sphere is drawn from Health Belief Model, interpersonal sphere is Social Support Theory, institutional/ organizational sphere is institutional resources theory, community sphere is community model, and policy sphere is Social Marketing Theory. The literature review show that the important variables affecting health promotion exist in each sphere. Individual sphere has social economic status, age, sex, sensitivity and specificity of illness, self-efficacy. Interpersonal sphere has support and use of family, friend and neighbor. Institutional/Organizational sphere has environment service reliability and utility. Conclusions: Community sphere has distance, neighborhood safety, interrelationship among institutions. Policy sphere has cost, legislation advertisement, lobby and concern and leadership of Institution.

미술의 공공성과 키스 해링(Keith Haring)의 사회적 개입에 관한 연구 (A Study on Art's Public Features and Social Intervention by Keith Haring)

  • This thesis started from the attempt to make it clear that 80's American artist Keith Haring(1958-1990) had conducted social intervention of criticism, resistance, and participation through his works, and so pursued public value. Haring of graffiti fame left popular and familiar cartoon style pictures on the street wall, the billboards, the posters and so on. Popular and playful works was explained as his unique characteristics, but Haring's creative way at the field has more value than just being grasped as artist's personal characteristics. Haring's work pieces became everyday art by joining with people's life, and are working as a social speaking place. So I think that these Haring's art works possess characteristics of 'the public sphere'. 'The Public Sphere' means that is independent and free from the government or partisan economic forces, so that is not connected with the interested relations, and that is the sphere of rational argumentation without 'disguise' or 'fabrication', and that is the sphere where general public can participate in and is inspected by them. The public sphere between the sphere of public authority such a nation and a market and the private sphere of free individual, it is mutually connected with them and works as the space forming public opinion. Private individuals communicate with this public sphere and perform a role of direct and indirect check, balance, and social criticism way off from power. Openness that should include the voice of not only leading power but also the socially weak such as citizens, women, homosexuals, minority races, and so on, and alienated class, is an index of the public characteristics. The public sphere is not working just with speech and mass media. Many artists as well as Haring open their mouth and act through an art at the center of society, and create another public sphere by an art. I understood that the real participatory and practical characteristics on the Haring's work is a phenomenon and current of a part of the art world including Haring. Such current started from 1960s is the in-depth effort to be connected with the life more closely, to communicate with people, and to improve problems of life. And it has pursued public value on the different way from the nation or public power. Artists have intervened in the society with strategic and positive ways in order to raise pushed-out value and sinked rights as the public agenda, and labored to accept the value of variety and difference at the society. The aspect of such social intervention is the notable features, findable on the Haring's works and process. Haring's works include art historical meanings and are expressed with familiar and plastic language, so they were able to communicate with various classes. And he secured various customers at the field and the street. This communicative and public approach factor raised the possibility much for his works to work as the public sphere. Haring presented critical and resistant speech toward society with his works based on this factor. He asserted his position and justice of gender identity as a sexual minority. And his such work continued to movement for alienated class and social week over his own rights. His speech and message on the wall painting, poster, T-shirts, billboard of the subway, and so on worked as a spectacle and pressed concern with social issues and consciousness shift. And he's been trying to protect and care people who is injured by HIV and drug and to realize social justice through social week protection. Haring's works planned to meet many people as much as possible performed its role of intervening in society through criticism, resistance, speech, and participation, and controlling and checking social issues. These things considered, Haring's works show his consciousness about public attributes of art, and obviously include public value seeking. And also we can find the meaning of such his work as that an art is working as the public sphere and shows the possibility to discuss and practice public issues.

사용후핵 연료 관리 이슈 공론장과 그 갈등구조에 관한 소고 (The Public Sphere and the Conflict-Structure in Spent Nuclear Fuel Management)

  • 사용후핵 연료 관리 정책 결정 에 있어 사회적 수용성은 중요한 의미를 갖는다. 본고에서는 그 역동적 과정을 담아낼 그릇으로서 공론장을 제안한다. 즉, 사용후핵 연료 관리 정책에 대한 공론장은 무엇이고, 공론장의 주체인 이해관계자들은 누구이며 또 공론장에 내재된 갈등구조는 어떠한지에 대해 살펴보고, 바람직한 공론장의 조건에 대해 논의한다. 공론장은 다양한 이해관계자와 시민이 스스로의 의지를 바탕으로 정책의 결정과정에 영향을 미칠 수 있는 기제와 제도를 의미한다. 현실성 있고 효과적인 공론장을 구축하고 운영하기 위해서는 사용후핵 연료 관리를 둘러싼, 정치, 외교안보, 경제, 사회문화, 법과 제도에 관한 면밀한 분석과 대응방안 마련이 필요하다.

한국 대안적 공론장의 변화과정과 추동 요인에 대한 고찰 (The Transformation of Alternative Public Sphere and its Motive in Korea)

  • 대안적 공론장의 현실화를 지칭하는 용어는 저항언론, 대항언론, 민중언론, 지하언론, 풀뿌리언론, 대안언론, 시민미디어 등 다양한 개념이 존재하다. 시대적 상황에 따라, 논자의 강조점에 따라 다양한 개념들이 제시되고 있는 것이다. 본 논문은 한국의 언론구조가 민주적 공론장으로서 제 기능을 수행하지 못함에 따라 이를 보완하고자 했던 대안적 공론장의 변화과정을 고찰하고 있다. 정리하자면, 한국의 대안적 공론장은 70년대의 저항언론 자유언론에서, 80년대의 대항언론 민중언론, 90년대의 대안언론, 2000년대의 대안언론 시민미디어의 유형으로 변화해왔다. 이러한 변화를 추동하는 요인은 무엇보다도 시민사회의 확장과 사회운동 진영이다. 그리고 사회운동 주도세력의 성격에 따라 대안적 공론장의 내용성 역시 변화해 왔다. 80년대 민중운동이 한국의 사회운동을 이끌었을 때는 대안적 공론장도 당파성에 입각한 민중언론의 성격을 나타냈으며, 90년대 시민운동으로 그 주도권이 바뀌었을 때는 대안언론, 시민미디어의 유형으로 발현됐다. 또한, 사회운동과 대안적 공론장은 변증법적으로 변화 발전했다. 요컨대, 사회운동은 대안적 공론장을 통해 운동의 활성화와 역량을 축적하면서 사회변화를 이끌었고, 이러한 사회운동은 다시 대안적 공론장의 변화 발전으로 이어지고 있다는 것이다.

분배조정과 생산조정의 제도적 상보성에 관한 비교사회정책연구: 소득 불평등에 미친 영향을 중심으로 (A Comparative Study on the Institutional Complementarities in Coordination of the sphere of Distribution and Production: Focus on the Determinants of Income Inequality)

  • 본 연구는 OECD 14개 회원국을 대상으로 복지체제와 생산체제의 조정전략과 이들 사이의 제도적 상보성이 소득 불평등에 미치는 영향을 분석하는 것이 목적이다. 분석에 포함된 기간은 1980년에서 1997년이며, 분석방법은 벡과 카츠(Beck and Katz, 1995)가 제안한 PCSE(Panel Corrected Standard Errors) 방법이 사용되었다. 제도적 상보성은 분배조정과 생산조정 변수의 상호작용 항으로 분석된다. 본 연구의 결과 제도적 상보성 수준이 높을 경우가 그렇지 않을 경우보다 소득불평등 수준을 낮추는 것으로 분석되었다. 또한, 조정전략의 관점에서 볼 때, 분배조정 영역과 생산조정 영역이 모두 전략적 조정을 지향하도록 제도가 구성될 때 소득 불평등 정도를 더 낮추는 것으로 분석되었다. 즉, 복지체제 영역에서 전략적 조정을 지향하는 정책 변화는 생산체제 영역에서 전략적 조정을 증가시키는 정책 변화가 같이 진행될 때 소득 불평등 수준을 더 낮출 수 있다는 것을 확인하였다.

공론장-미디어 관계의 유형화 (A Typology of Media-Public Sphere Relationships)

  • 이성에 입각한 합리적이고 비판적인 토론의 중요성을 강조한 하버마스의 공론장론은 숙의민주주의라는 민주주의의 새로운 이념형을 제시하면서 근대를 복원했다는 찬사를 받았다. 그러나 이후 공론장론은 많은 비판을 받았고, 이에 대응해 반비판도 제기되면서 공론장론의 지평은 확대되어 왔다. 특히 공론장이 정치를 공적, 제도적 담론에 치우치게 함으로써 우리의 일상에서 큰 비중을 차지하는 사적, 감성적 측면을 배제하는 데 기여했다는 인식이 커지면서 공론장론에 대한 논의는 더욱 활발히 이루어졌는데, 감성적 공론장, 미학적 공론장, 표현적 공론장 등은 이러한 인식을 반영한 개념들이다. 이 글은 지금까지 이루어진 이러한 공론장 논의를 분석적으로 해부하고 향후 이론적 발전을 위해 유형화를 시도했다. 이 글에서는 공/사적, 이성적/감성적 두 개의 기준을 사용해 기존의 공론장을 '정치적 공론장', '대중주의', '차이다원주의', '친밀/프라이버시' 등의 네 유형으로 나누고 각 유형의 특징과 의의 및 한계에 대해 논의했다. 그리고 이들 서로 다른 유형의 공론장을 매개하고 조정하는 메타공론장 영역으로 미디어커뮤니케이션을 설정하고 그 가능성 및 함의를 제시했다.

조선 후기 대항 공론장의 특성에 관한 연구 (Characteristics of the Counter Public Sphere during the Early Modern Era in Korea)

  • 조선 후기 대항 공론장의 특성을 분석하고자 역사적, 규범적, 분석적 차원으로 나누어 검토하였다. 그 결과, 당시 민(民)을 중심으로 형성된 대항 공론장은 반(半)봉건 반(反)외세적 성격을 띤 하부 공론장의 역할을 함을 발견하였다. 즉, 조선 후기의 대항 공론장은 당시 정치사회적 환경을 극복하고, 생존의 문제를 해결코자 한 반(半)봉건 반(反)외세적 성향이 가진 생동적인 공론장이었다. 그러나 이러한 조선 후기 대항 공론장은 지속성을 유지하지 못했다. 하지만 이후 항일운동의 발판이 되었고, 나아가서는 오늘날 민중운동의 이념적 근거가 되었다는 것에 그 의의가 있다고 할 수 있다.

정치적 의제로서의 사유와 소통의 장의 실현 -셸리의 『혼돈의 가면극』 읽기 (Embodying a Field of Thoughts and Communications as a Political Agenda: A Reading of Shelley's The Mask of Anarchy)

  • This essay attempts to read Percy Bysshe Shelley s The Mask of Anarchy by attending to a political agenda that Shelley seeks to propose and embody in the poem. This poem was written as a response to an exceptional political event, the Peterloo Massacre, and thus it is evident that Shelley intended to engage in contemporary politics by writing this poem. As many critics have pointed out, however, the way in which this poem addresses social, plitical issues is ambivalent and even confusing, since it contains many elements that contradict each other, and sometimes its political visions are based on incoherent conceptions. For this reason, this poem has been considered to be a failure as an occasional poem which should provide the reader with a clear direction for political actions. Faced with this critical problem, this essay proposes that the ambivalence this poem reveals-e.g., the confrontation between moderate artistic fantasy and radical tenets-is not a retreat from political activism, as some critics suggested, but a result of its creation and embodiment of a public sphere which invites various social classes and their positions. The mode in which Shelley conceives this unified public sphere in the course of writing The Mask of Anarchy can be interpreted in terms of the following three features. First, this poem underscores the significance of thoughts in constituting a communal space between people, thus asking the reader to participate in this process of thinking on given issues. Second, this poem suggests that people should enlighten each other by engaging in communicative reciprocations. Lastly, the public sphere formulated by the previous two features should incorporate various socio-political agents beyond class boundaries (even oppressors themselves) into its own working field. After explaining how these three features are manifested in the poem, this essay argues that the unified public sphere thus formed in the poem is the very agenda that Shelley aims to propose for the contemporaneous politics and culture. As a conclusion, this essay highlights how Shelley s project of creating a unified public sphere finally failed in contemporary history through observing two contrasting receptions of Shelley s works.

Understanding the Film As A Public Space: The Public Sphere and the Korean Film Industry in the 1980s

  • The Korean films in the 1980s played an important role in impeding the interaction between the media and the audience. In terms of two mechanisms of money and power, the Korean films lost the function of publicity and were forced to disregard positive aspects of culture as a way of understanding society. As a mass medium, the film did not give people the space for critical thought and discussion on social reality. This study tries to discuss how Korean movies in the 1980s functioned as a bulwark of critical debate provided by the interaction between cultural texts and audiences through the notion of the public sphere. For Habermas, the public sphere provides a basis for critical analysis in order to reveal the relationship between media and economic and administrative power in a modern society.

Study on the 'public interest' of French broadcast content

  • The purpose of this paper is to study the concept of public interest in broadcasting, which has been approached only from a policy or legislative perspective in Korea, through analysis of the program content itself. To this end, this study focuses on French broadcasting, which has a long history of public service, has learned the concept of 'public interest' during its long growth process, and has specifically put this concept into practice through program production. Analysis of French TV programs that have been broadcast over the past 10 years categorizes the concept of public interest that French broadcasting has embodied into the following three categories. The first is the characteristic of 'freedom of speech: 'participation' and 'generality' in the public sphere' shown by discussion programs or talk shows. The second is the characteristic of 'transmission of cultural identity', which is shown even in entertainment programs. The third is the characteristic of 'social capital: spreading the value of social solidarity' shown in documentary or discussion programs. In addition, we examine how French broadcasting is implementing public interest at a time when digital media such as YouTube or Instagram are becoming the center of the media environment, and a digital public social media called 'Culture Prime' created by public institutions.
