Assisted Outpatient Treatment and Crisis Intervention in USA and their Implications for Korea (미국의 외래치료명령제도 및 위기대응과 국내적 시사점)

  • Since the 1960s, the United States' (U.S.) deinstitutionalization policy has reinstated people with mental illness into communities. Unfortunately, when untreated, some people with psychiatric disorders become homeless, and some commit serious crimes during a psychological crisis. Assisted Outpatient Treatment (AOT), also known as Kendra's Law in New York and Laura's Law in California, provides treatment, services and support to people with mental illness in the community. AOT has repeatedly been found effective and is recognized as an evidence-based practice. The response to the mental health crisis (crisis intervention) in the U.S. has also been successful in preventing worsening mental illness and related criminality and other issues. This paper provides an opportunity to create a platform from which to learn how to successfully apply the AOT and crisis intervention of the U.S. to South Korea within the cultural and societal context when establishing social services for people with mental illness in South Korea's communities.

Perceptions of the Knowledge of the Channel ⓔ as educational media for school teachers (<지식채널e>의 교육적 활용에 대한 교사 인식 연구)

  • The Knowledge of the Channel (e) is often used as educational materials; it delivers very short but compelling message of strong or interesting timeliness. However, as the media environment changes, expectations and demands for The Knowledge The Knowledge of the Channel (e) is used in school education and what should be improved upon to increase utilization of educational resources. We surveyed 361 elementary, middle and high school teachers and analyzed the frequency of using, approach and learning activities of The Knowledge of the Channel (e) in school education. We also analyzed difficulties in using it in the school and what improvements should be made. Result show that the frequency of using The Knowledge of the Channel (e) in school is highest in elementary schools, followed by middle school, and then high school. Teachers strongly consider curricular relevance when selecting broadcasting contents for education, and among programs of EBS(Educational Broadcasting System), most frequently use The Knowledge of the Channel (e). The The Knowledge of the Channel (e) is mainly used as an incentive for increasing motivation. When examined by elementary school curriculum, this material is highly utilized in subjects with content such as society, morality, and science, or with approaches that require various perspectives. However, it is difficult for teachers to find materials directly related to their classes, and since other media content similar to The Knowledge of the Channel (e) is abundant, the utilization of The Knowledge of the Channel (e) is decreasing. To improve this, The Knowledge of the Channel (e) needs to improve its platform and transformed the type of The Knowledge of the Channel (e) content being provided on social media.

A Study on the Feasibility to Digitalize of cadastral maps of North Korea (북한 지역 지적측량원도 디지털화의 편익추정)

  • This study is to analyze the feasibility of a project to digitalize the originals of cadastral maps of North Korea, a total of 299,688 sheets archived in South Korea's National Archives. The cost-benefit analysis is limited on the digitalization of the original cadastral maps of lands, woods and fields, information analysis on land attributes and platform construction, and the benefit analyses are divided into divided territory ones, namely intrinsic value, heritage value, direct and indirect utility value, military and strategic value and the foundation for inter-Korean unification, and post-unification ones such as the confirmation of ownerships, control of social conflicts, reconnection of family lines, arrangement of lot numbers, cadastral management and urban planning. Such benefits are estimated through the double-bound dichotomous choice of the contingent valuation method (CVM). The scenarios show that benefit in the divided territory is expected to reach 586.8billion won in the current value. The amount was calculated from the payable amount (7,925won) multiplied by the whole number of households. The post-unification benefit is estimated at 324.3billion to 594.1billion won as the payable amount (8,023won) is multiplied by the whole number of households.

A Study on the Impact of the Epidemic Disease on the Number of Books Checked Out of the Public Libraries: Based on the Middle East Respiratory Syndrome Coronavirus (유행성 질병이 공공도서관의 대출책수에 미치는 영향: 메르스 사태를 중심으로)

  • This study aimed to investigate the impact of the epidemic disease including Middle East Respiratory Syndrome Coronavirus (MERS) on the usage of public libraries. Such disease yields anxiety throughout the nation and discourages social activities in general. 18,711,453 records from 303 public libraries were examined with "big data retrieval & analysis platform for public libraries" located in Sejong National Library. The results are as follows. First, in 2015, when MERS was prevalent, the daily mean of books checked out was 64,645.05, showing decrease of 6,300 per day compared to that of 2014. Second, in 2014, the daily mean of books checked out from July 5th to August 19th was greater than that of from April 4th to May 19th and that of from May 20th to July 4th, implying the impact of summer vacation on the increase in books checked out in public libraries. Third, in 2015, the daily mean of books checked out from July 5th was greater than during MERS outbreak(from May 20th to July 4th), while it did not show statistically significant difference with that of before the outbreak. Fourth, the daily mean of books checked out did not show statistically significant difference between 2014 and 2015 before and during the outbreak, while it showed statistically significant difference between 2014 and 2015 after the epidemic period. The results indicate that MERS and the anxiety it brought nationwide had an impact on the daily mean of books checked out in public libraries after the epidemic period rather than during the outbreak.

Creative Project and Reward Based Crowdfunding:Determinants of Success (창의적 프로젝트와 후원형 크라우드펀딩: 성공요인)

  • Crowd funding is the method of raising money for a project, companies from a large group of people via the Internet, in return for future products or equity. Kickstarter is the largest and most successful crowdfunding site where creative projects raise reward based funding. Drawing on dataset of 80,267 projects with combined funding over $1.3b from 8.1m people, this paper suggest that backer select project based on their preference on the project, instead profitability of the project. It suggests that well-established platform and big size of network increases the chance of success of the project due to a ripple effect and blockbuster effects. Clear communication about the project's idea and goal is highly correlated with success. Regular communication on the project site, such as by constant progress updates, helps the success of the project. Equity-based crowdfunding is emerging as an innovative means of raising capital for businesses, so it has been receiving a lot of attention and expectation from the government and the market. The findings of this paper and others will help to get some understanding and insight into equity-based crowdfunding. However, Kickstarter differs from equity-based crowdfunding in the goals of the backers. Kickstarter's backers are not investors, they are contributors. To understand equity-based crowdfunding, the subject will need further study.

Validity and Expected Effect of International Marketing Cooperative for Korean Animation (애니메이션 해외 배급 활성화를 위한 마케팅 협동조합 도입의 타당성 연구)

  • Operating under the principle of user-benefit maximization and democratic user-control, cooperatives are being spot-lighted as a business model satisfying the various social, financial needs. In Korea, the Law of Cooperative was enacted as of December 2012, which has enabled the establishment of cooperatives in variety of industry fields. This study is to discuss the expected effect and validity of marketing cooperative as a solution for insufficient sales revenue in international distribution of Korean animation. The interviews with Korean animation studios found out the key problems of overseas distribution, which are; 1) lack of marketing expertise and weak organization, 2) lack of ancillary rights exploitation due to the deals based upon all rights package with the broadcasters who are not interested in ancillary business, 3) lack of localized marketing support in each territory. The solution for these problems takes large and long-term marketing investment and it is far beyond the capabilities of small Korean animation studios. Marketing cooperative can provide services not available otherwise such as in-depth market research which will help the improvement of international marketing expertise. Also. as the cooperative carries enough volume of animation catalogue, it can increase negotiation power satisfying the various needs of buyers. Also, it can provide the precise marketing support for each territory by integrating every process of value chain, from TV broadcasting, merchandising, and digital media platform. Above all, a clear benefit of marketing cooperative is that, because of its user-benefit and user-control principle, the principal-agent problem can be minimized while it maximizes the profit for member studios.

  • This essay examines the recent proliferation of location-based services (LBS) within the context the expansion of the technologies of remote identification, monitoring, and tracking. Following the spatial turn in the social sciences, this essay aims to analyze LBS as a surveillance technology that can re-shape the spatial configuration of its users and their identity. The analytic focus of this essay is on LBS within the global information infrastructure, and it utilizes key LBS examples in the US and South Korea. First, as a way to discuss the technical possibilities of LBS for spatial coordination and surveillance, this essay investigates its technical architecture in terms of information flow. It then discusses the issue of privacy in LBS by analyzing some of its key legal and regulatory issues. The combination of the global information infrastructure with location-related technologies has enabled LBS companies to expand the scope of surveillance over the ever-increasing computer-mediated activities, prompting heated discussions over whether LBS is capturing "Every Moment in Your Life." This essay concludes with a discussion on how location technologies have provided a key platform for the rise of surveillance capitalism through the creation of what Marc $Aug{\acute{e}}$ called a "non-place," a place where the identified self is constituted by LBS.

The Improvement of the Area Estimation of the Metropolitan Railway Station Platforms (도시철도 및 광역철도 승강장 면적산정식의 개선방안 연구)

  • In urban areas, the proportion of railway traffic in public transport is increasing. The congestion situation is repeated as the passengers concentrate on station and transfer facilities and the inconvenience of the passengers is increasing in terms of safety and convenience. Therefore, the importance of estimating the appropriate area of the station has been emphasized. The area estimation formula used in the metropolitan railway stations currently is a partial modification of the area estimation formula of Japan in the 1970s. It does not reflect changes in the social and cultural environment and patterns of passengers. The technical basis for major decision variables is insufficient. Therefore, the theoretical basis of the area estimation formula and the pedestrian environment satisfaction of the design guideline of metropolitan railway stations were analyzed in order to suggest improvement formula. The improved area estimation formula was verified by conducting field surveys on 5 stations of metropolitan railways and 15 stations of urban railways. The existing area estimation formula is LOS E grade for the main space. However, the LOS D grade is implemented when the improved area estimation formula is applied. Based on the results, the design factors for the area estimation formula are suggested.

A Study on Strategic Management of Native Advertisement (네이티브 광고의 전략적 관리방안에 관한 연구)

  • In order to overcome the disadvantages of banner ad, pop-up ad, interstitial ad, which are existing web advertisement forms, native ad is actively utilized. Native advertising is considered to be a useful advertising technique in that it can reduce users' rejection and attract attention. However, in recent years, there have been a lot of fake news and fake contents that have turned articles or video contents into advertisements. The purpose of this study is to understand how firms can coordinate and control native advertisements in a rational way. For this analysis, we conducted a survey of 308 social media users using quota sampling method. As a result of the verification, it was found that the more negative the perception of the evaluation of the advertisement, the less the level of persuasion about the advertisement and the negative impact on the website where the advertisement is exposed. In addition, this study examined the influence of the negative stimulus factors on the qualitative performance of the firm. As a result, it was found that source non-expert had the highest effect on skepticism on ad. Also, platform overflow has a direct effect on the evaluation of the website as well as the negative evaluation of the advertisement. Moreover, this study provides concrete implications for the subdivision market by verifying the differences between the paths according to the level of website involvement.

E-Governance Practices in Developing Countries. Its Benefits and Challenges. -The Case of Pakistan- (개발도상국의 전자정부 시행에 따른 장점과 문제 -파키스탄 중심으로-)

  • The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.
