사회영향평가의 원칙 및 지침에 관한 연구 - 미국 사례를 중심으로 - (Principles and Guidelines for Social Impact Assessment: A Critical Review on the US Case)

  • Despite the ubiquitous practice of environmental impact assessment around the world, social impact assessment has been alienated from assessment process from the beginning. Not until 1993 was 'Interorganizational Committee' established in the United States to prepare for 'Principles and Guidelines for Social Impact Assessment.' This study is an attempt to critically examine US 'Principles and Guidelines.' First, the study traces history of social impact assessment to reveal why the latter became "the orphan in the assessment process." Second, it critically reviews 'Principles and Guidelines' to find its merits and defects. For instance, a principle regarding environmental justice is perceived as necessary as society has become conscious of social justice and equity while putting too much emphasis on predictive traits of social impact assessments only fosters "checklist mentality." Third, the study reflects on 'Principles and Guidelines' in particular and social impact assessment in general in order to probe what is social impact assessment. To do so, it pays attention to scholars, who have criticized technocratic and procedural elements of 'Principles and Guidelines.' They show that social impact assessment is philosophically and methodologically teleological in that "fluid and contested meanings" between social impacts and the public are meaningful in itself. And simple procedural guarantee of the public involvement, they argue, is not enough to define social impacts. Lastly, from the critical analysis of 'Principles and Guideline,' the study looks for alternatives to improve how to assess social impacts in a Korean context.

  • The purpose of this study is to understand the process and characteristics of social impact caused by development projects through research and analysis on issues presented during development projects carried out in Korea. Furthermore, on the basis this analysis, this study proposes possible improvement measure environmental impact assessment for minimizing social impact of development projects in the future. Issues related to development projects are generated mainly by the following three causes. Initial social impact can occur when a development project directly causes certain changes in natural, living and social environment. Operational problems related to assessment are another cause of social impact, and it can also occur when changes in natural and living environment work in tandem with social environment sphere. Social impact of development projects is not brought about solely by changes in social environment, but is the result of interaction of factors such as changes in social, natural, living environment and problems related to assessment or operation/management. As to why the current environmental impact assessment could not provide satisfactory solution to the issues mentioned above, this study suggests the following reasons: limitations of assessment method used in social environment category, difficulties in defining assessment criteria, limitations inherent in criterion referenced assessment method, insufficient issue-making in local community, and lack of participation on the part of local residents. Possible solutions for these limitations are as follows: 1) To identify local issues in social environment category through participation of local experts in scoping stage, 2) To adopt deliberative method for local participation, 3) To utilize social survey technique.

Research and Development of Korea B(Benefit)-impact Model for Sustainable Development - in Case of Construction Sector -

  • The purpose of this study is to research and development of 'Korea B(Benefit)-impact Model' for Sustainable Development. A concept evaluation model is 'B(Benefit)-impact model' in U.S.A. We use the results of surveys that examined the importance of social value issues to stakeholders in Korea to implement the benefit-impact model in Korea. In particular, in this paper, we use the KSI(Korean Sustainability Index) survey data conducted by the Korea Standards Association to evaluate the social value of the construction industry for representative stakeholders in the construction industry. The social value pool and the activity indicator pool used for the survey are created based on relevant International Standards; ISO 26000, ISO 14001, ISO 37001. As a result, Korea B-impact model for construction industry included the following five core social value issues; Strengthen transparency of corporate management, Ensure fair employment and employment relations, Efforts to prevent corruption, Conduct fair competition, Efforts to prevent environmental pollution. In addition, the US B-impact model has three limitations. First, it is unclear whether the key indicators have been derived while considering all issues of social value. Second, US B-impact model indicators are developed by the social responsibility experts, so it is necessary to review by stakeholders in each industry. Finally, it would be more effective for companies to use the B-impact model index as a more detailed activity indicator. When developing a Korea B-impact model, the following methods are used to supplement it. First, we reviewed all social value issues using international standards. Secondly, we used the KSI(Korean Sustainability index) survey results to derive the importance of the social value issue of construction industry in Korea. Finally, we have clearly matched the activity indicators by social value core issues based on the GRI Standard so that companies can actually use the Korea B-impact model for the construction sector. 서비스 종업원의 매력성이 대인신뢰와 만족, 애호도에 미치는 영향 (The Effects of Attractiveness of Service Employee's on Interpersonal Trust, Satisfaction and Loyalty)

  • Purpose - Most past studies related to this focused on the physical attractiveness of service employees, but this study emphasizes the social attractiveness and not just the physical attractiveness of employees. Therefore, the purpose of this study is to first categorize attractiveness as physical attractiveness and social attractiveness and to examine the impact of physical attractiveness on social attractiveness for service industry employees. Secondly, this study aimed at verifying the impact of physical attractiveness and social attractiveness on interpersonal trust. Third, it aimed at revealing the impact of interpersonal trust on customer satisfaction, as well as satisfaction on loyalty. Research design, data, and methodology - Questionnaires were distributed to customers that used beauty salon services, among the various service industries, to verify the hypothesis of this study. Also, hypothesis was analyzed with the structural equation method using Amos 20.0. Results - When presenting the results on verifying the research hypothesis, it was found that physical attractiveness had a positive impact on social attractiveness. Second, while physical attractiveness did not have a positive impact on interpersonal trust, social attractiveness was found to have a positive impact on interpersonal trust. Such results show that in forming interpersonal trust, social attractiveness was more important than physical attractiveness for service industry employees. This result is in contrast with the results of past studies, but it is different in that previous studies suggested only physical attractiveness and did not present social attractiveness in the hypothesis. Third, it was found that interpersonal trust had a positive impact on satisfaction, while satisfaction did not have a positive impact on loyalty. Conclusions - The biggest implication of this study is that it presented social attractiveness, which was rarely dealt with in past studies. Also, this study is significant in that it examined the relationship of physical attractiveness and social attractiveness. The results of this study show that in the service industry, the role of human elements such as service employees is important and that in addition to physical attractiveness, social attractiveness in the course of interaction such as communication with customers can also be an important strategic element.

  • 연구개발사업 평가에서 '사회적 파급효과'가 중요한 가치로 등장하고 있다. 미국, 영국, 네덜란드 등에서는 연구개발사업 평가 항목에 '사회적 상호작용', '연구결과의 사회적 영향' 등의 정성적 지표를 포함하여 이를 오래 전부터 강조하고 있다. 최근 우리나라도 논문 피인용, 기술이전 등 정량적 지표 위주의 평가체계에 대한 반성과 함께 연구활동의 파급효과에 대해 관심이 커지고 있다. 올해부터는 추적평가를 본격 도입, 사업종료 후 연구성과의 파급 경로 등을 추적하여 해당사업으로 인한 과학기술적, 경제사회적 파급 효과 측면의 효과성을 평가한다. 본 연구는 연구개발사업 성과의 파급효과 분석 가능성을 살펴보고 그 과정에서 개선되어야 할 부분을 도출한다. 연구개발사업 성과의 파급효과를 실시하고 있는 해외 사례를 살펴보고 정책적 시사점을 제시하고자 한다.

Evaluating the Impact of Transportation Infrastructures on Social Equity: A Review Study

  • Evaluating infrastructure's impact on social equity is an emerging area of research in transportation construction engineering. Transportation agencies have been trying to include sustainable development. The three components of sustainable development are environmental protection, social equity, and economic development. Although social equity is one of the essential components of sustainable development, most transportation agencies do not consider this component. The research publications in this area are limited. The principal objective of this study is to synthesize existing studies related to the impact of transportation infrastructures on social equity. This study will also identify social equity indicators, the correlation between social equity and transportation infrastructures and their services, and the impact of transportation infrastructures' on social equity. In addition, this study will identify current issues of social equity and will provide some recommendations. This synthesis study revealed that transportation infrastructures impacted social equity in various ways. Some effects are positive, such as new job creation on the market. Other effects are adverse, such as diminishing socio-economic and environmental degradation. Studies also showed that the current practices evaluated infrastructures' impact on a case-by-case basis. The authors recommend adopting a multi-disciplinary holistic for assessing infrastructure's effects on social equity. The multi-disciplinary fields of study include civil engineers, construction engineers/managers, public policy researchers, environmentalists, and social scientists.

  • Purpose Recently, with the enhancement of mobile technologies, people have formed various relationships and spreaded networks on social network service(SNS). In addition, although people make a decision based on the thoughts and emotions about self, there is little empirical research on social relations and self-construal of users in social network game (SNG). Design/methodology/approach This study was designed to examine the structural relationships among SNG users' social capital, self-construal, behavioral adaptation, SNG reuse intention and charged item purchasing intention. Findings The results from this study are as follow. First of all, the bonding social capital did not have a significant impact on behavioral adaptation to SNG, but bridging social capital had a positive impact on behavioral adaptation. Second, independent self-construal did not have a significant impact on behavioral adaptation to SNG, but interdependent self-construal had a positive impact on behavioral adaptation. Lastly, the behavioral adaptation to SNG had a positive impact reuse intention and charged item purchasing intention. Also, SNG reuse intention had a positive impact on charged item purchasing intention.

한국형 사회적금융시장 조성에 관한 연구 ; 사회성과연계채권(SIB)을 중심으로 (A Study on Social Finance Market in Korea ; Focused on Social Impact Bond)

  • 사회적기업을 비롯한 사회적경제기업들은 우리사회가 가지고 있는 다양한 사회문제를 혁신적인 비즈니스의 방식으로 해결해 나가고 있다. 그럼에도 불구하고 사회적경제기업들은 부족한 자본으로 인해 성장을 위한 투자에 한계가 있다. 이러한 자본투자의 한계를 사회적금융으로 해결하고자 하는 노력들이 다양하게 시도되고 있다. 성과에 기반한 보상을 금융시스템에 도입한 사회성과연계채권이 부족한 자본을 조달할 수 있는 새로운 수단으로 인식되고 있다. 선행 연구를 통해 전 세계적으로 19개국에서 89개의 사회성과연계채권이 발행되었으며, 22개의 프로젝트가 성과를 보고하고 있으며, 21개의 프로젝트가 긍정적인 사회적 성과를 창출하고 있음을 나타내고 있다. 12개 프로젝트는 투자자에게 성과급을 지급하고 있다. 사회복지 예산의 확대가 어려운 정부 차원에서 사회성과연계채권의 발행에 대해 검토할 유인을 제공하고 있다고 할 수 있다. 본 연구를 통해 사회성과연계채권의 성과를 확인하고, 국내 도입 가능성을 찾을 수 있었다. 정부의 사회복지예산을 수요에 맞춰 지속적으로 증가시키는 것은 한계가 있기 때문에 민간의 투자를 바탕으로 사회적경제 기업의 성장을 지원할 수 있는 사회성과연계채권의 발행을 통해 선순환적인 사회적금융 시장을 조성할 수 있을 것이다.

A Factors Effecting Online Social Decisions in Online Consumer Behavior

  • Purpose: Consumers are affected by the purchase of a large number of opinions or support during the online purchasing process. This can be defined as the term of 'social decisions' on line. This paper seeks to explore the factors of influence on social decisions in on-line environment and to study in depth. Methodology: The purpose of this paper is to empirically examine the impact of factors on online social decisions. To verify the hypothesis of study, This study collected 256 from Seoul City, Gyeonggi Province and Chungcheong Province through Survey. Results: According to the research results, First, eWOM information usefulness have a positive impact on online social decisions, Second, online network connectedness have a positive impact on online social decisions. Third, innovative product have a positive impact on online social decisions. and the lower the category of knowledge, the more inclined it is to make online social decisions. Finally, social decisions have a positive impact on purchasing decisions about product. It is most significant that academic research has advanced consumer behavior in response to recent changes in the consumption environment. It is meaningful that we have studied in depth the changing consumer decision process in online channel environment.

소규모 농촌개발사업의 사회.경제 부문 환경영향평가 방안 연구 (A Study on the Social and Economic Aspects of Environmental Impact Assessment in Small Scale Rural Development Projects)

  • The objectives of the study are to improve techniques for social impact assessment and to suggest their measuring methods to apply in small scale rural development projects. Population, residence, industries, and traffic volumes were selected to measure the social and economic impact assessment of Seongeup agricultural water development project in Jeju Province. Existing data gathering methods were used to estimate the changes of population and traffic volumes. Interview schedule for villagers was applied to estimate the residents' satisfaction to living environments. Interview schedule for experts was applied to estimate agricultural productivity and land price. The results of social and economic impact assessment show that there will be considerable changes in living environments, agricultural productivity, and land price. On the contrary, the project will make little impacts on the changes of population, em-ployment, and traffic volumes.
