A Theoretical Study on the Optimal Environmental Policy Instruments (환경정책수단의 최적성에 대한 이론적 검토)

  • This paper develops a simple theoretical model that is consistent with the empirical evidence of an inverted U-shpated relationship between pollution and per capita income, which is so-called environmental Kuznets curve in this literature. Also, by incorporating the issue of environmental externality into an endogenous growth model, I investigate the circumstances under which growth can be sustained with the optimal control of pollution, and hence the sustainable development can be achieved. In order to study the problem of implementing the social optimum in a market economy, I examine the optimality of three different kinds of environmental policy instruments; pollution tax, pollution-permit trading system (pollution voucher), and direct regulation. This paper shows that the optimum can be implemented with a pollution tax or with a voucher system. Also, it is shown that the socially optimal rate of pollution tax should increase proportionally to the growth rate of consumption.

  • With the development of high performance CPU / GPU, artificial intelligence algorithms such as deep neural networks, and a large amount of data, machine learning has been extended to various applications. In particular, a large amount of data collected from the Internet of Things, social network services, web pages, and public data is accelerating the use of machine learning. Learning data sets for machine learning exist in various formats according to application fields and data types, and thus it is difficult to effectively process data and apply them to machine learning. Therefore, this paper studied a method for building a learning data set for machine learning in accordance with standardized procedures. This paper first analyzes the requirement of learning data set according to problem types and data types. Based on the analysis, this paper presents the reference model to build learning data set for machine learning applications. This paper presents the target standardization organization and a standard development strategy for building learning data set.

Returns to Investment on Research and Extension in Korean Horticulture (원예부문 연구 및 지도 사업의 투자효과 분석)

  • The objectives of this study are to investigate the relationship between the growth of the horticultural sector and horticultural research and extension and to examine the socioeconomic returns to investment on research and extension in Korean horticulture. Data for horticultural production values, producer price indices and research and extension budgets for horticultural sector from 1965 to 1998 are collected from various sources. Multi-variate time series analysis technique with vector auto-regression model and Akino-Hayami Formula were employed for the analysis. This study finds (1) horticultural production responds about seven years later to the horticultural research investment shock. the magnitude of the impacts increases to a peak in seventeen years from the initial expenditures and then declines slowly thereafter until twenty years. and this peak gives a tip that horticultural research impact lasts much longer than grain's or agriculture's: (2) the social surplus from research investment benefits more to the consumer rather than to the horticultural producer: (3) B/C ratios in horticultural research are quite high with the range of 9 to 55 from 1965 to 1998. but these have been decreased since the early 1990s: (4) the socioeconomic returns to horticultural research is quite high with 56 percents of internal rate of return. It remains to be analyzed returns to investment on extension in horticulture because of no statistic significance in this study.

Real Option Study on Sustainable DMZ Management under Biodiversity Uncertainty (생물다양성 불확실성하에서 지속가능한 DMZ 관리 실물옵션 분석)

  • The Demilitarized Zone(DMZ) is a buffer zone set between the southern and northern limit lines established after the 1953 Armistice Agreement. It is an important natural environment conservation area where wild species of animals and plants live. On the other hand, the development pressure on the DMZ will increase when the inter-Korean economic cooperation is activated in the future. As a result, DMZ development should consider not only the economic cost-benefit aspects, but also how to assess and conserve the biodiversity of the DMZ, as well as the recovery costs and budget. This paper develope a sustainable DMZ management model under biodiversity uncertainly by using real option approach. The model is also designed to reflect the political risk and regional specificity of the DMZ. Through empirical analysis, I derive the biodiversity threshold (b*) that can secure the DMZ investment economy under uncertainty. In addition, through the sensitivity analysis, I derive the factors influencing the biodiversity threshold, and suggest the policy implications for sustainable management of DMZ.

  • This study, as a study on building platforms for smart campus ecosystem, took an approach that reflected the needs of various stakeholders of smart campus, and focused on functions to help them strengthen their competitiveness and advance into society by focusing on the learning of the most important university student users, college life, and social connection. First, we looked at the theories related to smart campus construction through prior research, and next, through domestic and international environmental analysis and trend analysis, we designed and presented a target model for e-portfolio focusing on core competency development and support system for Industry-Academic Cooperation, and proposed the main point for continuous smart campus development model.

  • The objectives of this study are to investigate core learning ability necessary for the 21st century and to develop core human resources required for social and national development in the future. The '21st Century Learning Ability Project' is to approach the existing knowledge and learning multidisciplinary and interactively based on the learning ability of each learner and individually and socially valuable themes. Even in Korea, a variety of intersubject integrative educational curriculum was attempted to cultivate learning ability. However, there are not enough teachers who can teach the differences between the content and characteristics for each subject by fully understanding them. Thus, it is difficult to apply them easily to the field of education. Thus, this study develops the multidisciplinary customized educational curriculum in order to develop the learning ability necessary for the 21st century, analyzes the reality of the educational curriculum integrating the academic knowledge in order to support this effectively. As a result, this study offers the interdisciplinary customized integrated model applicable to elementary and middle schools.

Development of Diagnosis System about Services and Infrastructure for Rural Welfare and Culture (농촌 복지·문화 서비스 및 인프라 진단체계 개발)

  • This study developed diagnostic system to understand the level of welfare cultural service and infrastructure in rural areas. The applicability was reviewed through the Delphi survey and the sample survey of 60 villages. The diagnostic indicators consist of three areas: the demand area, supply area, and delivery area. The demand area consists of 8 indicators, 25 indicators for welfare services and infrastructure (healthcare, social welfare) and 32 indicators for cultural services and infrastructure (culture, education, leisure sports). The service delivery area was divided into service supply area access and traffic accessibility (public transport use status and rural transport model status) by each indicator. A diagnostic system was applied to 60 villages. Services and infrastructure for rural welfare and culture were supplied more in the Si area than Gun area. The delivery area was easier to access the Gun area than Si area. In the case of traffic access, public transportation was more frequently used in the Si area than Gun area, and the rural transportation model was found to have a relatively large amount in the Gun area compared to Si area. The diagnosis system about services and infrastructure for rural welfare and culture will provide information necessary for establishment and decision making of regional development policy taking into account characteristics of rural areas in the future.

  • In many universities, the Capstone Design course aims to educate creativity, teamwork and leadership, and ultimately aims to cultivate practitioners with practical ability required in the industry. Since the introduction of capstone design as a regular course, it has spread not only to engineering but also to the humanities and social sciences. A typical capstone design is usually carried out within a limited range of schedules and budgets within the scope of a major and a subject. In the case of a special-purpose capstone design, it is necessary to find out excellent items aiming at start-up and commercialization at an early stage, It contributes to the achievement of international convention participation, start-up and commercialization. The teaching styles of capstone design such as multidisciplinary capstone design, fusion capstone design, and global capstone design are developed and operated in various ways. Depending on each type, objectives, curriculum, scope of participation, operation method, performance and so on. In the case of capstone design, it is contributing to increase the achievements such as participation in international conventions, establishment of business and commercialization by early detection of excellent items aiming at start-up and commercialization, development and establishment of support process. Technological and Humanities Convergence Capstone Design Moel is named as the process of designing a four-level idea called "Idea Factory-based Technology-Humannities Fusion Capstone Design Process", and it is used to generate ideas, elaborate ideas, advanced ideas, and commercialization.

Structural Model Analysis of Individual and Environmental Factors of Korean Language Ability of Multicultural Children

  • The purpose of this study is to analyze and verify the effects of multicultural children's psychosocial adaptation, bicultural experience, parental support and parenting attitudes, and school activities on the development of Korean language ability using data from the second stage of the MAPS(Multicultural Adolescents Panel Study) using a structural equation model. The subjects of this study were 396 children from foreign families and mid-immigrant families, multicultural children who were enrolled in the fourth grade of elementary school in 2019. As a result of the study, it was found that psychosocial adaptation, bicultural experience, and school activities directly or indirectly significantly affect the ability of multicultural children to speak and understand Korean. In particular, it was found that school activities have a direct effect on the improvement of the Korean language ability of multicultural children, so it was understood that the support of friends and teachers should be treated as very important parts of educational activities in the educational field. These results mean that the most ideal educational environment that affects the development of Korean language skills must be necessarily reflected in the Korean language education policy for multicultural children.

Development and Validation of Core Competency Scale For Graduate Students in the Field of Science and Engineering (이공계열 대학원생 핵심역량 진단도구 개발 및 타당화 연구: A연구중심대학 사례)

  • The purpose of this study is to identify the core competencies of graduate students at A research university in the context of graduate education in science and engineering, and to develop and validate a diagnostic tool to measure them. To achieve the research objectives, first, 6 factors and 18 sub-competencies of core competencies were derived based on a review of domestic and foreign studies, cases of excellent research-centered overseas universities, and interviews with members of A University. Second, a theoretical model was constructed by deriving behavioral indicators based on the core competencies and sub-competencies, and a preliminary survey was conducted on 188 graduate students of University A to verify the statistical validity of the theoretical model. Results of exploratory and confirmatory factor analysis, the core competencies of graduate students at A research university consisted of 6 factors, 16 sub-competencies, and 77 items. Specifically, it included "Independent research capability(13 items)", "Social Entrepreneurship(10 items)", "Academic agility(15 items)", "Ingenious Challenges(15 items)", "Collegial Collaboration(9 items)", and "Mueunjae leadership(15 items)". This study contributes to the development of theories related to core competencies of graduate students in science and engineering, and has practical significance as a basis for a data-driven competency-based graduate education system.
