A Study on the Actual Utilization Status of Public Cremation Facilities in Each Metropolitan City by Citizens in the Jurisdiction Area and out of the Jurisdiction Area with the Use of e-Haneul Funeral Information System

  • We are based on the results of this study, the policy measures for improving the efficiency of supply & demand policy of public cremation facilities in six metropolitan cities in the whole nation could be suggested as follows. First, when the utilization rate of public cremation facilities by citizents out of the jurisdiction area was lower, the overall demand for cremation was high. Therefore, the supply & demand policy of public cremation facilities should be carried forward by preferentially focusing on Busan Metropolitan City(4.1%) and Daegu Metropolitan City(17.9%) with low utilization rate by citizens out of the jurisdiction area. Second, the utilization variance of public cremation facilities in the whole six metropolitan cities in the whole nation, was insignificant(1.4%). Therefore, for the efficiency of supply & demand policy of cremation facilities in those six metropolitan cities, the customized-policies considering the characteristics of each metropolitan city should be carried forward in priority. Third, on the basis of 2018, the population size of those six metropolitan cities in the whole nation is from minimum 1.15million to maximum 3.39million as a large city, and relatively, they are facing many difficulties in the expansion for supply & demand of cremation facilities. Therefore, for the smooth construction of cremation facilities, it would be necessary to enforce policies that could disperse the demand for cremation through the joint construction of cremation facilities with other local governments close to each metropolitan city.

  • The purpose of this study was to examine the physical environmental readiness for smart learning and the actual utilization of smart devices by special education teachers, and to suggest ways to vitalize smart education. For this, a 14-item survey questionnaire was developed, which touched upon issues regarding the availability of wireless internet service and teachers' utilization of smart devices. An online survey was conducted among a randomly chosen sample of 991 special education teachers across the nation, including teachers who work at special schools for developmentally disabled students and in special classes at all three levels of regular schools.The collected data was analyzed with the method of a cross-time-frequency analysis using a SPSS 21.0 statistics program. The research findings indicated that both special schools and classes had a poor smart education environment and that special education teachers were having a harding time because of the lack of the infrastructure and additional expenses. In addition, special education teachers were found to use smart device mostly for the purpose of motivating students. These research findings propose that it is urgent to set up a proper smart education environment for special needs students and to provide a systematic training program for special education teachers.

  • Recently, global warming, energy shortage, and environmental disruption have been serious problems in every nation. It became more and more important to reduce the emission of CO2 and to use of energy efficiently. Smart grid was also introduced using the rapidly developing information technology. It deployed the mutual communication concept between customers and the suppliers in the electricity supply. There were increasing demands to adopt the smart meter and to present incentive for efficient energy usage in many developed countries. The objective of this research was to develop the optimal real time pricing model which maximized the profit of the power retailer and reduced the usage of energy. The simulation study was given to show the usefulness of the model. Simulation considered the customer demand response rate and price elasticity rate. The price elasticity rate was compared in the condition of fixed value according to time and variable value according to the customers. The optimal price model could maximize the profit of the power retailer and reduce the energy usage of the consumers.

교실은 어떻게 '스마트'해지는가?

  • Information technology is sometimes considered as a cause that puts education in a big crisis, or it can be seen as a savior. In 2011, the Korean government announced that it would innovate education and build a talented nation by bringing IT into schools of public education system through the SMART education policy. The policy initiative aimed to establish a standard classroom models that can be diffused all over the country's schools so that teachers and students may become familiar of using devices such as tablet PCs and laptops. This paper analyzes how the smart classrooms caused friction in the actual education practices. To this end, I analyzed the direction and ideals of the SMART education policy by reading government policy document and design guidelines officially published, and visited three elementary schools that are actually building and operating a smart classroom environment to visit the facilities and have in-depth interviews with teachers and technicians. The ideal type of classroom proposed by the smart education policy was a package equipped with various functions at once in a neatly designed space like a "model house", but it was difficult to be used as a normal classroom in everyday life of school. Instead of copying and installing the model, each school decided to get "smart" in its own way, depending on how factors such as size, local characteristics, socioeconomic conditions of students and teachers, teacher experiences, and the level of existing infrastructure were combined. In Elementary School A, the machines tamed specific space of the school to create their own space, while following the rules of the school for being mobile. Although Elementary School B could not construct fully supported environment that encompassed the entire school, the system was organized with the help of well trained teacher's experiences in other schools. In Elementary School C, the machines are concentrated on specific classrooms and they promote teacher's professionalism. The components of the smart classroom were disassembled and recombined in context to make each school's classroom "smart".

Analysis of Energy Savings and CO2 Emission Reductions via Application of Smart Grid System (지능형 전력망(스마트 그리드) 적용을 통한 에너지 절감 및 CO2 감축 효과 분석)

  • The energy savings and $CO_2$ emission reductions obtainable from the situation that the Smart Grid system (SGs) is assumed to be applied in Korea up to 2030 is quantitatively analyzed with many reported data. For calculation, SGs is divided into five sectors such as Smart Transmission and Distribution (ST&D), Smart Consumer (SC), Smart Electricity Service (SES), Smart Renewable Energy (SRE) and Smart Transportation (ST). Total annual energy savings in 2030 is estimated to be approximately 103,121 GWh and this is 13.1% of total electricity consumption outlook. Based on this value, total amount of reducible $CO_2$ emissions is calculated to 55.38 million $tCO_2$, which is 17.6% of total nation's GHG reduction target. Although the contribution of energy saving due to SGs to total electricity consumption increases as years go by, that of $CO_2$ emission reduction gradually decreases. This might be because that coal fired based power generation is planned to be sharply increased and the rate of $CO_2$ emission reduction scheduled by nation is very fast. The contributable portion of five each sector to total $CO_2$ emission reductions in 2030 is estimated to be 44.37% for SC, 29.16% for SRE, 20.12% for SES, 5.11% for ST&D, and 1.24% for ST.

  • As ICT Ecosystem does, electronic government changes in its form. Accordingly, in order to realize Smarter m-Gov, the governments need to vitalize m-Gov services and enact technology policy. Therefor, this manuscript suggests possible model of m-Gov realization and security algorithm as a technology policy which applies quantum cryptography system to server security for the construction of secured m-Gov's infrastructure. What the manuscript suggests seeks administrative ideas of Smarter m-Gov's services which contain security, stability, and economic feasibility for the benefits of nation and enterprises.

  • This paper addresses prospect of the technology for development of NxTIS (NeXt generation Transport Information System) that is targeted to shifting Korean public transit framework to railway-centered one. The Seoul metropolitan area has adopted the smart-card as a payment system for the public transportation since 2004. The transportation record can be used as quite useful information for better planning and operating of the railway system, particularly when the smart-card based payment system is extended to whole nation. This paper introduces technologies to develop Real OD DB and NxTIS, and presents road-map for them. A variety of benefits from the development of the system are estimated both in quantitative and qualitative. The Real OD DB based NxTIS will work to highly prospective for creating a novel value in the railway as a public transportation system.

  • The advent of smart phones brought adverse effect between devices recently. For example, adverse effects of info-communication with advent of computer. Also, hacking threat aiming cyber space that is getting more advanced is spreading in terms of range and danger, so that it reaches the level that the nation has to concern. In this circumstance, crimes involving info-technology is now problem in society. As internet technology advances, it enlarges the range of hacker's threat to not only smart phones, but ships, aircrafts, buildings, and cars. It could be seen as social threat of between human and human, between machine and machine, and between human and machine. This study discuss these problems.

  • Every nation and every people has its own tradition and culture that have uniquely developed throughout history. In due course, such tradition and culture form a design DNA serving as the fountainhead of various creative activities. This paper is basically a general investigation on the traditional cultural legacy focused on the unique design DNA characteristic of the Korean culture. In particular, presenting the examples of innovation and creativity in the Korean traditional design, it attempts to analyze them from the perspective of following criteria: efficiency, purposefulness, aesthetics, and simplicity. The analysis confirms the fact that design is one of the important culture content resulted from its interaction with history and culture, which includes the influences of neighboring countries and cultures.

  • Railroad Systems, which are national infrastructure industries, cause unexpected property and human damage if they fail to function while operating. Accordingly, railroad facilities supporting the railroad system are areas where high reliability and safety are required. However, it is time for systematic and scientific maintenance to be taken away from the traditional maintenance methods, as the nation's railroad facilities are now aging seriously. The purpose of this study was to secure the safety and reliability of the aging railroad communication facilities and to improve their performance. The research subjects were selected as a precision diagnosis process for railroad communication facilities, and improvement points were derived through detailed precision diagnosis process analysis. It is deemed that this study can contribute based on securing stability, improving reliability, and continuous improvement of railroad communication facilities should be conducted in the operation of the entire railroad system.
