저탄소 녹색성장 정책의 일환으로 추진되는 Smart Grid 사업은, 전력인프라와 IT인프라가 융합 되면서 지능화된 전기 에너지의 효율성 향상을 목적으로 전기망 내 송배전을 실시간으로 관리할 수 있게 운영하는 지능형 전기망이다. 하지만 기존의 인터넷망과 IT 통신 인프라와 융합되면서 Smart Grid 인프라에서도 IT보안 취약점 문제가 존재한다. 본 논문에서는 Smart Grid 인프라를 요소별로 분석한다. 그리고 Smart Grid 인프라의 보안성 분석을 통하여 보안의 취약점을 가져 올 수 있는 Smart Grid에 대한 보안 이슈를 분석한다. 그리고 Smart Grid 보안성 기준에 따른 보안기술정책을 연구하고, 보안 표준과 보안 방안을 제시한다. 본 연구를 통하여 안전한 Smart Grid 보안기술정책을 위한 법 제정에 기초자료가 될 것이다.
스마트그리드는 사물인터넷의 핵심 응용서비스이고, 그 중 가장 핵심적인 구성요소인 AMI((Advanced Metering Infrastructure)는 전기사업자와 소비자의 접점에 위치하고 있으며, 스마트 미터는 소비자의 전기사용을 기록하고 사업자에게 전달하는 역할을 한다. 본 논문에서는 스마트그리드에서 소비자와 직접 맞닿아 있는 스마트 미터를 중심으로 AMI에 대한 NESCOR에서 제시하고 있는 사이버공격 및 피해 시나리오를 기반으로 피해비용을 산정한다. 본 연구의 결과는 정책입안자나 전기사업자가 스마트그리드 관련 투자의사결정을 하는데 참고가 될 수 있을 것이다.

Smart grid (SG) software platforms and communication networks that run and manage the entire grid are increasingly concerned about cyber security. Characteristics of the smart grid networks, including heterogeneity, time restrictions, bandwidth, scalability, and other factors make it difficult to secure. The age-old strategy of "building bigger walls" is no longer sufficient given the rise in the quantity and size of cyberattacks as well as the sophisticated methods threat actor uses to hide their actions. Cyber security experts utilize technologies and procedures to defend IT systems and data from intruders. The primary objective of every organization's cybersecurity team is to safeguard data and information technology (IT) infrastructure. Consequently, further research is required to create guidelines and methods that are compatible with smart grid security. In this study, we have discussed objectives of of smart grid security, challenges of smart grid security, defensive cybersecurity techniques, offensive cybersecurity techniques and open research challenges of cybersecurity.
In this paper, we designed the security management system based on IEC 62351-7 in the Smart Grid environment. The scope of IEC 62351-7 focuses on network and system management (NSM) of the information infrastructure as well as end-to-end security through abstract NSM data objects for the power system operational environment. However, it does not exist that security management system based on IEC 62351-7 manages the security of the power system in the Smart Grid environment, because power equipment or SNMP agents providing NSM data do not exist yet. Therefore, we implemented the security management system to manage the information infrastructure as reliably as the power system infrastructure is managed. We expect that this system can perform the security management of IEC 61850 based digital substation and can be a prototype of the security system for the Smart Grid in the future.

In order to develop smart grid communications infrastructure, a high level of interconnectivity and reliability among its nodes is required. Sensors, advanced metering devices, electrical appliances, and monitoring devices, just to mention a few, will be highly interconnected allowing for the seamless flow of data. Reliability and security in this flow of data between nodes is crucial due to the low latency and cyber-attacks resilience requirements of the Smart Grid. In particular, Artificial Intelligence techniques such as Fuzzy Logic, Bayesian Inference, Neural Networks, and other methods can be employed to enhance the security gaps in conventional IDSs. A distributed FPGA-based network with adaptive and cooperative capabilities can be used to study several security and communication aspects of the smart grid infrastructure both from the attackers and defensive point of view. In this paper, the vital issue of security in the smart grid is discussed, along with a possible approach to achieve this by employing FPGA based Radial Basis Function (RBF) network intrusion.
Smart grid is the next generation intelligent power grid that combines the existing electric power infrastructure and information infrastructure. It can optimize the energy efficiency in both directions, suppliers and power consumers to exchange information in real time. In smart grid environments, with existing network security threats due to the smart grid characteristics, there are additional security threats. In this paper, we propose a security mechanism that provides mutual authentication and key agreement between a remote user and the device. The proposed mechanism has some advantages that provides secure mutual authentication and key agreement and secure against a replay attack and impersonation attacks.
스마트 그리드는 기존 전력망에 IT 기술을 접목하여 에너지 효율을 최적화하는 차세대 지능형 전력망으로 미국, 유럽, 일본 등 전 세계적으로 기술개발이 이루어지고 있으며 실증사업을 추진하고 있다. 최근 스마트 그리드에 대한 공격 사례가 증가되고 있으며 개인정보의 사용 및 유출의 피해가 높아지고 있다. 전력망이 더욱 복잡해지고 상호 연결됨에 따라 보안 분석과 평가에 대한 노력이 점차 중요해지고 있다. 본 논문에서는 스마트 그리드의 핵심 기술인 AMI(Advanced Metering Infrastructure)의 공격과 공격에 대한 대응책을 ACT(Attack Countermeasure Tree)를 이용하여 모델링 하였다. 보안 분석은 확률이 있는 경우와 확률이 없는 경우로 나누어서 수행하였다. 이러한 모델을 가지고 SHARPE(Symbolic Hierarchical Automated Reliability and Performance Evaluator)로 구현하여 다양한 경우의 확률과 ROA, ROI, Structure Importance, Birnbaum Importance에 대해 계산하였다.
A smart grid is a next-generation power grid that can improve energy efficiency by applying information and communication technology to the general power grid. The smart grid makes it possible to exchange information about electricity production and consumption between electricity providers and consumers in real-time. Advanced metering infrastructure (AMI) is the core technology of the smart grid. The AMI provides two-way communication by installing a modem in an existing digital meter and typically include smart meters, data collection units, and meter data management systems. Because the AMI requires data collection units to control multiple smart meters, it is essential to ensure network availability under heavy network loads. If the load on the work done by the data collection unit is high, it is necessary to allocation new data collection units to ensure availability and improve energy efficiency. In this paper, we discuss the allocation scheme of data collection units for the energy efficiency of the AMI.
최근 국내의 한전을 비롯한 해외 여러 전력회사에서 스마트 그리드라는 개념의 전력망 구축을 위한 활동이 활발하게 이루어지고 있다. 스마트 그리드는 전력망에 정보통신망을 융합하여 전력의 효율성을 증대시키는 기술로, 전력 사업자와 소비자가 양방향 통신을 통해 에너지 효율을 극대화 시킬 수 있다. 그러나 전력망이 정보통신망과 융합되면서 기존 전력망보다 보안의 위협이 증대되고 있다. 전력망 특성상 보안의 위협으로 인한 피해는 개인의 사생활뿐만 아니라 사회의 경제적 손실까지 이어져 그 피해규모가 크므로, 스마트 그리드는 여러 해커 집단의 공격 대상이 되고 있다. 본 논문에서는 스마트 그리드의 보안 피해를 예방하기 위해, 스마트 그리드 구축의 핵심 기술이라 할 수 있는 Advanced Metering Infrastructure (AMI)의 보안 취약점과 그에 대응하는 보안 기술 현황을 살펴보도록 한다.
효율적인 에너지 운영을 목표로 하는 스마트 그리드는 인간의 삶의 질의 향상을 목표로 하는 스마트 시티의 일부로 자리 잡을 것이다. 이 논문에서는 성숙된 스마트 그리드의 모습이 스마트 시티에 자연스럽게 통합되는 모습임을 논증한다. 또한, 스마트 시티의 핵심 구성요소로서 스마트 그리드의 모습을 그리고, 이에 필요한 제도, 인프라, 기술 요소에 대한 문헌을 조사한다.
