사업장 건강증진사업의 실태 및 건강증진 프로그램 요구도 (A Survey of Workplace Health Promotion Activities and their Health Promotion Program Need)

  • Purpose: This study attempted to access the health promotion activities and employee's health promotion needs in workplaces. Methods: Subjects were 280 health care managers employed at small to large scale enterprises in national-wide areas of Korea. The instrument was a structured questionnaire included characteristics of workplace and respondents, health promotion activities, health promotion needs, and bottlenecks to operate programs. Data was analyzed using SAS 8.1 by applying $x^2-test$, t-test and ANOVA. Results: 1, 25.4% of the total workplaces employed health care managers. 2. Musculoskeletal management programs(49.6%) were the highest operating program. 3. The highest needs of health promotion programs were lifestyle management and disease prevention. 4. Health promotion activities were significantly different according to the type and size of workplaces. The programs were more frequently applied in manufacturing industries than non-manufacturing and in large-scale enterprises than small and middle-scale enterprises. 5. The needs of health promotion programs were high in non-manufacturing industries than manufacturing industries in all programs. 6. The major bottlenecks to operate programs were the difficulty in securing time, lack of budgets and lack of legal regulations. Conclusions: Health promotion activities were linked to their work environments including budgets, time, and law. Therefore, to operate effective health promotion programs in workplaces, various health promotion programs are required to be developed and systems for governmental support and management should be established.

서울 동부지역내 작업장 공기질에 관한 조사 연구 (A Study of Workplace Air Quality in the Eastern Seoul)

  • This study was performed to investigate what was the most serious occupational factors in small scale industries. Twenty-three occupatonally hazardous substances were measured at the five workplaces in the Eastern Seoul during 1995∼1996. Total of 2,020 samples were analyzed by either GC/FID for organic vapors or AAS for heavy metals. From the results of this study noise was the most serious factor at the selected workplaces. Noise level in the metal processing, the printing, and the auto repairing industries exceeded the 8 hr PEL by 19.7%, 13.6%, and 11.6%, respectively. Mean concentrations of toluene in the shoe making and the printing industries exceeded the assessment crieterion by 6.0% and 3.8%, respectively. Further study of risk assessment of occupational exposure may be required to protect workers from hazardous working conditons.

소규모 폐수배출시설 관리 강화의 필요성 (Necessity of Strengthening Small-Scale Wastewater Discharge Facilities Management)

  • Small-scale wastewater discharge facilities account for 98% of all workplaces, but in the generation and emission of major pollutants, they account for 27.5 % and 23.5 %, respectively. Since the proportion of the emission load of the small-scale workplace is not large, the national environmental policy has been established mainly around large-scale wastewater discharge facilities. However, in the case of specific hazardous substances in water, the amount of the discharge load of the small-scale wastewater discharge facility was 2.4 times higher than that of the generation load. Certain types of specific hazardous substances in water, which have a higher discharge load than large-scale wastewater discharge facilities, account for 24 ~ 32 %. There are also cases in which the discharge load from a small-scale discharge facility is more than four times higher, depending on the specific kind of water pollutant. As a result of inspections, the violation rate of the small-scale wastewater discharge facility among the total violations by facilities is 93.9 ~ 97.5 %. As a result, the ecotoxicity value of small-scale wastewater discharge facilities was high in most industries, and there was a fluctuation in the measured value. This indicates that the ecological integrity of the water system can be largely influenced by small-scale wastewater discharge facilities. Therefore, it is necessary to expand the environmental management of small-scale wastewater discharge facilities, and in some cases, the effect of the improvement in quality may be more significant than in the management of large-scale wastewater discharge facilities.

  • Reflecting the current international trends toward proactive risk assessment and control at work with practical procedures, participatory action-oriented approaches are gaining importance in various sectors. The roles of these approaches in promoting the safety and health at work are discussed based on their recent experiences in preventing work-related risks and improving the quality of work life, particularly in small-scale workplaces. The emphasis placed on the primary prevention at the initiative of workers and managers is commonly notable. Participatory steps, built on local good practices, can lead to many workplace improvements when the focus is on locally feasible low-cost options in multiple aspects. The design and use of locally adjusted action toolkits play a key role in facilitating these improvements in each local situation. The effectiveness of participatory approaches relying on these toolkits is demonstrated by their spread to many sectors and by various intervention studies. In the local context, networks of trainers are essential in sustaining the improvement activities. With the adequate support of networks of trainers trained in the use of these toolkits, participatory approaches will continue to be the key factor for proactive risk management in various work settings.

  • 산업 재해와 관련하여 대기업 및 공공기관에서는 체계적인 관리를 통해 지속적으로 재해감소가 이루어지고 있으나 소규모 영세사업장에서는 지속적으로 산업재해가 증가하고 있는 추세이다. 이에 정부에서는 근로자의 안전을 위해 소규모 사업장을 대상으로 재정지원사업을 실시함으로써 산업재해 예방에 필요한 물품구입을 지원하고 있다. 하지만, 이러한 재정적 투입에도 불구하고 사업에 대한 효과성은 검증이 거의 이루어지지 않는 실정이다. 본 연구에서는 2007년부터 2016년까지 최근 10년간 산업재해 발생현황, 연도별 사업장 현황 및 재정지원사업 수혜 사업장 현황 데이터를 바탕으로 이중차분법을 이용하여 소규모 사업장을 대상으로 한 산업재해 예방 재정지원 사업의 정책적 효과성을 분석하였다. 본 연구는 소규모 사업장 대상으로 재해 감소를 위한 재정지원사업의 순수 효과를 분석하였다는 점에서 의의가 있다.

  • Forming health care management model in small-scale enterprises was the purpose of this study. For the purpose, we tried to investigate the characteristics of small-scale enterprises and analyzed the pattern of their health care management. The results are as follow: 1. The strength of health managing agency and technical supporting program lies in team approach by specialized manpower. However, if the liaison between each part of the organization is not smooth, the overall management will be very difficult. 2. Small scale enterprises are characterized by their short life after the establishment, use of rental building, lack of welfare facilities, weakness in sanitary management and aggregation of factories of similar type of industry. Because of these characteristics, it is very difficult to solve problem basically, such as improvement of working environment. Therefore, it is important to focus on health education and community based approach. 3. Many workers in small-scale factories are in middle and old age. They have health problems mainly related to personal habits. Implementation of an appropriate health promotion program is needed. 4. The number of workplaces, which should be managed by health managing agent. is increasing rapidly. But the number of health managing agent is limited. In the aspect of the requirement of manpower and equipment, training personal agent is more urgent than founding institutional agent. 5. The uniform method of health management hampers the choice of employer and workers. The types of provision of health management should be diversified. 6. For an efficient management, a frequent visit of personal agent and the following referral to a specialist should be done. The specialists in charge of secondary management are from the field of occupational medicine, occupational hygiene, ergonomics, etc. 7. The health management of small-scale facilities should have six components. They are community-based approach, multi-disciplinary cooperative system, program based on the need of recipient, forming partnership of employer and worker, change of lifestyle, and evidence-based program.

50인 미만 소규모사업장의 보건관리 실태 (Current State of Occupational Health in Small-Scale-Enterprises of Korea)

  • This study was carried out to investigate the current state of occupational health management and characteristics of employees working in small-scale-enterprises (SSE) employing less than 50 workers. Samples were chosen among the two thousands employees working in 838 factories where located in Youngdungpo-Ku, Seoul, Korea. The study results were as followed: 1. Most factories investigated in the study were manufactures (68.6%) which were established in 5 to 10 years ago (29.2%), employing less than 5 workers (72.9%) and registered in accident compensation insurance (23.0%). 2. Health screening was undertaken in 24.9% workplaces for periodic health examination and in 1.5% for special health examination. Environmental monitoring was done in 3.3% factories. Very few factories displayed Material Substance Data Sheet (MSDS) in 3.1% among the total factories. 3. Workplaces usually had their own toilets in 75.9% and washing basin in 58.6% as types of sociowelfare facilities. 4. Employees responded in the study were mostly in the range of age from 30 to 39 in 34.7%. male in 84.8%. the married in 70.3%. manual workers in 42.0%. mostly working regularly 51 hours per a week in 48.2% and earned 710.000 Won to 1.000.000 Won per month in 35.0%. Medical utilization for employees were covered by factories sponsored medical insurance in 12.7% and by provincial sponsored medical insurance in 83.4%. 5. Two point six percents of employees were suffered by diseases. The health complaints indicated were mainly digestive problems in 46.7% and hypertension in 24.4%. 6. Employees wore personal protective equipments for work such as gloves in 48.1%. safety shoes in 30.5%. ear plug in 5.5% and mask in 6.9%. Based on the results of study, we recommend that various types of occupational health management should be developed according to workplace working condition of each factory. In addition to the development of occupational health strategies. we think that it is more important to monitor and to allocate how effectively they operate each other on the basis of longitudinal continuity. Besides, we would like to insist that these all management effort should be focused on prevention of disease and occupational health education of employees.

  • Purpose: This study was conducted to provide the fadamental information to prepare better Occupational Health Program for SSI based on the evaluation of the experience of nurse who were working in the Government-funded subsidized occupational health program for SSI. Method: The focus group method was used. Data was collected using focus group interviews and analyzed in the framework of the Grounded theory method as mapped by Strauss and Corbin(1990). The subjects were 14 nurses. Result: We identified 60 concepts, 30sub-categories and 6 categories(Table 1). Categories were Various services, Difficulties in implement Services, Successful strategies, Program Evaluation, Alternative Plans and Adaptation to new field. Conclusion: Nurses evaluated the effect of this program that autonomous health management ability has not changed although the possibility for the small scale industries to start the health management arose by acknowledging the importance of the health management of the workplace. In spite of many difficulties in implement services, nurses provided various health services using successful strategies. They suggest that various programs such as a model set-up suitable for the quality of workplaces and a role model set-up of the occupational health nurse for SSI as well as various efforts for the activated this program were needed. Nurses had a hard time in unfamiliar field when they began this program and overcame this difficulties with various strategies.

재해분석을 통한 농업토목공사의 공종별 위험성 평가 (Risk Assessment of Agricultural Construction Works using Accident Analysis and Analytic Hierarchy Process)

  • The accident risk at the construction workplace associated with agricultural engineering is comparatively higher than those of other fields due mainly to its complex work types and processes. Agricultural engineering deals with a variety of agricultural infrastructures from irrigation and drainage facilities to giant-scale coastal reclamation land infrastructures. The characteristics that most agricultural projects have conducted on a small-scale even worsen the situation drawing low attentions to risk management. Therefore, systematical risk assessment that focuses on details of agricultural construction work process is required in order to enhance safety management capacity and to prevent repetitive accidents ultimately. This study aims to categorize construction work types and processes of agricultural construction works, and to quantitatively assess the accident risk of them based on accident analysis. Regarding classification of construction works, actual 827 accident cases were thoroughly reviewed and coded by their construction site, facility and work type, project scale and so on. Most accidents (71.8 % of total cases) occurred in small-scale construction workplaces with less than 5 billion Korean won project budget. And those accidents related to agricultural infrastructure project (37.4%) and agricultural water development project (22.4%). In terms of work types, accidents frequently took place in form-work followed by pipe installation work, steel bar work and concrete work. The potential risks were compared with actual outbreak of accidents based on Analytic Hierarchy Process (AHP). The results show that the potential conditions of accident expected to be took place is somewhat different from the actual conditions where accidents actually happened. This implicates that risk management manuals or education needs to be adjusted by reflecting unexpected circumstances. Overall, this study is meaningful in that the results could be foundations as to strengthen risk management capacity for agricultural engineering projects.
