As the global demand for satellite IoT services using small satellites increases, interest in their frequency requirements has also increased. Consequently, International Telecommunication Union Radiocommunication Sector (ITU-R) preparatory studies for WRC-23 include AI 1.18, which considers new frequency allocations for narrowband mobile satellites. This agenda item was issued in accordance with Resolution 284 (WRC-19), and contributions and reviews by government and satellite operators are underway at ITU-R SG4 WP4C with the aim of completing the study in 2023. Resolution 248 (WRC-19) considers the conditions for transmission of candidate bands and satellites and terminals for narrowband mobile satellite, and all contributions should satisfy narrowband mobile satellite system characteristics parameters within these conditions. However, among the current transmission specifications, there are several views on the exact definition of satellite e.i.r.p., and the derivation schedule of characteristic system parameters for the study is slower than that of the original work schedule. The goal of this paper is to examine the outline of WRC-23 AI 1.18 and the main content of Resolution 284 (WRC-19) and to determine the status of studies related to WRC-23 AI 1.18. The ITU-R's study on this agenda includes updating work schedules, developing the draft required spectrum and system characteristics parameter reports/recommendations, developing draft CPM reports, and examining the various views of transmission specifications in Resolution 284 (WRC-19). Focusing on candidate bands in Region 1 (Europe and Africa) and Region 2 (America), the current status of use in Korea is investigated and future countermeasures in Korea are investigated. In addition, we would like to examine the trend of narrowband mobile satellite through satellite frequency and service status and planning of satellite IoT operators, such as EchoStar, Omnispace, and Sateliot that are participating in the ITU-R study.

Many studies relating the satellite navigation has been done by a relatively small research community in Korea. Most of domestic research has been focused on the application of the satellite navigation technology, but recently the topics of the next generation satellite navigation system are emphasized for its importance. Even opinions suggesting a future Korea's own satellite navigation system are not that uncommon. Due to the geographic, economic, and technological reasons, it is not widely discussed yet. However, a development technical roadmap regarding the Korea's own navigation satellite was established on the Korea Space Development Plan in general term. Currently four global navigation satellite systems are operating or being deployed. Several regional navigation satellite systems are in planning and development phase. Particularly in Asia, China has launched several satellites to complete their own global navigation satellite system, COMPASS until 2020. Japan launched one satellite and has planned to launch rest of set until 2013. It is proper time to develop Korea's own navigation satellite system to acquire the domestic space development technology and the security of navigational infrastructure. In this study, the validity or the feasibility of the Korea's own satellite navigation system is not discussed; rather the possibility and suitability of the additional information to the current operational navigation message is main target. For the first payload of the future Korea's satellite navigation satellite, a regional augmented system is more likely. This study also is focused on that aspect.
A LNA(Low Nosise Amplifer) module for the Ka-band satellite transponder has been developed, which is composed of developed two MMIC chips and 50$\Omega$ line. This LNA exhibited noise figure less than 3.12dB, linear gain higher than 32dB from 30.085GHz to 30.885GHz frequency range. Temperature test from $20^{\circ}to$$60^{\circ}C$ of the LNA Module showed very small noise figure and linear gain variation of 0.2 dB and 0.4dB.

In order to assess the estimtions of CN for a small agricultural watershed using the satellite image, TM image from Landsat-5 was classsified by MLC. CN for each pixels in the image was estimaed using the results. For the estimation enhancing , it was tried that each land use area in a pixel was estimated by the mixel assumption and the averaged CN by weight areas. Those resutls were applied for the actual hydrologic analyses were highly concerned with the observed runoff discharge and more enhanced on the mixel assumption.

In this paper, the dipole antenna that can control a beam steering were designed for attaching on LEO(Low Earth Orbit) small satellite. The proposed antenna was based on Yagi-Uda antenna. The parasitic element was proposed as a T-shape. Depending on the state of open or short at the end of a vertical element, we can choose a characteristic of the parasitic element with fixing a vertical element length of the parasitic element. Using this characteristic, we designed the director element and reflector element. The proposed antenna was designed to receive UHF 436.5 MHz. Antenna gain was chosen by link budget between one satellite and the other satellite or between the satellite and the ground station. By changing a vertical element length which is the largest variable that chooses an antenna characteristic, we confirmed that ${\lambda}/2$ length transformer has a result that improve 0.5 dB in comparison ${\lambda}/4$ length transformer from maximum gain direction. In production, we made an on/off switch composed of a diode, capacitor, and inductor control an open and short at the end of the parasitic element. As a result, the gain of antenna used in a link between one satellite and the other satellite had average 5.92 dBi. And the gain of antenna used in a link between the satellite and the ground station had average 0.99 dBi.

This study analyzed the offshore plant industry and related regulations such as ISO, IEC, and Norsok Standards to develop an integrated network management system (INMS) capable of both on-site and remote management and configuration of IP-based network equipment in offshore plants. The INMS was designed based on actual specifications and POS plans, and a plan of management was verified through an offshore plant engineering company. Various modules such as PAGA interface modules, CCTV, IP-PBX, and HF-radio communication modules were developed for system implementation. Protocol and data design and screen design were followed by framework development and introduction of the automatic satellite communication function.

A synthetic aperture radar (SAR) system can provide all-weather, day and night, superior imaging capability, and thus is very useful in surveillance for military applications. In this paper, a X-band spaceborne SAR system design concept is introduced with the key design parameters for mission and system requirements characterized by small satellite system. The SAR imaging mode design procedure is presented, and the standard imaging mode design results are analyzed as an example. In line with the given mission and system requirements, the X-band SAR payload and ground reception/processing subsystems are designed and presented with the key design results. The designed small satellite SAR system shows the wide range of imaging capability, and proves to be an effective surveillance system in light-weight, high-performance and cost-effective points of view.

There has been significant increase in demand of launch opportunities from the small satellite sector that represents the new space era. Providing smallsat-dedicated launch service at an affordable price is a new business model many startup companies have pursued, which requires innovative solutions for cost reduction in combination of low cost components, volume production and optimized manufacturing. We set out a preceding study at KARI to develop a suite of critical and cost-cutting technologies in preparation for a two-staged small launch vehicle development, based on the liquid rocket engine technologies developed from the Nuri program in accordance with the 3rd master plan for national space development. In this work, we introduce the concept of a two-staged small launch vehicle that aims to be innovative and cost competitive for small satellites, and describe mission design results including staging as well as overall vehicle configuration of the launch vehicle.

Until comparatively lately the use of vector data is the main current in GIS fields. Vector data have many advantages such as easy of scale change, small data volume and so on. But it also has some weak point that can't apply real world. The other hand the satellite images have strong point that can apply real world actually. Recently rapid progress of computer capacity and processing velocity is the current trend of the times. Therefore in this study I intend to develop GIS application based on satellite images with vector data and raster data altogether. This system is developed by using Visual C++ in the personal computer and MS Access's MDB far database management. The LANDSAT, KOMPSAT and IKONOS satellite image database were used in this study. Also, we are studied to set up scale for screen display according to spatial resolution.
