대안적 방송제작시스템 연구 : 영국 채널4의 외주제작시스템을 중심으로 (The Study of the Aternative Boadcasting System: in the Case of the Channel 4 in Britain)

  • 본 글은 영국의 채널4라는 방송사의 설립의 역사적 배경, 이론적 배경 그리고, 그 재정과 경영문제, 나아가 실제 외주제작 과정에 이르는 모든 주요 이슈들을 심층 연구한 것이다. 다채널.다매체 시대를 실현시켜주는 가장 중요한 축으로서의 컨텐츠 문제가 지속적으로 해결되지 않고 있는 한국의 상황에서 모든 프로그램을 외주제작 프로그램으로 방영하는 출판형 방송사인 채널4가 하나의 대안을 제시할 수 있다고 생각했기 때문이다. 채널4는 기존의 방송제도내에서는 해결될 수 없는 다양한 소수집단의 이해를 반영하고 실험정신이 강한 프로그램을 편성함으로써 방송의 다양성을 실현해야 한다는 임무를 가지고 태어났다. 이러한 임무를 실현하기 위해서는 새로운 채널을 기존 방송사가 운영하지 말고 독립제작사를 비롯한 다양한 집단에 의한 참여가 가능한 방식을 찾아야 한다고 보았던 것이다. 이 결과로서 채널4는 스스로 제작은 하지 않으면서 프로그램을 구입하거나 외주제작하는 과정을 통해 방송하는 출판사형 방송사로 운영되고 있다. 본 연구에서는 외주제작 과정에 대한 문제를 집중 조명함으로써 현재 경직되어 있는 우리나라 외주제작시장에 시사점을 찾고자하였으며, 동시에 채널4의 재정과 경영상태 분석을 통해 이상적인 방송에 대한 현실적인 구현방안에 대해서도 배울 바를 찾고자 하였다.

유아교육기관에서의 급식관리 실태에 대한 교사 및 학부모의 인식 연구 (The Different View Point of Child Education Center Food Service Program between the Parents and the Teachers)

  • To survey the different view points about food service programs among parents and teachers, 2 types of questionnaires, which consisted of attitude, perception, satisfaction and demand of the food service program in child education centers, were used. The data was collected from 2450 parents and 450 teachers who attended a child education center in 16 provinces, nationwide. SPSS was used for descriptive analysis and ANOVA test and $X^2-test$. The frinding results were as follows. 1. The average serving size of meal (lunch) were 80 meals per day and 167 meals per day at large institutions. Mean cost of snacks was 14,709 won per month and mean costs of lunch were 29,319 won per month. The mean price was not significantly different according to the scale of institution. The numbers of servings of lunch, morning snack and afternoon snack were 5, 3.4 and 3.5 times per week each. $56.4\%$ of the institutions served meals to children in classrooms, but the national/public institutions, which were attending elementary school, served meals in a dining place in the elementary school. 2. Teacher controlled serving portion size of snacks $(79.6\%)$ and lunch $(88.8\%)\;and\;30.1\%$ of teacher did not allow leaving lunch food. The ratio of knowing about preserved meals of the teacher who worked at a small institution was significantly higher than the teacher who worked at large institutions (p<0.01). 3. Between parents and teachers, several different view points about school lunch programs were detected. Most parents and teachers wanted that the school lunch to be fully cooked and served at the child education institution itself, but $12.2\%$ of parents and $14.4\%$ of teachers wanted a catering service. The teachers group preferred 'lunch box from home' and 'home partially prepared lunch' as an ideal meal serving type than the parent groups (p<0.01). And there were significantly different view points about price factors in school meals, teachers group highly answered that operating expenses must be added in meal prices. 4. The teacher groups' priorities of education activities during meal time were a significantly lower score than parents group in overall education activities. Teacher and parent groups pointed out that individual sanitation activities were most important of the education activities during meal time, but promoting good eating habits was the lowest score in both groups. 5. 'Improving taste and food quality' was most urgent in food service at child education centers, but there were significantly different view points between parent groups $(64.5\%)$ and teacher groups $(43.8\%)\;(p<0.05)$. They answered at a lower percent in 'employee qualified person' and 'cost control' point to improve food service, but there were also different opinions between the two groups (p<0.01). 6. As to the matter of the advantages and disadvantages of catering services, two group answered that the advantages of a catering service were 'convenience' and 'to solve facilities and labor problems', disadvantages were 'lower in food freshness' and 'sanitation problems'. There were also several different view pionts in catering services, the parents groups were more anxious about food sanitation than teachers. This study found several different view points about school food services among parents and teachers. To improve food services at child education institutions, there is a need to adjust the differences between the two groups through interactive communication channels and education and to employ dietitians as taking charge of adjusting roles between the two groups.

토지이용 변화지역의 토양재조사 결과 분석 (Study on Soil Survey Results of Rapid Change in Landuse)

  • 최근 농경지의 급격한 감소와 더불어 도시화, 경지정리, 도로공사 및 혁신도시 건설 등으로 토지이용의 변화가 심하게 발생되고 있다. 특히, 토지이용 변화심화지역인 경기도 고양시, 충청남도 천안시, 강원도 원주시를 대상으로 토지 이용변화실태, 토양특성변화양상, 토양도수정내용 및 기업도시 등으로 편입되는 지역의 토양환경분석을 하였다. 이에 대한 결과를 요약하면 다음과 같다. 1. 우리나라의 경지면적 (2011년)은 2009년대비 17.3 ha가 감소되었다. 논의 경우 24.2 ha가 감소되었으나, 밭의 경우에는 7.0 ha가 증가하였다. 2. 논의 면적 감소사유로는 논밭전환 (20.7 ha) > 공공시설 (3.2) ${\geq}$ 건물건축 (3.2) > 유휴지 (1.3) > 기타 (0.9) 순이며, 밭 면적의 증가원인은 논밭전환 (20.7 ha) > 개간 (4.5) > 복구 (0.3) 순이었다. 논밭전환의 이유는 논농사에서 농가소득이 높은 밭작물 내지 시설작물로 전환하는 것으로 생각된다. 3. 토지이용변화가 심한 해당시군의 농경지감소 (논, 밭, 과수)는 밭토양조사 (1995~1999) 당시와 비교 (2011년)할 때 고양시는 1,466 ha, 천안시 9,708, 원주시 6,980 ha가 감소되었으며, 1999년 대비 45%~25%의 농경지가 급격히 감소되었다. 4. 환경부 토지이용피복도의 통계자료 활용성을 검토하기 위해 농식품부 통계자료와 비교시 지목별로 큰 차이가 있었다. 따라서, 추후 면밀한 검토를 통하여 활용 방안을 마련해야 할 것이다. 5. 원주시의 토양정보 변경내용을 보면 곡간지의 일부 논토양이 밭 또는 과수원으로 토지이용이 변경되었으며, 배수등급의 경우 도로건설 등으로 인해 저습화되는 등 해당 토양의 일부 특성정보가 변경되었다. 특히, 논토양의 경우 시설재배지, 밭, 과수원, 휴경, 성토화 등으로 토지 이용의 변화가 심하였다. 6. 원주시 혁신도시에 편입되는 논토양은 급지가 떨어지는 3~4급지가 대부분으로 3급지 70.8%, 4급지 29.2%이었다. 밭토양 역시 4급지가 88.7%인 토양으로 우량 급지가 혁신도시 건설에 속하지는 않았다. 앞으로 우량농경지 보전을 위해 제도적 장치의 마련이 필요하다고 생각한다.

가족계획과 모자보건 통합을 위한 조산원의 투입효과 분석 -서산지역의 개입연구 평가보고- (An Intervention Study on Integration of Family Planning and Maternal/Infant Care Services in Rural Korea)

  • This project was a service-cum-research effort with a quasi-experimental study design to examine the health benefits of an integrated Family Planning (FP)/Maternal & Child health (MCH) Service approach that provides crucial factors missing in the present on-going programs. The specific objectives were: 1) To test the effectiveness of trained nurse/midwives (MW) assigned as change agents in the Health Sub-Center (HSC) to bring about the changes in the eight FP/MCH indicators, namely; (i)FP/MCH contacts between field workers and their clients (ii) the use of effective FP methods, (iii) the inter-birth interval and/or open interval, (iv) prenatal care by medically qualified personnel, (v) medically supervised deliveries, (vi) the rate of induced abortion, (vii) maternal and infant morbidity, and (viii) preinatal & infant mortality. 2) To measure the integrative linkage (contacts) between MW & HSC workers and between HSC and clients. 3) To examine the organizational or administrative factors influencing integrative linkage between health workers. Study design; The above objectives called for quasi-experimental design setting up a study and control area with and without a midwife. An active intervention program (FP/MCH minimum 'package' program) was conducted for a 2 year period from June 1982-July 1984 in Seosan County and 'before and after' surveys were conducted to measure the change. Service input; This study was undertaken by the Soonchunhyang University in collaboration with WHO. After a baseline survery in 1981, trained nurses/midwives were introduced into two health sub-centers in a rural setting (Seosan county) for a 2 year period from 1982 to 1984. A major service input was the establishment of midwifery services in the existing health delivery system with emphasis on nurse/midwife's role as the link between health workers (nurse aids) and village health workers, and the referral of risk patients to the private physician (OBGY specialist). An evaluation survey was made in August 1984 to assess the effectiveness of this alternative integrated approach in the study areas in comparison with the control area which had normal government services. Method of evaluation; a. In this study, the primary objective was first to examine to what extent the FP/MCH package program brought about changes in the pre-determined eight indicators (outcome and impact measures) and the following relationship was first analyzed; b. Nevertheless, this project did not automatically accept the assumption that if two or more activities were integrated, the results would automatically be better than a non-integrated or categorical program. There is a need to assess the 'integration process' itself within the package program. The process of integration was measured in terms of interactive linkages, or the quantity & quality of contacts between workers & clients and among workers. Intergrative linkages were hypothesized to be influenced by organizational factors at the HSC clinic level including HSC goals, sltrurture, authority, leadership style, resources, and personal characteristics of HSC staff. The extent or degree of integration, as measured by the intensity of integrative linkages, was in turn presumed to influence programme performance. Thus as indicated diagrammatically below, organizational factors constituted the independent variables, integration as the intervening variable and programme performance with respect to family planning and health services as the dependent variable: Concerning organizational factors, however, due to the limited number of HSCs (2 in the study area and 3 in the control area), they were studied by participatory observation of an anthropologist who was independent of the project. In this observation, we examined whether the assumed integration process actually occurred or not. If not, what were the constraints in producing an effective integration process. Summary of Findings; A) Program effects and impact 1. Effects on FP use: During this 2 year action period, FP acceptance increased from 58% in 1981 to 78% in 1984 in both the study and control areas. This increase in both areas was mainly due to the new family planning campaign driven by the Government for the same study period. Therefore, there was no increment of FP acceptance rate due to additional input of MW to the on-going FP program. But in the study area, quality aspects of FP were somewhat improved, having a better continuation rate of IUDs & pills and more use of effective Contraceptive methods in comparison with the control area. 2. Effects of use of MCH services: Between the study and control areas, however, there was a significant difference in maternal and child health care. For example, the coverage of prenatal care was increased from 53% for 1981 birth cohort to 75% for 1984 birth cohort in the study area. In the control area, the same increased from 41% (1981) to 65% (1984). It is noteworthy that almost two thirds of the recent birth cohort received prenatal care even in the control area, indicating that there is a growing demand of MCH care as the size of family norm becomes smaller 3. There has been a substantive increase in delivery care by medical professions in the study area, with an annual increase rate of 10% due to midwives input in the study areas. The project had about two times greater effect on postnatal care (68% vs. 33%) at delivery care(45.2% vs. 26.1%). 4. The study area had better reproductive efficiency (wanted pregancies with FP practice & healthy live births survived by one year old) than the control area, especially among women under 30 (14.1% vs. 9.6%). The proportion of women who preferred the 1st trimester for their first prenatal care rose significantly in the study area as compared to the control area (24% vs 13%). B) Effects on Interactive Linkage 1. This project made a contribution in making several useful steps in the direction of service integration, namely; i) The health workers have become familiar with procedures on how to work together with each other (especially with a midwife) in carrying out their work in FP/MCH and, ii) The health workers have gotten a feeling of the usefulness of family health records (statistical integration) in identifying targets in their own work and their usefulness in caring for family health. 2. On the other hand, because of a lack of required organizational factors, complete linkage was not obtained as the project intended. i) In regards to the government health worker's activities in terms of home visiting there was not much difference between the study & control areas though the MW did more home visiting than Government health workers. ii) In assessing the service performance of MW & health workers, the midwives balanced their workload between 40% FP, 40% MCH & 20% other activities (mainly immunization). However, $85{\sim}90%$ of the services provided by the health workers were other than FP/MCH, mainly for immunizations such as the encephalitis campaign. In the control area, a similar pattern was observed. Over 75% of their service was other than FP/MCH. Therefore, the pattern shows the health workers are a long way from becoming multipurpose workers even though the government is pushing in this direction. 3. Villagers were much more likely to visit the health sub-center clinic in the study area than in the control area (58% vs.31%) and for more combined care (45% vs.23%). C) Organization factors (admistrative integrative issues) 1. When MW (new workers with higher qualification) were introduced to HSC, it was noted that there were conflicts between the existing HSC workers (Nurse aids with less qualification than MW) and the MW for the beginning period of the project. The cause of the conflict was studied by an anthropologist and it was pointed out that these functional integration problems stemmed from the structural inadequacies of the health subcenter organization as indicated below; i) There is still no general consensus about the objectives and goals of the project between the project staff and the existing health workers. ii) There is no formal linkage between the responsibility of each member's job in the health sub-center. iii) There is still little chance for midwives to play a catalytic role or to establish communicative networks between workers in order to link various knowledge and skills to provide better FP/MCH services in the health sub-center. 2. Based on the above findings the project recommended to the County Chief (who has power to control the administrative staff and the technical staff in his county) the following ; i) In order to solve the conflicts between the individual roles and functions in performing health care activities, there must be goals agreed upon by both. ii) The health sub·center must function as an autonomous organization to undertake the integration health project. In order to do that, it is necessary to support administrative considerations, and to establish a communication system for supervision and to control of the health sub-centers. iii) The administrative organization, tentatively, must be organized to bind the health worker's midwive's and director's jobs by an organic relationship in order to achieve the integrative system under the leadership of health sub-center director. After submitting this observation report, there has been better understanding from frequent meetings & communication between HW/MW in FP/MCH work as the program developed. Lessons learned from the Seosan Project (on issues of FP/MCH integration in Korea); 1) A majority or about 80% of the couples are now practicing FP. As indicated by the study, there is a growing demand from clients for the health system to provide more MCH services than FP in order to maintain the achieved small size of family through FP practice. It is fortunate to see that the government is now formulating a MCH policy for the year 2,000 and revising MCH laws and regulations to emphasize more MCH care for achieving a small size family through family planning practice. 2) Goal consensus in FP/MCH shouBd be made among the health workers It administrators, especially to emphasize the need of care of 'wanted' child. But there is a long way to go to realize the 'real' integration of FP into MCH in Korea, unless there is a structural integration FP/MCH because a categorical FP is still first priority to reduce the rate of population growth for economic reasons but not yet for health/welfare reasons in practice. 3) There should be more financial allocation: (i) a midwife should be made available to help to promote the MCH program and coordinate services, (in) there should be a health sub·center director who can provide leadership training for managing the integrated program. There is a need for 'organizational support', if the decision of integration is made to obtain benefit from both FP & MCH. In other words, costs should be paid equally to both FP/MCH. The integration slogan itself, without the commitment of paying such costs, is powerless to advocate it. 4) Need of management training for middle level health personnel is more acute as the Government has already constructed 90 MCH centers attached to the County Health Center but without adequate manpower, facilities, and guidelines for integrating the work of both FP and MCH. 5) The local government still considers these MCH centers only as delivery centers to take care only of those visiting maternity cases. The MCH center should be a center for the managment of all pregnancies occurring in the community and the promotion of FP with a systematic and effective linkage of resources available in the county such as i.e. Village Health Worker, Community Health Practitioner, Health Sub-center Physicians & Health workers, Doctors and Midwives in MCH center, OBGY Specialists in clinics & hospitals as practiced by the Seosan project at primary health care level.

해외농업투자에 따른 유통체계 개선방안에 관한 연구 (A study on the improvement of distribution system by overseas agricultural investment)

  • 세계경제 및 환경의 변화에 따라 농산물의 불안정적인 수급으로 인한 문제점이 노출되고 있으며, 우리나라의 경우 농산물의 안정적인 확보를 위하여 국가 전략적 차원에서의 해외농업투자의 필요성이 요구되고 있다. 하지만 정부차원의 지원 미진, 해외 농업에 대한 정보 및 기술 미비, 개발자금 확보의 어려움, 장기간의 투자금 회수기간, 사후관리 미흡 등의 이유로 성과를 이루지 못하고 있는 실정이며, 특히 해외 농산물의 국내 반입 시 관세의 장벽, 물류 유통비용 등으로 가격 경쟁력이 떨어지고 있어 국내에 반입되지 못하고 있는 실정이다. 이에 본 연구에서는 우리나라의 해외농업투자의 기본개념 및 실태를 살펴보고 해외농업투자의 필요성과 고려사항, 문제점 등을 도출하여 해외에서 재배된 농산물의 경쟁력을 위한 유통 측면에서의 개선방안을 정부의 간접적인 지원, 유통 현대화 및 유통정보기능 강화, 유통시설, 수송루트, 하역업무개선, 경쟁력 확보를 위한 정부의 정책적 지원, 교육 훈련을 통한 전문인력 양성 등 다섯 가지 측면에서 제시하였다.

문화예술상품 소비자의 가치인식이 추구혜택과 상품속성에 미치는 영향 (The Effects of Consumer Value Cognition on Benefits and Attributes of Culture-Art Products)

  • 문화예술상품은 일반 소비재와 달리 소비자의 가치인식에 따라 중요한 소비의 대상이 되기도 하고 그렇지 못할 수도 있는 특별한 상품이다. 물질적 소비재나 서비스 상품은 상품속성이 주는 물질적 및 비물질적 혜택을 상정하여 상품을 개발하고 그에 따른 마케팅전략을 수립하는 것이 효과적일 수 있다. 그러나 문화예술상품 소비는 소비자의 경험과 교육 등에 의해 형성된 문화예술에 대한 가치인식에 따라 소비추구혜택이 달라질 수 있고, 가치인식과 추구혜택은 문화예술상품의 속성을 선택하는 기준에 영향을 미칠 수 있을 것이다. 본 연구는 '문화예술상품에 대한 가치인식과 추구혜택에 관한 질적 연구'의 후속연구로서 질적 연구에서 나타난 개념구조를 바탕으로 문화예술상품에 대한 소비자의 가치인식 및 추구혜택과 상품속성의 하위차원을 규명하고, 수단-목적 사슬이론을 역으로 적용하여 문화예술상품에 대한 소비자의 가치인식이 추구혜택과 상품속성에 미치는 영향을 규명하고자 하였다. 그리하여 문화예술상품 생산 및 문화예술 정책기관과 문화예술을 활용하는 기업의 문화마케팅의 효율성을 제고하기 위한 실무적 시사점을 제시하고자 실시되었다. 10대 이상 50대 남녀 662명을 대상으로 자료를 수집하고 요인분석과 경로분석을 실시하였다. 예술상품에 대한 소비자의 가치인식과 추구혜택의 하위차원은 질적 연구 결과와 유사하게 나타났으며, 가치인식은 대부분 추구혜택을 매개로 하여 상품속성에 영향을 미치는 것으로 나타나 질적 연구결과와 마찬가지로 수단-목적사슬을 역방향으로 적용하는 것이 타당함을 입증하였다. 즉, 문화예술상품에 대한 소비자의 가치인식이 실제적 편익으로 구체화되고, 소비자는 이러한 추구혜택에 따라 상품속성의 중요도를 고려하여 구매의사를 결정하는 것으로 볼 수 있다. 본 연구는 문화예술상품에 대한 소비자의 가치인식을 긍정적으로 형성·강화시키는 것이 가장 중요한 소비 촉진 요인임을 입증하였으며, 문화예술상품 생산기관에서 소비자 중심의 상품개발과 기업의 효율적인 문화예술마케팅 전략을 개발하기 위한 소비자 정보와 실무적 시사점을 제시하였다. 또한 본 연구 결과는 국민의 삶의 질을 향상시키고자 하는 국가기관의 정책 수립을 위한 유용한 정보로 활용될 수 있을 것이다.
