A Study on the Validation of the Collision Avoidance System for Small-size Vessels (소형 선박의 충돌 회피 시스템 검증에 관한 연구)

  • Korea Maritime Safety Tribunal (KMST) statistics released in of 2019 indicated that most collision accidents involving small-size vessels with less than 20 gross-tonnage occur mainly due to operational carelessness, such as forward-looking negligence and unskilled vessel control. As an effective remedy, training and education for vessel operators are being strengthened to prevent accidents. However, collision accidents are increasing, and technical measures are continuously developed to reduce accidents caused by human factors. In this study, an avoidance algorithm and prototype of terminal-controller against collision between two nearby vessels was developed for implementation on relative navigation control by adopting WAVE telecommunication technology. Moreover, several sea trial tests were performed to verify the collision avoidance algorithm and control system using two fishing vessels for dif erent scenarios.

Improvement Policy about Inspection systems of Small fishing Vessels (소형어선 검사제도 현실과 개선방안)

  • In relation with inspection systems of small fishing vessels, Government is drawing up revision of the law about ships safety act(Article 3) on the basis of supporting safe fishing activities to expand the application range of ships safety act for vessels under 2 tons(small fishing vessels) that are exempted from inspection systems. There are two opinions about inspection of small fishing vessels. Government's opinion is that inspection of small fishing vessels must be enforced to confirm small fishing vessels' safety but fishermen's opinion is that inspection systems keep on existing law because inspection systems spends a lot of time and money to the poor and the old. The alternatives for countered opinions is that the poor fishermen's vessels' for living or small vessels' inspection must be operated by themselves in principle and minimizing the limitation through policies is recommended. In addition, Government needs to develop various programs for inspection systems of small fishing vessels like the main fisheries countries. Particularly, in case of operating inspection systems of small fishing vessels, Government needs to consider some solutions for example supporting inspection fee, minimum inspection for confirming vessels' safety, inspecting when a vessel is building, expanding an inspection period.

Analysis of Grounding Accidents in Small Fishing Vessels and Suggestions to Reduce Them (소형어선의 좌초사고 분석과 사고 저감을 위한 제언)

  • An analysis of marine accidents that occurred in the last five years, revealed that 77.0 % of all grounding accidents and 66.1% of all marine casualties involved small vessels, which was a very high level relatively. The Mokpo Regional Maritime Safety Tribunal (Mokpo-KMST) inquired on 72 cases of marine accidents in 2021, of which 10 cases were grounding accidents. Furthermore, eight cases of grounding accidents occurred in small fishing vessels. This study analyzed eight cases of grounding accidents on small fishing vessels that inquired in the jurisdictional area of Mokpo-KMST in 2021. I found out that this grounding occurred in clear weather with good visibility (2-4 miles) and good sea conditions with a wave height of less than 1 meter. Furthermore, I found that the main causes of grounding were drowsy navigation due to fatigue, neglect of vigilance, neglect of checking ship's position, overconfidence in GPS plotter, and lack of understanding of chart symbols and tidal differences. To reduce grounding accidents of small fishing vessels, I suggested the following measures. First, crew members who have completed the able seafarer training course on bridge watchkeeping should assist to the master. Second, alarm systems to prevent drowsiness should be installed in the bridge. Third, the regulation should be prepared for the performance standards and updating GPS plotter. Finally, the skipper of small vessels should be trained periodically to be familiar with chart symbols and basic terrestrial navigation.

A study on hull form design for small fishing vessels (소형어선의 선형설계에 관한 연구)

  • The primary objective of the current study is to develop outstanding hull form on resistance performance by using numerical analysis code. Model tests were conducted to assess the resistance performance of the developed hull form. The investigation of an existing vessel was performed for validating the actual ship design based on the drawing. The operating displacement and speed were mainly confirmed through investigation of the existing vessel. The resistance performance of the existing vessel was analyzed using numerical code. The developed vessel was derived through studies on wave improvement of the bow shoulder, the balance of displacement distribution, the modification of the frame shape, and the size and shape change of the center skeg. Based on the results of a computational fluid dynamics analysis, the resistance performance of the developed vessel showed an improvement of 15% over the existing vessel at a speed of 11 knots. Resistance tests were conducted to evaluate the performance of the existing vessel and the developed vessel in the towing tank. Finally, the effective horsepower of the developed vessel showed an improvement of 17% over the existing vessel.

Power supply performance photovoltaic (PV) system for 3-ton class fishing vessel (3톤급 연안어선용 태양광 발전장치의 전원공급 성능)

  • This study describes the result on PV system for evaluating the performance of small fishing boats. Photovoltaic system with 200 watts power generation facilities on the 3-ton fishing boat was carried. Load test was performed on the condition that the work lamps lit during night operations. As a result the performance can be used for more than two hours at 60 watt work lamps. The load test was performed on the condition that fishing vessels are on the cruising condition at sea. The solar power systems have been investigated as a power generation efficiency of about 36.55%. Additional tests show that the power generation efficiency is difficult to expect a maximum of 50% or more. Fuel consumption of fishing boats by installing a solar power system is reduced. Also the PV system is useful for the verification of their availability for fishing vessels as well as the satisfaction of the fishermen. The results for the durability of the photovoltaic device is acceptable, including a solar panel, controller and the performance exhibited no breakage in the harsh marine environment or failure so far. The installed PV system was confirmed that the durability with at least 2 years.

  • The roll damping characteristics of the three models of a 3 ton class fishing vessel such as the bare hull, hull with bilge keels, and hull with bilge keels and a central wing are investigated by the free roll tests in calm water in a towing tank with the variations of the forward speed, initial angle and OG. The experimental results are compared with the numerical results of mathematical modellings by the energy method for these three models and the energy dissipation patterns are also compared.

A Study on the Resistance Reduction of G/T 190ton Class Main Vessel in Korean Large Purse Seiner Fishing System (G/T 190톤급 한국 대형선망 본선의 저항저감에 대한 연구)

  • In this study, hull form of main vessel of Korean large purse seiner fishing industry is developed for the improvement of resistance performance as well as for the satisfaction to the Standard of Fishing Convention, ILO. Through the modification of reference hull form parameters and local characteristics, the hull form development is carried out. The optimum hull form parameters are searched by Sequential Quadratic Programing(SQP) method with the power estimation method of Holtrop & Mannen. To minimize the wave resistance, bulbous bow parameters are determined by the bulbous bow design method of Alvarino. The plasmatic curve is redesigned from that of the reference hull by using Lackenby method. The resistance performances of the reference and designed hull forms are estimated by using numerical simulation method. Also, the judgment of seakeeping ability and the estimation of intact stability for the designed hull form is carried out. As a result, the optimum hull form is proposed. To verify the improvement of resistance performance, model tests are carried out in towing tank. The results show that the resistance of the designed hull form is about 14% smaller than that of the reference hull from at design speed. A new hull form proposed in this study can contribute to the development of the main vessel hull form of Korean large purse seiner fishing system.

Legal Issues and Implications in relation to the Charter in the WCPFC CMM (중서부태평양수산위원회(WCPFC) 보존관리조치에서 용선에 관한 법적 쟁점 및 시사점)

  • Since many RFMOs have been established, various measures to protect small island developing States have been enacted. WCPFC CMM 2017-01 also enacted various measures for that purpose. However, it is notable that CMM 2017-01 has enacted a measure in a manner to reduce benefits of the small island developing States in relation to the vessel charter scheme, although it has made another exception. This study aims to draw implications in establishing Korea's fisheries policy and making an appropriate strategy of the fisheries industries in Korea, through analyses of the charter issue in the WCPFC CMM 2017-01. This paper examines an issue of the vessel charter scheme in the WCPFC CMM 2017-01 comparing with the flag of convenience issue. It concludes that it is recommended to further restrict the application of the vessel charter scheme in the WCPFC CMM 2017-01 and to repeal it ultimately. Finally, this paper draws implications for the Korean government to participate in the WCPFC in a manner to reflect its positions and to harmonize interests of the fishing States and the small island developing States, considering various joint venture business with such States. It further draws implications for the fisheries industries in Korea to actively participate in the WCPFC to maximize their interests.

Function of Motion Detection for Small-Size Vessel using Smart Phone (스마트폰을 이용한 소형 선박용 모션 감지 기능)

  • In the coastal area, many kind of vessels are operating and exposed to the various marine accidents. In particular, small-size vessels, which are not equipped with the safety equipment, are in the defenceless state to the marine accidents such as the accident according to vessel's own state caused by the diverse reasons and the collision with the neighborhood vessels and objectives. So it is necessary to resolve these situations through the inexpensive equipment. This paper implements the function that can detect vessel's own motion using Smart Phone. if the motion is over the threshold value assigned, this function decides that the current situation is dangerous for this vessel. So this function informs Smart Phone's ower in the vessel and the control center of this situation. This function can be applied to small-size vessels, such as fishing boating, passenger ship, and leasure boat, which have few the safety equipments, and then improve vessel's safety navigation.
