본 연구는 중소기업청에서 실시한 2013년 중소기업 기술보호 역량 및 수준조사를 바탕으로 중소기업의 기술유출 경험유무와 기술보호 요인을 분석하여 정부지원을 통한 기술유출방지 효과를 극대화 할 수 있는 핵심 요인을 도출하고자 한다. 중소기업 기술보호 역량 및 수준조사 대상 1,561개 기업 중 대기업 43개를 제외한 1,518개 중소기업 중 기술유출 중소기업 155개와 미유출 중소기업 1,363개 중소기업에 대해 기술보호 요인을 로지스틱 회귀분석 하였다. 기술유출 관련 요인을 분석한 결과, 출입자 통제 시스템 운영, 보안감사 실시여부, 임직원 부재 시 보안활동, 중요자료 보호대책 마련이 핵심요인으로 도출되었으며, 이들 사항에 대해 정부차원에서 집중적인 지원이 이루어진다면 기술보호 효과가 극대화 될 수 있을 것으로 사료된다.

This study investigated the management environment of medium and small business by examining the role of medium and small business in national economics, the change in management condition, and the problems in quality and technique. Also we analyzed problems in the past quality control activity of our medium and small business, and examined the driving direction and introduction method of QM. And to understand the effect of manager's concern in quality management to observe the quality system before and after introduction of QM. A target for this investigation is the medium and small business which has introduced QM through ISO 9000.

On average, small business support projects appear to improve beneficiary sales, and the growth effect is obvious when supporting young or growing firms. However, the effect is largely offset by sales reductions due to overcrowding. Small business support projects must be operated in two ways to alleviate the overcrowding of businesses in a few industries and to enhance the overall effectiveness of the support programs.

본 연구는 소상공인 창업자가 겪고 있는 심리적 탈진감, 일-가정 갈등, 사업운영 불안이 상담요구에 미치는 영향을 분석하기 위해 수행되었다. 연구 목적을 달성하기 위해 2016년 1월 1일부터 1월 30일까지 5주간 충남지역에서 소상공업(도 소매업, 음식 숙박업, 서비스업, 제조업)에 종사하는 소상공인을 대상으로 설문조사를 진행하였다. 설문지는 총 100부를 배포하고 전량을 회수하여 최종 분석에 사용하였다. 분석에는 SPSS v22를 사용하였으며, 그 결과는 다음과 같다. 첫째, 소상공인 창업자의 대부분은 상담을 받은 경험이 없는 것으로 나타났다. 둘째, 연구 대상의 일반적 특성은 심리적 탈진에서 집단 간 차이를 보이지 않았다. 셋째, 사업 기간이 짧을수록 상담요구가 증가하는 것으로 나타났다. 넷째, 소상공인 창업자의 지원을 위한 상담 서비스에 대해 적극적인 홍보 노력이 필요하다는 분석이 나왔다. 다섯째, 소상공인 창업자들을 지원하기 위해서는 정서와 같은 심리 내적 요인에 대한 상담과 함께 배우자와 자녀 관련 갈등에 대한 상담 지원이 필요한 것으로 분석되었다. 이러한 연구 결과는 소상공인들이 가정의 건강은 물론 지속적인 사업 성장을 위해 상담 서비스가 유용한 도구가 될 수 있을 것이라는 결론에 도달하도록 해준다.

가치 있는 기회를 기반으로 한 창업은 국가 경제의 장기적인 성장에 긍정적인 영향을 미친다. 본 연구는 서민경제의 근간을 이루는 소상공인들의 기회형 창업에 대한 정부의 교육적 지원의 개선점과 방향성을 제언하기 위해 현재 소상공인들에게 제공되는 창업교육을 기회형 창업의 관점에서 검증하였다. 본 연구를 위해 정부의 소상공인 창업교육을 수료한 전국의 소상공인들을 대상으로 온라인 설문을 실시하고, 345명의 온라인 설문 데이터를 실증분석에 사용하였다. 연구결과 소상공인들을 위한 창업교육과 지원제도는 창업효능감에 모두 양(+)의 영향을 미치는 것으로 나타났으며 창업효능감은 기회인식과 기회평가 역량은 물론 향상초점과 예방초점에도 양(+)의 영향을 미치는 것으로 나타났다. 이론과 실습교육이 포함된 소상공인 창업교육은 향상초점과 예방초점에 모두 양(+)의 영향을 미치는 것으로 나타났다. 소상공인들의 향상초점은 기회인식에는 양(+)의 영향을 미치는 것으로 나타났지만 기회평가에는 유의한 영향이 없는 것으로 나타났으며 소상공인들의 예방초점은 기회인식과 기회평가에 유의한 영향을 미치지 않는 것으로 나타났다. 본 연구결과에 의하면 현 소상공인 창업교육은 소상공인들의 기회인식과 기회평가 역량에 유의한 영향을 미치지 않는 것으로 나타나 소상공인들의 기회형 창업율을 높이기 위해 현 창업교육에 개선이 필요함을 시사한다.

정부는 COVID-19 확산을 방지하기 위해 사회적 거리두기 및 영업시간 제한 등의 정책을 시행하였고, COVID-19 장기 유행에 따라 소상공인들의 피해는 커지고 있다. 정부는 긴급재난지원금을 편성해 소상공인들의 경영압박을 해소하고자 하였다. 긴급재난지원금은 소상공인들에게 일시적인 도움이 되었지만, COVID-19 장기유행에 따라 경영 어려움은 커져갔다. 따라서 본 논문은 시스템 사고의 원형 중(Systme Archetype) 처방의 실패와 짐떠넘기기 원형을 활용하여 소상공인들의 회복력을 효과적으로 높일 수 있는 정책 지렛대로서의 정책 대안들을 탐색적으로 도출하고자 하였다. 소상공인들의 회복력을 높이기 위해 소상공인들의 긴급재정지원과 함께 소상공인들의 자생력을 높일 수 있는 지원이 필요하다.

Purpose: In this study we aim to identify factors affecting successful inter-firm collaboration. We tried to find out whether government subsidies to small-business owners should be made to experienced and competent cooperatives or to cooperatives with potential even if inexperienced. Research design, data and methodology: Using analytic hierarchy process (AHP), we examine if evaluation criteria for the Small Business Collaboration Grant (SBCG) reflect the potential of successful collaboration of applicant cooperatives. Results: We found that experts tend to think that applicant cooperatives without any experience as a recipient for the SBSG need to be evaluated by their growth potential and their preparation of the application rather than by their business performance or achievement history. The weight of the evaluation must be different between the growth potential and the achievements already achieved. By means of an expert survey, we confirmed that Rookies should weigh evaluation indicators that can reflect their growth potential, and experienced groups should give weight to evaluation indicators that can reflect their achievements. Conclusions: For SBCG applicants with experiences, experts tend to weigh more on SBCG business performances and feasible sharing systems. The screening procedure for the first applicant cooperatives need to focus more on "partner selection" stage, whereas elements related to "realization" apply to experienced applicant cooperatives.

The small & micro business has the characteristics of both consumer credit risk and business credit risk. In predicting the bankruptcy for small-micro businesses, the problem is that in most cases, the financial data for evaluating business credit risks of small & micro businesses are not available. To alleviate such problem, we propose a bankruptcy prediction mechanism using the credit card sales information available, because most small businesses are member store of some credit card issuers, which is the main purpose of this study. In order to perform this study, we derive some variables and analyze the relationship between good and bad signs. We employ the new statistical learning technique, support vector machines (SVM) as a classifier. We use grid search technique to find out better parameter for SVM. The experimental result shows that credit card sales information could be a good substitute for the financial data for evaluating business credit risk in predicting the bankruptcy for small-micro businesses. In addition, we also find out that SVM performs best, when compared with other classifiers such as neural networks, CART, C5.0 multivariate discriminant analysis (MDA), and logistic regression.

The medium and small logistic companies that have an outsourcing contract from the large corporation are encountered with a problem to introduce the ERP system to their current business environment due to following risk of change in current business environment, high cost involved in investment, and lack of understanding of business requirement of ERP. Instead of build their own ERP system, the small and medium logistic companies are using the large corporation's ERP system and get the benefit of efficiency in management and control process. Therefore, it is more like the organization hierarchy, not collaboration between the medium and small companies with the large corporation. In this study, the survey method to find out how the medium and small logistic companies understand the importance of ERP system on continuous growth of business by AHP. as result, they are recognized. The benefit of the ERP system as having much effect on business competitiveness.
