중소기업의 핵심인재우대정책과 관리제도가 인적자원의 경쟁력과 조직몰입에 미치는 영향에 관한 연구 (A Study on the Effect of Core Employee Policy and Core Employee Management System on Competitiveness of Human Resource and Organizational Commitment in SMEs)

  • 대부분의 중소기업은 대기업에 비해 인적 자원과 물적 자원의 제한이 더 크다고 할 수 있고, 처해 있는 경영환경은 더 위험하고 복잡하고 동태적이라고 할 수 있다. 따라서 중소기업의 생존과 발전에 있어서 인적 자원의 지식과 기술이 매우 중요하고, 이에 중소기업의 인적자원 관리에 대한 연구의 필요성이 있다. 특히, 중소기업의 핵심인재에 대한 우대정책과 관리제도가 인적자원의 경쟁력과 조직몰입에 어떠한 영향을 미치는지에 관한 연구는 매우 미흡하고 이론 및 실무적 시사점 또한 제한적이었다. 본 연구는 216개의 중소기업을 대상으로 890명의 종업원을 표본으로 하여 핵심인재우대정책과 핵심인재관리제도가 인적자원의 경쟁력과 조직몰입에 미치는 영향력을 검증하였다. 분석자료로는 한국직업능력개발원이 개발한 인적자본기업 패널의 2009년 자료를 활용하였다. 연구결과로는 중소기업의 핵심인재우대정책이 인적자원의 경쟁력에 긍정적인 영향을 미치고 있었고, 인적자원 경쟁력이 조직몰입에 긍정적인 영향력을 미치고 있었다. 하지만 중소기업의 핵심인재우대정책이 핵심인재관리제도에는 유의미한 영향을 미치고 있지 않았고, 핵심인재관리제도도 인적자원 경쟁력에 유의미한 영향력을 나타내고 있지 않았다. 이러한 연구결과가 중소기업에 있어서 인적자원의 경쟁력을 향상시키는데 핵심인재우대정책에 대한 중요성을 제고시키며, 중소기업의 핵심인재관리제도에 관한 관심도를 제고시키는 시사점을 제공한다.

중소기업 마케팅능력이 시장성과에 미치는 영향 : 온라인 수출마케팅의 매개효과 및 경쟁 강도의 조절효과 (The Effect of SME Marketing Capability on Market Performance : Mediating Effect of Online Export Marketing and Moderating Effect of Competitive Intensity)

  • 본 연구는 온라인 수출마케팅을 활용한 중소기업의 마케팅능력이 시장성과에 미치는 영향을 분석하였다. 중소기업은 시장 확대를 위해 내수시장에서 해외시장으로 시장 확대와 매출증대를 위해 노력하고 있다. 이러한 경쟁이 치열한 해외시장에서 성과를 낼 수 있는 요인들을 연구하였다. 총 400개의 수출 중소기업 설문을 수령하였고, 온라인 수출마케팅에 직접 참여한 설문대상자 159개사를 최종 대상으로 선정하였다. 설문 조사는 SMART PLS 4.0과 SPSS 26.0 통계 프로그램을 사용하여 분석하고 연구가설을 검증하였다. 연구 결과는 다음과 같다. 첫째, 중소기업의 마케팅능력이 온라인 수출마케팅에 긍정적인 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 온라인 수출마케팅의 매개역할을 통해 시장성과에 유의한 정(+)의 영향을 주는 것을 확인하였다. 또한, 수출시장에서의 경쟁강도는 온라인 수출마케팅에서 조절효과를 갖는 것으로 나타났다. 본 연구의 시사점은 다음과 같다. 수출 중소기업의 마케팅능력(제품개발능력, 유통능력, 가격책정능력, 홍보능력)이 온라인 수출마케팅을 매개로 하여 해외 시장성과에 긍정적인 영향을 미친다는 이론적 토대를 마련할 수 있었으며, 경쟁이 심한 해외시장에서 중소기업의 온라인 수출마케팅 활용은 해외 시장개척과 성과에 중요한 수단이 될 수 있다는 점에서 시사점을 제공해 줄 수 있다. 결과적으로, 중소기업 해외시장 진출과 성과를 위해 온라인 수출 마케팅의 적극적인 활용이 필요하다.

산업별 규제와 기업의 연구개발활동의 관계 탐색: 대기업 및 중소기업에 대한 차별적 효과를 중심으로 (An Empirical Study of the Relationship between Industrial Regulations and the R&D Activities of Firms: Does the Size of the Firm Matter?)

  • 산업별 규제가 기업의 연구개발활동에 어떤 영향을 주는지에 관하여 개별 기업단위의 정량 자료를 사용하여 경험적으로 분석한 연구는 아직 충분치 않다. 이에 본 연구는 규제가 기업의 다양한 연구개발활동에 미치는 영향을 실증자료를 활용하여 정량적으로 분석하는 것을 목적으로 한다. 특별히 기업의 연구개발활동에 미치는 규제의 영향력은 기업의 규모에 따라 달라질 수 있다는 가설을 검증하기 위해 대기업과 중소기업에 미치는 차별적 효과를 검증하였다. 구체적으로 우리나라 제조업에 속하는 개별 기업을 대상으로 하여 각각의 산업별 규제수준을 설명변수로 하고, 연구개발활동의 투입 요소인 사내 연구개발비, 연구개발비 총액, 혁신활동 투입비, 연구개발 전담인력 수, 석사급 이상인력 수를 각각 종속변수로 하여, 양자의 관계를 OLS 및 2SLS 회귀분석으로 추정하였다. 분석결과, 제조업 분야별 규제수준은 기업의 연구개발활동의 투입 지표에 부정적 영향을 미쳤으며, 이와 같이 규제가 연구개발활동에 미치는 부의 효과는 대기업과 중소기업 각각에 다르게 나타났다. 본 연구는 규제의 강도에 의해 기업의 연구개발활동의 어느 부분이 어떤 영향을 받는지를 경험적으로 밝히고, 규제의 영향이 산업특성이나 기업규모에 따라 달리 나타날 가능성을 발견하였다. 이러한 연구결과는 향후 기업이 속한 산업은 물론 기업의 규모별로 규제가 미치는 차별적 효과가 나타날 수 있음을 고려한 세심한 규제정책 수립이 요청됨을 시사하고 있다.

강원도 중소기업 정책자금지원제도의 성과분석 (A Study on the Effects of the Policy Funding Program Provided to the Small and Medium Sized Enterprises in Gangwon-Do)

  • 중소기업의 자금조달 문제를 해소하기 위한 수단으로 정부와 지방자치단체에서는 다양한 중소기업 정책자금 지원제도를 운영하고 있다. 본 연구는 강원도의 정책자금 지원제도를 소개하고 이 제도의 수혜기업들의 재무적 성과를 분석하고자 한다. 이를 통해 강원도 정책자금지원제도 개선을 위한 시사점을 제시하고자 한다. 2014년도부터 강원도 산업경제진흥원은 강원도의 중소기업 정책자금을 위탁받아 운영하고 있다. 본 연구에서는 동 기관을 통해 2014년 중소기업 정책자금을 지원받은 기업들의 재무적 성과를 계량적으로 분석하였다. 구체적으로, 정책자금을 지원받은 강원도의 지원기업과 통제군인 비지원기업의 지원 전, 지원 당해 및 지원 후 3개년간의 재무비율 비교를 통해 정책자금지원이 기업의 수익성, 안정성, 성장성 향상에 기여를 하였는지 회귀분석을 통해 분석하였다. 실증분석결과, 강원도에서 정책자금을 지원받은 기업들은 수익성(영업이익률, ROE), 안정성(이자보상배수, 부채비율), 성장성(총자산증가율, 매출액증가율) 어느 지표에서도 비지원기업 대비 개선의 성과를 찾을 수 없었다. 이는 엄격한 중소기업정책자금 대상업체 선정기준 및 지원 이후의 사후관리체계가 부재한 상태에서 기업 대출금의 2~4% 수준의 이자만을 지원해주는 이차보전(利差補塡) 방식의 현 강원도 중소기업 정책자금 지원제도에 개선이 필요할 수 있음을 시사한다.

Review of Qualitative Approaches for the Construction Industry: Designing a Risk Management Toolbox

  • Objectives: This paper presents the framework and protocol design for a construction industry risk management toolbox. The construction industry needs a comprehensive, systematic approach to assess and control occupational risks. These risks span several professional health and safety disciplines, emphasized by multiple international occupational research agenda projects including: falls, electrocution, noise, silica, welding fumes, and musculoskeletal disorders. Yet, the International Social Security Association says, "whereas progress has been made in safety and health, the construction industry is still a high risk sector." Methods: Small- and medium-sized enterprises (SMEs) employ about 80% of the world's construction workers. In recent years a strategy for qualitative occupational risk management, known as Control Banding (CB) has gained international attention as a simplified approach for reducing work-related risks. CB groups hazards into stratified risk 'bands', identifying commensurate controls to reduce the level of risk and promote worker health and safety. We review these qualitative solutions-based approaches and identify strengths and weaknesses toward designing a simplified CB 'toolbox' approach for use by SMEs in construction trades. Results: This toolbox design proposal includes international input on multidisciplinary approaches for performing a qualitative risk assessment determining a risk 'band' for a given project. Risk bands are used to identify the appropriate level of training to oversee construction work, leading to commensurate and appropriate control methods to perform the work safely. Conclusion: The Construction Toolbox presents a review-generated format to harness multiple solutions-based national programs and publications for controlling construction-related risks with simplified approaches across the occupational safety, health and hygiene professions.

외부 R&D가 혁신 효율성에 미치는 영향 분석 : 국내 제조 산업을 중심으로 (The Effect of External R&D on the Innovation Efficiency : An Empirical Study of Manufacturing Industries in Korea)

  • The external R&D, which includes the adoption of the external technology and knowledge in addition to the internal R&D, is one of important factors for the innovation. Especially for small and medium-sized enterprises (SMEs), the external R&D has been considered as a key factor to carry out the innovation more efficiently due to the limitations of their resources and capacities. However, most of extant studies related to external R&D have focused on analyzing the influence of external R&D on innovation outputs or outcomes. Only a few studies have explored the impact of external R&D on the innovation efficiency. This study therefore investigates whether the external R&D effects the industry's innovation efficiency and productivity. On this study, we used Korean manufacturing industry data of SMEs from 2012 to 2014 and employed a global Malmquist productivity analysis technique, which is based on the Data Envelopment Analysis (DEA), to assess the innovation efficiency and productivity. Innovation performances of external R&D group and internal R&D group are compared. Then, the sectoral patterns of both innovation efficiency and productivity are analyzed with respect to the technological intensity, which is introduced by OECD. The results show that the gap of innovation efficiency between external and internal R&D groups has gradually decreased because of the continuous improvement of the external R&D group's performance, while the external R&D group lag behind the internal R&D group. In addition, patterns of the innovation efficiency and productivity change were different depending on the technological intensity, which means that the higher the technological intensity, the greater the effect of external R&D.

Trade Facilitation for E-Commerce Export Clearance

  • Purpose - There is a paucity of literature dealing with exporters' compliance issues in e-commerce exports. This study aims to fill this gap in the literature by exploring customs initiatives to facilitate the e-commerce exports of small and medium-sized enterprises (SMEs) in the changed compliance environment. The central question of this study was divided into five subquestions: first regarding the pros and cons of trade facilitation measures for Korean e-commerce export clearance; second and third questions about risk and compliance management for facilitation fourth about instruments, the changes in Korean SME compliance burden in e-commerce exports, and ways to improve trade facilitation for e-commerce exports. Design/methodology - This study adopts a qualitative approach using a case study method to understand the SME experience in Korean e-commerce export compliance procedures. A qualitative method was selected to answer research questions requiring an in-depth understanding of the regulatory procedures of customs administration and exporters' compliance burden. Because this study addresses the changing compliance environment for which statistical data is insufficient, a quantitative method is considered inappropriate. Based on the approach, data were collected using multiple sources, including an extensive literature review, interviews, and field observations. Thematic pattern matching was applied to interpret the data. Findings - This study examined ways to support SMEs in the changed e-commerce export compliance environment. Facilitation measures for e-commerce exports have contributed to SME access to global markets, simplifying export clearance procedures, and saving exporters' compliance costs. However, such instruments are limited in promoting SME compliance capabilities to cope with intensified competition and strengthened controls over foreign exporters in cross-border e-commerce. Therefore, this study highlights the importance of reshaping facilitation measures for e-commerce exports based on risk and compliance management theories to a system encouraging exporters' voluntary compliance. Originality/value - This study's academic significance derives from verifying the relationship between trade facilitation instruments and risk and compliance management procedures using an actual case in Korea. It is also of practical importance in navigating the directions for improving facilitation measures for e-commerce exports in a changed compliance environment.

제품 및 서비스 개선을 위한 기술기회 발굴: 특허와 상표 데이터 활용 (Enhancing Existing Products and Services Through the Discovery of Applicable Technology: Use of Patents and Trademarks)

  • As markets and industries continue to evolve rapidly, technology opportunity discovery (TOD) has become critical to a firm's survival. From a common consensus that TOD based on a firm's capabilities is a valuable method for small and medium-sized enterprises (SMEs) and reduces the risk of failure in technology development, studies for TOD based on a firm's capabilities have been actively conducted. However, previous studies mainly focused on a firm's technological capabilities and rarely on business capabilities. Since discovered technologies can create market value when utilized in a firm's business, a firm's current business capabilities should be considered in discovering technology opportunities. In this context, this study proposes a TOD method that considers both a firm's business and technological capabilities. To this end, this study uses patent data, which represents the firm's technological capabilities, and trademark data, which represents the firm's business capabilities. The proposed method comprises four steps: 1) Constructing firm technology and business capability matrices using patent classification codes and trademark similarity group codes; 2) Transforming the capability matrices to preference matrices using the fuzzy function; 3) Identifying a target firm's candidate technology opportunities using the collaborative filtering algorithm; 4) Recommending technology opportunities using a portfolio map constructed based on technology similarity and applicability indices. A case study is conducted on a security firm to determine the validity of the proposed method. The proposed method can assist SMEs that face resource constraints in identifying technology opportunities. Further, it can be used by firms that do not possess patents since the proposed method uncovers technology opportunities based on business capabilities.

섬유 환경규제 대응을 위한 재직자 교육과정 개선방안 연구 (A Study on the Improvement of the Curriculum for the Workers to Respond to Textile Environmental Regulations)

  • This study aims to cultivate specialized professionals equipped with practical skills essential for compliance with textile environmental regulations and analysis of harmful substances. This is achieved through the revision and restructuring of educational programs targeting workers in the chemical analysis industry. To address this, a survey was conducted among chemical industry workers in small and medium-sized enterprises (SMEs) to gauge the demand for educational programs. Specifically, a survey was conducted among 240 SME workers who participated in the 2022 education curriculum to identify their educational needs and specific requirements in the field. The research findings indicate that the majority of SMEs recognize the necessity of education in the chemical field and express a strong willingness to engage in the curriculum. Particularly emphasized was the need to enhance practical skills crucial for compliance with chemical environmental regulations. Consequently, adjustments were made to the curriculum, reallocating time and increasing the duration of practical training. This enables trainees to directly operate analysis machines and interpret results. Additionally, in response to further educational demands reflected by survey participants, the curriculum was expanded from five to six courses, with adjustments made to existing educational programs. Based on these research outcomes, practical educational methods tailored to SME requirements are proposed, aiming to bridge the gap between regulatory compliance and industry needs.

중소기업에서 경영자의 배려와 용서가 학습조직 활동과 조직성과에 미치는 영향 (Effects of Executive Compassion and Forgiving Behavior on Organizational Activities and Performance)

  • Purpose - Currently, strengthening small and medium-sized enterprises (SME) in terms of competitiveness is a key economic issue. However, the problem is that many SMEs lack the internal competence required to cope with a rapidly changing market structure. Such problems can act as an obstacle to economic development, yet most SMEs in Korea are dealing with this problem today. A company's source of competitive advantage is changing from quantity to quality, facility to knowledge, and hardwork to creativity. Under such circumstances, a company should place learning and sharing of knowledge and continuously creating new knowledge as its priority. This study aims to identify the effect of a chief executive officer's (CEO) compassion and forgiveness - positive factors in organizational emotion - on learning organization activities and organizational performance, through a theoretical comparison. Research design, data, and methodology - For this study, SMEs based in Daejeon and Chungcheong area were selected. To secure credibility of the data, the subjects were selected among those who have been working at the business for six months or longer. The survey was conducted for 30 days from March 5, 2015 to April 5, 2015. Both offline and online surveys were conducted. Fifty companies were chosen and 700 questionnaires were distributed, with 506 used for analysis. Fifty subject companies (25 from Daejeon, 10 from Chungnam, 10 from Chungbuk, and five from Sejong) were selected and the objective, target, and survey content were explained to a manager at each company either face-to-face or on the phone. Of the total of 700 questionnaires distributed via mail or e-mail, 78.6% or 550 copies were returned. Excluding 44 insufficient questionnaires, the remainder, 506 questionnaires, were used for analysis. Results - This study analyzed how the CEO's compassion and forgiveness affects learning organization activities and organizational performance. First, compassion of the CEO at the SMEs directly affected the learning organization activities and indirectly affected the organizational performance. Second, forgiveness of the CEO at the SMEs did not affect the learning organization activities and organizational performance directly or indirectly. Conclusions - The study conclusions are as follows. First, CEO compassionate behavior at the SMEs was a significant variable that directly and indirectly affected learning organization activities and organizational performance. Therefore, the CEO of an SME can create a positive organizational atmosphere through compassionate behaviors in the organization. Second, the forgiving behavior of the CEO did not have direct or indirect effects on learning organization activities and organizational performance. However, the reason for a CEO to continue his or her forgiving behavior is because it strengthens employee resilience, commitment, and self-efficacy to protect the organization from negative influences such as layoffs, risks, and wrongdoings. The action of forgiveness does not have direct or indirect effects. However, the CEO shall continue such behavior to strengthen members' physiological resilience, commitment, and self - effectiveness, and to protect the organization from risks including layoff and external negative factors.
