지난 20세기 우리나라는 단시간 내에 산업화를 이룩하여 세계 12위의 주요 경제국으로 올라섰으나, 압축 성장은 사회의 모든 부문에 심각한 불균형을 초래했으며, 특히 수도권과 경부선축 중심의 발전전략은 지역경제 간의 불균형발전, 수도권 과밀화로 인한 각종 사회 경제적 문제를 노정시키고 있다. 국민의 정부 이후 행정수도 이전, 공공기관 및 연구기관의 지방이전 정책 등을 추진하고, 지역특화산업의 도출을 통한 중소기업의 육성 및 장려, 지역 균형발전을 도모하고자 하나, 중앙정부와 지방자치단체, 각종 이해집단의 이견으로 통합적이고 조화로운 지역균형발전에 대한 해법을 제시하지 못하고 있는 실정이다. 이에 본 연구는 정부의 지역 간, 산업체간 균형발전이라는 국정목표를 수행함에 있어 우리나라 지역산업 발전의 근간을 이루고 있는 중소기업의 자생적, 창의적 발전을 위한 지역균형발전 모형을 제시함으로써, 조화롭고 통합된 국가산업정책을 도모하고, 나아가 동북아 중심국가 실현의 기초를 제공하고자 한다. 그간 우리나라의 지역 중소기업정책은 수도권에 대한 입지규제와 지방에서의 하드 인프라스트럭처 구축을 중심으로 중앙정부의 하향식 정책 집행에 의해 추진되어 왔다. 정책의 유기적 연계성이 결여된 상태에서 부처별로 예산집행이 이루어짐으로써, 지역의 입지여건에 적합한 산업군집의 형성을 통한 지역경쟁력의 강화가 효율적으로 이루어지지 못한 것이 주지의 사실로, 본 연구는 지식기반경제 하에서의 지역 중소기업정책의 의미와 지역균형발전 모형의 구축 방안, 그리고 이에 근거한 지역의 중소기업발전 방안을 제시하였다.

The need for total enterprise management that covers from accepting orders, design, cost, procurement, manufacture, and delivery has been recently raised in order for efficient project management of small and medium size plant construction enterprises. This trend is reflected in the introduction of EPM(Enterprise Project Management) solutions by some shipbuilding enterprises and large construction corporations. In step with the trend, small and medium size plant construction enterprises are enabled to provide knowledge base in terms of reducing cost and production period and managing portfolio for accepting orders and attaining contract by inducing customized EPM This study presents a design of customized EPM based on a case study of a company. It exhibits a collaborative/collaboration resource-supply model which can be universally applied to small and medium size job-order production enterprises. The research discusses that under the assumption that information is shared internally between departments on planning, supply, manufacture, and quality control in order to create collaborative environment and close participation is created externally between suppliers and orderers, productivity can be improved in cost reduction through planning efficient collaborative supply model.

A business's Enterprise Resource Planning (ERP) solution is software that fully integrates the services that businesses require, continuously updates business processes and department operations in real-time, and so aids in the successful management of enterprise resources. Previously, ERP solutions were often deployed for large enterprises, but along with the strong digital transformation process, many small and medium enterprises have been deploying Cloud ERP (CERP) solutions. The objective of the study is to measure the factors affecting the successful implementation of CERP solutions at small and medium enterprises and the impact of successful implementation of CERP solutions on business process re-engineering and enterprise performance. Using a quantitative method based on data collected from 230 small and medium enterprises in Vietnam that have been implementing CERP solutions, the results show that there are 5 factors affecting, which are Organizational ERP Strategic, Top management Commitment, Data Security, Training in ERP Projects, Organizational Culture. Research results also show that Successful implementation of CERP has a direct impact on business process re-engineering and business performance. Based on the results, the study has made a number of policy implications in the successful implementation of CERP towards re-engineering business processes to improve the performance of small and medium enterprises.

본 연구는 교육훈련프로그램의 적절성과 학습조직, 그리고 인구통계요인(직종, 직급, 근무연한)이 중소기업 종업원의 교육효과와 지속적 교육 참여의도에 어떠한 영향을 주는지를 경험적으로 분석하는데 목적이 있다. 본 연구의 주요결과에 따르면 교육훈련프로그램의 적절성은 교육효과와 지속적 교육 참여의도에 긍정적 영향을 미치는 것으로 나타났다. 또한 기업의 학습조직 특성이 강할수록 이것이 교육효과와 지속적 교육참여의도에 긍정적 효과를 미치는 것으로 나타났다. 아울러 중소기업 종업원의 인구통계 요인으로서 종업원의 직급과 직종, 근무연한에 따라 교육효과와 지속적 교육참여의도의 차이가 있는 것으로 나타났다. 중소기업이 교육을 실시하고자 할 때 교육에 대하여 교육훈련의 적절성을 높이도록 설계하여 종업원들이 사전에 교육의 목적을 이해하도록 함과 동시에 기업의 학습조직을 활성화하는 노력이 중소기업의 교육훈련의 효과와 지속적 교육참여의도를 높일 수 있음을 본 연구결과는 시사하고 있다.

본 연구에서는 "기업 공고 연계 맞춤형 인력양성 프로그램"에 참여하고 있는 공고와 중소기업의 담당자의 설문 조사를 통하여 프로그램 운영 실태와 문제점 등을 조사 분석 하였다. 본 연구를 통해 분석한 결과는 다음과 같다. 첫째, "기업 공고 연계 맞춤형 인력양성 프로그램"의 목적에 대하여 교사들은 '산 학 연계를 통한 직업교육의 활성화'를 목적으로 인식하였고, 산업체 담당자들은 '중소기업에 전문 인력공급'이라는 목적으로 인식하고 있었다. 둘째, 교사들은 프로그램 운영이 학생들의 직무수행능력 향상 정도에 대하여는 대체로 긍정적으로 응답하고 있었으나, '우수학생 유치'에 있어서는 도움이 되지 못하고 있다고 인식하였다. 셋째, 산업체 담당자들은 프로그램을 통해 중소기업의 인력 확보, 수익 창출, 취업생의 직무수행능력의 향성 정도, 현장 적응력 및 학교와의 연계 및 상호 협력 관계를 유지하는데 긍정적이라고 인식하고 있었으나, 졸업생들의 기능 숙련도, 문제파악과 해결능력, 설비유지 보수 능력에 대해서는 부족한 면이 있다고 인식하는 것으로 나타났다. 일반적으로, 참여 학교 교사들과 산업체 담당자들은 "기업 공고 연계 맞춤형 인력양성 프로그램" 운영의 효율성과 발전 가능성에 대하여 긍정적으로 인식하고 있는 것으로 나타났다.

At present, tendency of ERP(Enterprise Resource Planning) enterprises is that many ERP enterprises from abroad are rushing into capture of small and medium enterprises at home actively. SAP Korea and Korean Oracle have already showed their new product targeting domestic market of small or medium standing enterprise, and more, even MS(Micro Soft) also rushes into this market in earnest. The domestic business circle of ERP should prepare countermeasure by raising the perfection of product and having good command of minute marketing strategy to survive from aggressive strategy of SMB market. In addition, about the computerization of main affairs of business, ordering developing process was general that developing staffs analysed the affairs of each department that needed computerization and construct according to the operation process by using different tools, but condition is changing that businesses themselves are purchasing business application package from expert soft program enterprise and construct. Therefore, in this study, I try to grasp the problem of management, and define a new process that can help for more efficient management by making it an object producing and management module of enterprise 'K' that is one of domestic small and medium enterprise and that is operating ERP at present. As well, through the analysis of affair related producing, we are aiming to prepare for establishment of target, its range, and making the standard of result evaluation.

Purpose - The purpose of this research paper is twofold. First, this paper attempts to grasp the damage caused to small and medium-size retail traders from online wholesalers in the field. Second, this paper engages in a psychological characterization of the enterprise spirit and the management of small and medium-size entrepreneurs in the retail trade business that are harmed by online wholesalers. Research design, data, and methodology - Data on three large Korean wholesalers engaged in ongoing litigation during the first half of 2014, including E-Mart Traders E-Club, and regarding applications for business adjustments from three large wholesalers were used. Results - The results show that small and medium-size distribution merchants seek political support for facility modernization, policy-specific funds, development of the distribution of PB products, advanced distribution techniques, joint logistics systems, establishment of distribution and logistics centers, sharing of parking facilities, and joint ordering systems. Conclusions - This study examined the damage to, and the government's support of policy demands from, small retail traders.

This paper is present the Technology Orientation affects to Enterprise Management Performance. In order to carry out this research, we obtained 212 survey sheets and inspected ten assumptions based on the reliability, validity of the questionnaires. The results of regression analysis are summarized as follows; First, the factor of Technology Orientation, research development activity, affects to all factor of Enterprise Management Performance significantly. Second, the factor of Technology Orientation, research development environment, only effect on the technology performance. Third, research development ability is affect to technology performance and new product performance that factor of Enterprise Management Performance. Finally, technology industrialization ability isn't affects to Enterprise Management Performance significantly. Based on the results, we are recommendations for small and medium-sized manufacturing enterprises.

The importance of reliability information management for an effective product quality management has been increased. Reliability management requires many different kinds of human and technical expertise and cost over the various discipline in the organization. However, it is difficult task to set up appropriate and effective life data analysis because of lacking engineers with reliability knowledge, statistical background and of funds in small and medium-sized enterprise. It is needed to develop a low cost implementation architecture of reliability information supporting system for small and medium-sized enterprise under web environment. In this paper, research efforts are presented to solve such problems of small and medium-sized enterprise under web environment.

To facilitate a better understanding of the benefits, problems, and issues associated with the use of Internet and (World Wide) Web in business, we conducted an exploratory study on the use of Internet and Web by Small and Medium Enterprise(SME) using the Action-Audience Model. The Action-Audience model categorizes business use of the Web: to provide information (Informational Web), to carry out business transactions (Transactional Web), and to support business activities (Operational Web). The model also recognizes different audiences of the Web. The study shows that SMEs are in the early stage of Web use.
