The development of knowledge service needs assessment model for small and medium-sized businesses (중소기업을 위한 지식서비스 수요 조사 모형 개발)

  • The status of small and medium-sized enterprises has been changed into more independent business entities rather than simply subcontractor so that the utilization of specialized knowledge has been much more necessary for the survival in the market. However, small and medium-sized enterprises, it is difficult to sufficient investment in knowledge services due to limited resources relative to large enterprises and demand for knowledge services business of government support is growing. For this reason, it is important to measure accurately the demand for knowledge services of small and medium-sized enterprises in knowledge management for effective utilization of knowledge service. In this study, we analyzed previous studies on small and medium-sized enterprises knowledge services that can be utilized in a comprehensive way. As a result, we developed knowledge service needs assessment model based on five critical success factors for continual growth and 12 types of knowledge service. This model has been modified and supplemented through expert meeting using delphi research method and topic modeling analysis using secondary data. This study is attempted to appropriately measure necessary knowledge services for small and medium-sized enterprises so that generated the evaluation model of knowledge service demands, comprehensively dealing with core knowledge services for many kinds of business entities. It is expected that the developed model will be a useful tool to understand and evaluate knowledge services demands of enterprises.

  • The current technology drain at small and medium-sized enterprises in Korea is very serious. According to the National Intelligence Service's survey data, 69 percent of technology leaks are made through employees of small and medium-sized enterprises. A document security system was introduced to compensate for the problem. However, small and medium-sized enterprises are not doing well due to their poor environment. Therefore, it proposes a document security system suitable for small businesses by developing a location information machine learning system that automatically creates a document security Green Zone through learning, and an ECM-based electronic document leakage prevention system that manages generated Green Zone information by reflecting it into the document authority system. And step by step, propose a universal solution through cloud services..

  • This study was motivated by a practical need for estimating the macroeconomic effect of government IT Promotion investment, specifically for micro and small firms. Small firms have been in a disadvantageous position to adopt and utilize new IT compared with medium or large-sized firms. Small firms don't have enough resource to acquire IT in general, therefore private IT companies don't have much incentive to develop IT services and products for small firms. Lack of feasible IT solutions for small firms again restricted active IT adoption of small firms. Government recognized the vicious cycle, therefore decided to promote private IT companies to develop IT services and products for small firms's. Our main concern was to identify a relevant government supporting Policy, especially in the amount and the period. To do this, we first constructed a system dynamics simulation model to Investigate important factors and causal relationships among them. Simulation results showed 2.19% of GDP contribution and 0.16% of employment contribution in max from small firms' IT adoption. Also we could find that investing proper amount for a short period would be for better than maintaining Investing small amount for a long period.

  • Purpose: This study is to identify factors associated with performance of occupational health services in small-sized workplaces in Korea. Methods: The data were collected from a random sample of 1,158 occupational health managers working for small-sized workplaces across the nation in which occupational health services were supported by Korean Industrial Health Association. A structured questionnaire was self-administrated by occupational health managers about characteristics of workplaces, occupational health managers, and performance level of occupational health services. Results: Stepwise multiple regression analyses revealed that factors associated with performance of occupational health services in small-sized workplaces included supervisor being designated, occupational health manager having received safety and health training, and employer's concern with activities of health management. Conclusion: Government should make efforts to raise the level of employer's concern to occupational health activities. And it is needed to promote health managing staff as a core personnel to self-management for occupational health system.

  • Purpose: Business agility is an important key to survival for SMEs in Indonesia, especially during the COVID-19 pandemic. Indonesian local product distribution and service distribution are mostly served by SMEs. Agile businesses will be able to assist them in the proper distribution of products and services. This research examines how the direct and indirect influence of IT capabilities on business agility through organizational learning and business intelligence for small and medium enterprises in the distribution of Indonesian products and services. Research design, data and methodology: This research uses SEM method with SmartPLS tool. The sample of this research was conducted on small and medium enterprises in the distribution of Indonesian products and services. The sample obtained in this study was 202 SME owners or managers (strategic level). Results: Business intelligence plays a key role in improving business agility. The results of IT capability can directly and indirectly affect business agility through organizational learning. Conclusions: Business intelligence has the biggest role in increasing business agility in SMEs in Indonesia. IT capability has an indirect effect on business agility through organizational learning. The findings of this study prove that IT capabilities do not indirectly affect business agility through business intelligence.

  • Relentless competition and price cutting race make small/medium software business very difficult to maintain their business. Especially small software businesses are often at a disadvantage when they try to win government contracts, Due to the characteristics and importance of software industry, there is no doubt that government support for mall/medium software business is indispensible. In fact, the development of the US software industry has been strongly influenced by government policy during postware period. This paper attempts to examine the general small/medium business supporting policies currently implemented. In addition, policies in the construction industry and the US federal government are explored, in order to find appropriate roles the government should play.

  • Construction management system has been needed to be anchored and revitalize in these days, since it was entered into a domestic market. We could consider application of CM services as a challenge of construction project system and a way to get to an advanced nation in construction field. Application of CM services could be possible in public projects by a regime. However, in case of private construction projects, it is hard to apply it without understanding of substantial necessity and propriety. so in this study, we find a application method of CM services to private small-midium construction projects, and make CM services item table of CM services for revitalization by examining the cases that applied to in private small-medium construction projects.

A Study on Improvement of Subcontracting System for Software Project (소프트웨어사업 하도급제도 개선에 관한 연구)

  • Small/medium software businesses are often at a disadvantage when trying to win government contracts. Rather, most of small/medium software companies work with larger companies in the form of subcontracting. In its broadest meaning, subcontracting refers to the purchase of a part of a product or process from a different company. Appropriate subcontracting system helps both large and small software firms keep in healthy. However, many problems regarding subcontracting have been reported and recognized as one of major obstacles impeding advancement of the software industry. This paper examines the current problems in subcontracting system by conducting a field survey and proposes directions to improve the system for software project. It suggests revision of 'Software Industry Promotion Act' to induce fair relationship among software firms.

A Study on the Presence of the Information Management Division and its Effect on the Digital Divide among Different Regions of Korea

  • With the confirmation of the Free Trade Agreement (FTA) and as cheap foreign agricultural products are beginning to be freely distributed in Korea, the government has taken a greater interest in securing the competitiveness of domestic agriculture. Accordingly, the Korean government has presented plans to advance the interests of 'small but strong farmers' and secure their competitiveness in line with the agricultural conditions in Korea. The government also announced that it will focus on leading these efforts in rural areas. The main thrust of this plan to support 'small but strong farmers' focuses onutilizing advanced peripheral technologies such as IT and BT; however, there are only a few Information Management Division centers currentlyoperating across the nation, and these are mainly in the IT-related divisions of the Agricultural Research and Extension Services and Agricultural Technology Centers. Therefore, in this study, we used the responses from a survey of farmers to identify regional differences in informatization levels and the digital divide among 'small but strong farmers' according to the presence or absence of an Information Management Division center. As a result, we found that the 'small but strong farmers' in regions with an active Information Management Division center received more IT services and had a higher level of informatization. Thus, to increase the use of IT-related peripheral technology by these 'small but strong farmers', it is important to maintain or increase the number of Information Management Division centers.
