해안개발사업의 부유토사 저감방안의 현황 및 개선방안 - 오탁방지막을 중심으로 - (Status and Improvement of the Mitigation Option to the Suspended Sediments in Coastal Development Projects - Focused on Silt Protector -)

  • The study investigates the problems of silt protector used for mitigation measure of suspended sediments (SS) during coastal construction and provides their improvements based on the field investigation and analysis of the environmental impact assessment reports for the coastal development projects of Korea. The field investigation along west, east and south coasts of Korea reveals a variety of problems in the installation and management of silt protector solely used for the SS mitigation in Korea. Major problems include installation itself, low cost and quality of silt protector, and maintenance. These problems superimpose the effectiveness of silt protector in mitigating coastal environment impact. The present study provides the specific guideline on the project type needed for the installation of silt protector, installation standard and planning, maintenance and management. The study also suggests new mitigation options such as environmental window to limit the construction period and environmental dredger to compensate for the deficits of silt protector.

준설공사시 발생하는 부유물질의 확산 및 단일오탁방지막의 효과분석 (Diffusion of the Suspended Matter Caused by Dredging and the Effect of the Single Silt Protector)

  • The purpose of this study is to determine the distribution of the suspended matter caused by dredging at the northeastern part of Kwangyang Bay and to determine the effect of the single silt protector for it. According to the direction of the tidal current, six sampling stations were chosen from the dredging site to the southeast. At the high tide, the high concentration of the suspended matter was observed below the mid-depth near the dredging site. As the tidal currents were stronger. its concentrations below the mid-depth at the inner stations of the single silt protector were rapidly increased, but those of the outer stations did not show any significant change. The concentrations at the inner stations of the silt protector at that time were from 20~140mg/l and those of the outer stations, which was only about 30 m apart from the inner station, were from 20~30mg/l. It suggests that the large amount of suspended matter caused by dredging were moved to the inner stations near the silt protector at the ebb tide and that the silt protector is very effective for the suspended matter.

  • This study investigates reducing characteristics for the spreading of dredged soil and the diffusion of contaminant by silt protector curtain through three dimensional numerical experiment. The numerical medel is modified by combining the sediment transport characteristics for cohesive sediment into the previously developed model. Several numerical experiments have been given in order to investigate the reducing effect of silt protector using two dimensional numerical channel model under various parameters such as upstream flow velocity, depth of silt curtain and the position of dumped materials. Through the evaluation of several simulation results, we knew that the careful design has to be given in the determination of depth and position of silt protector.

  • In this study, a mathematical model for flaw with silt protector is proposed that adds a second-order energy loss term in the momentum equation. The three-dimensional numerical model was developed based on mathematical models and verified through comparison with flume test results. Loss coefficients were evaluated through the flume tests and applied to the numerical model. It was found through the investigation of various example cases that the downstream flow pattern was affected mainly by penetration of the silt curtain, not by the approach velocity, and also that the blocking effect of velocity was increased by the increase in mesh density of the silt curtain, below a certain mesh density. The blocking effect did not increase further above a certain mesh density.

한일간 오탁방지막 설계 비교 (Comparison of Silt Protector Design Between Korea and Japan)

  • 준설, 매립, 사석투하 등과 같은 항만공사에서는 필연적으로 부유토사가 발생하여 해양환경에 영향을 미치고 있는데, 부유토사의 확산에 의한 해양오염을 방지하기 위해서 현재 가장 널리 쓰이고 있는 방법은 공사구역 주변을 외부와 차단하는 오탁방지막이다. 본 논문에서는 국내의 오탁방지막의 설계기준을 일본의 설계기준과 비교함으로써 국내의 설계기술의 개선을 도모한다.

질량-스프링 모델을 이용한 해수 중 오탁방지막 거동해석 (Behavioral Analysis of Silt Protectors in Seawater Using the Mass-Spring Model)

  • 오탁방지막이 바닷물 속에 설치되어 있을 때 조류와 파도가 변할 때 움직임과 앵커 파주력을 초과하는 유체력이 작용할 경우의 이동 메카니즘을 질량-스프링법으로 해석하였다. 설치 위치는 전남 진도군 임회면 굴포리 동령개 포구 해역이다. 앵커의 파주력을 초과하는 장력은 0.05 m/s에서는 318초 후에 도달하였고, 0.15 m/s에서는 77초, 0.25 m/s에서는 43초, 0.3 m/s에서는 37초 후에 앵커가 움직이기 시작하여, 조류 속도가 0.01 m/s로 증가함에 따라서 평균 11.2 초 정도, 앵커 이동시작 시간이 단축되고 있었다. 조류만 작용할 때와 파랑이 추가될 때의 차이점은 유속이 느릴 경우, 앵커의 이동이 시작되는 시간의 차이가 7.6 % 정도 발생하였으나, 유속이 빠른 경우는 4.3 % 미만으로 큰 차이가 없이 앵커 이동이 시작되는 것을 알 수 있었다. 조류 속도가 0.13 m/s를 초과하고 파도의 방향이 일치하면 주변의 해저 구조물과의 충돌로 인해 오탁방지막 성능이 정상적으로 작동하지 않을 수 있으니, 오탁방지막을 바다에 설치할 때 해수의 흐름 상황 등을 질량-스프링 방법으로 면밀하게 검토해야 한다.

천해역 점성토 지반에 적합한 오탁방지막 기초 앵커 (Compatible Anchors of Silt Protector in Shallow Sea with Mud Seafloor Material)

  • The Navy has tested the holding capacity of many kinds of anchors in order to propose the design chart for the holding capacity of drag-embedment anchors. The design chart is only applicable up to the cable bottom angle 60 when load is raised to the ultimate weight. However, the anchor experiences a significant uplift force when the angle is above 60 in shallow seas. In this paper, the procedure for the estimation of the holding capacity of anchors in mud is proposed. Drag-embedment anchors do not function well when there is a significant uplift component of load in soft seafloor materials, such as mud. Under these loading and seafloor conditions, gravity anchors seems to be more efficient. However, they are too heavy for their holding capacity. Therefore, suction pile (hollow concrete block) is more beneficial to the foundntion of silt protector in shallow sea with mud seafloor materials.
