  • The paper describes the history and the evolution of the conflict of the Saemangeum reclamation project, focusing on the court trial processes. The Saemangeum project is the world largest coastal reclamation work, regarded as the most controversial environmental issue in the recent history of Korea. Due to the severe pollution found in Lake Sihwa in 1996, the Saemangeum project began to receive a large degree of public concern on the water quality of the proposed artificial freshwater lake. Unlike the Sihwa case, the Korean court system intervened to resolve the heated conflicts between stakeholders in the Saemangeum case. Based on the same set of facts, the Korean courts showed different perspectives on the economic feasibility, value of the ecosystem, land use, and water quality, which represents the limit of legal system to address complicated environmental problems. After the final judgment by the Supreme Court, 'the Special Act for the promotion of the Saemangeum reclamation project', was enacted with strong political support from local leaders and congressmen. A more developmental-oriented land use plan came out in 2009 based on this Act. The Saemangeum project walked along the different pathway from the Sihwa case. The area should be managed in sustainable manners to appropriately consider conservation and development for the prosperity of local residents and future generations.

  • In this study the feasibility of usage of raw sludge (sludge from water treatment plant) and chalk from schools and institutes was investigated to remove the phosphorus in water and wastewater. In this study phosphorus removal efficiencies of sludge and chalk were investigated by changing various factors. The time to reach the equilibrium using chalk and raw sludge under different pHs was obtained. Based on this result, Freudlich adsorption isotherm was applied. Results showed that a portion of phosphorus was removed by adsorption to chalk and raw sludge. The phosphorus removal efficiency using calcinated chalk was about three times higher than that of chalk. It means that some portion of $CaCO_3$ contained in chalk was converted to CaO by calcination and this was proved by X-ray diffraction experiment. About 90% phosphorus removal was observed using sludge and calcinated chalk respectively while about 20% phosphorus removal efficiency was achieved using chalk from the water sample in Lake Sihwa.

  • The study for detecting suspended sediment distribution in Lake Sihwa, which has a large surface area and coastal area, using remote sensing technique was carried out with development of satellite data collected since 1970. The research, however, analysis of spatial distribution and quantity, is not common in domestic study and useful algorithms have not been proposed. In this study, a suspended sediment algorithm was composed with in-situ data obtained in study area and remote sensing reflectance obtained in-water optical instrument, which has SeaWiFS wavelength bands. However, when the algorithm was applied to Landsat TM data, including an in-situ data set, and some problems arose. The composition of the algorithm which was structured with band difference and band ratio showed the correlation of $R^2$=0.7649 with concentration of suspended sediments. And, between calculated and observed concentration of suspended sediments there was a correlation of $R^2$=0.6959. However, remote sensing reflectance obtained from Landsat TM is not good for the estimation of concentration of suspended sediments, because of high concentration of chlorophyll and CDOM(colored dissolved organic matter).

  • The Lake Sihwa watershed includes industrial, urban, and rural areas simultaneously. In this study, we analyzed the characteristics of dissolved organic matter (DOM) in spatial-temporal runoff patterns at representative sites having different land use in the watershed of Lake Sihwa. The result of synchronous and 3D-EEMs(3-Dimensional Excitation Emission Matrix Spectroscopy) analysis in 4TG (industrial area), fluorescence distribution and variation clearly appeared in the Fulvic-like fluorescence (FLF) and Humic-like fluorescence (HLF) regions along with the Protein-like fluorescence (PLF) region. A characteristic that Peak A (HLF) region fluorescence intensity did not decrease and the HLF region of fluorescence intensity and spatial-temporal changes clearly appeared during rainfall in AS (urban area). The results of fluorescence analysis in MS did not show great changes in PLF and FLF while showing that fluorescence intensity changes over time in the Terrestrial-like fluorescence (THLF) region increased greatly. In conclusion, our results showed significant differences in the runoff characteristics of DOM particularly in industrial, urban and rural area, and these differences should be considered for the efficient controlling of DOM in the watershed.

  • Feasibility of floating aquatic plants (Eichhornia crassipes and Water dropwort) was investigated in order to control of sewage depending on various initial loading in a lab scale test. In addition, field test was conducted to assess the uptake rate of nutrient by E. crassipes. Lab-scale test applying primary domestic effluent operated at 4 day HRT shows that the highest uptake rates were 1.06 g N/$m^2{\cdot}day$ and 0.39 g P/$m^2{\cdot}day$ in the E. crassipes reactor. BOD removal efficiency in E. crassipes reactor was as high as 80% when the loading value was lower than 185 kg BOD/$ha{\cdot}day$. While 70 ~ 80% removal efficiency of BOD was achieved when the loading value was lower 80 kg BOD/$ha{\cdot}day$ at the W. Dropwort reactor. Experiment results show that E.crassipes has a higher nutrients removal efficiency than W. dropwort under high pollutant loading. Input loadings of TN and TP should not exceed to 10 kg TN/$ha{\cdot}day$ and 2.0 kg TP/$ha{\cdot}day$ respectively to provide a 50% TN and 80% TP removal efficiencies using E. crassipes. The field test demonstrated that an annual yield of E. crassipes mass was estimated as a fresh weight of 30.9 $m^3/ha{\cdot}yr$. E. crassipes grown in field pads absorbed 76.7 kg N/$ha{\cdot}yr$ and 13.4 kg P/$ha{\cdot}yr$ as a dry weight.

  • In order to diagnose the water environment and assess the water quality restoration, long term trend of water environment has been surveyed at 3-R stations from 1994 to 1999 in Lake Shihwa. Annual mean values of $COD_{Mn}$, Chlorophyll a, total nitrogen, total phosphorus and Secchi depth are ranged in 5.2-15.1 mg/L, 7.3-14R.1 jlg/L, 1.50-4.84 mgN/L, 0.055-0.281 mgP/L and 0.5 -1.4 m, respectively, during the study periods. Carson's trophic state indeies were varied from mesotrophy in 1994 and 1995, hyper-eutrophy in 1996 and 1997, to meso eutrophy in 199R and 1999. After dike construction, water quality were rapidly deteriorated by allochthonous and autochthonous loading of high nutrients and organic carbon. Eutrophication phenomena were characterized by massive phytoplankton blooms and high concentration of COD. However, after onset of restoration program, lake water quality was rapidly restored to the level of just after sea-dike construction. The diversion of waste water inflowing from the Panwol and the Sihwa industrial districts which was started from March, 1997 has contributed to improve water quality in the surface layer. And the tidal mixing (sea water inflowing) through the continuous gate operation was the most effective measure to the whole lake restoration.ration.

  • To evaluate the pollutant removal efficiency and clarify the cause of low removal efficiency of the wetland, temporal and spacial distributions of water quality were investigated at 16 sites in the Sihwa constructed wetland. The removal efficiency showed a tendency to decrease since the construction of the wetland, except for TN. In addition, the efficiency was largely varied with season, especially BOD and TP. No removal efficiency of BOD was observed in April and July when algal bloom was occurred in lower part open water of the wetland. On the other hand, TP showed no removal efficiency from April to August showing -291% of removal efficiency in August. From the horizontal distribution in closed water regions, SS concentration for the central area was significantly higher than for left and right areas(p = 0.013, center > left > right areas). From the results of this study, we infer that anaerobic condition due to the excessive accumulation of organic matters and lack of uniformity of water flow distribution are major factors of the low removal efficiency of the wetland.

  • To estimate the pollutant removal efficiency by surface sediment, matter content within surface sediment and its release from the sediment were investigated at 12 sites in the Sihwa constructed wetland. The content of COD, TOC, IL, TN, and TP within sediment varied temporally and spacially, showing ranges of 4.1~7.7 mg/g, 0.29~2.81%, 1.88~8.15%, 0.03~0.35%, 362~1,150 ${\mu}g$/g, respectively. The contents of organic matter and TN were significantly highest in March and decreased towards fall (March${\geq}$May${\geq}$July${\geq}$September, p=0.003 for COD, p=0.001 for TOC, p=0.017 for IL, p=0.015 for TN), whereas TP content was not significant statistically in difference between sampling times. The contents of heavy metals also varied largely with sampling sites and times (As:3.5~3.9 ${\mu}g$/g, Cd:0.08~0.38 ${\mu}g$/g, Cr:51.8~107.0 ${\mu}g$/g, Cu:16.4~81.8 ${\mu}g$/g, Pb:26.~81.8 ${\mu}g$/g, Zn:85~559 ${\mu}g$/g). As compared with sediment quality guideline, the content of organic matter within surface sediment of the Sihwa constructed wetland was classified as unpolluted level. In contrast, the contents of TN, TP and heavy metals were classified as medium or severe pollution state, except some heavy metals (Cu and Pb). From the results of release experiment, TN, Pb, and Zn tend to be removed by surface sediment, but TP, Cd, and Cu have a tendency to released from sediment. Therefore, a relevant plan to improve the removal efficiency of pollutant (especially phosphorus) by surface sediment in the Sihwa constructed wetland is needed.

  • Currently serious conflicts of interests are arisen for the use of coastal area in Korea. However, there no mediation program, mediators' consistent policies and reasonable laws to resolve conflict of interests which may be arisen when developing coastal area. The objective of this study is to lay the evaluation criteria for the formalized objective evaluation among disputants of coastal conflicts for the better understanding and characterizing of coastal conflicts in Korea. In order to do so, this study has adopted for the extraction of the evaluation factors to describe the present conditions of conflicts in the selected study area(Sihwa lake), to analyze the problems, and then to explore alternative approaches for resolving the conflicts. As research methodologies, we have depended upon literature review and field survey methods. As field survey methods, we employed structured questionnaires for the various samples from the experts of research institutes, professors, representatives of NGOs and citizens. Survey results suggested that 5 representative elements comprising 35 detailed elements could be identified. Based on these results, this study was able to identify and classify the evaluation factors and help to resolve coastal conflicts in Korea.
