보행신호를 대기하는 보행자의 안전에 관한 연구 (A Study on the Safety for Pedestrians Waiting for Signal)

  • The number of big traffic accident cases of pedestrian death appeared to be minor, however compared to death rate in car to car accidents is very high and quite a few of the pedestrian death rates among all traffic accidents are counted to be almost 40%. Previous pedestrian safety studies were mostly aimed at reducing the degree of pedestrian injuries from a vehicle to pedestrian collision, and less at preventing a collision itself. This research was conducted with a method of using road facilities to prevent vehicles from rushing into the sidewalk. This research used one of the collision analyzing programs, called PC-Crash to simulate the vehicle rushing into the sidewalk. Based on the program, it could derive an optimal safe zone location where the pedestrian can wait for the pedestrian light safely. Also, changing road facilities such as pedestrian light pillars or signal controllers can widen 440% compared to the present safe zone. Accordingly, researchers have to consider a method to analyze and apply pedestrian safe zones along with road facilities location when designing a road.

  • 어린이보호구역 일명 스쿨존에서 어린이와 보행자 사망사고가 지속적으로 발생하고 있다. 2019부터 2021년까지 3년 동안 전국 스쿨존 내 어린이사망사고는 11건이나 발생했으며, 2022년 12월에도 서울특별시 강남구 초등학교 인근 스쿨존에서 초등학생 사망사고가 발생했고, 2023년 4월에도 대전광역시 서구 중학교 인근 스쿨존과 부산광역시 영도구 초등학교 인근 스쿨존에서 각각 초등학생이 사망하는 사고가 발생하는 등 최근까지도 어린이보호구역 내 보도에서 어린이 사망사고가 지속적으로 발생하고 있어, 스쿨존 내 설치된 안전시설 현황과 관련 규정에 대한 면밀한 검토가 필요한 시점이다. 국내 어린이보호구역 보도에 설치된 안전시설 현황과 관련 규정을 조사 ‧ 분석하고, 어린이보호구역 보도용 안전시설에 대한 제도개선 필요사항을 도출하였다.

노인의 거주지 주변 보행환경 인식이 만족도에 미치는 영향 (Influence of Perceived Neighborhood Walking Environment on Satisfaction for the Elderly)

  • The purpose of this study is to analyze the effect of perceived walking environment around neighborhood on satisfaction for old adults in Daegu. The study was conducted using 407 questionnaires were collected through the survey. The walking environment was categorized into accessibility to neighborhood walking facilities and walking environment around path. Regarding perception of walking accessibility, access to 'public transit stops' and to 'medical facilities' was relatively high. For walking environment, 'pavement condition', 'continuity of sidewalk', and 'slope of sidewalk' were rated relatively high. Multiple regression analysis after factor analysis of walking environment variables showed that religious and convenient facilities, park and leisure facilities, and medical and welfare facilities had a significant effect on satisfaction in walking accessibility. For walking environment the convenience for walking, safety for walking, and amenities for walking had a significant effect on satisfaction. The findings from this study can be used for improving the walking environment for old adults.

커뮤니티공간 활성화를 위한 임대아파트의 외부 커뮤니티시설 계획 특성에 관한 연구 (Evaluation of Outdoor Community Facility in Rental Apartment For Community Space Activation)

  • The purpose of this study is to provide basic data needed for planning and designing apartment community facilities in order to vitalize rental apartments. Outdoors community facilities of six rental apartments in Seoul were examined. The results are as follows. Firstly, the conditions of planning characteristics showed that the convenience is ranked as the highest priority of planning, compared to safety, friendliness and finally comfortableness. Community facilities are connected with the apartments and sidewalk providing convenient access for all apartment residents, there was little regard given to the features of comfortableness. Secondly, comfortableness of community facilities were shown to the lowest, compared to any characteristics. It is not easy to control noise and privacy in facility, and there are lack of near community facilities, for washing hands, drinking water and shielding from snow or rain, respectively. Thirdly, green facilities were shown to the highest applied friendliness more than other facilities. They were well outfitted with water space and gardening spaces, and robustly applied environment friendly materials and colors. Fourthly, resting facilities were shown to the lowest applied safety more than other facilities. Structure and material of facility are favorable but there is an absence of nonskid material and night-lightening system.

공공공간의 유니버설디자인 평가체계 개발 연구 (A Study on the Development of Universal Design Evaluation System in the Public Space)

  • Purpose: The main purpose of this study is to develop an evaluation system using the weighted-values of various users and experts for the public space to apply Universal Design, and additionally to find out the commonalities and differences by comparing the importance of evaluation indicators between users and expert groups. Method: A one-sample t-test was conducted to verify that the components of the public space to universal design application are suitable as evaluation indicators, and AHP(analytic hierarchy process) was performed to derive weight-values for the evaluation system. Results: The importance-values for the total 23 facilities to be used as evaluation indicators were derived by multiplying the weighted-values of each sector, domain, and facility by the disabled, non-disabled, and experts. To summarize the results of overall importance-values derived from the AHP, The disabled showed high-rank weighted-values in facilities of building sector > park & recreation sector > cross domain and low-rank weighted-values for sidewalk and roadway domain. The non-disabled showed high-rank weighted-values in facilities of park & recreation sector > roadway domain > building sector > cross domain and low-rank weighted-values for sidewalk domain. Experts mainly showed high-rank weighted-values in the cross domain and in facilities related to entry and movement to the target space in all sectors and domains. However, it showed moderate importance-values in the sanitary space. The disabled who are restricted to movement have a high demand for universal design in buildings consisting of vertical moving line, and non-disabled people who are not limited to physical movement have a high demand for universal design in parks and recreation sector for increased leisure time. It means that experts are important to recognize the principles of making space because they value cross domain and the key spaces and facilities for suitable the purpose of use. In addition, it can be inferred that non-disabled people have a higher demand for safety than disabled people due to their high importance in roadway domain and facilities of safety and disaster prevention. Implications: The significance of this study is the establishment of a quantitative universal design evaluation system for public spaces considering the different perspectives of the disabled and the non-disabled.

유니버설디자인 관점에서 이동약자를 위한 안경원 출입구 편의시설 실태조사 - 서울특별시를 중심으로 (The Field Investigation of Optical Shop Entrance Facilities for the Mobility Impairment from the Universal Design - Focused on Seoul Metropolitan City)

  • Purpose: Mobility impairment persons are all people who experience mobility difficulties in their daily lives, which makes up about 30% of the population in Seoul Metropolitan City; this number is expected to increase with population aging. As the number of mobility impairment persons in need of vision correction increases, it is necessary to create the Universal Design guidelines and to provide the foundation to access convenience facilities at the entrance of optical shops, a health and medical institution. Methods: Of the 2,282 optical shops located in Seoul, 252 optical shops were chosen for data collection of actual photos, from April 10, 2022 to September 4, 2022. Based on the photographs, the height difference between the entrance and the sidewalk, safety handles, and opening and closing methods of entrances were investigated, as these factors correspond to the accessibility and the mobility of the mobility impairment persons. Results: Of the 252 optical shops surveyed, 114 (45.2%) have resolved the problems of height difference through improving horizontal accessibility (61) or using ramps (53). 36 (14.3%) optical shops chose automatic doors for opening and closing methods of the entrance. Implications: The rate of installation of access convenience facilities for the entrance of optical shops is slightly lower than the rate of installation of ramps, surveyed by the Ministry of Health and Welfare. It is necessary to apply the Universal Design to access convenience facilities for the entrance of optical shops for not only the mobility impairment persons but all people, regardless of age or ability, to conveniently access healthcare services.

어린이 안전대책 실효성 향상을 위한 정책대상자 인식조사 연구 - 어린이, 보호자, 어린이이용시설 종사자 중심으로 - (A Study on the Perception of Policy Targets to Improve the Effectiveness of Child Safety Measure - Focusing on Children, Guardians, and Workers in Children's Facilities -)

  • 연구목적: 본 연구는 어린이 안전대책의 실효성을 향상시키기 위한 개선방안을 마련하고자 한다. 연구방법: 어린이 안전사고 발생 현황에 대하여 조사하였고 과거 정부 부처의 주요 어린이 안전대책을 분석하여 시사점을 도출하였다. 또한 어린이안전 정책 대상자인 어린이, 보호자, 어린이이용시설 종사자 1,000명을 대상으로 인식조사를 실시하여 향후 어린이 안전대책의 실효성 방안을 제시하였다. 연구결과: 어린이 생활공간(환경)의 안전도에 대해 보호자는 35.3%로 1/3 이상이 안전하지 않다고 응답하였다. 또한 보호자(95.3%), 어린이이용시설 종사자(89%) 모두 '교통사고'에 대하여 위험성이 가장 높다고 응답하였고 2번째 위험 요인은 부모(어린이이용시설 종사자 부주의)와 어린이이용시설 종사자(가정 내 보호자 부주의)가 상반된 의견을 보였다. 장소별 위험성을 살펴보면 '도로와 인도'를 가장 위험한 장소로 응답하였고 어린이안전을 위해 부모(64.3%) 및 종사자(78.3%) 모두 '부모'역할이 가장 중요하다고 응답하였다. 어린이 안전사고 예방을 위한 개선사항은 '도로교통 시설물 안전관리 강화' 응답률이 보호자 75.8%, 어린이이용시설 종사자 65%로 가장 필요하다고 응답하였다. 결론: 어린이 안전대책의 실효성을 강화하기 위한 방안은 다음과 같다. 첫째, 어린이 안전대책의 연속성을 확보하기 위해 2022년 8월부터 시행된 「어린이안전 종합계획」을 수립하고 정책 대상자가 체감할 수 있도록 실효성 있게 운영해야 한다. 둘째, 어린이 정책 대상자의 체감도를 향상시키기 위해 어린이안전 분야별 특성을 고려한 추진대책을 지속적으로 강화해야 한다. 셋째, 어린이 안전성 확보를 위한 분야별 안전인프라를 확충해야 한다. 넷째, 어린이 스스로가 안전성을 확보할 수 있는 안전교육을 강화하고 부모(보호자) 안전교육이 의무화될 수 있는 세부적인 대책 마련해야 한다.

드론 항공사진측량 기반 포인트 클라우드 데이터를 활용한 가로환경 조사 가능성 연구 (Applicability Review of Street Dimensional Data Survey Using Point Clouds Generated from Drone Photogrammetry)

  • 2021년 보행안전법 개정안이 발의되면서 보행자 안전의 근간이 되는 보행자길에 대한 전수조사의 법제화 및 의무화 가능성이 높아졌다. 이에 본 연구에서는 보급형 드론과 상용프로그램을 사용하여 사진측량 기법으로 가로공간의 포인트 클라우드 데이터를 생성하고 분석하는 적정비용의 조사방법론을 제시하고자 하였다. 또한 전국 지자체에서 자체적으로 보행안전법상 보행자길에 대한 전수조사를 자체적으로 실시할 수 있는지 여부에 대한 가능성을 살펴보았다. 이를 위해 실험 대상지 내 다양한 가로시설물 실측을 수행하여 드론촬영으로 획득된 포인트 클라우드 데이터를 기반으로 측정된 결과물의 정확도를 비교분석하였다. 분석결과 측정 오차범위가 공공측량 작업지침을 만족하는 것으로 나타났다. 고가의 장비나 소프트웨어를 제외하는 취지에서 무료오픈소스 프로그램으로 촬영결과를 분석하였으며, 실제 보도 관련 설계지침의 기준치들을 고려할 때 활용이 가능한 유의미한 결과를 도출하였다. 본 연구에서 제시한 방법론을 활용한다면, 향후 개별 지자체에서 보행환경개선을 위해 필요한 보행자길 전수조사를 용이하게 시행할 수 있을 것으로 보인다.

보육시설의 실외놀이 환경실태 및 환경특성에 대한 교사의 평가와 요구 (Care-giver's Needs and Evaluation on the Actual Condition of the Playgrounds in Child Care Facilities)

  • The purpose of this study is to classify playground types according to the physical characteristics of playgrounds in child care facilities, to analyze the needs of care-givers and to evaluate the adequacy of playgrounds according to playground types. The specific areas discussed in this study were the evaluation of the adequacy in the physical characteristics of playgrounds for children's outdoor play activities by the care-givers, who assist in the outdoor play activities of children and manage safety in the playground, and a report on playground requirements of them. Data was collected from field survey carried out to investigate the physical characteristics of playgrounds of 21 child care facilities. This survey incorporated a structured-questionnaire for the purpose of evaluating the adequacy of the physical characteristics of playgrounds (location and size of the playground, play equipments, the composition of play areas, ground covers, and location of sidewalk in the playground) by the 181 care-givers from the facilities and investigating the needs of them. The major results showed the following. 1) In field survey, it was observed that while the location and the size of the playgrounds varied widely, ground cover, play equipments, and the composition of play area turned out to be identical, regardless of the location and the size of the playgrounds. 2) The playgrounds were classified into five types according to the number of children and the size of the playground. The five types include A-type as a large-scale facility/smallsize playground, B-type as a small-scale facility/large-size playground, C-type as a small-scale facility/small-size playground, D-type as a middle-scale facility/large-size playground, and E-type as a large-scale facility/large-size playground. 3) The adequacy of the physical characteristics of playground in the D-type was evaluated to be higher than that of the other types. The adequacy of the C-type playground was evaluated to be lower than that of the other types in terms of size and the composition of play areas within the playground. 4) The care-givers of the D-type and the E-type playground expressed a desire to install various play equipments, while the care-givers of the C-type playground did not wish to install play equipment. 5) Various outdoor play areas were needed in the D-type playground.

도시부가로 이단 횡단보도 교통섬 설치 준거에 관한 연구 - 보행자 안전과 서비스수준을 중심으로 - (Study on the Installation warrants of staggered crosswalk traffic island on Urban Streets - Focusing on pedestrian safety and service level -)

  • 단횡단보도는 보행자가 도로를 두 번에 나누어 횡단하게 하는 횡단보도로 이는 보행대기 시간을 단축할 수 있고 주방향 녹색시간 비율을 증가시켜 신호주기감소 및 차량지체 감소에 효과적이다. 또한 보행자의 횡단거리 감소와 교통섬을 제공하는 기능으로 보행자의 안전 측면에서도 유용하다. 본 연구에서는 도로 기하구조와 보행자의 행동패턴들을 고려한 보행섬의 폭과 길이 등 단일로 상의 이단횡단보도의 설치 준거를 마련하고, 이단횡단보도와 기본형 횡단보도의 사고율을 비교 분석하여 보행자 교통안전 대책을 제시하였다. 본 연구결과, 이단횡단보도의 1억대 km당 사고율은 18.3으로 기본횡단보도 사고율 28.3에 비해 상대적으로 낮은 것으로 분석되었으며 사고발생위치 및 유형분석을 통해 이단횡단보도의 위험지역이 횡단 시작 지점임을 파악하여 이를 바탕으로 보행자 안전지대(여유공간)설치 준거를 제시하였다. 결론적으로 이단횡단보도의 설치준거는 4차로이상 도로에 설치하며 설치시 보행섬의 폭은 유효 보도폭 2.0m 이상이 되도록 차로폭을 조정하는 것이 필요하다. 또한 보행섬의 최소길이는 횡단 보도폭의 2배 길이, 최대길이는 보행자 대기 시간을 고려하여 설치하는 것이 보행자 안전과 이용측면에서 적절할 것으로 사료된다.
