최근 선원재해 감소를 위한 국내선사들의 많은 노력에도 불구하고 그 감소율은 둔감하고 있는 실정이며, 이에 관한 일과성 유사연구 사례는 있으나 선원정책의 인적요소를 중심으로하는 본격적인 연구는 부족한 실정이다. 따라서, 본 연구에서는 현재 승선중이거나 승선경험이 있는 선원을 중심으로 설문조사를 실시하여 선원재해에 관한 의식현황을 분석하여 해상안전 및 선원재해에 관한 대비책을 제시하고자 한다.

국가 간 국제무역 확대로 인한 물동량 증가, 국민의 삶의 질 향상에 따른 해양레저 활동의 증가 등 해상교통 환경은 빠르게 변하고 있다. 또한 선원의 고령화, 외국인 선원 증가 등 선박운항 환경도 변화하고 있다. 이러한 해상교통 및 선박운항 환경변화에 따라 시장에서는 해운선사의 수준 높은 안전관리 능력을 요구하고 있다. 본 논문에서는 해운선사의 해양사고, 항만국통제, 안전관리체제 등 개별 제도에 따른 안전관리 결과를 종합적으로 평가 및 관리할 수 있는 제도 도입을 위하여 국내외 유사사례를 조사 분석하고 모방전략을 적용했다. 모방전략을 이용한 연구결과에 있어서 모방산업과 제도는 건설업체 환산재해율 산정제도, 교통안전 우수사업자 지정제도를 선정했다. 두 제도를 분석하여 모방대상으로 근거법률, 평가지표, 인센티브를 추출하고 해운선사 안전관리 수준 평가제도를 위한 근거법 도입, 해양사고율, 항만국통제 점검률, 안전관리체제 심사율로 구성된 평가지표와 안전점검의 면제, 수수료 감면 및 심사시간 단축 등의 인센티브 방안을 제안하였다. 또한 제도의 신속한 도입과 지속적인 시행을 위한 모방시점과 방법을 단계별로 제시하여 제도의 지속발전이 가능하도록 하였다.

해상 구간에서의 선박 운항과 관련된 단위 비용이 선박 대형화에 비례하여 감소한다는 규모의 경제에 근거하여 최근 8,000TEU급 선박이 운항을 개시하였고, 10,000TEU급 이상 초대형선(Mega Ship)이 설계 단계에 있다. 기존 연구들은 대형항만에서 대형항만까지의 총운항비 관점에서 연구가 진행되어졌으나, 본 연구에서는 운항비, 항만비용(하역비 포함), 피더비용 등 총비용적 관점에서 허브항으로 선택된 항만별 경제성 평가를 하는데 목적이 있다. 이를 위하여 먼저 기간항로를 운항하고 있는 국내선사의 자료를 토대로 초대형 킨테이너선의 운송네트워크를 설정하고, 10,000TEU급 컨테이너선이 운항할 경우의 비용과 물동량을 적용하여 시나리오별 경제성 분석을 실시한다. 본 연구에서 제시된 3개의 시나리오는 각각 부산항, 상해항 그리고 요코하마항을 허브포트로 설정하였는데, 연구결과 부산항이 허브포트가 되었을 경우 가장 경제성이 있는 것으로 나타났다.

The traditional approaches to determine the flag of convenience and second register of flagging-out in Korea international ship register and investigater and weakness of those approaches are revealed. A realistic approach to determine the paper company of shipping and sub-standard vessel of shipbuilding is suggested by introducing register factors obtained from Norwegian and Denish international ship register experiment for the new register.

Purpose - This study aims to disclose the problems of both the government and the logistics industry regarding fourth-party logistics, and to provide various solutions at the level of enterprises as well as the government for the introduction of fourth-party logistics in China. Research design, data, and methodology - This study aims to reveal how a shipping company recognizes the creation of partnerships with fourth-party logistics providers, and it reveals several related implications. Results - Fourth-party logistics organizations can be used to achieve maximum business performance as professional logistics companies by incorporating the benefits of outsourcing and insourcing. Outsourcing logistics services through focusing on core competencies and improving customer service can have financial effects and advantages such as the simplification of labor issues. Conclusions - This study did not investigate Korean enterprises through an empirical analysis and provided fourth-party logistics concepts and promotional plans according to domestic and foreign literature. Further studies shall investigate not only the Korean fourth-party logistics model but also the training of logistics professionals to generate profits for both shippers as well as logistics enterprises.

Integrated Ship-Shore Information System makes use of advanced technology of marine mobile communication and extends the computer network of shipping company to ship. This system conveniently accomplishes the information exchange between company and ship, guarantees navigation safety and improves commercial performance. The framework of integrated ship-shore information system and the analysis of its function are provided in this paper. Meanwhile, the idea based on the specification of J2EE to build this system is put forward and the relevant technology is demonstrated.

2010년 3월 22일 "Ice Navigation"에 대한 경험과 자료 수집을 위하여 통영항(평택항)과 Sakhalin "Prigorodnoye항"을 운항하는 대한해운 소속의 "K. Jasmine"호를 승선하여 "Prigorodnoye항"에서 LNG $143,700M^3$를 선적하여 "통영항"에서 양하하는 과정을 경험하고 하선하였다. "K. Jasmine"호는 년 150만톤의 LNG 수입을 위한 "한국 ${\leftrightarrow}$ Sakhalin Project"에 투입된 LNG운반선으로서 "Russian Maritime Register of Shipping"의 "Ice Class LU2" 증서를 갖고 있는 선박이다. 이 증서는 선박이 60Cm 두께의 얼음 해역에서 Ice Breaker의 인도 아래 4Knots 이상의 선속을 유지할 수 있음을 보장받고 있다. 운항중 SEIC(Sakhalin Energy Investment Company)에서는 Ice map을 매일 제공하는 하고 있었으며, 이를 참조하여 본선에서는 계획된 항해를 수행하였다. 이 논문에서는 Ice Navigation선박의 성능 조건에 대하여 검토하여 향후 이 항로에 취항하는 선박에 지침이 되고자 한다.

중국경제의 지속적인 성장에 따른 동북아지역의 해상물동량 증가, 국민의 삶의 질 향상에 따른 레저활동 인구 증가와 선원의 고령화, 외국인 선원증가 현상 등 해상환경의 변화에 의한 해양사고 발생 가능성은 커지고 있다. 이에 정부는 안전수준 향상을 위한 해상교통의 체계적인 안전관리시스템 고도화 정책을 추진하고 있다. 따라서 본 연구에서는 국내외 도로교통, 건설업 등 안전부문에서 시행하고 있는 평가제도의 사례를 조사 분석하여 해운선사의 안전등급제 도입을 위한 제도의 목적, 도입방법, 평가방법 등을 제시함으로써 효과적인 제도도입 및 운영방안을 제시하고자 하였다.
