The Decision Criteria on the Transshipment Container Ports (컨테이너항만의 환적항 결정요인 분석)

  • Korea has been doing a two-port system as a main port development policy and developing the port of Busan and Gwangyang as the transshipment hubs in the northeast Asia. However, the growth rate of the transshipment container volume of the Gwangyang port in 2007 was sharply dropping more than 31.4%. The reasons why reduced the growth rate of transshipment cargo were from the port development in north China and the direct callings of ships. Therefore, it is time to evaluate the transshipment hub port policy of Korea. This study would recognize the decision criteria of shipping companies as customers for the transshipment hub in the northeast Asia by the AHP methodology based on Lirn et al. (2004). It has been known the costs of shipping companies and port location as the main first tier criteria for transshipment ports, and container handling charges, closeness to the main navigation route, carriers' strategy, and nearness to the feeder ports as the important second tier factors. Finally, the domestic terminal operating companies would focus on only a few attributes including the terminal cost factor, but the international shipping companies would be considering more several factors than they do. Therefore, the transshipment port strategy should be enriched in the near future.

A Study on Improvement of Korean Port Incentives (우리나라 항만 인센티브제도 개선방안 연구)

  • This study explores the incentive system in Korean ports to become a global logistics hub in Asia or to be competitive among Korean ports as a regional hub. First, we identified the types of port incentives in Korea and in overseas ports. We selected potential incentives applicable to Korean ports and compared whether they were meaningful, efficient, and effective in the short and long term. We selected IPA (Importance-performance Analysis) as an analytical method and surveyed users and experts. The results show that it is necessary and effective to provide incentives for new shipping companies, both export and import shippers, while setting criteria for reasonable incentives. Factors needed for improvement included simplifying and calculating the incentive request process, incentives for terminal operators, and new incentives, in addition to existing incentives. Policy-making organizations will also need to collect feedback on institutional improvements and raise awareness among users. Key factors for improvement include providing incentives for existing shipping companies. In particular, in order to actively manage systematic and efficient policies, incentive criteria for existing shipping companies need to be reconsidered.

  • Hydrothermal deposits on deep-sea floors are expected to provide potential metal resources for future demands. Korea was recently granted a prospecting licence to undertake exploration for hydrothermal metal deposits in the exclusive economic zone (EEZ) of the Kingdom of Tonga in the Pacific Ocean. The Korean Deep Seabed Mining Group (KDSMG), which consists of four Korean companies involved in marine technologies, oil and gas shipping, and smelter industries, has conducted research to evaluate the region's resource potential in cooperation with the Ministry of Land, Transport and Maritime Affairs (MLTM) of Korea. Here we present and reflect on the exploration results of these companies and their strategic plans. We also evaluate Research and Development (R&D) progress for the commercial development of seafloor hydrothermal deposits. Our own strategies and prospects for the commercial development of this potential resource are also outlined. We do acknowledge that other potentially important information regarding the amount of ore body, the inside structure, and the metal yields have not yet been clarified sufficiently. As such it is necessary to address these problems through experimental R&D and surveys.

  • Smart Maritime Autonomous Surface Ship(MASS) is aiming to provide eco-friendly smart maritime navigation service based on safety, reliability and efficiency for maritime safety and marine environment protection. In the future, it is expected to bring about a radical change across the marine industry such as marine, maritime, port, logistics, ship-building and so forth. Therefore, in this paper, policy priorities related to the introduction of MASS were identified, and response strategies for each industry were set up, and a policy plan for establishing a smart maritime logistics system covering shipping, port and shipbuilding fields was proposed.

Practical approaches to becoming the logistics hub of Northeast Asia (동북아 물류중심국가 추진전략에 관한 연구)

  • Purpose - The Northeast Asian Logistic Hub strategy was established to create a national competitive advantage in northeast Asia. Countries in this region are competing fiercely to become the central base distribution port as the volume of container shipping continues to increase due to the northeast Asian (especially Chinese) economic growth. The primary method by which shippers are improving their customer service and distribution is enhancing profits by minimizing call ports on the key route through strategic affiliations and the use of large vessels. Each nation is planning large-scale investments in the construction of sea ports that can accommodate large vessels. This paper proposes ways by which the logistical strategies of domestic corporations can keep pace with changes in government policy concerning the Northeast Asian Business Hub policy. It examines the logistics system in the Northeast Asian region, analyzes the government's Northeast Asian Business Hub policy, and suggests logistical strategies for domestic corporations through an analysis based on a questionnaire designed to grasp domestic firms' needs and goals. Research design, data and methodology - The purpose of this study is to determine how shipping companies establish partnerships with third-party logistics providers and draws out the implications of the results. The survey methods used were personal interviews and questionnaires distributed to a sample population through e-mail, fax, mail, and telephone. A total of 600 questionnaires were distributed, of which 165 were returned. Among these, ten were excluded due to insufficient content; ultimately, 155 were used for the sample. The statistical data collection process was analyzed through data coating and a statistical package program. Results - This study argues that greater flexibility in policies, administration, and systems will be needed to significantly improve established business practices. In this dissertation, we primarily identify that in order to become a center of northeast Asian logistics, Korea must adopt a new paradigm and abandon the existing systems that are based on the economic and social systems that have stemmed from bureaucracy, inflexibility, chauvinism, and equalitarianism. Flexible policies, administration, and systems will be necessary to improve business practices. Domestic corporations must establish a strategic logistics hub and related network while simultaneously pursuing value-added logistics businesses by increasing their manpower and building a logistics information system. This will strengthen their competitive edge and lead to system improvements. Conclusions - Domestic corporations must adopt a new paradigm and use more reasonable business laws, systems, and policies that are based on market-driven flexibility and transparency. Moreover, social norms and regulations should be established to help ensure political and social security. Korea must also develop a culture of tolerance for foreign companies. Finally, the paradigm defining the policy governing the development of the capital city and its satellite cities in this context must be changed.

A Study on Basic Strategy and Policy Direction for Incheon Port's Cruise Industry Development (인천항 크루즈산업 발전을 위한 기본 전략과 정책방향에 관한 연구)

  • The cruise industry is a future-oriented convergence industry based on tourism and shipping, and has attracted great attention not only in the global market but also in Korea. The rapid growth of Asian cruise population, especially in China, has had a considerable impact on both the global market as well as the Korean market. With the recent THAAD problem, the need for diversification of the market has been raised as the entry of cruise tourists from China has been greatly reduced. It is also time for a more systematic and comprehensive development strategy ahead of the opening of the new cruise terminal. This study draws out the problems based on the interviews with experts such as prefectures, travel agencies, and related organizations, as well as analyzing literature on domestic and overseas government plans, policy reports, and research data. Then, the SWOT analysis is used to develop the development strategy and explore the policy support direction. The research scope can be extended to sustainable development model through wider linkage of mid to long term strategy and policy.

A Study on the Demand of the Promotion Policy for the Oil and Gas Overseas Transportation Projects by AHP (AHP 분석을 이용한 원유 및 가스 해외 수송사업 진흥 정책 연구)

  • Korea's LNG and crude oil are the most important energy and export raw materials, but 100% import resources by overseas. However, tanker shipping companies, which play the most crucial role in energy cargo security, are very small in number and size, which can be a factor in the supply chain crisis. Therefore, this paper studied the policy of expanding tanker transportation necessary for the transport of crude oil and LNG in Korea. In the existing literature, there was no policy study necessary for tanker ships, but referring only to the importance of overseas energy development and transportation, so we tried to derive various demands necessary for expanding the tanker fleet through expert interviews and AHP which was conducted on 89 related energy institutions to derive policies and their priorities. The results of the study are as follows. As for the policy, the financial support policy was the highest priority, followed by the business and the mutual cooperation policy of related agencies. Tax support (22.6%) and ship financing (19.4%) were the highest priorities, followed by the Energy Intermediate Promotion Act (11.9%), Tanker Guarantee Insurance (10.6%), Energy Budget Independence (9.3%), and Korea Trader Development (8.2%). Energy governance (6.3%), information center establishment (6.2%), and energy procurement committee (5.5%) ranked seventh, eighth, and ninth. The research results show that it is necessary to supply sufficient ships to the market through the expansion of ship finance for tankers and to follow business support policies such as guarantee insurance. In addition, it was also possible to derive that the financial resources need to be determined by law and independent budgets for consistency and continuity.

A Study on the Factor and Influences of Decision Making for the Inland Trnsportation of Shippers (화주의 내륙운송 의사결정요인과 영향에 대한 연구)

  • In order to identify the factor and effect of shippers' inland transportation decision in North China and the Republic of Korea, the determinants of shipping liners, shippers and forwarders when selecting ports were extracted through previous studies and then analyzed using factor analysis and Fuzzy-AHP. As a result of analyzing the importance between groups, it can be found that while logistics costs at port and accessibility to hinterland are the most important factors for shipping liners, shippers and forwarders. Transportation cost by feeder is the most important sub factors for shipping liners. Inland transportation cost is the most important sub factors for shippers and forwarders. Through this study, it was recognized that one of the biggest concerns of shippers was reduction of inland transportation cost In addition, it was confirmed that the main factor of shifting the decision of the port selection from the shipping liners to the shipper is the reduction of inland transportation cost.

  • Korea ship management industry originated from overseas seamen employment business since 1963 in the Republic of Korea. Recently, new trend of shipping business has developed in a separate way with ship's ownership and management, that is, cargo business which is in charge of shipowner and practical affairs for ship operation which is in charge of specialized ship management company. Ship Management Industry is being focused as a new development engine with the anticipation of continuous development over 10% a year leading a competitiveness and saving cost in the world market. Therefore, "Draft Ship Management Industry Development Act" was suggested by the shipping business group and academic scholars as a result of continuous research for a long time. This was also submitted to the national assembly for adoption as a national law. The purpose of this paper is to make a contribution to the development of Korea ship management industry through the consideration of each article of this draft Act implications and suggestion of legal and institutional improvements. The result of this study will ultimately contribute to the growth of the Korean ship management industry and enhance their business scope internationally. For the above mentioned purpose, I focus on nurturing and supporting Korea ship management industry, and accreditation of superior ship management industry, etc. within the scope of the submitted draft act.

A Study on the Change of Environment in East Asia and the Development Strategy of Korean Shipping and Shipbuilding Industry in Busan Port (동아시아의 환경변화와 한국해운·조선산업의 중흥과 부산항의 발전전략에 관한 연구)

  • In the case of Korea, policy support for shipping companies is limited, and the financial support should address the scale and period of support. Comprehensive measures are needed to boost the chances of reviving the industry. In order to secure competitiveness, the shipping companies need to make continuous efforts, prepare for the future by strengthening environmental regulations, and ensure that they have the ability to be flexible in their responses. The shipbuilding industry witnessed some improvement last year amid severe recession, but reforms are needed to address external and internal structural problems; further, to gain the characteristics of future leading industries, it is necessary to secure core technologies, as well as differentiated and specialized industrial competitiveness among rival countries through joint government intervention and joint R&D investment. Taking these steps will ensure that it has environment-friendly vessels and economic shipbuilding capabilities. The competitiveness of Busan Port should enable the utilization of the geopolitical characteristics of East Asia and contribute to: regional economic revitalization; development of its status as hub port; and securing the position of developed countries in East Asian logistics. For this purpose, it is necessary to establish a strategy to: expand the usability of shipowners/carriers; improve the quality of port operations; improve the portability of the smart system; expand the port of mega-ocean carriers; speed up port operations; and create low-cost ports. The establishment of a network of four countries will also require long-term global linkages. For example, there is a need to establish a logistics network between Eurasia and the European region, which will use the Russian Land Bridge System, as well as that of China.
