Shipping protectionist measures are imposed to help the national fleet based on the protection that shares are low and that there are economic benefits from increasing them. Relative to the complexity of those objectives, protection is fairly simple and blunt instrument of policy. Shipping protectionist measures are classified into two groups on the basis of the nature of protectionist tools; finance-oriented and non-finance oriented instruments. The thesis aims to show non-finance oriented shipping instruments in the pre-WTO Period. Chapter 2 deals with the development of protectionism in shipping. Chapter 3 Classified non-finance oriented protection such as Cargo Reservation, Cargo Sharing and Cargo Control. Chapter 4 outlined and examined the effect of Non-Finance Oriented Shipping Instruments which was the most important in developing countries.

최근 전자상거래 비즈니스 사업 모텔 중의 하나인 e-Marketplace 모델이 각광 받고 있는 가운데 상당수 기업들이 e-Marketplace 사업에 투자를 하고 있거나 사업 추진을 고려중에 있다. 이러한 상황에 따라 해운 항만 분야에도 인터넷 사업의 진출기회가 확대되고 전략적 활동이 증가하고 있다. 또한 최근 항만관련 패러다임이 화물량 증대와 항만시설 확충이라는 양적 성장에서 고부가가치 창출이라는 질적 성장으로 바뀌고 있다. 선용품공급업은 전체 항만관련 산업에 있어서 중요한 고부가가치 창출업종 중의 하나이다. 하지만 광양항의 선용품공급업은 매우 영세하고 소규모로 운영되다 보니 항만서비스산업이 활성화되지 않고 있다. 따라서 본 연구는 광양항 항만서비스 산업의 발전을 위해 선용품 공급 확대를 위한 e-Marketplace 구축 방안을 제시하였다.

전 세계적으로 해운물류 안전 보안체계가 강화됨에 따라 국가물류보안 체계 구축을 위한 해운물류안전 보안 핵심기술 개발이 이루어지고 있다. 또한 미국에서 2018년 시행예정인 컨테이너 사전 100% 전수검사에 대응하기 위한 컨테이너 검색기의 핵심구성 요소인 Array 검출 시스템의 국산화 개발이 필요하다. 본 논문에서는 현재 자체 개발한 Test Digital 신호처리 Board를 가지고 TI-RTOS(Texas Instruments - Real Time Operating System)를 이용하여 개발한 Test Software Program을 제안한다. M4 MCU를 기반으로 GPIO, SRAM, TCP/IP와 SDcard등을 테스트 할 수 있는 프로그램을 개발했다. 또한 Array 검출 system 중 자체 개발한 Digital Signal Processing Board에 대한 연구를 제안하고자 한다. M4 MCU를 테스트 할 수 있는 테스트보드를 개발했고 FPGA와 MCU가 결합된 통한 X-RAY 디지털 신호처리 보드를 개발했다.

This study explores how to prevent the fraudulent export financing and its subsequent export insurance fraud in relation to O/A negotiation. Under the traditional letter of credit(L/C) transactions, the banks, as a negotiation bank, can extend trade financing to the exporters through negotiation of draft and/or shipping documents. Under the O/A transaction scheme, however, bank cannot ascertain existence of trade performance and it is much riskier to extend an advance financing to the exporters before the buyer sends confirmation of debt. In O/A negotiation. some exporters tried to fraud banks by falsifying the shipping documents and the size and gravity of this fraudulent export financing were huge. Therefore, this study examines the banking process in O/A-based trade financing, documents examination process, the negotiation of instruments, treatment of trade financing in export credit guarantee, most importantly, explores what could be the criteria for appropriate treatment of account receivable to insure the safe transfer of account receivable. To maximize the benefit for optimum trade financing, the Bank of Korea established several Trade Finance Rules (refers to "BOK Rules") requiring that commercial banks should maintain optimal credit limits(so called, 'the principle of optimal loan') to extend the trade finance. The K-sure post-shipment credit guarantee programs and short-term export insurance program(EFF)can also facilitate 'the principle of optimal loan' principle.

Traditional Industries were planning the major role for Taiwan's economy. However, we need to face the competition from developing countries. Moving manufacturing department to other low salary countries, such as China, can only temporarily release some limited pressure. The final and complete solutions are to equip on R&D, refine techniques, improve management capabilities, upgrade business, and reform physique. Currently there are some ERP systems on the market; however, they are designed for common purpose and difficult to introduce into industry. The expensive price is another factor to make them be popular. In this research we will Object Oriented, Visual Modeling, ER Model and Windows Environment to develop an Integrated Management System for Sports Requisites Industries (IMSSRI). We will integrate all information from all departments such as development, business, material administration, manufacture, shipping, and financial. When development people construct the all modules, components, cutting molds, materials and accessories, IMSSRI will calculate all needed materials and cost for each product. This cost will be used for quotation to report to our customers. When customers confirm the order, system will transfer all necessary materials into Material Administration System. IMSSRI can generate manufacturing forms and material raw lists for manufacture department. All related information such as stocking, returning goods, material requesting, and material returning can be integrated so we can control all details of the whole enterprise. Through the help of this system, we hope we can save man-power, reduce human mistakes, raise management capabilities for tradition manufacturing industries and create another possibility of eternal operating for Taiwan's Industries.

국제해사기구 (IMO) 는 회원국 정부에 대해 SOLAS, MARPOL, STCW, LL, TONNAGE, COLREG 등 6 개 주요 국제협약의 이행수준을 증진시키기 위하여 회원국 감사제도 (MAS) 를 채택하고 있다. 이 감사제도는 회원국의 요청에 따라 실시하는 자발적인 감사이나 우리나라는 국제신인도 및 해운산업 경쟁력을 제고하기 위하여 수감을 준비하고 있다. 본 연구는 MAS 대상 6 개 협약의 이행 현황 분석을 토대로 MAS 수감에 소요되는 비용과 감사 결과의 효과를 계량화하여 동 감사제도 도입의 타당성을 평가하기 위하여 수행 되었다. MAS 도입에 따른 비용편익분석 결과 편익/비용 비율이 200 정도로 나타나 투자비용에 비해 편익 효과가 매우 높음을 알 수 있었다.

국제노동기구(ILO)는 해상근로자의 근로조건 향상과 양호한 근로환경의 보장 및 근로인격의 향상을 위하여 꾸준한 노력을 기울려 왔으며 1996년까지 채택된 39개의 해사협약과 29개의 권고 채택하였다. 기존 해사협약은 새로운 해상 근로 환경의 변화에 따른 요구를 충족하지 못하며, 중복되는 것이 많고, 복잡한 개정구조로 인한 최신화의 어려움 등, 여러 문제점이 있다는 것이 제기 되어 왔다. 이에 ILO는 2001년부터 해사 노동기준의 기존내용을 최신화하고, 통합하는 작업을 시작하여 2006년 2월 23일 2006년 해사노동협약(Maritime Labour Convention2006)을 채택하였다. 따라서 여기에서는 기존 해사협약에서는 볼 수 없었던 새로운 사항에 관한 특징을 중심으로 그 의의에 관하여 살펴보고, 향후 해운산업에서의 해사노동 문제에 미치는 영향에 관하여 논하고자 한다.
