A Study on the Container Tax Collection of Busan City (부산시의 컨테이너세 징수에 관한 연구)

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore.   • Compared with land logistics and sea logistics, air logistics takes not only less transportation time, but also makes just-in-time delivery possible. Because of this, in spite of high freight rates, many shippers make good use of airlines. To cope with borderless competition in this global age, most shippers using air logistics want to receive diverse information including just-in-time cargo delivery and dangerous situation as well as convenience and speed in job handling. Nevertheless, most domestic forwarders, who perform many kinds of important businesses for air logistics, mainly put emphasis on demanding information from overseas partners through their business agreements, that is, focusing on horizontal integration, instead of sharing information or improving job performance among air logistics participants. As a result, it is almost impossible to satisfy the needs of shippers. Airline users want to remove the uncertainties over their cargo movement. And in time of emergency, they want to take immediate measures through speedy information sharing and decision-making. In order to satisfy shipper's needs, all the organizations participating in the air logistics supply chain-cargo senders, cargo receivers, forwarders, transporters, licensed customs brokers, airlines as well as foreign partners-have to set up a vertical cooperation system. For effective air logistics SCM, it is very important to remove overlapping jobs, strengthen the efficiency of job handling, and provide online monitoring on cargo information in order to support decision-making. To this end, this paper has applied the concept of RTE (Real Time Enterprise), a new business management system, which tries to maximize competitiveness by removing many hindrance factors on an ongoing basis in managing and fulfilling core business processes based on up-to-the-minute information. In order to realize RTE-based information system for air logistics SCM, this paper has analyzed the information required by business process and by air logistics participant, and suggested the method for information sharing, point of time for information input and output, and its means.

  • This study tries to analyze the dynamic market mechanism adopting relationship marketing techniques targeting between the shipping companies and shippers. Shipping companies rely on sales operation. so that analyzing the relation of structure of shipping companies and shippers needs to focus on the sales person's characteristic relationship and shipping company characteristic relationship. Therefore this study tries to focused on shipping companies to make a long term relationship with shippers affect matters which are, main of relationship quality and antecedent factor of characteristics of the shipping company and characteristics of the salesperson. It can be proffered available informations for construction of long term relationship between shipping companies and shippers.

  • After the joining in the WTO of China, the container throughputs have begun to increase notably and Continuous developments of China ports are influencing operation and policy of Korea ports. At this point Pyeongtaek Dangjin port which has potency as China trading port confronts with turning point of port development as new port. To this, correct need grasping of North China shippers is important strategic element of PyeongTaek Dangjin Port activation. In this study, there is purpose to present Pyeongtaek Port's activation strategy by grasping customer needs executing questionnaire to China local company about Pyeongtaek Dangjin Port. As a research result, Pyeongtaek Dangjin Port possesses high geographical strength but has problems like development delay, tribe of various route, absence of marketing strategy. To solve this problem, this paper proposes expansion of port and logistics physical distribution equipment, improvement of services, foundation of joint logistics center, establishment of marketing organization etc. Namely, it may overcome only new port's limitation though develop to port of cargo creation style that is not simple cargo dependence style port.

Morphology and Characteristics of Floral Organ in Highbush Blueberry (Vaccinium corymbosum) Cultivars (하이부쉬 블루베리의 품종별 화기 특성 및 형태적 관찰)

  • Morphology and characteristics of floral organ in highbush blueberry cultivars were studied to select suitable cultivars of highbush blueberry for domestic cultivation. The stamen consists an anther and a tape-like hairy filament with well-developed trichomes. When the anther was opened, the wall of anther was not dehiscent, and pollen grains were discharged into two tubes. Pollen was mature tetrad type without being separated after meiosis (Late March). The number of pollen granules per anther was 400~1,300, the germination rate was higher in the cultivars having many pollen grains. Pistil was composed of five carpels and a shipper without separate part. The number of ovules per ovary was 39~67, therefore, the coefficient of ranged from 11.6 to 31.0%. The seed pod formation by combination of ‘Bluejay’ and ‘Sharpblue’ was higher in the cross-pollination than in the self-pollination.

The Aim to Provide Information of the Carrier for Dangerous Cargo in International Maritime Transportation (국제해상운송에서 위험화물에 대한 운송인 정보 제공 방법에 관한 연구)

  • Dangerous cargo in maritime transportation is increasing in international trade. The types and forms of dangerous cargo are very diverse, complex, and the scope is expanding widely. For this reason, it is increase risk of accident threatens the safety of ships and other cargoes, as well as serious damage. Carriers' require special care and handling of dangerous cargo and have a duty of care for safe transport. The shipper is obliged to notify the carrier of the nature and characteristics of the dangerous cargo prior to loading on the ship, the responsibility of the carrier varies depending on the notification or not. This study compares and analyzes the concept and classification of dangerous cargoes, the provisions of the Hague rules, Hamburg Rules and Rotterdam Rules about Carriers' Dangerous Cargo Liability Regulations, after reviewing case studies. We intend to provide information to dangerous cargo handling, the carrier.

The flexible routing with flex for the fast delivery

  • In this paper, we propose "flexible routing with flex" to provide fast delivery by using the flexible routing for the delivery vehicle and crowd-shipper named flex. To this end, we have introduced an algorithm that can build the delivery plan for delivery vehicles and flexes. The introduced algorithm uses the 2-opt algorithm to construct routes with low complexity and acceptable quality, and the revised saving algorithm to assign customer orders to the flex. The algorithm allows the vehicle and the flex to function complement each other without separating the delivery vehicle from the flex. The experiments consider the 3 different instances named Random, Mixed, Cluster, and show that "the flexible routing with flex" has a better result than "vehicle only". The sensitivity analysis of the flex cost and time penalty shows "the flexible routing with flex" can provide better service not only to the customers who are serviced by flex but also to the customers who are serviced by the delivery vehicle.

  • In this paper, we propose an algorithm that enables near-field delivery at a faster and lowest cost to meet the growing demand for delivery services. The algorithm proposed in this study involves subway passengers (shipper) in logistics movement as delivery sources. At this time, the passenger may select a delivery logistics matching subway route. And from the perspective of the service user, it is possible to select a delivery man whose route matches. At this time, the delivery source recommendation is carried out in a text similarity measurement method that combines TF-IDF&N-gram and BERT. Therefore, unlike the existing delivery system, two-way selection is supported in a man-to-man method between consumers and delivery man. Both cost minimization and delivery period reduction can be guaranteed in that passengers on board are involved in logistics movement. In addition, since special skills are not required in terms of transportation, it is also meaningful in that it can provide opportunities for economic participation to workers whose job positions have been reduced.

A Study on the Transfer of Container Management Responsibilities to Drivers in the Inland Transportation of Containers (컨테이너 내륙운송에 있어서 운전기사에 대한 컨테이너 관리의 전가문제에 대한 고찰)

  • Road transportation accounts for the largest share of cargo transport in Korea. Inland transportation is not only the beginning and completion point of container transportation, but it is also very complex and has many workers. The main job of container drivers, who play a key role in inland logistics, is to transport containers from ports and terminals to destinations. However, in addition to the main role, various container management obligations, such as cleaning containers and managing damaged containers during the transportation process, are implicitly transferred to container drivers. However, little research has been conducted on this issue. This study identified the working environment of container drivers and empirically analyzed the current status of container management responsibilities by drivers. Furthermore, it analyzed whether there was a difference in the degree of container management requirements by shipping company, terminal, and shipper. Differences in requirements for region(Busan, Kwangyang, Pohang) were analyzed, and improvement measures for the problem of transferring container management were also presented.

Responsibility allocation by awareness of parties on dangerous goods in maritime transport (국제해상운송에서 위험화물 인지에 따른 당사자의 책임 분배에 관한 연구)

  • The number of dangerous goods are increasing in maritime transport. As a result, a number of nations and international organizations are establishing or amending the rules of dangerous goods. There is necessarily the transport of dangerous goods like fuel and the importance of the definition and scope of the goods is increased. In addition, the responsibility between the parties is different with the notification of the goods and its awareness of transporters. In particular, responsible clauses of the transport rule show antithetical concepts between the scope of immunity and the responsibility of a shipper concerned with wether transporters aware. This research performs two works. First, this research analyzes the definitions and scope of dangerous goods through prior research. Second, this research suggests the necessary of united interpretation of the articles through a comparative analysis on judical decisions concerned with awareness of transporters to dangerous goods. Dangerous goods have a distinctive feature and that is why responsibility and immunity between parties should be differently interpreted with general rules. Parties have duty concerned with faults on general goods and the scope of duty between parties can be specifically made. However, if there is no specific articles concerned with responsibility between parties to dangerous goods, they could confuse the responsibility on duties concerned with risk. Therefore, this research suggests solutions and necessary of the united criteria for the articles to dangerous goods through analyzing precedent cases.
