  • With the world in financial recession, the general trend of global trade is declining. As a result, the world leading shipbuilding industries are confronted with an even more difficult task of mitigating various risks associated with the industries. How well the three shipbuilding industries, Japan, Korea and China, can adapt and manage the risks will be crucial. As the youngest of the top three, the Chinese industry faces greater risks. As it happens to share many factors with that of South Korea in 2004-2005, it is necessary to review and evaluate the risk management plan used by South Korea. This paper presents an evaluation of the risk management plan for shipbuilding industry in South Korea during 2004-2005, considering the financial and political environments at that time. This will help us to structure a plan of risk management for the future.

우리나라 조선산업의 공간 집중과 입지 특성 : 동남권을 중심으로 (Spatial Concentration and Locational Characteristics of the Shipbuilding Industry in the South-East Region of Korea)

  • 조선산업은 한국을 대표하는 기간산업으로 성장해 왔으며, 지리적으로는 경남과 울산 그리고 부산을 포함하는 동남권에 절대적으로 집중되어 있어 동남권 전체가 하나의 조선산업 클러스터로 기능하고 있다. 동남권의 조선산업은 집적지의 유형 측면에서 소수의 대기업을 중심으로 이들에게 부품을 공급하는 다수의 중소기업들이 밀집되어 있는 발전된 허브-스포크형 클러스터 형태를 띠고 있다. 특히 동남권 조선산업 클러스터는 남동 해안 입지를 중심으로 집중되어 있으면서도, 해안 입지를 반드시 필요로 하지 않는 조선 기자재 부품 산업의 발달에 따라 점차 동남권 내륙지역으로 입지가 확산되는 양상을 보이고 있다. 경남지역 조선업체들을 대상으로 조사한 결과, 조선업체들은 지식, 학습, 네트워크, 혁신 등의 신 경제지리적 요소보다는 물적 인프라, 토지, 노동, 공급자와의 연계 등의 전통 경제지리적 요소를 보다 중요한 입지 요인으로 고려한 것으로 나타났다. 또한, 경남의 조선산업 입지 여건에 대해서는 집적경제에 따른 시너지 효과, 고객과의 근접성, 지역의 삶의 질 등은 상대적으로 높게 평가한 반면, 지자체 지원, 산학연 네트워크, 학습 기회, 인력 수급, 산업 용지 확보 측면에서 낮게 평가하고 있는 것으로 나타났다.

가상추출법을 이용한 조선업의 지역·산업간 고용연관효과 (Shipbuilding Industry's Employment Linkage Effects across Regions and Industries using the Hypothetical Extraction Method)

  • 본 연구는 최근 조선업의 구조조정에 따른 지역고용구조의 위기에 대응하기 위하여, 조선업이 집중된 전남과 부산, 울산, 경남을 중심으로 조선업의 지역 산업간 고용연관효과를 추정하였다. 이를 위해 가상추출법을 이용하여 2013년 지역산업연관표에서 조선업을 추출하였고, 최종수요의 변화에 따른 조선업의 제외 전 후의 고용연관효과의 변화를 측정하였다. 그 분석 결과는 다음과 같다. 첫째, 최종수요의 변화에 따른 조선업의 산업간 고용연관효과는 도매 및 소매업, 운수업, 기타 제조업, 사업지원 서비스업, 기계 및 장비 제조업, 금속제품 제조업 순으로 높게 나타났다. 이러한 산업들은 취업계수가 높거나, 생산활동 측면에서 조선업과 직접적으로 연관되어 있는 산업들이다. 둘째, 지역의 조선업에 의한 전국에 파급되는 산출액 당 고용연관효과는 전남이 가장 높지만, 부산과 울산, 경남에서 전남으로 파급되는 고용연관효과는 매우 낮게 추정되었다. 즉 이 지역들과 전남과는 고용연관관계가 매우 낮고, 이에 따라 조선업의 고용구조에서 전남이 고립되어 있는 상황이 나타났다. 따라서, 조선업의 구조조정에 따른 고용의 위기에 대응하기 위한 정부의 대책을 수립할 때에는 이러한 지역의 고용구조를 파악하는 것이 우선되어야 하며, 이를 반영한 지역산업정책이 강구되어야 할 것이다.

South Korea's Shipbuilding Industry: From a Couple of Cathedrals in the Desert to an Innovative Cluster

  • After the publication of the competitive advantage of nations by Porter in 1990, the competitiveness of regional concentrations of industries has been often explained by the cluster concept. There are many definitions of clusters, but they mainly boil down to a geographically proximate group of interconnected companies and associated institutions in a particular field, linked by commonalities and complementarities. The shipbuilding industry in Korea can for sure be regarded as a competitive industry, as the spectacular rise of its world market share from 2% in the early 1970s to the current 38% impressively testifies, but can it be considered a cluster? Based on an analytical framework consisting of a typology of clusters and a context-sensitive evolutionary approach, the paper will show that over the last thirty years Korea's shipbuilding developed from a mere number of isolated, large shipyards (cathedrals in the desert) established by large conglomerates (chaebol) in close collaboration with the central government into an innovative cluster. The cluster is on the one hand characterised by a strongly developed supply industry and specialised universities and research institutes, but on the other hand by a weak, yet increasing role for local and regional institutions The specific and context-dependent characteristics of this innovative cluster are more important explanations for its competitiveness than the financial interventions by the central government, which are repeatedly put forward by European policy-makers in their trade war with Korea.

한·중 조선 산업의 제품 아키텍처와 조직역량에 관한 연구 (Analysis on Product Architecture and Organizational Capability of Shipbuilding Industry in South Korea and China)

  • 기업들이 저원가와 높은 품질을 동시에 추구하게 됨에 따라 제품 아키텍처 기반 경쟁은 기업 전략의 중요한 일부가 되었다. 본 연구는 한 중 조선 산업(LNGC)분야 대표기업의 제품 아키텍처와 조직역량을 비교 분석하여 그들이 어떻게 혁신성과를 이루어 냈는지 고찰하였다. 그 결과, 한국기업은 동력계열의 연구개발에 있어 FGSS(Fuel gas supply system), PRS(Partial Re-liquefaction System)와 같이 에너지 효율을 개선하는 장치를 자체 개발하여 기존엔진에 추가하고, 선체 무게를 경량화 하는 등 다양한 미세조정 노력을 통해 우수한 성능을 가지게 하였다. 이는 우수한 연구조직 역량과 현장과의 긴밀한 협업을 통해 실현되었으며, 고부가가치선의 높은 매출로 이어질 수 있었다. 반면 중국 기업은 설계 및 연구개발의 편의성에 집중하여, 기존의 부품에 대한 미세조정 노력을 소홀히 했고 그 결과 동일한 부품을 사용하고도 한국의 선박에 비해 7-10% 낮은 연비 효율을 지닌 것으로 나타났다.

Different Concepts of Customer-Supplier Relationship - An Exploratory Case Study of Korean-German Business Activities in the Shipbuilding Industry

  • In the last several years, South Korea's shipbuilders have been dominating global shipbuilding. Thus, many global suppliers in the shipbuilding industry, especially German supply companies, are eager to get the Korean major shipbuilders as their customer. This study analyzed the different ways of business behaviours of German and Korean businessmen regarding customer-supplier relations. Furthermore, this paper aims to examine the kinds of challenges the international businessmen are confronted with and how this affects everyday business between German suppliers and Korean customers, using several case examples. Finally, backgrounds of cross-cultural problems and conflicts of German-Korean business relations are identified and explained.

New shipyard layout design for the preliminary phase & case study for the green field project

  • For several decades, Asian nations such as Korea, Japan and China have been leading the shipbuilding industry since the decline in Europe and America. However, several developing countries such as India, Brazil, etc. are going to make an entrance into the shipbuilding industry. These developing countries are finding technical partners or information providers because they are in situation of little experiences and technologies. Now, the shipbuilding engineering companies of shipbuilding advanced countries are getting a chance of engineering business against those developing countries. The starting point of this business model is green field project for the construction of new shipyard. This business model is started with a design of the shipyard layout. For the conducting of the shipyard layout design, four kinds of engineering parts are required. Those are civil engineering, building engineering, utility engineering and production layout engineering. Among these parts, production layout engineering is most important because its result is the foundation of the other engineering parts and it determines the shipyard capacity during the shipyard operation lifecycle. Previous researches about the shipyard layout design are out of the range from the business requirements because most research cases are in the tower of ivory, which means that there are little consideration of real ship and shipbuilding operation. In this paper, a shipyard layout design for preliminary phase is conducted for the target of newly planned shipyard at Venezuela of South America with an integrated method that is capable of dealing with actual master data from the shipyard. The layout design method of this paper is differentiated from the previous researches in that the actual product data from the target ship and the actual shipbuilding operation data are used for the required area estimation.

"Offshore"해양특수선의 LQ실내디자인에 관한 연구 - FPSO선박의 Living Quarter를 중심으로 - (A Study on the Living Quarter interior design of Offshore Ship - Focused on the Living Qauter of FPSO -)

  • Global Energy Industry's high oil prices persist while their petroleum and gas production areas are entering the decline phase. More and more the drilling facilities used to bore oil from deeper depths are advancing further out into the oceans, which cause the development of "OFFSHORE" ship manufacturer facility's production demands to increase. The "OFFSHORE" ships provide a living space or L.Q (Living Quarters) for crewmen who work on the water far away from any mainland for extended periods of time. This research analyzes the LQ areas and the characterization of interior designs of different types of "OFFSHORE" ships that were built in South Korea. Also using overseas countries' Classification Society, known as "NORSOK," and analyzing their own design guidelines in conjunction with the research, the process of interior design and baseline data research was used to blueprint the new LQ areas. According to the results of the research, where ships get comprised of characteristics and operations by standards of the Classification Society's RULE, has the greatest effect on the design and design method of the LQ area. The research also shows that a conservative shipbuilding market of the Shipbuilding Company and ship owners' feelings are steadily changing to more open mindedness of acceptance. Therefore, the Korean Classification Society has to provide the new design principle to correspond to the international regulations and more various interior design plans of LQ areas needed to be present based on the new design guidelines. The capacity of the South Korean OFFSHORE shipbuilding industry is the world's top leader; however, the interior design of the LQ areas are still based from outdated designs from the 1980's. Hopefully these research results will be the cornerstone to help the shift from the outdated designs of the LQ areas to more practical modern designs.

중국 선박금융 시장 연구를 통한 국내 선박금융 활성화 (Activation of Korean Ship Finance through Study on Chinese Ship Finance Market)

  • 본 연구의 목적은 최근 세계 선박금융시장에서 빠르게 성장하고 있는 중국 선박금융시장의 발달과정, 주요기관, 법 제도, 현황 및 장 단점 등을 분석하고 이를 통해 국내 선박금융의 활성화 방안을 도출하는 것이다. 80.7%의 무역의존도와 수출입 상품의 99.7%를 해상을 통해 운송하고 있는 우리나라는 금융위기 이후 해운업과 조선업의 불황으로 국내 1위 선사인 한진해운이 파산하는 등 어려움을 겪고 있다. 해운 및 조선산업의 경쟁력은 다양한 요인에서 기인하나 대표적인 요인은 경쟁력 있는 선박을 확보하는 것이며 이를 위해서는 원활하고 안정적인 선박금융 지원이 필수적이다. 본 연구는 30여년의 짧은 기간 동안 중국이 어떻게 세계 선박금융시장에서 성장할 수 있었는지의 이유를 살펴보고 중국 선박금융시장의 문제점과 장 단점 등을 분석하였다. 금융위기 이후 세계 선박금융시장은 부진이 지속되고 있음에도 불구하고 중국 선박금융 시장의 현황과 주요 시장참여자들에 대한 분석은 자금조달에 어려움을 겪고 있는 우리나라 선박금융시장 활성화 방안을 도출하는데 방향성을 제시할 수 있을 것으로 예상된다. 본 연구는 중국의 선박금융시장을 중심으로 기술되면서 아시아권에 위치하고 있는 일본과 한국 등에 대한 세부적인 기술이 누락되어 있으나, 후속연구에서 한국과 중국, 일본 등 3국간 선박금융 시장을 분석하고 다양한 요인들을 교차 분석하여 국내 선박금융 활성화 방안을 도출한다면 중 장기적인 정부의 정책 수립시 도움이 될 수 있을 것으로 기대된다.

텍스트 마이닝을 활용한 자율운항선박 분야 주요 이슈 분석 : 국내 뉴스 데이터를 중심으로 (Analysis of major issues in the field of Maritime Autonomous Surface Ships using text mining: focusing on S.Korea news data)

  • The purpose of this study is to identify the social issues discussed in Korea regarding Maritime Autonomous Surface Ships (MASS), the most advanced ICT field in the shipbuilding industry, and to suggest policy implications. In recent years, it has become important to reflect social issues of public interest in the policymaking process. For this reason, an increasing number of studies use media data and social media to identify public opinion. In this study, we collected 2,843 domestic media articles related to MASS from 2017 to 2022, when MASS was officially discussed at the International Maritime Organization, and analyzed them using text mining techniques. Through term frequency-inverse document frequency (TF-IDF) analysis, major keywords such as 'shipbuilding,' 'shipping,' 'US,' and 'HD Hyundai' were derived. For LDA topic modeling, we selected eight topics with the highest coherence score (-2.2) and analyzed the main news for each topic. According to the combined analysis of five years, the topics '1. Technology integration of the shipbuilding industry' and '3. Shipping industry in the post-COVID-19 era' received the most media attention, each accounting for 16%. Conversely, the topic '5. MASS pilotage areas' received the least media attention, accounting for 8 percent. Based on the results of the study, the implications for policy, society, and international security are as follows. First, from a policy perspective, the government should consider the current situation of each industry sector and introduce MASS in stages and carefully, as they will affect the shipbuilding, port, and shipping industries, and a radical introduction may cause various adverse effects. Second, from a social perspective, while the positive aspects of MASS are often reported, there are also negative issues such as cybersecurity issues and the loss of seafarer jobs, which require institutional development and strategic commercialization timing. Third, from a security perspective, MASS are expected to change the paradigm of future maritime warfare, and South Korea is promoting the construction of a maritime unmanned system-based power, but it emphasizes the need for a clear plan and military leadership to secure and develop the technology. This study has academic and policy implications by shedding light on the multidimensional political and social issues of MASS through news data analysis, and suggesting implications from national, regional, strategic, and security perspectives beyond legal and institutional discussions.
