In navigation, officers receive data about inside and outside of ship from several devices(ex, GPS / AIS / ECDIS / ARPA Radar / etc) in bridge, and use it to recognize and predict safety situations. However, observation work of a officer is still hard for a torrent of data from several devices, and the problem of inconsistent data among the devices. In previous research, we presented the conceptual model of Intelligent Navigation Safety Information System based on information fusion, and showed the example of the conceptual model using CF (Certainty Factor) expert system to solve this problem. The information fusion technology needs various reasoning skills, and CF expert system is not enough to express ambiguous or indefinite factors. In this paper, we propose the concept of an intelligent navigation information fusion using fuzzy expert system to describe the ambiguous factors, and show the validity of applying fuzzy expert system to the Navigation Safety Information System through the design and implementation of the proposed concept.
Generally, container ships contain cargo holds with cell guides that serve to increase the container loading and unloading efficiency, minimize the space loss, and fix containers during the voyage. This paper describes a new quality management system for the cell guides of container ships (the so-called Trim Cell Guide system). The main functions of this system are the trimming of the point cloud obtained using a 3D scanner and an inspection simulation for cell guide quality. In other words, the raw point cloud of cell guides after construction is measured using a 3D scanner. Here, the raw point cloud contains a lot of noise and unnecessary information. Using the GUI interface supported by the system, the raw point cloud can be trimmed. The trimmed point cloud is used in a simulation for cell guide quality inspection. The RANSAC (Random Sample Consensus) algorithm is used for the transverse section representation of a cell guide at a certain height and applied for the calculation of the intervals between the cell guides and container. When the container hits the cell guides during the inspection simulation, the container is rotated horizontally and checked again for a possible collision. It focuses on a system that can be simulated with the same inspection process as in a shipyard. For a practicality review, we compared the precision data gained from an inspection simulation with the measured data. As a result, it was confirmed that these values were within approximately ${\pm}2mm$.

Navigation simulators have been used in many marine schools and manne training centers since the early 1960's. But these simulators were very expens~ve and were almost limited only in one engine system. In this paper, a catamaran with twin engine system. controlled by two remote control levers and its economic simulator based on a personal computer shall be introduced. One of the main features of catamaran is to control variously its progressing direction. In the static state, a catamaran can move into all the directions and in the dynamic state, ship can change immediately the heading and speed. Although a good navigator can skillfully operate one engine system, it is difficult to control smoothly the catamaran of twin engine system without any threat for the safety of passengers. Thus. in order to bring up the expert navigators. the development of a simulator which makes the training effective is necessary, Therefore, in this paper, a Fuzzy Inference Technique based Maneuvering Simulator for catamaran with twin engine system was developed. In general. in order to develop a catamaran simulator for effective training, first of all. its mathematical model must be acquired. According to the acquired system modeling. the dynamics of simulator is determined, But the proposed technique can omit a complex and tedious mathematical modeling procedures by using the fuzzy inference, which dependent upon only experiences of an expert and can design an efficient training program for unskillful navigators. This developed simulator was consisted of two fuzzy inference routines and two remote control levers, and was focused on effective training of navigators for the safe maneuvering to avoid a collision in a harbor.

Marine casualties are caused mainly by collisions and grounding, due to human error. The SMART Navigation Service is preparing a measure to reduce marine casualties caused by human error and establish an LTE Accident Vulnerability Monitoring System (SV10) to evaluate the danger of collision or grounding for a vessel based on location information collected on land. This service will also share real-time vessel locations and danger information with related agencies to enable them to respond more quickly to accidents on land. In this study, statistical reports on marine casualties and investigation reports provided by the Korea Maritime Safety Tribunal are analyzed, so the percentage of marine casualties that could be reduced using the SV10 service could be identified.
The many vessels are built with FRP(Fiber-Reinforced Plastic) material for small boats and medium vessels. However, FRP is impossible to be used for recyclable material owing to environmental problems and causes large proportion of collision accidents because radar reflection wave is so weak that large vessels could not detect FRP ships during the sailing. Hence, Al alloy comes into the spotlight to solve these kinds of problems as a new-material for next generation instead of FRP. Al alloy ships are getting widely introduced for fish and leisure boats to save fuel consumption due to lightweight. In this study, it was selected 6061-T6 Al alloy which are mainly used for Al-ships and carried out various electrochemical experiment such as potential, anodic/cathodic polarization, Tafel analysis, potentiostatic experiment and surface morphologies observation after potentiostatic experiment for 1200 sec by using the SEM equipment to evaluate optimum corrosion protection potential in sea water. It is concluded that the optimum corrosion protection potential range is -1.4 V ~ -0.7 V(Ag/AgCl) for 6061-T6 Al alloy, in the case of application of ICCP(Impressed current cathodic protection), which was shown the lowest current density at the electrochemical experiment and good specimen surface morphologies after potentiostatic experiment for Al-Mg-Si(6061-T6) Al alloy in seawater environment.

Principal Component Analysis (PCA) is useful statistical technique for finding patterns in data, and expressing the data in such a way as to highlight their similarities and differences. In this paper, 1417 marine casualties occurred in Korean littoral sea in recent 5 years, were examined by the PCA. The main results obtained were as follows : 1. Most of marine casualties resulted from the human factors such as careless operation and insufficient engine maintenance. 2. Collision and standing mainly resulted from steering room-related human factors such as careless guard, inadequate ship-handling, however engine damage and fire explosion mainly resulted from engine room-related human factor such as bad handling of engine system. 3. No. 1 principal component represents accident frequency, No. 2 principal component represents the cause and No. 3 principal component represents the pattern of marine casualties, respectively.

This paper presents definition of symmetry of a ship section where three symmetries are proposed: material, geometric, and load symmetries. Precise terminologies of centroid, moment plane, and neutral axis plane are also defined. It is suggested that force vector equilibrium as well as force equilibrium are necessary condition to determine new position of neutral axis due to translational and rotational mobility. It is also stated that new reference datum of ENMP(elastic neutral moment plane), PNMP(fully plastic moment plane), ENAP(elastic neutral axis plane), and INAP(inelastic neutral moment plane) are required to define asymmetric section properties such as second moment of area, elastic section modulus, yield moment, fully plastic moment, and ultimate moment. Since collision-induced damage and flooding-induced biaxial bending moment produce typical asymmetry of section, the section properties are calculated for a typical VLCC. Geometry asymmetry is determined from ABS and DNV rules and two moment planes of 0/30 degs are assumed for load asymmetry. It is proved that the property reduction ratios directly calculated from second moment of area are usually larger than area reduction ratio. Reduction ratio of ultimate moment capacity shows almost linearly proportional to area reduction ratio. Mobility of elastic and inelastic neutral axis planes is visually provided.

It is naturally to be expected that the stress of seafarers has some specific characters compared to other workers who are labouring on land. Because the physical rigors of working and living at sea has been endured as a part of job. The excessive stress caused by shipboard life, their jobs, can weaken the health status and court the work related accidents. Also it will be the immediate causes of marine accidents such as collision, sinking etc. In this paper, a questionnaire survey was undertaken to find out the approximate quantity and source of seafarer's occupational stress. And the heart rate of deck officers on duty was measured to develop a profile of correlation between the stress and the work.

This paper focuses on the improvement of the influence coefficient matrix method for estimation of local ice load on the icebreaking research vessel ARAON. The influence coefficient matrix relates ice pressure on the hull plate to the measured/calculated hull strain/stress. Conventionally von Mises equivalent stresses representing hull stresses and ice pressure acting on the hull plate are utilized to assemble the influence coefficient matrix. Because of the three dimensional features of the ship-ice collision process, an enhanced method to assemble the influence coefficient matrix is derived considering ice loads in the X, Y, and Z direction simultaneously. Furthermore the location of ice loads acting on hull-plate may fall outside the measuring sensor area, and the enhanced influence coefficient matrix is modified to reduce the difference between the actual and the estimated ice loads by expanding the domain outward from the sensor area. The developed method for enhanced influence coefficient matrix is applied to IBRV ARAON during the 2019 Antarctic ice field test and the local ice loads in three directions are efficiently calculated compared to those by a conventional method.

Due to recent changes in the maritime traffic environment, naval warship accidents are constantly occurring. Especially in 2017, serious loss of life was caused by a US navy destroyer accident. The purpose of this study is to analyze the characteristics of naval warship accident cases and construct an accident scenario by using naval training materials, adjudication of naval warship accidents and US navy destroyer accident reports. Based on the surveyed data, the status of accidents was identified and cases were analyzed. We reproduced 17 accident cases in accordance with accident reproduction procedure and constructed naval warship accident scenarios. As a result of analyzing the CPA, TCPA and PARK model for risk, reproducing 17 naval ship accident cases, collision risk increased on average 5-6 minutes before an accident. The result of this study represents basic data for naval and simulation education materials, contributing to the prevention of marine accidents.
