Vessel Traf ic Services (VTS) is a system for ship safety and accident prevention. The International Maritime Organization (IMO), the International Association of Marine Aids to Navigation and the Lighthouse Authorities (IALA) established regulations related to VTS from an early stage. On December 3, 2019, South Korea enacted a special act called the "Act on Vessel Traffic Services (VTS Act)," which will take ef ect on June 4, 2020. In this paper, the background of this act's enactment is examined and its provisions are critically reviewed. In particular, the study intensively examines the reasons the immunity provisions for the VTS operator were removed and the current direction of improvements to the VTS Act is presented in terms of its feasibility. Most countries that do not have an Act related to VTS and its operator, refer to that of Korea. Therefore, it is necessary to reinforce the structures and definition of the VTS Act, as well as the immunity provisions for the VTS operator. The latter were removed during the National Assembly's legislation process, but were included in the initial bill, and should be reflected in subsequent revisions of the VTS Act.

The purpose of this paper is to verify the two problems(normalization for the different inputs and outputs data, and translation invariant for the negative data) which will be occurred in measuring the seaport DEA(data envelopment analysis) efficiency. The main result is as follow: Normalization and translation invariant in the BCC model for measuring the seaport efficiency by using 26 Korean seaport data in 1995 with two inputs(berthing capacity, cargo handling capacity) and three outputs(import cargo throughput, export cargo throughput, number of ship calls) was verified. The main policy implication of this paper is that the port management authority should collect the more specific data and publish these data on the inputs and outputs in the seaports with consideration of negative(ex. accident numbers in each seaport) and positive value for analyzing the efficiency by the scholars, because normalization and translation invariant in the data was verified.
Nuclear power is a way of attaining an enormous amount of energy with relatively small amount of resources and after it has been introduced to the submarine since 1954, there are approximately 150 of nuclear powered submarine currently on a mission around the world. This is due to the maneuverability, mountability and covertness of nuclear submarines. However, there are other tasks, not only the high level of nuclear technology that are needed to be dealt with in order to construct nuclear powered submarine. The biggest task of all is to secure the enriched uranium. Accordingly, this research is about the way of enriching and securing the nuclear fuel that are used in the nuclear submarine with the characteristics, merits and demerits of the nuclear submarine. Due to the fact that the pressurized water reactor in South Korea is the reactor that was originally built for the development of nuclear powered submarine, many parts is designed to be suitable for the submarine propulsion. However, in order to apply this to submarine it is needed to consider additional requests such as the position of reactor, accident-coping system, radioactive covering, reactor output adjustment and ship's pitch and roll in order to apply this to submarine. Nuclear submarines have much higher speed based on the powerful propulsion in comparison with diesel-electric submarine and also have bigger loading area. Besides, there is no need to snorkel and they also have advantages in covertness with the multi-noise proof system. The nuclear technology in South Korea has seen the dramatic development since 1962 and in 1998 reached to the level that we have succeeded in the localization of nuclear plant and exported the world-class one-piece small-sized reactor (SMART) to UAE. To operate these reactors, we import the whole quantity of low-enriched uranium and having our own uranium enrich facility is not probable because of the budget and international regulations. With the ROK/US nuclear agreement revised on 2015 November, the enrichment of uranium that are available without special permission has changed up to 20%. According to the assumption that we use the 20% enrichment of Uranium on U.S. virginia class submarine, it is necessary to change the fuel after 11 years and it will cause additional cost of 1 billion dollars. But the replace period by the uranium's enrichment rate is not fixed so that it is possible to change according to the design of reactor. Therefore, I would like to make a suggestion on two types of design concepts of nuclear submarine that can be operated for 30 years without nuclear fuel change by using the 20% enriched uranium from ONNp.First of all, it is possible by increasing the size of reactor by 3 times and it results in the 1,000t increase of the weight. And secondly, it is by designing the one piece reactor to insert devices such as steam turbine, condenser into the inside of nuclear core like the Rubis class submarines of France.

The purpose of Speed limit at sea is to keep harbor calmness, to maintain efficient traffic flow and to prevent maritime accidents. The Korean Regional Maritime Affairs and Port Office(KRMAPO) specified and enforced the ship's speed limits at the 19 harbors around the Korean coasts. However, problems have been raised to the adequacy of speed limits. This paper made a research on the speed limit set standards, analyzed vessel traffic survey and the dilemma on the specified speed limits imposed by KRMAPO. The result of this study has shown an overall average of 48 % violation rate on speed limit with passenger ships and large vessels of more than 5,000 tons having higher violation rate. Average speed was higher than the limit speed in some harbors and deviation of 4.2 to 5.2 knots was investigated. Further, harbors having higher average speed also have higher deviation accident incidence. Therefore, this paper had confirmed that there is a need for institutional review and improvement of Korea's port and fairways speed traffic management.

To prevent serious maritime accident and eliminate the cause of the potential maritime accidents, Maritime Safety Audit Scheme was formally institutionalized through amendment of Maritime Traffic Safety Act(May 27, '09). At the initial step of the enforcement of the law, it has risen the necessity of amending the present institution concerning with the range of applicable business, method of practice, detailed technical standards in the assessment articles, etc. Among them, the assessment of marine traffic congestion has been practiced as a mandatory assessment article, but it is analyzed that the assessment doesn't reflect current variation of ships' size and its speed. By analyzing the status of assessments on marine traffic congestion so far and collecting experts' opinion, this paper suggests draft amendments to improve technical standards on the assessment of marine traffic congestion.
Recently, the search for the whereabout of the huge Bell Imperial-Dragon-Temple becomes a great issue. If it happens to be found out and ringing at the original location of the Bell in Kyungjoo City, the Bell might be a great national treasure and lasting to the eternity with her beautiful sound. The Bell was so huge that the total weight of the raw material put into crucibles was 497,581 Kun (289 tons), the shoulder weight 10.3 Chuk (3.14 m) and the maximum thickness 9 Chon (27.4 cm). The Bell was erected in 754 in Shilla Dynasty and was assumed to be lost during the war time by the 3rd invasion of Mongolians (1235~8). However, the author found out that the huge Bell was recast into a new small Bell (8.1 ton) in 1103 by the people of Koryu Dynasty and then the new small Bell was hung in the same position as in the original huge Bell. 135 years later, the new small Bell was carried out by Mongolian forces as a spoil of war from Kyungjoo to the Bay Tonghaegoo, through the saddle point of Mountain Toham, Yangbuk and Riber Great Bell. At the bay, Mongolian forces wished to bring back the Bell to Mongolia by a ship, but they dropped the Bell into the sea by accident. So, if this was the case, the bell at the seabed may be the new small bell (7.4 ton) but not the original huge Bell (41.0 ton) For the evaluation of missing data of the two bells, the author sets up two equations relating all the dimensions and their weights, which seems to be a useful guide to the design of bells. The results of the evaluation of the Bells are as follows. The system that covers gathering, integrating, exchanging, presenting and analyzing of information within ships and shores for the safety and security in Marine Environment is known as e-Navigation Policy. Northern Europe has been conducting research and development. It came up into a concept that deals with ship's route information between vessels as well as vessels to shores which is better known as route exchange system. The research showed substantial advantages on navigational safety by exchanging the route information between vessels in vicinity and vessels to shores. Therefore, upon the adaptation of route exchange System as a major function in integrated navigational system, the existing procedures in VTS could be changed for betterment. In this study, it was verified the effectiveness of route exchange system by the adaptation of a recent collision accident occurred in Korean coast and suggested that route exchange system which would be carried out by the discretion of VTS center in VTS area. Finally, it proposed the new functions for outstanding services and procedures of integrating traffic organization services on coastal VTS for an effective route exchange system in Korean coastal area.
In managing shipping business, the concept of seaworthiness of the vessel has developed in accordance with the development of the shipping industry. However, despite of the development of the vessel's seaworthiness, marine accident has continuously occurred at sea. International Maritime Organization(IMO) has paid attention to the research and investigation of Human Error in shipping operations in addition to physical seaworthiness of the vessel. In 1994, IMO adopted the "International Management Code for the Safe Operation of Ships and for Pollution Prevention(ISM code)" of "SOLAS 1974" Annex, to take countermeasure against this human error. In 1999, Korea adopted the 'ISM Code' and then enacted the Maritime Safety Act (previously Maritime Traffic Safety Act). The Maritime Safety Act regulates necessary qualifications of the Human Resources of shipping companies for establishment and implementation of the safety management system. However, there has been a discrepancy between shipowners and ship management companies in interpreting the legislative texts, finally causing confusion. In this paper, I would like to examine the deficiencies in the regulation on the standard of qualifications of the Designated Person under the Maritime Safety Act and thereby suggest any possible improvements in it.
It is necessary to establish wide integrated surveillance system of marine territory to reduce damage caused by maritime security threats, marine pollution and accidents for safe and clean marine use and efficient development of marine resources. For marine surveillance, the information characteristics of space-time specific, accuracy and operability are required, and real-time information about the wide area should be provided at all times. This special issue has been published to identify the characteristics of each platform, evaluate its usability for the establishment of a wide integrated surveillance system, and present the direction for future convergence studies between platforms. Since 2015, KIOST and cooperative research team have been performing the project, "Base research for building wide integrated surveillance system of marine territory using multi-platform" that detect vessels and red tide etc. near real time by using satellite, UAV and HF Ocean Radar. The objective of this special issue is to introduce the significance for an integrated system for maritime surveillance and to create a forum for discussion on recent advances in remote sensing technology and applications for marine disasters, pollution, and accident surveillance.

The purpose of this thesis is studying for a legal basis and definition of Oil Record Book. In the thesis, comparing with the laws related to punishment for false entry of Oil Record Book of the maritime countries and korea Act. Studying the improvement marine pollutants from ships by suggesting legal and institutional proposal which are able to make themselves increase effectiveness for recording and inspection of Oil Record Book. Suggest the solution of the problems raised in this thesis, First, The Oil Record Book should not be the evidence which is having the effectiveness simply after the accident of marine pollution, but take sanction on pre-inspection of Oil Record Book as establish the concrete administrative punishment for each contents-based record of Oil Record Book. Second, It should set up of judgement criteria of false entry of Oil Record Book by port state control officer. Third, It should strengthen the legal effectiveness of Oil Record Book contents such as Code(c) ; oil residue, Code(d); relating to bilge discharge by including premeditation for false entry of Oil Record Book. Also, The enhancement of role for marine pollution prevention manager raise the effectiveness of Oil Record Book as recognizing the importance of Oil Record Book.
