In order to prevent the maritime accident, all seafarers who work on fishing vessels over G/T 20 tons are required to undergo the basic safety training by the Seafarer's Act. 45% of domestic crews have boarded on the fishing vessels. However, the fishermen have been trained in accordance with the STCW(International convention on standards of training certification and watch-keeping for seafarers) Convention. But safety training courses for seaman do not reflect on the safety equipment and the limitation of the fishing vessel in the training contents which is organized in accordance with the merchant ship by STCW convention and code. Most of the fishing vessels are small fishing boat of less than G/T 80 tons. Small fishing vessels are operating with only a minimum of safety equipment that has been defined by the fishing vessel safety equipment standard. Due to the safety training that does not fit the situation of the fishing boat, the level of satisfaction by the crews onboard is low for the training. Furthermore, there is a difficulty in achieving the goal of safety education. In order to carry out the safety training that is suitable for fishermen, it is required to provide appropriate standards for the safety education of workers of small fishing boat, by understanding the current state of the domestic fishing vessels. The purpose of this study is to define the aforementioned problems and to provide the standard for the safety education of fishermen. In order to complete the purpose, the research team has conducted a analyzation for registered domestic fishing vessel and safety equipment standard.

Principal Component Analysis (PCA) is useful statistical technique for finding patterns in data, and expressing the data in such a way as to highlight their similarities and differences. In this paper, 1417 marine casualties occurred in Korean littoral sea in recent 5 years, were examined by the PCA. The main results obtained were as follows : 1. Most of marine casualties resulted from the human factors such as careless operation and insufficient engine maintenance. 2. Collision and standing mainly resulted from steering room-related human factors such as careless guard, inadequate ship-handling, however engine damage and fire explosion mainly resulted from engine room-related human factor such as bad handling of engine system. 3. No. 1 principal component represents accident frequency, No. 2 principal component represents the cause and No. 3 principal component represents the pattern of marine casualties, respectively.

It is naturally to be expected that the stress of seafarers has some specific characters compared to other workers who are labouring on land. Because the physical rigors of working and living at sea has been endured as a part of job. The excessive stress caused by shipboard life, their jobs, can weaken the health status and court the work related accidents. Also it will be the immediate causes of marine accidents such as collision, sinking etc. In this paper, a questionnaire survey was undertaken to find out the approximate quantity and source of seafarer's occupational stress. And the heart rate of deck officers on duty was measured to develop a profile of correlation between the stress and the work.

Various countries around the world are conducting various studies to apply information and communication technology to marine safety. Based on this, the International Maritime Organization (IMO) has established the e-Navigation standard to apply the latest information and communication technology to marine services. In Korea, the Ministry of Maritime Affairs and Fisheries is promoting Korean e-navigation considering domestic marine environment and is trying to apply LTE communication method as a high-speed wireless communication method at sea. In this paper, we describe the development of an LTE based marine router system supporting 700Mhz frequency band allocated for high speed maritime wireless communication service. Experiments on the possibility of 100km distance communication from base station using LTE based ship router are shown. LTE - based high - speed maritime wireless communication router system can provide communication infrastructure necessary to develop various accident prevention technologies that may occur at sea.
The purpose of this paper is to verify the two problems(normalization for the different inputs and outputs data, translation invariant for the negative data) which will be occurred in measuring the seaport DEA(data envelopment analysis) efficiency. The main result is as follow: Normalization and translation invariant in the BCC model for measuring the seaport efficiency by using 26 Korean seaport data in 1995 with two inputs(berthing capacity, cargo handling capacity) and three outputs(import cargo throughput, export cargo throughput, number of ship calls) was verified. The main policy implication of this paper is that the port management authority should collect the more specific data and publish these data on the inputs and outputs in the seaports with consideration of negative(ex. accident numbers in each seaport) and positive value for analyzing the efficiency by the scholars, because normalization and translation invariant in the data was verified.

The purpose of this article is to examine maritime accident and corporate criminal liability in comparison with cases and laws in UK and US. In Anglo-American law, a corporation can be convicted of and sentenced for a criminal offence. However, some theoretical difficulties lie in fixing a corporation with the appropriate mens rea. The Corporate Manslaughter and Corporate Homicide Act 2007 in England is to solve those difficulties and punish a corporation like a natural person. Comparing to Anglo-American law, a corporation is difficult to be punished in Korean law because it is a well recognized theory that only natural person is capable of committing a crime. However, safety in society and workplace is earning great concern in Korea, and emphasis is put on responsibilities of corporations. This article discusses the need for legislation on corporate manslaughter act in Korea with regard to the sinking of the MV Sewol.

Dangerous cargo in maritime transportation is increasing in international trade. The types and forms of dangerous cargo are very diverse, complex, and the scope is expanding widely. For this reason, it is increase risk of accident threatens the safety of ships and other cargoes, as well as serious damage. Carriers' require special care and handling of dangerous cargo and have a duty of care for safe transport. The shipper is obliged to notify the carrier of the nature and characteristics of the dangerous cargo prior to loading on the ship, the responsibility of the carrier varies depending on the notification or not. This study compares and analyzes the concept and classification of dangerous cargoes, the provisions of the Hague rules, Hamburg Rules and Rotterdam Rules about Carriers' Dangerous Cargo Liability Regulations, after reviewing case studies. We intend to provide information to dangerous cargo handling, the carrier.
The A60 class deck penetration piece is a fire-resistance apparatus installed on the deck compartment to protect lives and to prevent flame diffusion in the case of a fire accident in a ship or offshore plant. In this study, the sensitivity of the fire-resistance performance and approximation characteristics for the A60 class penetration piece was evaluated by conducting a transient heat-transfer analysis and fire test. The transient heat-transfer analysis was conducted to evaluate the fire-resistance design of the A60 class deck penetration piece, and the analysis results were verified via the fire test. The penetration-piece length, diameter, material type, and insulation density were used as the design factors (DFs), and the output responses were the weight, temperature, cost, and productivity. The quantitative effects of each DF on the output responses were evaluated using the design-of-experiments method. Additionally, an optimum design case was identified to minimize the weight of the A60 class deck penetration piece while satisfying the allowable limits of the output responses. According to the design-of-experiments results, various approximate models, e.g., a Kriging model, the response surface method, and a radial basis function-based neural network (RBFN), were generated. The design-of-experiments results were verified by the approximation results. It was concluded that among the approximate models, the RBFN was able to explore the design space of the A60 class deck penetration piece with the highest accuracy.

This study relates to the development of a wearable device that can identify a personal location using low-power GPS and IMU based on energy harvesting. The energy harvesting technology using a piezoelectric device was applied for the development of personal location identification, and made it possible to acquire precise personal location data using GPS and IMU. As a result of the experiment, it was confirmed that GPS and IMU data were normally received. The personal location identification device can be prepared for an accident by identifying a personal location in a disaster area, etc., and the user will be able to use it easily regardless of time, place, and environment. It is expected that it can be used in various fields such as leisure and health care.

A60 class bulkhead penetration piece is a fire resistance system installed on a bulkhead compartment to protect lives and to prevent flame diffusion in a fire accident on a ship and offshore plant. This study focuses on the approximate optimization of the fire resistance design of the A60 class bulkhead penetration piece using a multi-island genetic algorithm. Transient heat transfer analysis was performed to evaluate the fire resistance design of the A60 class bulkhead penetration piece. For approximate optimization, the bulkhead penetration piece length, diameter, material type, and insulation density were considered discrete design variables; moreover, temperature, cost, and productivity were considered constraint functions. The approximate optimum design problem based on the meta-model was formulated by determining the discrete design variables by minimizing the weight of the A60 class bulkhead penetration piece subject to the constraint functions. The meta-models used for the approximate optimization were the Kriging model, response surface method, and radial basis function-based neural network. The results from the approximate optimization were compared to the actual results of the analysis to determine approximate accuracy. We conclude that the radial basis function-based neural network among the meta-models used in the approximate optimization generates the most accurate optimum design results for the fire resistance design of the A60 class bulkhead penetration piece.
