A Study on the Success Factors of Architectural Information System(SEUMTER) in South Korea

  • Since the late 1990s, the Korean government has attempted to develop the Architectural Information System (AIS, SEUMTER), led by the Ministry of Construction and Transportation, in order to improve civil complaint convenience and administrative efficiency in architectural administration. Since then, for nearly 30 years, the Korean government has been continuously upgrading the SEUMTER system. Based on these advancement projects, it is now possible to conduct civil affairs through the Internet, and civil petitioners can file complaints with government offices without visiting and without documents. In addition, statistical work and performance management became possible in real time for civil servants. And recently, by clouding the SEUMTER system, intelligent services have become possible. In this paper, the development process of the SEUMTER was divided into four stages and evaluated, and the main success factors were derived. The main success factors of SEUMTER are 1) Promotion as a National Agenda - Leadership of the President and Ministers, 2) Outsourcing of Information System Development and Dissemination, 3) Overcoming Selfishness between Ministries - Integrating Building Permits System and Building Ledger Systems, 4) Continue to Promote Information System Advancement. Subsequently, three global diffusion strategies for SEUMTER were presented: 1) the Need to Establish Globalization Strategy: Linkage with Smart City Business, 2) Small and Medium-sized System Model Needed for Globalization and ODA, and 3) System Success Needs to be Publicized Internationally.

Existing Building Approval Submission Process Improvement Effect Analysis thru Utilization of BIM

  • Advanced countries have mandated applying BIM in construction projects. Also, Public Procurement Service has planned to mandate applying BIM to all construction project that ordered in PPS from 2016 in KOREA. However, now Seumter that is building administration system is not supported BIM based construction license BIM information from Seumter. Thus, despite the applicant is preparing a BIM model, they do not take advantage of BIM information in Seumter. In previous studies. We developed a BIM based building approval submission system. In this study, we verified the system that developed in previous research. As a result, requirement information input time reduction in Seumter system showed high satisfaction. But there was as low usability because building approval submission system cannot support some information for building approval in seumter. If the system will do utilization and management with the building approval system, the applicant can be using BIM base design document information and saving the time that takes at building approval submission. Study about the system improvement is required for application to building approval system.

BIM기반 건축물 인허가 신청을 위한 정보 관리방안 (A Method of Information Management for BIM Based Building Permission)

  • Around the world, BIM application has been mandated. In Korea, an announcement was made in 2016 that BIM application will be required for all public constructions ordered by the Public Procurement Service. However, BIM cannot be used for building permits as Seumter, a building permit system, doesn't support BIM, even if it was used for building design. To utilize BIM for permit application, this study introduces a method of management for BIM-used permit application information. It was done by analyzing the data entered for new building permit application in Seumter. For the analysis, the permit application information is classified as internal BIM information and external BIM information and the required information is defined. To easily create and utilize the data types at the design stage, this study introduces a method of creating and utilizing a permit template. Also, this study developed a tool for combining the area information to add up all the related information such as gross floor area and floor area ratio. This study is significant in that it analyzes the required information for new building permit application among all the permit application types in Korea.

  • In Korea, the government has developed SEUMTER, an administration system for building related public service, to facilitate and promote the electronic submission and permission activities. SEUMTER is progressing legality system based on 2D drawing for building administration permission service. However, there are a lot of problems related to legality system owing to complexity of Korea regulation relation and structure, inefficiency of legality system based on 2D drawing, duplication examination of document (soliciting forms for civil affairs) and drawing. Therefore, the purpose of this study is to develop legality system for building administration permission service based on BIM in Korea. To achieve this purpose, the authors have investigated permission procedure and regulation structure that is used in current building administration permission and suggested permission procedure and regulation structure for legality system based on BIM. In addition, the authors have investigated element technologies (for examples, method of structured regulation, BIM model checker, Viewer, etc) for legality system based on BIM. Finally, the authors have suggested strategy and hereafter direction for application of legality system based on BIM.

BIM 기반 인허가신청 지원 시스템 개발 (Development of BIM-based Building Approval Submission System)

  • Building Information Modeling (BIM) provides many advantages when it is adopted in virtual design construction, to analyze constructability, etc. For this reason, advanced countries have made it mandatory to adopt BIM in public construction projects. The Korea Public Procurement Service announced that from 2016, BIM adoption will be mandatory in every construction project in Korea. Currently, however, it is not possible to fully adopt BIM in the building design process domestically because BIM-based systems have not been used broadly in Korea's building approval system (Seumter). In this research, four challenges were drawn from a focus group interview. Focusing on tackling one challenge, this paper reviewed previous research into building approval systems and the building approval systems of Singapore, the U.K. and the U.S., and identified elements of the building approval application process and presents a system to create and manage the information. The system supports the creation and management of information and 2D drawings from an IFC-based BIM model. We expect that the system will encourage designers to use BIM from the beginning of the design process and ultimately increase the efficiency of design in a BIM-based project.

BIM 기반 인허가 요구정보 생성 방안 (Methodology for Generating Information Requirements for BIM-based Building Permit Process)

  • Using BIM (Building Information Modeling)-based design information to analyze various engineering processes has been widely adopted in construction projects. However, since typical building permit processes often require traditional 2D-based design information for submission and to obtain building approval, there are some challenges in delivering such data thru BIM-based design information. This paper proposed a methodology to generate and meet information requirements for permit applications and approvals based on BIM-based design information. To that end, we analyzed the required information necessary to make submissions for building approvals using the Seumter system. We then suggested a process to collect the required information from BIM-based data, and classified this into two types: BIM-internal and BIM-external information requirements. In addition, we proposed three algorithms to extract and to match between extracted BIM data and BIM-internal information requirements using IFC(Industry Foundation Classes). The proposed methodology enables to ensure the efficiency and the accuracy when providing data for building permit review and approval.

개방형BIM기반의 건축법규검토를 위한 법규유형화 및 적용방안 (Building Code Typology and Application for Open BIM based Code Checking)

  • Recently, Productivity of the construction industry has been decreasing than other industries. Because of this, BIM is being spread in the construction industry. However, quality criteria for BIM data is insufficient. Regulation information is an important factor for initial architectural design evaluations. However, building code and related regulation are numerous. National building code structure in Korea is much more complex than other countries. The purpose of this study is to suggest the typology method of building code and apply to real regulations. To achieve this purpose, the authors have extracted required information to from original regulation for code checking and suggested mapping methods between extracted information and information of IFC scheme. In addition, the authors have represented EXPRESS-G diagram for extracting information from IFC scheme and suggested code checking method through stair case. Output of this study can be used as a base line data for automated code checking system based on open BIM. Automated code checking system will be utilized in architectural design evaluations and supported to increase design quality. It can be used to mount in SEUMTER that is the construction administration system of Ministry of Land, Infrastructure and Transport (MOLIT).

해외도시개발 지원 종합정보시스템 구축방안 (Construction of Information System for Promoting Overseas Urban Development)

  • 본 논문은 해외도시개발 활성화와 효율적 추진을 위한 지원방안으로 기존의 산발적으로 분포하고 있는 정보들을 체계화 한 종합정보시스템 구축방안을 마련하였다. 연구결과, 첫째, 해외도시개발 관련 현행 정보시스템과 민간기업의 수집정보를 분석하였다. 국내 유관기관에서 운영하고 있는 정보시스템의 경우 정보공유 방식과 인적네트워크 구축 및 사업절차에 대한 내용이 부족한 것으로 나타난 반면, 해외도시개발사업을 주로 발주하는 기관들은 대부분 관련 전문가와 사업 참여자 및 그들이 참여한 사업정보를 제공하고 있었다. 한편, 민간기업의 경우 수집되는 정보가 국가현황, 발주정보, 기본적인 법제도 수준으로 실제 사업을 추진하는 과정에서 필요한 세부적인 정보의 습득에는 제약이 있었다. 둘째, 종합정보시스템에서 제공되어야 할 정보를 선정하고 정보수집 방안을 제시하였다. 현행 정보시스템과 민간기업의 수집정보를 유형화하여 해외도시개발사업 추진시 필요한 정보를 크게 국가개황, 경제정보, 산업정보, 투자정보, 법률정보, 사업정보, 인적네트워크의 7개 부문으로 구분하고, 이들 부문에 대한 세부항목을 설정하였다. 그리고 해외도시개발 전문가, 민간기업 실무자 등의 의견을 반영하여 정보의 우선순위를 도출한 바, 사업정보와 인적네트워크 부문이 가장 중요한 것으로 나타났다. 셋째, 종합정보시스템 목표모델을 수립하고 제도개선 방안을 도출하였다. 해외도시개발 정보를 분류하고, 분류된 정보를 연계하고, 정보제공 채널을 통해 서비스하는 3단계로 시스템을 체계화하고, 여기에 종합정보시스템의 비전 및 목표, 단계별 구축계획을 종합하여 목표모델을 제시하였다. 또한 인터넷건축행정정보시스템(세움터), 택지정보체계, 보금자리통합정보체계 등 유사 사례 검토를 통해 종합정보시스템을 효과적으로 구축하기 위한 제도개선 사항을 제시하였다.
