The purpose of this study is to improve library promotional marketing for the disabled by identifying requirements of public library disability services. This study aimed to investigate librarian service providers' awareness of library programs for the disabled in order to prepare a systematic plan for promoting such library services. Research methods used are a literature analysis and survey. First, the ratio of respondents with experience promoting activities and services for the disabled was less than 50%. Second, regarding methods for promoting library disability services, the respondents used library homepages, press releases, library user guides, library newsletters, and library pamphlets in that order. Third, when asked what kind of PR media the library disability service providers had experience with and how often they use it, library boards and banners were the most common response. Fourth, suggested improvements to the current design and content of PR materials included: clearer word choice (or greater understandability), more detailed descriptions, simpler layouts, and more interesting or eye-catching content in that order. Fifth, the library disability services which are in the most need of public relations were guide information for library disability services, Library and Information Service (DOI services and search services), using alternative materials and the library collection, and aiding the information search. Overall, when evaluating the promotion of disability services in Korea, the library's public relations for disabled services needs to improve because currently neither librarians nor the disabled community they are targeting has frequent or quality experience with it. Thus, the policy department for the library disability services must develop a variety of promotional strategies adjusted for each type of the disability and distribute PR materials to service providers individually, making sure to utilize effective PR methods.

장애인에 대한 도서관 현황조사 및 지원방안 연구는 지금까지 주로 공공도서관을 중심으로 이루어져 왔다. 그러나, 대학의 장애인 학생 수가 점차 증가하고 장애인 학생들에 대한 지원 및 서비스가 필요해짐에 따라 대학도서관의 장애인 지원 시설, 장비 및 서비스에 대한 관심이 높아지고 있다. 조사결과, 많은 대학도서관의 경우 이와 같은 필요성에도 불구하고 장애인서비스에 대한 인식부족으로 법률적 기반이나 기준에 근거한 대응방안의 마련보다 부분적인 지원에 그치고 있는 것으로 조사되었다. 따라서, 각각의 대학도서관에 장애인을 위한 모든 자료를 구비하는 것은 현실적으로 어렵기 때문에, 장애인 전담사서 지정에 의한 서비스 제공 및 지원방안을 마련하고, 관련기관, 단체, 협회 및 특수도서관과의 협력을 통해 정보를 제공하는 것이 바람직한 것으로 분석되었다. 또한, 홈페이지를 이용한 장애인 서비스의 안내 및 시청각장애인을 위한 도서관 이용안내서 제작 등 적극적인 홍보방안도 필요한 것으로 조사되었다.

본 연구는 공공도서관 장애인서비스 자원봉사 활동의 모형 구축을 위하여 국립중앙도서관에서 연구한 '전국도서관 장애인서비스 현황조사'의 결과와 장애인 서비스를 제공하고 있는 65개 공공도서관(점자도서관 포함)을 대상으로 조사한 설문 조사와 인터넷 조사, 문헌연구를 이용하여 장애유형 및 서비스별 활동 분야, 참여경로, 수행역할, 자격 및 자질, 활동상의 문제점을 검토하였다. 그리고, 공공도서관의 장애인서비스 자원봉사 활동 모형을 봉사의 목적과 서비스 분야, 장애유형의 3요소로 구성하였다. 봉사 활동의 목적은 도서관, 장애인, 그리고 자원봉사자 3자를 위한 것이다. 장애 유형은 자원봉사자를 활용한 도서관 서비스 관점에서 지체장애, 시각장애, 청각장애, 지적장애의 4가지 유형으로 분류하였으며, 서비스 분야는 장서구축 및 대체자료, 이용자 서비스, 웹 전자정보 서비스, 시설 및 접근 서비스, 보조공학기 서비스의 5가지 활동 분야로 나누고 각각의 서비스 분야마다 구체적인 활동 내용을 제안하였다.

본 연구는 대통령기록관의 장애인서비스 현황 분석을 통해 문제점을 살펴보고, 이에 대한 개선방안 제안을 목적으로 수행되었다. 이를 위해 장애인 관련 기존 연구, 법령, 실태조사 보고서 등 문헌조사를 실시하고, 기록관과 유사 서비스를 제공하는 국내 기관과 미국대통령기록관을 대상으로 사례조사를 실시하였다. 또한 대통령기록관 서비스 담당자를 대상으로 정보공개청구를 실시하였으며, 문헌조사 및 사례조사 그리고 정보공개 청구의 결과를 토대로 대통령기록관 장애인서비스의 현황을 분석하였다. 분석 결과 공간 및 시설, 보조도구, 프로그램, 인력 측면에서 문제점을 도출하였으며 이를 기반으로 개선방안을 제안하였다.

The development of the Information Technology(IT) has brought enormous change to the human life, not even only to the politics, economy, society, and cultures, but all the way through the people's consciousness and cultural patterns. However, the information society resulted information inequality issues and especially to those disabled people, who have more difficulties on the technology adaptation, the "digital divide" symptom is significantly found. At present the rapid development of IT has gone beyond the level of the information society and it is accelerating the ubiquitous society that will combine people, computers, and all objects into one. And during the time of ubiquitous the "digital divide" will still exist. This research is focused on the digital divide of disabled people that were insufficiently covered in the research of digital divide and ubiquitous. From the empirical study of the effect that the disabled contributes on the service usability in U-City, the factors of background of the digital divide, and the difference of such factors in types of sex, ages, disabled types, and disabled class, and finally how the ubiquitous divide of the disabled affects have been researched. Based on the proposed study model and by analyzing the model by structural equation, following resulted was gained. (1) With the TAM (TAM : Technology Acceptance Model), which is commonly used in the studies of IT devices and services, the digital divide of the disabled cases cannot be identified sufficiently since it is not eligible for Using Intention of U-City Services. (2) In case of the disabled, the mental factors like willingness to overcome the impediment and accessibility like environment to meet the information services and ability to access the services are more effective on Using Intention of U-City Services rather than TAM.

장애인과 비장애인의 동등한 정보접근권을 보장하고자 하는 흐름에 발맞추어 장애의 여부나 장애의 유형과 상관없이 모든 도서관 서비스를 제공해야만 한다. 이에 본 연구는 장애인 931명을 대상으로 설문조사를 실시함으로써 국내 도서관 서비스에 대한 장애인 이용자의 이용 실태 및 요구 사항을 파악하였다. 조사결과, 장애인 이용자의 도서관 및 도서관 서비스 이용 경험은 상당히 저조한 편이었으며 그 원인은 도서관 및 도서관 서비스에 대한 정보가 부족하였기 때문이었다. 그리고 장애인들은 도서관에서 제공되는 자료의 다양성, 충분성, 접근성, 최신성 등에 대해 대체적으로 만족하지 못하였으며 장애유형별로 도서관에 희망하는 프로그램과 개선사항에 차이를 보였다. 결국 장애인 도서관 서비스를 개선하기 위해서는 도서관 서비스에 대한 적극적인 안내와 홍보, 전자자료 구축을 통해 이용자의 접근성을 제고하고, 협령망 구축을 통한 자원공유와 서비스 확대가 필요하고 장애인 서비스를 담당할 전문사서의 배치 및 직무교육 제공이 뒷받침되어야 한다.

장애인 독서문화 활동의 진흥은 정보소외계층의 정보격차해소, 독서문화 활동을 통한 국민의 삶의 질 향상이라는 도서관 핵심 사명을 수행하는 주요한 업무이다. 활성화 방안을 도출을 위해 독서문화 진흥정책과제에서 사용하는 4개 과제 영역을 틀로 사용하였으며, 국내외 도서관 장애인서비스 분석을 통하여 시사점을 도출하였다. 연구결과 현재 도서관 장애인서비스는 장애인 독서환경조성, 균등한 독서 기회 제공 서비스가 대부분이고, 장애인 독서생활화 및 독서운동 활성화과제는 매우 부족하였다. 독서 생활화를 위한 독서교육, 독서체험, 이용자중심의 프로그램 개발이 필요하며, 장애인 독서운동 확산을 위하여 도서관 홍보 전략을 활용하는 것이 필요하다.

The Act of Disability Discrimination and Rights Restriction was enacted in 2008 states that all services including cultural and artistic activities should be fair and easily accessible for disabled. The aim of this study was to determine how to improve the facilities and services for the disabled in Theater and provide complementary guidelines for amenities designed for people with disabled. The conclusions identified through this study are as follows: 1) It should be installed pedestrian safe passage so that visitors could access from the entrance of the ground to the seat in the theater. 2) Disabled seats install in a position to Emergency evacuation for people with disabilities, and it is recommended that general seats are placed side by side with Disabled seats. 3) It is analyzed services for the visually impaired and hearing impaired are very poor. Therefore assistive devices and human services should be provided to the visually impaired and hearing impaired. 4) People with disabilities can participate in the show as the performers, so it should be provided reasonable accommodations such as access to the stage.

본 연구의 목적은 정신장애인의 공공후견서비스 사업이 당사자의 의사결정을 지원하고 권익옹호를 하는 제도로서 역할을 하고 있는지 그 경험과 과제를 탐구하는 것이다. 연구방법은 Strauss와 Corbin(1998)의 근거이론을 이용하여 공공 후견법인 후견업무 실무자 11명을 대상으로 전문가인터뷰를 실시하고, 과정분석과, 유형분석 등을 통해 실천모형을 제시하였다. 연구결과로는 정신장애인의 공공후견서비스를 통해, 후견의 권리옹호의 가능성과 시설의 긍정적인 태도변화 및 정신장애인의 권리회복을 위한 방향성 확립 등이 도출되었다. 공공후견법인 종사자들은 후견인에 대한 과도한 권한 부여나 업무 과정에서의 여러 어려움을 경험하지만 정신장애인들의 권리를 옹호하고 자기결정권을 지원할 수 있는 경험을 하였다. 본 연구를 통해 후견서비스의 필요성과 확대의 당위성을 제시하였다.

장애인은 각종 장애, 이동성 제약, 대체자료 및 서비스의 부족 등 다양한 이유로 인하여 공공도서관 접근 및 자료이용에 많은 어려움을 겪고 있다. 이를 해소하려면 공공도서관은 장애인을 위한 아웃리치 서비스(outreach service)를 제공하여 그들의 다양한 정보요구를 충족시켜야 한다. 이에 본 연구는 국내외 공공도서관의 아웃리치 서비스 사례를 분석하여 시사점을 도출하고, 국내 공공도서관을 대상으로 서비스 현황과 인식도를 조사 분석하여 장애인의 규모 및 유형별 아웃리치 서비스 강화방안을 제언하고자 한다.
