The article concerns the public policy for the development of the arts educator in the field of the comic and animation education. The comic and animation education programs are focused on the promotion of the creativity and communication skills of the student in terms of the arts education. The article seeks to examine the case on the support program for the comic and animation educators, which has been managed by Korea Arts & Culture Education Service(KACES) since 2005. The forty two educators were surveyed. As a result, the support program of the KACES has an effect on the educator's recognition of the comic and animation education in the positive way. The most of the educators suggest that the support program should try to develop the comic and animation educator job as a special work with the full time job. In this repect, the article recommend the policy alternatives such as the promotion of the education program R & D, the knowledge and information system, training system and the establishment of the governance system.

The government aims at promoting the national growth and heightening efficiency through the creativity economy. This study focus on the effectiveness(difference of the tax bearance) of tax-aid system(tax-reduction and tax-deduction) for the venture firms and small & medium firms. Sampling of this study was collected through what had been recorded to the enterprise information service of Korcham(venture firms), DB of Small & Medium Business Administration Authority from 2010 to 2012, and opened information of the KOSDAQ Association. The results were as follows. Firstly, There exists differences in the tax bearance rate between the tax-aided corporation and the tax-nonaided corporation through venture firms and small & medium firms. Secondly, Venture firms were investigated to bear low tax-bearance rate in contrast to Small & Medium Firms. The results of this study shows that the national tax-aided system is effective, and can be led to another new politics alternatives.

The new innovation model that deals with agenda as sustainability, quality of life, societal challenges is emerging as NIS(National Innovation System) is needed to transit to post catch-up and creativity. To achieve this objective, there is a growing need for enhancing usage of ICT, end-user's needs, prolification of R&D results and social impact. Living Lab is the new innovation model that end-user's participation, co-work/network within actors and usage of user's experience and This study deal with Living Lab related R&D of ICT-based service from co-work with end-users. Example cases are Turku Archipelago Living Lab in Finland, and Living Lab projects in EU, EIT ICT Labs and ELLIOT. And the focus of case analysis is that reflection of user's needs and experience, and aspect of ICT usage.

This study aimed to identify the influence of a nutrition teacher's servant leadership on cooks' empowerment and organizational commitment in school organization. For this purpose, this study selected 288 cooks working in elementary, middle and high schools located in Daegu city, and conducted a survey toward them. The collected data were analyzed with the frequency analysis, the reliability verification, the correlation test, and the multi-regression analysis. As the results testing the hypotheses, the following 3 hypotheses were chosen as valid ones. First hypothesis: A nutrition teacher's servant leadership will positively(+) influence on cooks' empowerment. Second hypothesis: A nutrition teacher's servant leadership will positively(+) influence on cooks' organizational commitment. Third hypothesis: A cook's servant empowerment will positively(+) influence on his/her organizational commitment. Therefore, nutrition teachers should exercise their servant leadership so that cooks can be responsible for the quality of school meals and perform their work on the basis of autonomy and creativity. In order to perform the role of a servant leader, nutrition teachers will need to continually get various educational, training programs for enhancing their servant leadership.

This paper examined the educational objectives of selected colleges of engineering in Korea and other countries such as the USA, Canada, Australia, New Zealand, Japan, and Hong Kong. Among the common educational objectives of the colleges of engineering in Korea are the supply of manpower with professional abilities, an education to enhance the basic competence of engineers, and the equipment of high-level educational environments for quality engineering education. These emphases are in line with the global trends shown in the cases of various countries, where "leadership" and "innovation" are given much weight, and qualities such as "creativity", "specialty", and "service" are stressed. The analysis on the educational objectives of the selected colleges of engineering listed in this study may serve as a substantial basis for setting future goals and making decisions for quality engineering education in the colleges of engineering.

With the rapid growth of IT technology and development of online shopping, e-commerce activity through online environment is going to grow in various forms. And then the intense competition also more deepen in the companies within the online market. The study on the various contents production and environment configuration for sale strategies has been made. Among online market products, it is needed to develop marketing strategies for online sales related to rings products. In this paper, through the analysis of online content and components of companies, it has obtained the appropriate components in the ring industry. In particular, aiming to young customers, we looked about components suitable for them and built site. As a result based on the above analysis, we anticipate that it will be able to see forward to a competitive ring marketing.

In designing Intelligent Traffic Systems, it should be necessary to consider telecommunications, appearance, environment, auxiliary functions, safety, and so on. Also, in choosing a car, a consumer considers those properties. This paper tried to elucidate the fact that car color has a very significant meaning for car safety when administrating intelligent traffic services and making car-purchasing decision. We first studied on occurrence probability of car accident according to car color that has something to do with car safety. Then, we studied on the concepts of advancing color and receding color. Advancing color causes less accidents since the color looks closer than it actually is. And receding color causes more accidents since the color looks farther than it actually is. And we classified car colors into eight classes and assign their ranking to each class, considering the number of car accidents. We tried to verify our research by use of telephone questionnaire for residents in Kunsan, Republic of Korea.

Generalizing use of smartphone, it was being developed and released for education application from based on PC to smartphone. in this paper, this application was designed and developed an helpful and enjoyable application for those who very interested child education. in this paper, suggestion of the propose of education is provided on service various contetns. The children can do implement information about organism characters living in sea just selected them they want without going to sea and aquarium whenever they want. this application is implemented that children also can be relearning the organism characters by quiz that already learned them before, and developing artistic sense, creativity and imagination by coloring exercise.

Technology has been viewed at various stages of civilization as leading to future progress. The building, its services systems and management of the work process all contribute to the well-being of people within an organization. Productivity relies on there being a general sense of high morale and satisfaction with the workplace. Now buildings are considered as providing a milieu for human creativity. Flexibility, adaptability, service integration and high standards of finishes offer an intelligence threshold. Building Automation System(BAS) - controlled lighting systems may offer incremental energy saving. Conventional Lighting control systems often control equipment in a single room or over the limited area, because they are centralized control systems, which means that all the controlled circuits must be wired to a single control panel. The computers used by these systems are typically dedicated microprocess that perform only lighting control functions. By comparison, modern Building automation systems are distributed control system, which means that their computing hardware and software are distributed as a network that microprocessor-based control modules and standard PC. PLC(Programmable Logic controller) is extensible virtually without limits, so that all the lighting in a facility can be controlled by single, unified system - the same system that also can control and monitor the building's HVAC, security, and manufacturing processed, elevators, and more. A Building automation system can control light using schedules, manual controls, occupancy sensors, and photosensors, either singly or in combination. Building Lighting control and monitoring system will be for a energy saving and efficient building management system.

In this paper we analyzed the management performance as the result of the korean government's support policy for the small and medium sized business (SMB). The governmental support policy was carried out for the companies classified in 3 criterion. The first is the upbringing of dynamic SMB group, which are driven by creativity and innovation. The second is the enforcement of technology-innovation and cooperation for SMB. The last is the establishment of the growth basis for SMB like funds, human resources and distribution channels. After categorization of above 3 classes, the affect of support policy on the management performance is analyzed, in terms of 3 aspects, management performance, technical performance and policy satisfaction. This study shows that the governmental support policy has the remarkable effects on the financial support sector of SMB. The 5 major sectors, 1) the upbinging of venture-innobiz innovation company, 2) rearing funds of knowledge-based service company, 3) R&D support, 4) support of management stability fund, 5) expansion of distribution channel to the public sector, are designed from 24 variables. The 3 sectors of these 5 are have the main influences from governmental support policy.
