To support anti-collision between ship to ship and sea-search and sea-rescue work, ship automatic identification system(AIS) that can both send and receive messages between ship and VTS Traffic control have been adopted. And port control system can control traffic vessel service which is co-operated with AIS. For more efficient traffic vessel service, ship recognition and display system is required to cooperated with AIS. In this paper, we propose ship detection system which is co-operated with AIS by using background estimation based on image processing for on the sea or harbor image extracted from camera. We experiment with on the sea or harbor image extracted from real-time input image from camera. By computer simulation and real world test, the proposed system show more effective to ship monitoring.

PURPOSES : The objective of this study is to find Percentile Speed($V_p$) for Appraisal of Road Section with Recurring Congestion. METHODS : Percentile Speed($V_p$) is determined by correlation analysis of CSI that proposed existing literature. and CSI(Consistency Service Index) is a index that subtract service fail frequency from 100 points, and service fail is defined as traffic situation is driving less than 80kph speed. In this study, We analyzed the highest correlation percentile speed associated with CSI. This speed is chosen as a delay decision speed. In order to verifying reliability, it performed a comparison with the previous method. RESULTS : As a result, 30 percentile speed($V_{30}$) was decided as index speed for judgement of recurring congestion section, and through comparison with existing methods, we demonstrated that 30 percentile speed can be useful for judgement of recurring congestion section. CONCLUSIONS : This method to Determine recurring congestion section using the percentile speed($V_{30}$) was proposed for the first time in this paper. This method can be applicated more quickly and easily than existing method for determining of recurring delay section.
Heavy rainfall events are occurred exceedingly various forms by a complex interaction between synoptic, dynamic and atmospheric stability. As the results, quantitative precipitation forecast is extraordinary difficult because it happens locally in a short time and has a strong spatial and temporal variations. GOES-9 imagery data provides continuous observations of the clouds in time and space at the right resolution. In this study, an power-law type algorithm(KAE: Korea auto estimator) for estimating rainfall based on the rainfall type was developed using geostationary meteorological satellite data. GOES-9 imagery and automatic weather station(AWS) measurements data were used for the classification of rainfall types and the development of estimation algorithm. Subjective and objective classification of rainfall types using GOES-9 imagery data and AWS measurements data showed that most of heavy rainfalls are occurred by the convective and mired type. Statistical analysis between AWS rainfall and GOES-IR data according to the rainfall types showed that estimation of rainfall amount using satellite data could be possible only for the convective and mixed type rainfall. The quality of KAE in estimating the rainfall amount and rainfall area is similar or slightly superior to the National Environmental Satellite Data and Information Service's auto-estimator(NESDIS AE), especially for the multi cell convective and mixed type heavy rainfalls. Also the high estimated level is denoted on the mature stage as well as decaying stages of rainfall system.
Due to the inherent inhomogeneous and anisotropy nature of the composite materials, the detection of internal defects in these materials with non-destructive techniques is an important requirement both for quality checks during the production phase and in service inspection during maintenance operations. The estimation of the time-of-arrival (TOA) and/or time-of-flight (TOF) of the ultrasonic echoes is essential in ultrasonic non-destructive testing (NDT). In this paper, we used split-spectrum processing (SSP) combined with matching pursuit signal decomposition (MPSD) to develop a dedicated ultrasonic detection system. SSP algorithm is used for Signal-to-Noise Ratio (SNR) enhancement, and the MPSD algorithm is used to decompose backscattered signals into a linear expansion of chirplet echoes and estimate the chirplet parameters. Therefore, the combination of SSP and MPSD (SSP-MPSD) presents a powerful technique for ultrasonic NDT. The SSP algorithm is achieved by using Gaussian band pass filters. Then, MPSD algorithm uses the Maximum Likelihood Estimation. The good performance of the proposed method is experimentally verified using ultrasonic traces acquired from three specimens of carbon fibre reinforced polymer multi-layered composite materials (CFRP).

In generally, the estimation work regarding building mechanical service system in comparison with other architectural estimations is time-consuming, and the process is continuously getting more difficult because of the increased usage of the attached piping materials such as fittings and supports in addition to their complicated construction processes. In order to improve this problem, the Korean authority provides a simple method to estimate the attached material rate regarding the main piping material, which is the most time-consuming work in the architectural mechanical estimation. However, to be an applicable method on construction site, a proper conversion rate of the attached piping material is still required for the proposed method regarding building usage and working types. Therefore, the purpose of this research is the suggestion of the material and labor cost rate of the attached piping materials such as the fittings and supports by work types and fitting methods of indoor fire, sprinkler, and extinguishing gas piping work of mechanical fire protection facilities in office buildings that have been designed after 2010.

Recently, there has been explosive growth in Internet service contents, and we have witnessed the emergence of many real-time applications on the Internet. These types of applications require special support from the underlying network such as reliability, timeless, and guaranteed delivery, as well as different levels of service quality. Estimation network status and transcoding data rate are researching for QoS of multimedia service by using the RTP/RTCP. We propose two schemes that the way to calculate the one-way delay by expanding the structure of RTP/RTCP in Internet that provides us 'best effort' service and to estimate the network condition by using this in this paper. And we propose the dynamic RTCP mechanism based on one-way delay to deal with rapidly changed network situation immediately. In simulation, proposed monitoring schemes using the one-way delay has similar in performance to monitoring schemes using the GPS, proposed dynamic RTCP scheme obtain the desired result of decreased packet loss rate by sending RTCP RR packet lower than other schemes.

Many researches have been carried out on carbonation, a representative deterioration in underground structure. The carbonation of RC (Reinforced Concrete) structure can cause steel corrosion through pH drop in concrete pore water. However extension of service life in RC structures can be obtained through simple surface protection. Unlike the conventional deterministic maintenance technique, probabilistic technique can consider a variation of service life but it deals with only normal distributions. In the work, life time-probability distributions considering not only normal but also log distributions are induced, and repair cost estimation technique is proposed based on the induced model. The proposed technique can evaluate the repair cost through probabilistic manner regardless of normal or log distribution from initial service life and extended service life with repair. When the extended service life through repair has log distribution, repair cost is effectively reduced. The more reasonable maintenance strategy can be set up though actual determination of life-probability distribution based on long term tests and field investigations.

In this paper, we propose an estimation of network jitter that occurs when transmitting TCP packets containing MPEG-2 TS in progressive streaming service over wired or wireless Internet networks. Based on the estimated network jitter size, we can calculate required de-jitter buffering time to absorb the network jitter at the receiver side. For this purpose, by exploiting the PCR timestamp existing in the TS packet header, we create a new timestamp information that is marked in the optional field of TCP packet header to estimate the network jitter. By using the proposed de-jitter buffering scheme, it is possible to employ the conventional T-STD buffer model without any modification in the progressive streaming service over IP networks. The proposed method can be applicable to the recently developed international standard, MPEG DASH (dynamic adaptive streaming over HTTP) technology.

In this paper, a new bit rate estimation scheme is proposed to determine the bit rate for each subclass in an MPEG-2 TS to H.264/AVC transcoder after dividing an input MPEG-2 TS sequence into several subclasses. Video format transcoding in conventional IPTV and Smart TV services is a time-consuming process since the input sequence should be fully transcoded several times with different bit-rates to decide the bit-rate suitable for a service. The proposed scheme can automatically decide the bit-rate for the transcoded video sequence in those services which can be stored on a video streaming server as small as possible without losing any subject quality loss. In the proposed scheme, an input sequence to the transcoder is sub-classified by hierarchical clustering using a parameter value extracted from each frame. The candidate frames of each subclass are used to estimate the bit rate using a statistical analysis and a mathematical model. Experimental results show that the proposed scheme reduces the bit rate by, on an average approximately 52% in low-complexity video and 6% in high-complexity video with negligible degradation in subjective quality.

The relative distance estimation technique is important to Location-Based Service(: LBS) in a wireless communication environment. In this paper, we propose a scheme for measuring the relative distance by utilizing a frame structure of a physical layer in asynchronous Frequency Division Duplexing(: FDD) when the Internal and external infrastructure for position measurement cannot be used. The proposed method is suitable for continuous distance measurement. The test results showed that the proposed method has the accuracy of less than 10 meters on average.
