An Exploration on Individual Giving and Volunteering : Focus on the Relationship with Trust (기부 및 자원봉사와 신뢰의 관계에 관한 연구 : Simultaneous Equation Model을 이용한 분석)

  • Using a national survey data conducted by the Beautiful Foundation, this study attempts to examine the bilateral relationships between philanthropic effort and social trust and between volunteering effort and social trust by using simultaneous equation model. This study also attempts to examine the socialization effect and intergenerational effect of philanthropy and volunteering in family, school, and community. This study found that both philanthropic effort and volunteering effort have a bilateral relationship with social trust. The bilateral relationship between giving and volunteering and social trust suggests that not only can social trust affect the increase of giving and volunteering but giving and volunteering can also influence social trust. Thus, by strengthening trust and facilitating giving and volunteering, we can construct and promote culture of sharing in our society. On the other hand, in the analysis on individual's educational experience in giving and volunteering during school years and individual's family experience (parental practice) in giving and volunteering during school years, it was found that family experience was statistically significant on philanthropic effort and volunteering effort. The result suggests that considering the validity of intergenerational effect in giving and volunteering, it is strategically vital for our society to facilitate and promote family practice in giving and volunteering throughout diverse programs and social marketing. Although this study has a limitation due to the limitedness of the original data, it made a significant contribution to advancing knowledge on the relationship between giving and volunteering and social trust by using elaborate analysis methods. This study emphasizes the necessity of continuous research; more advanced and systematic study based on a more elaborate model and solid data such panel data should be continued for a better understanding of philanthropic and volunteering behavior that can be an important soil for the development of nonprofit human service organizations. Finally, based on the results of the study, this study discusses research directions and practical implications to deepen and broaden the culture of sharing in Korea.

The Working Conditions for Care Workers and Care Quality in Long-Term Care Services (노인장기요양보험제도에서 요양보호사의 근로조건이 서비스 질에 미치는 효과에 관한 연구)

  • This study examines the effect of working conditions for care workers on the care quality in long-term care facilities, particularly the coexisting perspective on publicness and the marketization of Long-term care services in South Korea brings about. Prior studies have not identified a causal relationship between working conditions and the care quality, only explained cause of a low-wage labor market and low productivity of social services. Theoretical relevance of working conditions and service quality on Long-term care in Korea is to view from a integrated care model by Daly and Lewis(2002). A nonproportional stratified sampling procedure was used to consider Long-term care facility's ownership. A merged dataset combining surveys from 248 Long-Term Care facilities and online resources from NHIC administrative was used and analyzed by multiple regression. The analysis results is showed as follows. Overall, organizations with better working conditions, having higher wage, having greater a fringe benefit, being skills development and training are likely to have good care quality in each area. This research shows that the working conditions, rewards and support to care workers of organizational culture in the normative dimension beyond the minimum standard on labor market policy and evaluation system by government regulations have a positive impact on Long-term care quality.

  • In the changing social and economic conditions, reorientation of the health care system is a process of rearranging health care resources keeping in mind the appropriativeness, relevancy, and efficacy of health care programs. Also it has been recognized recently that the CHP program is in need of review for the same reasons, that is to say, the ease in which health care facilities are available, the high rate of coverage with insurance and the development of an effective transportation system. Therefore there is a social inclination to think that there are no remote areas and to question the roles of public health facilities, health centers, health sub centers and CHP posts. This paper was done to review problems and to propose new directions for the CHP system. The findings of this study are as follows ; 1) It is necessary that primary health care should be simplified into three parts, medical treatment, preventive care services and the organization of administration and logistics. Also each department should be supplemented with the appropriate professional personnel in order to develop a task oriented system. The reorientation of the CHP system should be managed in keeping with that of other public health care systems. Therefore it is necessary to look at the CHP system problems as one aspect of the reorientation process of public health care systems, and to work to find new ways to address these problems. 2) The location of the CHP post should be decided by the needs of the community in both the medical and preventive areas. If the people have a minimum need, the location of the CHP post should be altered and the existing roles of the CHP should be modified to allow for flexibility according to the community needs. 3) Use of the problem solving method in regular team meetings will prove to be as efficient as continuing education programs in improving job competancy. 4) The supervision of CHP's activities should be made by the same type professional personnel, that is, senior CHPs or charge nurses in the public health center at the county level. 5) The operational expensies of CHP post should be supported by the administrative department of the public health center and should create working conditions that will allow the CHP to concentrate on community health service programs. 6) The organizations for community participation, working committees, community health workers and a number of the local assembly, should be activated to provide for participation in finding solutions to health related problems in the com-munity.

Comparative Study on Head Nurses간 Role Perception to own Role and Staff Nurses간 Role Expectation to their Head Nurse between University Hospitals and General Hospitals (수간호사의 역할인식과 간호사의 수간호사에 대한 역할기대 연구(대학부속병원과 일반종합병원의 비교))

  • The organization of nursing department Significantly effects the hospital management. Especially, The head nurse is one of the most important position because head nurse is a first-line manager in the hospital level, a middle manager in nursing service organizations level and the top manager in each nursing unit level. This study was attempted to show the ideal model and nile by compare head nurses' role perception with staff nurses' role expectation according to two types of hospital. The survey was conducted among 94 head nurses and 233 staff nurses who are working at 5 different University Hospitals over 600 beds and 93 head nurses and 218 staff nurses Who are working at 12 different General Hospitals between 100∼300 beds in Seoul. The data was collected in a period from 8th September to 13th October in 1989 and the instrument used for this study was based on Han's one and reffered back to many literary sources and revised. The collected data was analysed by computer using S.P.S.S. program as a Mean, Percentage, Cronbach's alpha, Chi-Square, t-test and ANOVA. 1. The study was compared to the difference of the two subject group's general characteristics according to a type of hospital. As a relult, there were significant differences in age, educational background and career. 2. This Study was compared to the difference of the two subject group's role perception and role expection about each question according to a type of hospital. The result of this comparisons as follows : First, These were the most important issue between both groups : “Head nurse has to know about her staff's events and problems and then help them to solve that promptly.” Second, These were the least important issue between both groups : “Head nurse has an interview with patient's family and visitors”, “Head nurse is interested in her staff's privacy.” 3. This study was compared to the differences of each role areas according to a type of hospital. As a result, there were no significant differences both two subject groups except nursing manager role in staff nurses' group(t=-2.893, df=449.0, p=0.004). 4. This study was tested to the difference of the two subject groups according to general characteristics. As a result, All of that there were no significant differences.

A Convergence Study on the Differences in Medical Practices and Medical cost according to Auto Insurance Companies (자동차보험사별 진료특성과 진료비 차이에 관한 융합 연구)

  • This study investigates the differences in medical practices and medical cost according to auto insurance companies based on 8,589,602 cases that were treated by auto insurance corporation for the year of 2015, from the beginning of January to the end of December. The results of this study can be summarized following. First, in terms of the general characteristic in medical treatment, especially the age, the highest figure in both non-life insurance and mutual aid cooperative was shown in the age of 50 to 59 at 22.8 per cent(p<0.001). Second, in terms of a medical cost per a hospital care, classified by clinic, the costs in the department of internal medicine were much higher than those in the surgical department, and the thoracic surgery among parts of the surgical department showed the highest figures in both non-life insurance and mutual aid cooperative. According to the above summarized results of this study, it can be concluded that Health Insurance Review and Assessment Service has to address the problem on the increase of unnecessary costs and the occurrence of social expenses caused by the delay of patients' rehabilitation and return to their daily lives, by carrying out the evaluation for the appropriateness to organizations that ask for payments of auto insurance.

A Study on the Activation·Specification of 119 Rescue & Care in JeJu (제주도 119구조·구급대의 활성화 및 전문화 방안)

  • Since 1992, conventional fire fighting businesses have been converted into a metropolitan autonomous fire fighting system to be ready for a variety of disasters. However, the corresponding investment has been overlapped due to the non-integration of businesses to prevent any potential disasters, and a series of collaborative systems have been not functioning so well. In the meantime, our fire fighting sector has been trying to set up its own clean and faithful position by abolishing any inconvenient system or outsourcing private sectors, and expanded its work scope from conventional fire fighting even to rescue and emergency works. While focusing on handling disaster, the fire fighting sector has been widely trusted and reliable throughtout our nation. Moreover, our fire fighting sector has secured nation wide mobile organizations, technical personnel by field, special equipments and independent communication network. In addition, the fire fighting sector has knowledges, expertise and capabilities required for managing disasters, while in charge of almost every disaster management works including fire, explosion, collapse, disaster and flood. It becomes an organization for comprehensive disaster management under an absolute national trust, which is based on the system for prevention, preparation and countermeasure against a variety of disasters. Thus, our fire fighting sector must make many efforts and try to modernize conventional education and training. The ways to facilitate rescue and emergency works may include the nurture of technical fire fighting personnel along with modernized equipments, the reinforcement of rescue and emergency education, the facilitation of operating civil defense corps, the facilitation of operating volunteer fire fighting corps, the better arrangement of 119 briefing room for public healthcare in provincial offices, the sterilization of rescue instruments and equipments the better repair education for emergency rescue member, the establishment of regional emergency assistant system and the expansion of fire fighting personnel and equipments. In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations: Building up security system along with operational expansion, building up a system for emergency medical treatment, building up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119 we can review the following considerations : Improving the education for fire fighting training corps under Jeju Provincial Fire and Disaster Management Department, providing rescue members with more opportunities for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. If these requirements are met, it is expected that the fire fighting departments in Jeju province can cope with every accident and disaster a little more rapidly and quickly in compliance with local needs, so that they can keep their own position as a public fire fighting organization which may be trusted by the public.

A Study on Promoting Inter-organizational Linkages for Vocational Rehabilitation of People with Psychiatric Disabilities : Focusing on Linkage Experiences and Predictors (지역기반 정신장애인 직업재활수행기관간 연계강화에 관한 연구 : 연계경험 및 예측요인 분석을 중심으로)

  • This study is to explore experience on the inter-organizational linkages for vocational rehabilitation of people with psychiatric disabilities and to find out predictors affecting the linkages. This study used triangulation a way as to combine the advantages of both the qualitative and the quantitative approach. The qualitative approach is based on grounded theory by Strauss & Cobin. The quantitative research used the samples of 122 organizations, and was analyzed by multiple regression & logistic regression. The results are as follows. First, as results of in-depth interview, interviewees perceived linkage experience as 'turning the eyes on the other organization in community', namely 'the pursue of collaboration'. This concept is classified four types: initiative, cooperative, authoritative and passive type. Second, according to Tobin(1986)'s five phase of the closeness of inter-organizational linkages, our linkages were found to be in third phase, "coordination". Finally, predictors of the attempt of having linkages & linkage strengthening were analyzed by logistic regression & multiple regression. 'The experience of professional training on people with psychiatric disabilities' and 'the resource dependency' have statistically significant relation with the attempt to have linkages. 'The length of current service', 'the experience of professional training on people with psychiatric disabilities', and 'recognition about other organizational activities' are significantly related to strengthening linkage. Based on the results of this study, alternatives for promoting inter-organization linkages for vocational rehabilitation of people with psychiatric disabilities were proposed.

A Study on Standardization of GIS Interoperability in Local Governments (지자체 GIS 상호운용성 확보를 위한 표준화 연구)

  • The main questions of this study are how to reuse GIS applications and what to do for interoperability of the applications in local governments. To answer the questions, related technologies and standards of GIS are investigated. International standard organizations, such as ISO/TC211 and OGC(OpenGIS Consortium), are working on GIS interoperability standards based on component technology and distributed computing environments. In this study, a standard model for interoperability of GIS applications in local governments is proposed based on the international standards. Standardization process of GIS interfaces in local governments is as followed: 1) modeling of GIS business and 2) establishment of GIS service architectures 3) defining GIS standard interfaces 4) GIS component. In conclusion, by developing interoperable GIS applications based on component technology the reusability in local governments can be realized.

Factors Affecting on the Quality of Life of the Elderly with Mild Dementia Living in Some Rural Community in Korea (일 농촌지역 경증 치매노인의 삶의 질 영향요인)

  • Objectives: The purpose of this study is to investigate the influencing factor of the quality of life of the elderly with mild dementia in rural community. Methods: A total of 123 elderly who were managed by public health center participated. They were diagnosed as mild dementia by MMSE-DS and CDR. Data were collected during the period from May to September in 2017 by a structured questionnaire that included general characteristics, depression, dependence, comorbidity, sleep scale. Data were analyzed by t-test, ANOVA, Pearson's correlation analysis, and multiple regression analysis. Results: The quality of life was correlated significantly with depression. Depression was the factor affecting the quality of life of the elderly with mild dementia in rural community. Depression accounted for 54.0% as a variable of quality of life. Conclusion: This study was meaningful in that it directly measured the quality of life of the elderly with mild dementia is known to be difficult to measure and found meaningful results. it is necessary to identify the cause of depression and establish a linkage system between public health centers and health related organizations in the community. We suggest the need for individualized preventive intervention program and integrated psychological health service considering depression.

A Study about Hospice Perception of Nursing University Student (간호대학생의 호스피스 인식에 대한 조사 연구)

  • This study was conducted to be helpful to the expansion and development of hospice and to provide the basic data for Hospice palliative care by identifying the general characteristics of curriculum of hospice perception, level of perception, practice experiences, routes, times, meanings, needs, targets, supply, types, organizations, experiences, use of hospice and physical, emotional, social and spiritual aspects of hospice services. Study tools which were used in this study were composed of three sections. Survey paper is 3-point Likert scale which is composed of 6 questions of general characteristics, nominal scale of 24 questions about hospice perception and hospice service contents. Respondents can reply with 3 answers of Necessary (1), Mediocre (2), and Not necessary (3), in physical, emotional, social and spiritual aspects. Score ranges of this tool are from minimum of 24 points to maximum of 72 points and higher scores mean higher perception of Hospice. Hospice is a behavior to take care of terminal patients who are waiting for death and their family and it should be conducted physically, emotionally, socially and spiritually in order that the patients could meet their last moments of life by maintaining a high quality of life, human dignity and peace for the rest of their lives. Hospice could be mentioned to be a comprehensive care to relieve the pains and grieves of bereaved family.
