The Relationship of Value Added to Personnel Expenses and Operating Margin in Hospitals (의료기관의 인건비투자효율과 의료이익률 간의 관계)

  • The study intends to conduct an analysis of relations between efficiency of investment to human resources and the operating margin in hospitals. The analyzed results are as follows: First, it is found out that an index related to labor productivity(the monthly value added per bed, the value added ratio to gross revenue), and an index for efficiency of human resources(value added to personnel expenses), do not have a significant difference by years. Second, labor productivity, indicating the efficiency of human resources, does not have a significant difference between regions and between hospital types. But there is a significant difference according to types of establishment: private hospitals have higher labor productivity(efficiency of human resources) than corporate hospitals. The hospital size is small have significantly higher labor productivity. As a result of a follow-up check, it is found out that there is separation between a group with more than 200 beds and a group with less than 200 beds. Third, at the relations between the indices related to value-added productivity and the operating margin that the higher the value added ratio to gross revenue and the higher labor productivity, the higher the operating margin. Especially, labor productivity(value added to personnel expenses), an index for the efficiency of human resources, out of all the indices related value added productivity, has the most significant influence on the operating margin.

  • Objectives : This study analyzed the managerial efficiency of hospitals and identified the productivity trends for three years. Methods : Data were collected from 44 tertiary hospitals and 32 university hospitals from 2009 to 2011. Efficiency scores and productivity trends were evaluated with the DEA (Data Envelopment Analysis) method. The input variables were the numbers of beds, doctors, nurses, and health personnel, and the medical costs. The output variables were the numbers of outpatients, and inpatients, and the medical revenues. Along with the traditional input-oriented DEA analysis, the Malmquist Productivity Index(MPI) was calculated. Results : First, the mean values of the study variables showed gradual increases in all the variables for all the study years. Second, technical efficiency scores varied depending on the study year. Third, MPI decreased from 2009 to 2010 (MPI=0.986), and then increased from 2010 to 2011(MPI=1.011). The contributions of the Efficiency Change Index and Technical Change Index on the MPI varied depending on the study year. Conclusions : This study provides information to hospital managers about changes in hospital performances. External environments had more influence on hospital performances, and hospital managers will need to manage these influences from factors surrounding the hospitals.

Query Optimization on Large Scale Nested Data with Service Tree and Frequent Trajectory

  • Query applications based on nested data, the most commonly used form of data representation on the web, especially precise query, is becoming more extensively used. MapReduce, a distributed architecture with parallel computing power, provides a good solution for big data processing. However, in practical application, query requests are usually concurrent, which causes bottlenecks in server processing. To solve this problem, this paper first combines a column storage structure and an inverted index to build index for nested data on MapReduce. On this basis, this paper puts forward an optimization strategy which combines query execution service tree and frequent sub-query trajectory to reduce the response time of frequent queries and further improve the efficiency of multi-user concurrent queries on large scale nested data. Experiments show that this method greatly improves the efficiency of nested data query.

Evaluation of Creative Space Efficiency in China' Provinces Based on AHP Method

  • The AHP method was used in 30 provinces of China to construct the index system of creative space efficiency evaluation and determine the weight of each index. The fuzzy comprehensive evaluation method was further used to score the indexes at all levels, and then the total efficiency score was sorted. The purpose of this study is to adjust the regional layout of creative space reasonably and implement financial policies accurately through the evaluation of the efficiency of creative space. The results is ranking top in weight of several indicators, which include the number of incubated Startups, the number of innovation and entrepreneurship mentors, the survival rate of incubator, the innovative training activities, etc. It was also found that Beijing, Shanghai, Jiangsu, Guangdong and Zhejiang ranked first in the score of creative space efficiency. This study is meaningful in that it was In order to effectively solve the problem of the imbalance of the creative space efficiency in China's province, by coordinating the regional pattern, establishing a sound service system and improving the efficiency evaluation system.

A Study on Efficiency of Local Water Supply Service Contracting by Data Envelopment Analysis and Malmquist Index (DEA 및 Malmquist 지수를 이용한 물자원사업 민간위탁경영기관에 관한 효율성 분석)

  • The era of today's day is that the era of the black gold age is now approaching the era of the blue gold age. As the importance of water increases, support and policies for the water industry are presented. The water industry is a public service industry but it faces the problem for unbalanced supply between users. One of solutions for solving the problem at hand is the privatization of the public service and it is the most sensitive and focused subject to the issue. Korea is also coming up for the privatization of the water industry. So, one of the privatization operations based on the privatization of the current waterworks law is management contract by the specialized organization and it is in progress to enhance the efficiency of public services. Therefore, this study aims at finding out the local water supply services' efficiency by K-Water using DEA(Data Envelopment Analysis), and productivity analysis by malmquist index on 18 organizations of the implementation of local water supply management contract using the date from 2012 to 2014. According to the result of the DEA, 10 of the 18 organizations were the most efficient during 3 years and malmquist index for analysing the productivity was decreasing. That is because of the leakage ratio and utilization ratio of the raw water and both of them are significant to productivity. As a result, this study differs from the previous studies by analysing efficiency and productivity using DEA and malmquist index to the solution for the problem faced by current water industry.

Development of Performance Indicators Based on Balanced Score Card for School Food Service Facilities (균형성과표(BSC)개념을 적응한 학교급식 운영성과 측정지표 개발)

  • This study raised the necessity of developing performance indicators for measuring the management efficiency and effectiveness of school food service, and as a means of helping its implementation, a balanced score card (BSC) approach developed by Norton and Kaplan was adopted. This study established BSC in seven phases through literature: Phase 1 Defining a school food service and the scope of working activities, Phase 2 Establishing the vision of a school food service, Phase 3 Setting strategic goals, Phase 4 Identifying critical success factors (CSFs), Phase 5 Developing Key Performance Indicators (KPIs), Phase 6 Extracting cause and effect relationship, and Phase 7 Completing a preliminary BSC. The preliminary BSC was fumed into a survey, which was administered to food service related people working at the Office of Education and School Food Service including 16 offices,209 dietitians, 48 school administrators both from self-operated and contract-managed, and 9 experts in areas related to school food service. They were asked questions about strategies from 4 different perspectives,12 CSFs, 39 KPls, and the cause and effect relationships among them. As a result, among the CSFs based on 4 different perspectives, all factors other than ' zero sum on profit/loss ' from the financial perspective turned out to be valid. In terms of KPIs, manufacturing cost percentages, casualty loss count/reduction rates, school foodervice participation rates, and sales goal achievement rates were found to be valid from the financial perspective, while student satisfaction index, faculty satisfaction index, leftover ratio, nutrition educational performance count, index of evaluating nutrition education, customer claim count/reduction rate, handling customer claim count/reduction rate, and parent satisfaction index were found to be valid from the customers' perspective. Besides, nutritional requirement sufficient ratio, nutritional management score, food poisoning outbreak count, employee safety accident count, sanitary inspection assessment index, meals per labor hour (productivity index), computerization ratio, operational management index, and purchase management assessment index were also found to be valid from the perspective of internal business processes. From the perspective of innovation and learning, employee turnover ratio/rate of absenteeism, annual education and training count, employee satisfaction index, human resource management assessment index, annual menu-related customer feedback, food service information index for employees and parents/schools were also found to be valid. The significance of this study is to present indices for measuring overall performance of school lunch food service operations without putting any limitation on types of school food service management, and to help correctly assess the contribution of the current types of school food service management to schools and students. Measuring Efficiency and Productivity of the Korean Public Hospitals (공공병원의 효율성 및 생산성 분석)

  • Despite its contribution to the Korean medical service industry the question of how efficiently the Korean public hospitals have operated has been unresolved. This study gauges and analyzes the overall efficiency and the Malmquist productivity index in the industry over the period 1992 through 2001. In addition to cost efficiency. we also measure technical, allocative, pure technical and scale efficiencies. Furthermore. the Malmquist index is decomposed into efficiency and frontier changes. We identify several important factors which seem to have strong relationship with various inefficiency estimates. The results indicate that on average the public hospitals has wasted a significant amount of resources and costs over the period. Unlike many other industries, the low level of cost efficiency of the public hospital industry is mainly due to allocative inefficiency rather than technical inefficiency. The Maimquist productivity indices seem both due to the frontier change and efficiency change, but with more effect by the former. The results also indicate that the turnover of hospital beds has played an important role in determining efficiency and productivity of this important industry.

Measuring the Efficiency in Korean Railway Transport using Data Envelopment Analysis (자료포락분석 기법을 이용한 우리나라 철도수송의 효율성 측정)

  • The objective of this paper is to measure the relative technical efficiency of Korean railway transport service. Previous studies on the efficiency in Korean railway service have carried out before the structural reform of Korean railway industry in 2004, whereas this study used the latest data which reflected the impact of reform. We analyzed the efficiency in Korean railway transport by means of measuring the technical efficiencies of other countries, these were estimated with data envelopment analysis. Using data from 22 railway operators over the period $2000{\sim}2006$, the results indicate that the Korean railway transport has been operated efficiently as compared with others.

Variation of Nitrogen Use Efficiency and Its Relationships with Growth Characteristics in Rice Cultivars

  • This experiment was conducted to investigate the variation of nitrogen use efficiency, nitrogen uptake efficiency, physiological utilization efficiency and their relationships with growth characteristics in the 28 Korean rice cultivars. Nitrogen use efficiency of 28 rice cultivars was 47.74, nitrogen uptake efficiency was 0.71, and physiological utilization efficiency was 68.76 in average. Nitrogen use efficiency of rice cultivars had low variation ranged from 44.09 to 51.91, but nitrogen uptake efficiency were relatively high variation from 0.51 to 0.90, and physiological utilization efficiency was from 51.71 to 94.26. The high efficient group in nitrogen uptake efficiency whose value was calculated above 0.80 included Daeanbyeo, Seojinbyeo, Ansungbyeo, Dongjinbyeo, and Hwaanbyeo, while the low efficient group with below 0.60 was Kwanganbyeo, Sampyeongbyeo, Soorabyeo, and Hwasungbyeo. Hwasungbyeo, Sampyeongbyeo, Soorabyeo for physiological utilization efficiency were more efficient cultivars, while Daeanbyeo, Seojinbyeo, Ansungbyeo were less efficient cultivars. Nitrogen uptake efficiency had positive correlation coefficients between dry matter weight of plant ($0.842^{**}$), leaf area index ($0.761^{**}$), and leaf nitrogen content ($0.599^{**}$), respectively. Therefore, the dry matter weight of rice plant and leaf area index was important characters to evaluate nitrogen uptake efficiency in rice cultivars. Also, more efficient cultivar in nitrogen uptake had higher chlorophyll meter value, which was appeared dark green color.

Analysis of the Productivity Trend of Public Health Centers in Gangwon-do Using the Malmquist Productivity Index(2006-2013) (맘퀴스트 생산성지수를 활용한 강원도 보건소의 생산성 변화 분석(2006-2013))

  • Objectives : The purpose of this study was to evaluate the productivity changes of 18 public health centers in Gangwon-do from 2006 to 2013 using the Malmquist Productivity Index(MPI). Methods : Data were collected from Statistics Korea from 2006 to 2013. The input variables were the numbers of medical, nursing and administrative personnels. The output variables were the performances of health promotion programs. Along with the traditional input-oriented DEA analysis, the MPI was calculated. Results : First, among the 18 public health centers, the productivity index of 14 public health centers was increased. Second, the annual productivity showed a 6% increase. Third, the productivity improvements were mainly caused by Scale Efficiency Change. Conclusions : Improving the productivity of public health centers requires the support and external policies of the national and local government. Internally, public health centers need to maintain scale optimization of the center. Additionally, efforts should be made to effectively use limited resources.
