A Comparative Study on the Service Efficiency Index(SEI) and Service Quality Consistency Index(SQCI) using the SQI (SQI를 이용한 서비스효율성지수(SEI) 및 서비스품질 일관성지수(SQCI)의 비교연구)

  • The most widely used models to study the quality of service are the SERVQUAL and SERVPERF models that measure service mechanisms. This paper is to estimate service efficiency and consistency for Retail Industry. We tried to measure the service quality and overall satisfaction by using DEA and PCI, degree of combination and top2box which is a little bit different methodology from traditional ones. Rather than using the usual method of converting the service quality index by mean value, the Service Efficiency Index(SEI) and Service Quality Consistency Index(SQCI) are used to measure the efficiency and consistency level, which in turn can be used as the new service quality indices. The result of SEI and SQCI show the efficiency frontier in retail industry that 6 DMUs are analyzed relative efficient DMUs, 12DMUs are inefficient DMUs and retail Industry consistency level appeared low(0.35-0.47) Also, there is a significant difference in terms of efficiency and consistency in the each retail industry. Finally, we showed the summarized result as the Effi-Con Matrix.

Analyzing the National Medical Service Efficiency of OECD Countries Using DEA and Malmquist Productivity Index (DEA와 맘퀴스트 생산성 지수를 활용한 OECD 국가간 의료서비스 효율성 분석)

  • Health care that is considered to be one of the major factors for the quality of life is nowadays receiving a great deal of attention, and thus there is a growing need in Korea to identify the efficiency of national medical service and enhance the competitiveness. Although there exist studies on the medical service efficiency about general hospitals and local hospitals, they mostly deal with the efficiency problems from a domestic and regional perspective. In response, this paper analyzes the competitive efficiency of national medical service with respect to 16 OECD countries, by exploiting Data Envelopment Analysis (DEA) and Malmquist Productivity Index (MPI). Building on the DEA and MPI analysis results, this paper identifies the competitive position of Korean national medical service and suggests implications for the medical service improvement.

  • Nowadays, there are many companies which employ the SQI measurement to assess service quality. The purpose of this study is to measure the service efficiency for Bank Industry. In this paper, we tried to measure the efficiency of service quality and overall customer satisfaction by using Data Envelopment Analysis(DEA). Rather than using the usual method of converting the Service Quality Index(SQI) into mean value, we applied CCR/BCC models in DEA to service quality efficiency. Also, DEA/PS Model is recommended as appropriate model for evaluating service efficiency by complementing the shortfalls of the weighted value of DEA Model. In this study, six dimensions of service quality were considered as input variables and output variables(overall customer satisfaction, reusing intention, and word of mouth). The result of this study statistically verifies that 5 DMUs are relatively efficient, and intensive activities for service efficiency are needed for 20 sample branches. Managerial implications based on the analysis were suggested.

A Study on the Development of PSEI and Measurement of Service Efficiency in Public Sector (공공부문의 서비스효율성 측정 및 지수개발에 관한 연구)

  • The customer-driven efficiency evaluation has been in the mainstream of public administration research, since the 1980s. However, there have been relatively fewer efficiency evaluation research in public administration compared to those of public institutions. This paper is to analyze the service efficiency of public sector using Data Envelopment Analysis(DEA). We suggested two stage DEA model to accomplish efficiency evaluation that an operation and performance characteristic of the public institution were reflected and then the number of the government employee and tax expenditure per residents were used as the input elements at the 1st stage and four integrated service dimensions were used as the output elements. At 2nd stage, four integrated service dimensions and citizen's satisfaction were used as the input and output elements respectively. In addition, we suggested PSEI(Public Service Efficiency Index) which showed the efficiency of the public sector using the two stages efficiency result. According to the results for '07, there were no efficient institutions among 15 DMUs and the most efficient public institution was K(0.9150). In case for '08 analysis, there was only one efficient DMU.

  • Previous performance evaluation focusing on objective data of service agency has the limitations that did not reflect user-centered evaluation. With the expansion of voucher service, importance of perspective of service user such as satisfaction index is increasing. As voucher service has been delivered by the financial burden of government and user, we need the performance evaluation system that reflects the both performance indices to meet the accountability of two stake-holders. So this study focuses on deriving integrated evaluation system developing systems what mixed objective and subjective performance. Data used in this study is collected form 70 social service agencies that deliver voucher service and 1445 service users. Using General Satisfaction Index and Efficiency Index by DEA, this study analysed the correlation between efficiency and satisfaction index, and integrated performance evaluation model is constructed through portfolio map. This study has the following implication. This study theoretically explains the relation of objective performance and subjective performance and gives practical guidance in performance evaluation criterion and interpretation of performance.

Efficiency Analysis of Public Service Organizations Using Stochastic Frontier Analysis (확률변경분석을 이용한 공공서비스 조직의 효율성 분석)

  • An organization must restructure itself once it makes outsourcing decisions. Outsourcing is a strategy that a company adopts to direct internal efforts into strengthening its core business processes while contracting other companies for strategically less critical tasks thereby improving organizational production efficiency, and the strategy inevitably involves organizational restructuring. While public service organizations have increasingly embraced outsourcing as well, only a handful of studies analyze the change in efficiency from organizational restructuring. Therefore, this study uses Stochastic Frontier Analysis (SFA) to test whether efficiency improved in Korea Expressway Corporation's restructured branch offices. Korea Expressway Corporation evaluated and grouped its branches based on road extensions management, traffic volume, the number of snow days, road deterioration, and the number of junctions to differentially allocate its personnel and budget. The extent of efficiency improvement in each group was compared, and results show that inefficiency did not exist in any of the groups. The efficiency index among the three group categories was similar across the board; 9 offices in the A-group with its expanded personnel and budget had an efficiency index of 0.954, 12 offices in the B-group with unchanged personnel and budget conditions had an index of 0.950, and 12 offices in the C-group with reduced personnel and budget had an index of 0.937. SFA facilitates efficiency analyses because it does not require pre-restructuring data. This study is easy to apply in practice and empirically tests efficiency improvement in organizational restructuring based on data collected from all the branch offices in Korea Expressway Corporation.

  • Lately, influence of information rises and interest about satisfaction estimation of information providing service is risin. According to rapid change in information environment, information-providing service is being changed in various form, in which center development is made in relation to the effort for customer satisfaction intended to enhance user's satisfaction level through providing more convenient and higher service centered on information service user rather than information service provider. Organizations providing information service is also changing their service from traditional one centered on service provider to that for user's satisfaction and service quality, and evaluation of information service quality and measurement of user's satisfaction as the result of using information service are regarded important. In this respect, it is needed to measure user's satisfaction level for environmental factors of information service and analyze what kind of influence they have to enhance user's satisfaction level of information service. Also function and efficiency of information offer service are important. Therefore, interest for satisfaction survey to heighten contents satisfaction of information-providing service, service satisfaction, satisfaction of user of system satisfaction is increased. In this paper, we propose a model of the user satisfaction index for information-providing services and present the user satisfaction index is measured to the model. Also we this study suggest qualitative improvements of information-providing service required for change to user-centric information-providing service through measuring user satisfaction index of ITFIND system and schemes to improve information quality

  • The aims of this study was to suggest a new efficiency measurement indicator for evaluating the management efficiency of decision making units(DMUs) in the contract foodservice industry. The data envelopment analysis(DEA) model which considers multiple inputs and outputs and looking for benchmarks, was used to compare the productivity of DMUs. We considered sales, profits, and customer satisfaction as output variables and it adopted food cost, labor cost and administrative expense as input variables. The results of applying DEA revealed relatively efficient types of business and service types. The efficiency of school units was highest and the mired service type was the most efficient one. In this study the CCR model efficiency was analysed with profit and the customer satisfaction index by the matrix method. DEA efficiency was correlated with profit but there was no correlation between DEA efficiency and the customer satisfaction index.

A Tradeoff between Customer Efficiency and Firm Productivity in Service Delivery Systems

  • The paper proposes a non-parametric methodology, data envelopment analysis, for measuring efficiency and productivity in service delivery systems with capacity constraints. The methodology provides allocation approaches for studying behaviors of firm and customers in service delivery strategy. The experimental study is carried out to investigate allocation behaviors and conduct an objective tradeoff between efficiency approach and productivity approach. The experimental result indicates that the efficiency approach allocates resource via maximizing customer efficiency rather than firm productivity as in the productivity approach. Moreover, the experiment reveals that there exists an objective tradeoff between the efficiency approach and the productivity approach. These findings provide strategic options for allocation policy in service delivery systems.

Analyzing the Efficiency of Regional Medical Resource Uses for Foreign Patient Care (외국인 환자 진료를 위한 지역별 의료자원 이용의 효율성 분석)

  • This study purposed to analyze the productivity of regional medical capacity in attracting medical tourist between 2009 and 2011. Data envelopment analysis (DEA) and Malmquist productivity index (MPI) were applied to test the productivity and changes in study periods. The DEA model included a number of doctors, nurses, and beds as input factors, and a number of inpatient and outpatient, and hospital income as output factors. The result of the study were as follow. Jeju had efficiency value of 1 for three years. Seoul, Busan, Daegu, Daejeon, Ulsan, Gyeonggi, Gangwon, Jeonnam, Gyeongbuk, and Gyeongnam showed an increasing trend of efficiency value over three years. Seoul had the efficiency value, 1, in 2011. But, Incheon, Gwangju showed decreasing efficiency score during the study period. MPI showed overall productivity decrease during the period. Further studies will be needed by collecting more time-series data.
